Cet article discute des problèmes de gouvernance et de corruption en Afrique dans le cadre d’un débat politique et philosophique large entre universalisme et relativisme, idéalisme et réalisme, ainsi que entre individualisme et communautarisme. Premièrement, je défends que l’approche réaliste de l’éthique politique et du leadership ne permet pas de différencier entre les éléments descriptifs et prescriptifs de la gouvernance et peut aisément être utilisée pour justifier « les Mains Sales » des dirigeants au nom de l’intérêt supérieur de la nation, même dans les cas où l’intérêt personnel est la seule force motivationnelle pour les actions qui sapent les codes sociaux et éthiques ordinaires. Deuxièmement, l’article montre la faillite de la confiance publique dans le gouvernement et la faiblesse de l’Etat renforce les politiques communautariennes sub-nationales qui tendent à être fondées sur l’ethnie et exclusive, et par conséquent, qui viole le cœur de l’éthique publique, c’est-à-dire l’impartialité. Finalement, l’article suggère que les principes d’éthique universels pour les services publiques soient introduits en complément plutôt qu’en concurrence avec les éthiques locales, socialement et culturellement limitée au privé. Cela requière, d’une part, que nous comprenions mieux la complexité historique, les circonstances économiques et sociales et les arrangements politiques transitionnels dans les pays africains. D’autre part, un nous devons investir dans une éducation éthique civique et professionnel réflexive qui adopte un point de vue nuancé entre le réalisme politique et l’idéalisme comme point de départ des réformes institutionnelles, aussi bien que modalité de changement des comportements à long terme.

The alleged problem of the dirty hands of politicians has been much discussed since Michael Walzer’s original piece (Walzer 1974). The discussion has concerned the precise nature of the problem or sought to dissolve the apparent paradox. However there has been little discussion of the putative complicity, and thus also dirtying of hands, of a democratic public that authorizes politicians to act in its name. This article outlines the sense in which politicians do get dirty hands and the degree to which a democratic public may also get dirty hands. It separates the questions of secrecy, authorisation, and wrongfulness in order to spell out the extent of public complicity. Finally it addresses the ways in which those who do and those who do not acknowledge the problem of dirty hands erroneously discount or deny the problem of complicity by an appeal to the nature of democracy, a putatively essential need for political openness or to the scope of ideal theory.

Résumé: Le rapport entre la morale et la politique est un des plus vieux problèmes et des plus durables que s’est posé la philosophie morale, la philosophie politique, et plus récemment la philosophie du droit. Pour certains, la Morale, au sens large, doit guider les actions humaines dans toutes les sphères d’activité et les individus devraient ainsi, au mieux de leur capacité, chercher à se conformer à ses exigences. Dans ce cas, il ne peut y avoir de dilemme moral entre les exigences normatives issues de l’univers politique et les exigences, prétendument universelles, de la Morale. En contrepartie, d’autres suggèrent que l’on peut être justifié d’enfreindre, à certains moments, les exigences que l’on considère comme morales dans la vie « ordinaire » étant donné le caractère adversatif de la politique. Le dilemme se présente, ainsi, comme une tension entre deux normativités qui suggèrent une distinction entre ce qui relève du public et ce qui relève du privé. C’est en voulant répondre à ce dernier problème que s’est développé une littérature qui porte au cœur de sa conception le problème de la justification morale d’une action politique qui est moralement condamnable. Dans son ensemble, ce mémoire s’intéresse à analyser comment la littérature portant sur le problème des mains sales traite la question du couple conceptuel public – privé. Nous soutenons, qu’en retenant la possibilité d’une réelle distinction entre ces deux univers à normativités différentes, l’hypothèse qu’il y a effectivement une tension entre le domaine privé et le domaine public, qui ne peut totalement se soumettre aux exigences de la morale étant donné les particularités de l’action politique. Ceci étant dit, nous désirons nuancer une telle prise de position qui fait écho aux écrits de Machiavel. Ainsi, nous soutiendrons que cette distance entre le public et le privé est bien réelle, cependant, elle ne se présente pas aussi radicalement. Plutôt, elle se présente comme une distinction qui est liée à l’enjeu de l’évaluation, du jugement moral, faite par les individus qui sont hors de la politique et de ceux étant à l’intérieur de la politique.

