Financial literacy (fl) is generally regarded as an economic good which individuals choose whether or not to consume depending on how much of a contribution they expect it to make to the quality of their financial decision-making. This construct has not, however, been tested empirically. In this study we analyse variations in fl on the part of individuals who experience major life-cycle events that show up in the data and that can be assumed to have repercussions on their personal finances. The analysis of a panel made up of approximately 12,000 people indicates that there is a correlation between 13 of the 17 selected life events and financial decisions, but only one of those events (job training) is associated with a change in fl. This evidence casts doubt upon the conceptualization of fl as an economic good and is in line with a series of other studies that, for one reason or another, have questioned the soundness of the current conceptual approach to FL.

Financial literacy can explain a significant proportion of wealth inequality. Among the key components of financial literacy are numeracy and money management skills. Our study examines the relative importance of these components in the determination of consumer debt and household net worth among credit union members in socially disadvantaged areas. The main finding from our analysis is that money management skills are important determinants of financial outcomes but that numeracy has almost no role to play. This result adds to a recent US-based behavioural finance literature on the role of attention and planning in consumer finance. Findings are found to be robust when the sample is reduced to only those who have a clear role in household financial decision-making and also when controlling for potential endogeneity. Our findings have policy implications in the UK and elsewhere as credit unions across the world are important players in national financial literacy strategies.

The subjects of the research are mainly individuals who have begun an apprenticeship or university education. Economic competence and financial literacy are of special interest for this group because they are usually in the unique position of being responsible for managing their own financial affairs autonomously, often for the first time. This dissertation aims to contribute to the ongoing discourse on the effect an enhanced financial literacy, through financial education, has on financial behaviour. We posit that financial literacy is enhanced through financial education courses, but it also significantly impacts the financial behaviour of individuals. Moreover, we argue that improved financial literacy plays a significant role in mitigating behavioural biases and an asset price bubble. Chapter 1 analyzes the impact of a financial education course in enhancing financial literacy in a high- school context. Students at specific schools in Tirana, Albania, are delivered a financial education course, which lasts one academic year. To understand the impact of this financial education course in enhancing financial literacy, PISA (2012) questionnaire on financial literacy is delivered to the students before and after the course is delivered. Chapter 2 analysis the impact of financial literacy in mitigating behavioural biases. We focus on the impact that enhanced financial literacy through the financial education course and financial education plays in reducing the propensity to mental accounting bias. Chapter 3 investigates how financial literacy affects the propensity to an asset price bubble occurrence. We posit that enhanced financial literacy through financial education reduces the probability of an asset price bubble occurrence. We find that financial literacy enhanced through financial education has a significant impact in the financial behaviour of the individuals.

La financial literacy viene definita dall’Ocse come il processo per mezzo del quale i cittadini migliorano la loro comprensione su prodotti finanziari, i concetti ad essi correlati e i rischi associati e, attraverso l’informazione, l’istruzione e consigli oggettivi, sviluppano le capacità e la fiducia nella propria consapevolezza dei rischi e delle opportunità finanziarie, di sapere dove chiedere aiuto, e intraprendere altre azioni efficaci per migliorare il proprio benessere economico. Attraverso una contestualizzazione sociale, scolastica e metodologica, il lavoro di tesi si propone di indagare i livelli di financial literacy tra gli studenti di quattro classi superiori di diverso grado. Una prima indagine avviene attraverso un pre-test sulle conoscenze finanziarie, cultura e rapporto affettivo con il mondo finanziario. Successivamente viene proposto un percorso composto da tre attività originali riguardanti il “gioco in borsa”, la pianificazione e il futuro, e le leggi finanziarie. Si analizzano: l’applicazione di conoscenze matematiche, i ragionamenti e gli atteggiamenti degli studenti nelle quattro classi.

A pénzügyi piacok és termékek egyre komplexebbé válnak, ami együtt jár a pénzügyeket illető információs szakadék mélyülésével is – a lakosság egyre kevésbé képes pénzügyeiről körültekintő döntéseket hozni. Jelen tanulmány a magyar felsőoktatásban tanuló fiatalokat pénzügyi attitűdjeik mentén szegmentálja és jellemzi, annak érdekében, hogy hozzájáruljon a pénzügyi kultúra szintjét növelő programok sikerességéhez, legyen az állami indíttatású (pénzügyi edukáció) vagy a versenyszféra által vezérelt. A vizsgált fiatalok alapvetően három csoportba sorolhatók: (1) Konzervatívak, (2) Lázadók és (3) Tapasztaltak. A Konzervatívakra a stabil morális értékrend, alacsony kockázatvállalási hajlandóság jellemző, céljaik között egyaránt találunk rövid és hosszú távúakat is – informáltságuk, és ebből eredően pénzügyi ismeretszintjük alacsony, a hitelekkel szembeni attitűdjük negatív. A Lázadók csoportjára az „Élj a mának!” magatartás a jellemző, vagyis rövid távú céljaik vannak, kevésbé tudatosak, pénzügyi ismeretszintjük alacsony, ugyanakkor nyitottak az újdonságokra és a kockázatvállalási szintjük magasabb a másik két csoporténál. A Tapasztaltak csoportjára a tudatosság és a pénzügyi megfontoltság a jellemző – pénzügyi ismeretszintjük magasabb a másik két csoporténál. Náluk a hosszú távú célok dominálnak, de alacsony kockázatvállalási hajlandóság mellett. _____ Financial markets and financial instruments have become more and more complex in the last decades. Unfortunately, financial literacy of population cannot keep up with the innovation activity of financial sector. By segmenting and describing Hungarian young adults along their financial attitudes, the aim of this study is to provide recommendations to the programs aiming to enhance the development of financial literacy. According to the authors’ results, 18-25 year-old young adults can be categorized as (1) conservatives, (2) rebels and (3) experienced. Conservatives can be characterized by stable moral and values, low risktaking willingness and inappropriate financial knowledge. Both short and long term goals can be explored among their preferences. Conservatives have negative attitude to bank loans. The rebels can be described by the ancient Latin saying: “Carpe Diem”. They have short-term goals and the future financial stability is not an issue for them – their financial literacy is low. However, rebels are open-minded and their risk-taking willingness is greater than the other two group members. Despite of the low level of risk-taking willingness, the highest level of financial literacy is showed by the experienced group. They have long-term goals and are able to receive information about complex financial instruments.

