Both the end of the twentieth century and the beginning of the twenty-first century have been characterized as a period of major political, economic, social and cultural transformations. Two of the major consequences of the political-economical crisis of the end of last century are the restructuring of capitalist production, and the consolidation of neoliberalism as a worldwide phenomenon. This new world political-economical scenario has influenced, in a dialectic way, the contemporary urban development. In that sense, "new" spatial processes and new paradigms in both urban management and urban planning have gained shape. In this context of urban transformations, the central areas of western cities, also known as historic centers, are being increasingly (re)valued. Since the Second World War, the historic centers urban areas which have great infrastructure and symbolic relevance had been undergoing a process of evasion of population and activities, undeniably linked to the neglect of government authorities. However, in recent decades, the question of historic centers rehabilitation has acquired a growing interest, academically and in political agendas. The object of this dissertation is to focus on how the government of each Brazil and Portugal has dealt with the issue of historic center rehabilitation through programs of urban rehabilitation

The reality of Latin America points out that the industrialization and urbanization are complementary processes associated each other. Thus, by consequence of the demographic growth, observes the aggravation of an urbanization completely disordered and without infrastructure capable of guaranteeing rights and basic services to the population. In parallel, the dissemination of information, the valorization of human dignity, promoted by social welfare, and expectations of consumption aggravates the tensions among social actors, leading to the Theory of the Right to Development to worry about the (re)construction of cities. Before this reality, the Federal Constitution of 1988 proposed a participatory urban policy, grounded in the ideal of confrontation of social exclusion of a more comprehensive, represented by the principle of the social function of cities, which must be stratified into four inclusion´s central axes, namely: the social in the strict sense, the economic, the cultural and the policy. The Analysis of each of these dimensions, keeping the focus on reality and the Brazilian legal system, composes specific objectives of this work. Thus, through deductive research, with use of technique bibliographical and interdisciplinary, this dissertation aims to make connections between social function and development, proposing an analytical concept for the proposing an analytical concept for the principle of social function of cities, through the study of its basic elements. With this, purports to demonstrate how results, firstly, that the juridical study, to fully understand the process of marginalization, must maintain multidisciplinary perspective, own social sciences. Also aims to demonstrate that the dimensions of inclusion are formed by fundamental rights, individual and collective, of liberties and of social guarantees and that without respect to all of them there is no way to talk about implementation of urban development and nor, consequently, about inclusive cities. At the end, after checking the main legal instruments of urban policy that emphasize the community participation, provided for in the Statute of the Cities, and that potentiate the breakup of the circles of exclusion, the work want contribute to the clarification and the awaken to the importance of a new perspective democratic of development in the country, grounded in the appreciation of the individual for realization of modern management, decentralized and that, therefore, inserts the effective participation of urban communities in the acting of the State

Natal has come through major changes in the last 150 years, since the actions of city beautification, in the 19th century, until the present day, when such transformations start to have the objective of including the city in the competition for the attraction of the capital flows and consumption, domestically and in a foreign sense. It is thought that the first initiatives aimed at increasing tourism in Natal occurred in the 1960s, however, it became apparent that only from the 1980s was there a significant increase in tourist activities in Natal and the Metropolitan Region, especially on the east coast of the state of Rio Grande do Norte, leading to an expansion of the labour market, the significant increase of foreign investment, territorial changes of great impact and the production of buildings primarily intended for the hotel industry and second residence for European tourists. Since then, the incentives for tourist activity in the state have been maintained and even increased, based on tourism aimed at natural beauties, local cuisine and events, which transformed the tourist activity in one of the main sources of foreign exchange for the city of Natal. In the early 21st century, the construction of high-rise condominiums, monuments (including the designer ones), such as the Parque da Cidade, designed by Oscar Niemeyer, were already established. Also, shopping centers and, in order to host the World Cup, the new football stadium, the Arena das Dunas, among others, which were aimed at local and foreign consumers, especially European, stood out in the city. It is understood that these new buildings, monuments and also renovations and restorations that were deployed in the city of Natal aimed at constructing a new identity for the city, within the process of capitalist development and urban spectacle. It is considered that the monuments and the iconic buildings are attributes of the cities aimed at selling locations as goods, establishing a new urban environment, a new role as cities, which aimed at seeking greater autonomy from the nation-state. In this research, it was sought to analyze the architectural object, that is, buildings and monuments built or restored in Natal and its relevance to the city marketing promoted by the city itself. It was found that, indeed, such buildings and monuments are inserted in contemporary architectural production as a basis for increasing the competitive nature of Natal. In addition, they reveal a capitalist mode of production, supported by public resources, operating in the production of urban space with a view to repeating the hegemonic model of a competitive city