Cette thèse traite de l’impact de l’économie congolaise sur la pastorale du diocèse d’Idiofa, de la gestion de ce diocèse et de leurs répercussions sur le ministère des prêtres. Après plusieurs années de son érection, le diocèse d’Idiofa subit présentement les conséquences de la crise économique congolaise. Sa pastorale est malade, en panne et même bloquée. Partout, il n’y pas d’argent, les caisses sont vides, on ne peut ni manger ni célébrer l’Eucharistie. On assiste à la démotivation presque généralisée des prêtres : refus des obédiences ou contestation des affectations, séjours prolongés et études à l’étranger, absence, ignorance ou mystère des finances. Les gens et les prêtres sont de plus en plus pauvres. Cela contraste avec la croissance numérique des prêtres dans le diocèse d’Idiofa. À y regarder de près, cette croissance masque mal une énigme. Avec la pauvreté grandissante, on aurait dû s’attendre à une diminution du nombre des prêtres. Or, tel n’est pas le cas. On assiste à un phénomène inverse dans le diocèse d’Idiofa. À quoi est dû cet état de chose? Promotion sociale, recherche du bien être matériel? Hausse des vocations? Le problème paraît banal, mais c’est une question pratique qui nous conduit à une prise de conscience de notre agir et de notre identité ecclésiaux. Cette thèse aidera à saisir les enjeux en cause et leurs conséquences sur le ministère des prêtres et sur la population. Elle nous éclairera sur l’incapacité de notre Église locale à s’assumer et à réagir de façon réaliste dans notre contexte propre. L’écart est énorme entre sa théorie et sa pratique. Cette thèse vise une Église locale nouvelle qui se veut active, pratique et qui n’a pas le droit de méconnaître les problèmes des prêtres et des gens en situation difficile. S’il est vrai que le modèle ecclésial actuel est élaboré en fonction des défis et des aspirations des communautés diocésaines, comment expliquer que la même Église puisse reléguer aux oubliettes les problèmes économiques qui conditionnent la vie réelle des prêtres et des gens? La communauté diocésaine peut-elle se bâtir en négligeant l’aspect économique? Malgré la vitalité actuelle de l’Église du diocèse en termes numériques, liturgiques et sacramentaires, de graves insuffisances témoignent de sa paralysie actuelle et rendent l’avenir incertain : misère croissante des masses, mauvaise gestion, dépendance accrue, etc. Cette thèse veut que notre Église locale se sente interpellée dans son agir pastoral par ce problème économique. Une nouvelle orientation ou organisation pastorale s’avère donc nécessaire pour la subsistance et la croissance de notre Église et de son milieu. Notre thèse comprend sept chapitres. Le premier dresse un portrait économique de la République Démocratique du Congo avec ses immenses richesses et la crise qu’elle traverse tant au plan politique que économique. Le deuxième analyse l’écart entre les prises de position audacieuses de l’Église congolaise dans ce contexte et sa pratique cléricale et institutionnelle plus conservatrice. Le troisième décrit la situation pastorale du diocèse d’Idiofa, du ministère de brousse jusqu’à la gestion diocésaine en passant par ses diverses pastorales sectorielles. On y trouve l’exposé des faiblesses et des forces de ce diocèse. Le quatrième analyse la situation économique du diocèse tant en rapport avec la crise congolaise qu’avec les dynamiques internes du diocèse. On y voit émerger par exemple, la dépendance envers Rome, le favoritisme et le tribalisme financiers, la perte de moyens de production propres au diocèse, la pauvreté du clergé et, évidemment, des fidèles et des gens du diocèse. Le cinquième chapitre réévalue les progrès théologiques (adaptation, pierres d’attente, inculturation, reconstruction, libération et contextuelle) et des pratiques pastorales du diocèse en regard de sa réalité actuelle. Le sixième propose une interprétation théologique de la crise économique du diocèse d’Idiofa en fonction de l’Évangile, du salut considéré comme salut global concernant la transformation des structures historiques, de la mission de l’Église d’annoncer ce salut en paroles et en actes. Le septième et dernier chapitre propose une analyse des implications éthiques et ecclésiales. Il présente aussi quelques voies pastorales susceptibles de favoriser la prise en mains des communautés par elles-mêmes et l’assainissement des finances du diocèse : pastorales du grenier, des mains sales et du jardin partagé. La conclusion générale de la thèse rappelle les idées-forces et propose des pistes de solution.