The limitations of access to finance in Africa, together with the recent boom in cell phone use in that continent, created high expectations regarding the introduction of mobile money in many African countries. The success story of M-PESA in Kenya raised the bar further. We designed and conducted a field experiment to assess the impact of randomized mobile money dissemination in rural Mozambique. For this purpose we benefit from the fact that mobile money was only recently launched in the country, allowing for the identification of a pure control group. This paper reports on the first results of this ongoing project after the first wave of dissemination efforts in rural locations, which included the recruitment and training of mobile money agents, community meetings and theaters, as well as individual rural campaigning. Administrative and behavioral data both show clear adherence to the services in the treatment group. Financial literacy and trust outcomes are also positively affected by the treatment. We present behavioral evidence that the marginal willingness to remit was increased by the availability of mobile money. Finally, we observe a tendency for mobile money to substitute traditional alternatives for both savings and remittances.

This study analyses the access and use of financial services by small business owners in the cities of Mozambique, as an important tool for boosting economic growth and diminishing inequality. It correlates owners’ and business characteristics with the probability of adopting Points-of-Sale (POS), Mobile Banking and Mobile Money in everyday transactions. The main findings highlight that what mostly affects the use of POS is the size of business and the volume of transactions (positively correlated with POS adoption), while using mobile phone technologies for payments predominantly depends on the owner’s age and whether he/she is a frequent cellphone user. Moreover, to increase the use of electronic means of payment it is necessary to increase financial literacy and improve the banking services.

La Ricerca Operativa è considerata una disciplina universitaria il cui insegnamento è previsto nei corsi di laurea di Ingegneria, Matematica e Informatica. Da qualche anno si è verificata una tendenza ad anticipare l'insegnamento della Ricerca Operativa ad un grado scolastico inferiore. In Gran Bretagna e negli Stati Uniti sono presenti organizzazioni molto attive nell'ambito della sua divulgazione e sono nati progetti importanti a livello didattico: corsi di formazione per i docenti, condivisione in rete di materiali e report delle esperienze effettuate. A partire dal 2012 anche nelle indagini internazionali OCSE-PISA si sono aggiunte due aree i cui obiettivi e contenuti si avvicinano alla Ricerca Operativa: financial literacy e problem solving. In Italia, dopo la riforma governativa Gelmini del 2008, sono presenti elementi di Ricerca Operativa solo nei programmi di matematica del quinto anno degli istituti tecnici commerciali e industriali. Tuttavia la Ricerca Operativa può svolgere un ruolo fondamentale nella formazione scientifica, innanzitutto per il suo ruolo di "ponte" tra la matematica e l'informatica, poi per l'importanza dello sviluppo della modellizzazione e per l'interdisciplinarietà della materia e lo stretto contatto con il mondo del lavoro. Inoltre, le esperienze documentate di didattica della Ricerca Operativa hanno potuto verificare l'importante ruolo motivazionale che possiede nei confronti degli studenti meno amanti della matematica. In questo lavoro di tesi si è interrogata la fattibilità di un percorso di Ricerca Operativa per una classe seconda liceo scientifico (anno in cui vengono svolte le indagini internazionali). Viene poi presentata la costruzione di una lezione di Programmazione Lineare che prevede una prima fase di modellizzazione del problema e una seconda fase di soluzione tramite il solutore di excel in laboratorio.

Managing the assets of older people is a common and potentially complex task of informal care with legal, financial, cultural, political and family dimensions. Older people are increasingly recognised -as having significant assets, but the family, the state, service providers and the market have competing interests in their use. Increased policy interest in self-provision and user-charges for services underline the importance of asset management in protecting the current and future health, care and accommodation choices of older people. Although 'minding the money' has generally been included as an informal care-giving task, there is limited recognition of either its growing importance and complexity or of care-givers' involvement. The focus of both policy and practice have been primarily on substitute decision-making and abuse. This paper reports an Australian national survey and semi-structured interviews that have explored the prevalence of non-professional involvement in asset management. The findings reveal the nature and extent of involvement, the tasks that informal carers take on, the management processes that they use, and that 'minding the money' is a common informal care task and mostly undertaken in the private sphere using some risky practices. Assisting informal care-givers with asset management and protecting older people from financial risks and abuse require various strategic policy and practice responses that extend beyond substitute decision-making legislation. Policies and programmes are required: to increase the awareness of the tasks, tensions and practices surrounding asset management; to improve the financial literacy of older people, their informal care-givers and service providers; to ensure access to information, advice and support services; and to develop better accountability practices.