O verde como propulsor do desenvolvimento urbano - Exemplos das exposições de paisagismo na Alemanha

Dando continuidade a uma tradição de 150 anos, a Alemanha vem sendo palco de diversas exposições de paisagismo, viveiros e arquitetura - cuja importância não está tanto na exposição em si, mas sim no impulso que geram para o desenvolvimento das cidades que as hospedam. Surgidas de exposições privadas, e organizadas por amantes de plantas, essas exposições expandiram-se continuamente até tornarem-se grandes exposições florísticas e de paisagismo. Estas foram ficando cada vez maiores e acontecendo em intervalos cada vez mais curtos, até virem a ser oficialmente programadas; dando início às chamadas “Gartenschau”. As “Gartenschau” são sempre feitas através de competição - tanto para a escolha da cidade quanto para o projecto arquitectónico. Isso faz com que o país conte com uma bem sucedida tradição, tornando essas competições um instrumento para a constante renovação de idéias. Este artigo descreve os princípios básicos de uma “Gartenschau” ilustrados com alguns exemplos e analisa os efeitos benéficos que estas geram para o desenvolvimento urbano.

Segundo François Ascher (2001) as actuais sociedades ocidentais estão em mutação, tendo encontrado numa fase de modernidade, que se reflecte em diferentes maneiras de pensar e agir, nos conhecimentos (métodos e práticas) científicos e tecnológicos, nas relações sociais, económicas, e até em diferentes atitudes comportamentais no sentido de defesa dos direitos de cidadanis, apoiadas por novas formas emergentes de democracia.

O presente estudo tem por objetivo a análise das Parcerias Público-Privadas e sua chegada no ordenamento jurídico pátrio a partir da Lei n°11.079 de 03.12.2004, que introduziu duas novas modalidades de concessões, quais sejam, as concessões na modalidade patrocinada e concessão na modalidade administrativa.São abordados temas como a constitucionalidade e inconstitucionalidade de alguns dispositivos na norma, as contradições e falhas do legislador que, ainda sim, não tiram o brio e a importância da norma como meio de incentivo a resolver os problemas em infra-estrutura que atrasam o progresso do país.Ainda neste estudo, apresentam-se as inovações da lei e os cuidados que devem ser tomados quando da elaboração do projeto base da PPP.Por fim, têm- se um breve comentário sobre sucessos e fracassos na experiência internacional das PPPs que servem de parâmetro para o Brasil.Pontuados os cuidados e perigos, conclui-se pela viabilidade das parcerias público-privada, norma que se apresenta como meio apto para promover o desenvolvimento social econômico, garantindo a atuação estatal no sentido de atingir sempre o interesse público.

O presente estudo descreve o processo de formulação do 2º Plano Diretor de Desenvolvimento Urbano Ambiental de Porto Alegre, mostrando de que maneira, através de conteúdo e método, foram se consolidando as idéias que definem “a cidade do desejo mediada pela cidade do possível”, considerando os discursos e as atividades desenvolvidas, desde o lançamento, em 1993, do Projeto Porto Alegre Mais-Cidade Constituinte, até a entrega à Câmara Municipal, da proposta de plano diretor formalizada pelo Executivo Municipal, em 1997, como resultado de um amplo trabalho participativo, que teve como desafio a construção, de forma compartilhada, de um projeto para o futuro da cidade. As conclusões apresentam através de aspectos selecionados, uma comparação entre o 1º Plano Diretor de Desenvolvimento Urbano, aprovado em 1979 e o novo plano, mostrando as principais diferenças - enfoque e linguagem - entre os discursos de uma e de outra proposta, considerando-se a “Noção de Projeto de Cidade” e a de “Aspectos de Gestão”. Da mesma maneira, respondem, de acordo com o referencial conceitual adotado, se o novo plano faz rupturas, reúne fragmentos, traz inovações ou repete a tradição do último século.

A análise busca averiguar as relações e influências do modelo de planejamento estratégico urbano (ou de cidades) ― como recorte temático estudado a partir do modelo de planejamento estratégico da Escola Catalã ― no atual Plano Diretor de Desenvolvimento Urbano Ambiental de Porto Alegre (PDDUA), como estudo de caso de como se expressam nos instrumentos de planejamento urbano as novas tendências de desenvolvimento local. Considerando fator relevante às motivações conjunturais, as quais respondem a elaboração do PDDUA e do planejamento estratégico de cidades.