Disorder and interactions both play crucial roles in quantum transport. Decades ago, Mott showed that electron-electron interactions can lead to insulating behavior in materials that conventional band theory predicts to be conducting. Soon thereafter, Anderson demonstrated that disorder can localize a quantum particle through the wave interference phenomenon of Anderson localization. Although interactions and disorder both separately induce insulating behavior, the interplay of these two ingredients is subtle and often leads to surprising behavior at the periphery of our current understanding. Modern experiments probe these phenomena in a variety of contexts (e.g. disordered superconductors, cold atoms, photonic waveguides, etc.); thus, theoretical and numerical advancements are urgently needed. In this thesis, we report progress on understanding two contexts in which the interplay of disorder and interactions is especially important.

The first is the so-called “dirty” or random boson problem. In the past decade, a strong-disorder renormalization group (SDRG) treatment by Altman, Kafri, Polkovnikov, and Refael has raised the possibility of a new unstable fixed point governing the superfluid-insulator transition in the one-dimensional dirty boson problem. This new critical behavior may take over from the weak-disorder criticality of Giamarchi and Schulz when disorder is sufficiently strong. We analytically determine the scaling of the superfluid susceptibility at the strong-disorder fixed point and connect our analysis to recent Monte Carlo simulations by Hrahsheh and Vojta. We then shift our attention to two dimensions and use a numerical implementation of the SDRG to locate the fixed point governing the superfluid-insulator transition there. We identify several universal properties of this transition, which are fully independent of the microscopic features of the disorder.

The second focus of this thesis is the interplay of localization and interactions in systems with high energy density (i.e., far from the usual low energy limit of condensed matter physics). Recent theoretical and numerical work indicates that localization can survive in this regime, provided that interactions are sufficiently weak. Stronger interactions can destroy localization, leading to a so-called many-body localization transition. This dynamical phase transition is relevant to questions of thermalization in isolated quantum systems: it separates a many-body localized phase, in which localization prevents transport and thermalization, from a conducting (“ergodic”) phase in which the usual assumptions of quantum statistical mechanics hold. Here, we present evidence that many-body localization also occurs in quasiperiodic systems that lack true disorder.

Investigations into the evolutionary origins of human cognition has shown that individuals’ memory for others is influenced by the latter’s behaviour in social contracts. Such research is primarily based on hypothetical or more abstract forms of social contracts, whereas an application of this knowledge to everyday health behaviours can be of great value. To address this, the current study investigated whether participants who were asked to imagine themselves in a hypothetical hazardous health scenario showed differential response sensitivity (d’) and latency (RT) to faces of hospital staff tagged with contrasting hand hygiene before touching patients: clean hands, dirty hands, or unknown hand-washing behaviour (control). The test used a two alternative forced-choice (2AFC: “old/new”) face recognition paradigm. The findings showed that d’ to dirty and clean hands was similar, but higher than for controls. Moreover, d’ was not affected by the occupation of hospital staff (nurses vs porters). The absence of memory gains towards clean or dirty hands points to the need for new strategies to remind patients to observe (and remember) the hand hygiene of others when exposed to hazardous health environments.

Final year research projects are an important part of undergraduate chemistry courses, allowing students to enhance transferable skills in teamworking, problem solving and presentations, at the same time as learning valuable practical skills. Several recent reports have highlighted the importance of research based studies as part of undergraduate courses. ‘We need to encourage universities to explore new models of curriculum. They should all incorporate research based study for undergraduates to cultivate awareness of research careers, to train students in research skills for employment, and to sustain the advantages of a research teaching connection,’ wrote Paul Ramsden from James Cook University, Australia, in a 2008 report for the UK’s Higher Education Academy.1 A 2010 report published by the Biopharma Skills Consortium – that promotes collaboration across the higher education sector in the area of biopharma – also stated that: ‘Companies seek recruits well placed to acclimatise quickly to the work environment. They are looking for recruits who can deploy a range of generic skills in the application of their knowledge.’2

Pressing global environmental problems highlight the need to develop tools to measure progress towards "sustainability." However, some argue that any such attempt inevitably reflects the views of those creating such tools and only produce highly contested notions of "reality." To explore this tension, we critically assesses the Environmental Sustainability Index (ESI), a well-publicized product of the World Economic Forum that is designed to measure 'sustainability' by ranking nations on league tables based on extensive databases of environmental indicators. By recreating this index, and then using statistical tools (principal components analysis) to test relations between various components of the index, we challenge ways in which countries are ranked in the ESI. Based on this analysis, we suggest (1) that the approach taken to aggregate, interpret and present the ESI creates a misleading impression that Western countries are more sustainable than the developing world; (2) that unaccounted methodological biases allowed the authors of the ESI to over-generalize the relative 'sustainability' of different countries; and, (3) that this has resulted in simplistic conclusions on the relation between economic growth and environmental sustainability. This criticism should not be interpreted as a call for the abandonment of efforts to create standardized comparable data. Instead, this paper proposes that indicator selection and data collection should draw on a range of voices, including local stakeholders as well as international experts. We also propose that aggregating data into final league ranking tables is too prone to error and creates the illusion of absolute and categorical interpretations. (c) 2004 Elsevier Ltd. As a contribution to literature drawing together green criminology and studies of organised and corporate crime, this paper provides a case study of crimes and public health harms linked to the Naples garbage disposal crisis. The context is the inability of modern consumer society to cope with the problem of mass production of waste. In turn this leads to opportunities for both legal and criminal entrepreneurs to offer services that promise but fail to ‘dispose’ of the problem. The analysis draws upon environmental law and classic studies of organised crime.

Aim: Up to 60% of older medical patients are malnourished with further decline during hospital stay. There is limited evidence for effective nutrition intervention. Staff focus groups were conducted to improve understanding of potential contextual and cultural barriers to feeding older adults in hospital. Methods: Three focus groups involved 22 staff working on the acute medical wards of a large tertiary teaching hospital. Staff disciplines were nursing, dietetics, speech pathology, occupational therapy, physiotherapy, pharmacy. A semistructured topic guide was used by the same facilitator to prompt discussions on hospital nutrition care including barriers. Focus groups were tape-recorded, transcribed and analysed thematically. Results: All staff recognised malnutrition to be an important problem in older patients during hospital stay and identified patient-level barriers to nutrition care such as non-compliance to feeding plans and hospital-level barriers including nursing staff shortages. Differences between disciplines revealed a lack of a coordinated approach, including poor knowledge of nutrition care processes, poor interdisciplinary communication, and a lack of a sense of shared responsibility/coordinated approach to nutrition care. All staff talked about competing activities at meal times and felt disempowered to prioritise nutrition in the acute medical setting. Staff agreed education and ‘extra hands’ would address most barriers but did not consider organisational change. Conclusions: Redesigning the model of care to reprioritise meal-time activities and redefine multidisciplinary roles and responsibilities would support coordinated nutrition care. However, effectiveness may also depend on hospitalwide leadership and support to empower staff and increase accountability within a team-led approach.

This report presents a system for generating a stable, feasible, and reachable grasp of a polyhedral object. A set of contact points on the object is found that can result in a stable grasp; a feasible grasp is found in which the robot contacts the object at those contact points; and a path is constructed from the initial configuration of the robot to the stable, feasible final grasp configuration. The algorithm described in the report is designed for the Salisbury hand mounted on a Puma 560 arm, but a similar approach could be used to develop grasping systems for other robots.

Cubicle should provide good resting comfort as well as clean udders. Dairy cows in cubicle houses often face a restrictive environment with regard to resting behaviour, whereas cleanliness may still be impaired. This study aimed to determine reliable behavioural measures regarding resting comfort applicable in on-farm welfare assessments. Furthermore, relationships between cubicle design, cow sizes, management factors and udder cleanliness (namely teats and teat tips) were investigated. Altogether 15 resting measures were examined in terms of feasibility, inter-observer reliability (IOR) and consistency of results per farm over time. They were recorded during three farm visits on farms in Germany and Austria with cubicle, deep litter and tie stall systems. Seven measures occurred to infrequently to allow reliable recording within a limited observation time. IOR was generally acceptable to excellent except for 'collisions during lying down', which only showed good IOR after improvement of the definition. Only three measures were acceptably repeatable over time: 'duration of lying down', 'percentage of collisions during lying down' and 'percentage of cows lying partly or completely outside lying area'. These measures were evaluated as suitable animal based welfare measures regarding resting behaviour in the framework of an on-farm welfare assessment protocol. The second part of the thesis comprises a cross-sectional study on resting comfort and cow cleanliness including 23 Holstein Friesian dairy herds with very low within-farm variation in cubicle measures. Height at withers, shoulder width and diagonal body length were measured in 79-100 % of the cows (herd size 30 to115 cows). Based on the 25 % largest animals, compliance with recommendations for cubicle measures was calculated. Cleanliness of different body parts, the udder, teats and teat tips was assessed for each cow in the herd prior to morning milking. No significant correlation was found between udder soiling and teat or teat tip soiling on herd level. The final model of a stepwise regression regarding the percentage of dirty teats per farm explained 58.5 % the variance and contained four factors. Teat dipping after milking which might be associated with an overall clean and accurate management style, deep bedded cubicles, increasing cubicle maintenance times and decreasing compliance concerning total cubicle length predicted lower teat soiling. The final model concerning teat tip soiling explained 46.0 % of the variance and contained three factors. Increasing litter height in the rear part of the cubicle and increased alley soiling which is difficult to explain, predicted for less soiled teat tips, whereas increasing compliance concerning resting length was associated with higher percentages of dirty teat tips. The dependent variable ‘duration of lying down’ was analysed using again stepwise regression. The final model explained 54.8 % of the total variance. Lying down duration was significantly shorter in deep bedded cubicles. Further explanatory though not significant factors in the model were neck-rail height, deep bedding or comfort mattresses versus concrete floor or rubber mats and clearance height of side partitions. In the attempt to create a more comprehensive lying down measure, another analysis was carried out with percentage of ‘impaired lying down’ (i.e. events exceeding 6.3 seconds, with collisions or being interrupted) as dependent variable. The explanatory value of this final model was 41.3 %. An increase in partition length, in compliance concerning cubicle width and the presence of straw within bedding predicted a lower proportion of impaired lying down. The effect of partition length is difficult to interpret, but partition length and height were positively correlated on the study farms, possibly leading to a bigger zone of clear space for pelvis freedom. No associations could be found between impaired lying down and teat or teat tip soiling. Altogether, in agreement with earlier studies it was found that cubicle dimensions in practice are often inadequate with regard to the body dimensions of the cows, leading to high proportions of impaired lying down behaviour, whereas teat cleanliness is still unsatisfactory. Connections between cleanliness and cow comfort are far from simplistic. Especially the relationship between cubicle characteristics and lying down behaviour apparently is very complex, so that it is difficult to identify single influential factors that are valid for all farm situations. However, based on the results of the present study the use of deep bedded cubicles can be recommended as well as improved management with special regard to cubicle and litter maintenance in order to achieve both better resting comfort and teat cleanliness.

Stora och komplexa kodbaser med bristfällig kodförståelse är ett problem som blir allt vanligare bland företag idag. Bristfällig kodförståelse resulterar i längre tidsåtgång vid underhåll och modifiering av koden, vilket för ett företag leder till ökade kostnader. Clean Code anses enligt somliga vara lösningen på detta problem. Clean Code är en samling riktlinjer och principer för hur man skriver kod som är enkel att förstå och underhålla. Ett kunskapsglapp identifierades vad gäller empirisk data som undersöker Clean Codes påverkan på kodförståelse. Studiens frågeställning var: Hur påverkas förståelsen vid modifiering av kod som är refaktoriserad enligt Clean Code principerna för namngivning och att skriva funktioner? För att undersöka hur Clean Code påverkar kodförståelsen utfördes ett fältexperiment tillsammans med företaget CGM Lab Scandinavia i Borlänge, där data om tidsåtgång och upplevd förståelse hos testdeltagare samlades in och analyserades. Studiens resultat visar ingen tydlig förbättring eller försämring av kodförståelsen då endast den upplevda kodförståelsen verkar påverkas. Alla testdeltagare föredrar Clean Code framför Dirty Code även om tidsåtgången inte påverkas. Detta leder fram till slutsatsen att Clean Codes effekter kanske inte är omedelbara då utvecklare inte hunnit anpassa sig till Clean Code, och därför inte kan utnyttja det till fullo. Studien ger en fingervisning om Clean Codes potential att förbättra kodförståelsen.

The application of dexterous robotic hands out of research laboratories has been limited by the intrinsic complexity that these devices present. This is directly reflected as an economically unreasonable cost and a low overall reliability. Within the research reported in this thesis it is shown how the problem of complexity in the design of robotic hands can be tackled, taking advantage of modern technologies (i.e. rapid prototyping), leading to innovative concepts for the design of the mechanical structure, the actuation and sensory systems. The solutions adopted drastically reduce the prototyping and production costs and increase the reliability, reducing the number of parts required and averaging their single reliability factors. In order to get guidelines for the design process, the problem of robotic grasp and manipulation by a dual arm/hand system has been reviewed. In this way, the requirements that should be fulfilled at hardware level to guarantee successful execution of the task has been highlighted. The contribution of this research from the manipulation planning side focuses on the redundancy resolution that arise in the execution of the task in a dexterous arm/hand system. In literature the problem of coordination of arm and hand during manipulation of an object has been widely analyzed in theory but often experimentally demonstrated in simplified robotic setup. Our aim is to cover the lack in the study of this topic and experimentally evaluate it in a complex system as a anthropomorphic arm hand system.
