The purpose of this explorative study is to contribute to the understanding of current music industry dynamics. The situation is undeniably quite dramatic: Since the turn of the millennium, the global music industry has declined by $ US 6.2 billion in value—a fall of 16.3% in constant dollar terms. IFPI, the trade organization representing the international recording industry, identifies a number of exogenous factors as the main drivers of the downturn. This article suggests that other factors, in addition to those identified by IFPI, may have contributed to the current difficulties. A model is presented which indicates that business strategies which were designed to cope with the challenging business environment have reduced product diversity, damaged profitability, and contributed to the problem they were intended to solve.

This article describes some of the current transformations regarding the processes by which information and culture are generated, from the point of view of developing countries. In this brief analysis, the article discusses the role of projects such as Creative Commons for developing countries. It also discusses the idea of legal commons and social commons. While the idea of legal commons can be understood as the voluntary use of licenses such as Creative Commons in order to create a “commons”, the idea of social commons has to do with the tensions between legality and illegality in developing countries. These tensions appear prominently in the so-called global “peripheries”, and in many instances make the legal structure of intellectual property irrelevant, unfamiliar, or unenforceable, for various reasons. With the emergence of digital technology and the Internet, in many places and regions in developing countries (especially in the “peripheries”), technology ended up arriving earlier than the idea of intellectual property. Such a de facto situation propitiated the emergence of cultural industries that were not driven by intellectual property incentives. In these cultural businesses, the idea of “sharing” and of free dissemination of the content is intrinsic to the social circumstances taking place in these peripheries. Also, the appropriation of technology on the part of the “peripheries” ends up promoting autonomous forms of bridging the digital divide, such as the “LAN house” phenomenon discussed below. This paper proposes that many lessons can be learned from the business models emerging from social commons practices in developing countries. The tension between legality and illegality in “peripheral” areas in developing countries is not new. The work of Boaventura de Sousa Santos and others in the 1970s was paradigmatic for the discussion of legal pluralism regarding the occupation of land in Brazil. This paper aims to follow in that same pioneer tradition of studies about legal pluralism, and to apply those principles to the discussion of “intellectual property” rather than the ownership of land.

In this chapter I look at some issues around the transfer of cultural industry policy between two very different national contexts, the UK and Russia. Specifically it draws on a partnership project between Manchester and St. Petersburg financed by the European Union as part of a program to promote economic development through knowledge transfer between Europe and the countries of the former Soviet Union. This specific project attempted to place the cultural industries squarely within the dimension of economic development, and drew on the expertise of Manchester’s Creative Industries Development Service and other partners to effect this policy transfer

Esta pesquisa tem como objeto de estudo filmes brasileiros contemporâneos que têm professores e/ou a escola como personagens/cenários em seus conteúdos. Para a análise desses filmes, realiza-se, inicialmente, a apresentação do desenvolvimento da atividade cinematográfica no Brasil e seu funcionamento como indústria, a partir de três etapas: produção, distribuição e exibição. Todas essas etapas envolvem grandes investimentos que podem ser públicos ou privados. Atualmente, o Estado brasileiro financia de forma indireta a produção fílmica, através de parcerias com o mercado. As fases de distribuição e exibição, por sua vez, só recebem investimentos de instâncias privadas, o que contribui para um processo de monopolização da atividade cinematográfica brasileira por indústrias culturais, sejam americanas ou nacionais. A partir da relação cinema e indústria, apresenta-se o conceito de indústria cultural, desenvolvido por Adorno e Horkheimer, abordando os interesses econômicos e ideológicos que permeiam a criação de produtos culturais. No intuito de explicitar, ainda mais, a importância dos interesses ideológicos, busca-se o conceito de hegemonia, de Gramsci, a partir do qual se afirma que a indústria cultural pode funcionar como um aparelho privado de hegemonia, contribuindo para hegemonizar valores comuns aos parceiros. No Brasil, o foco está posto nas Organizações Globo como indústria cultural e aparelho privado de hegemonia, com a discussão de suas práticas econômicas e sociais. A Globo Filmes é a empresa das Organizações Globo responsável pelo cinema, atuando na produção e divulgação de filmes nacionais. Os filmes escolhidos para análise nesse trabalho foram produzidos ou apoiados por essa empresa e são eles: Verônica (2009), Uma Professora Muito Maluquinha (2011) e Qualquer gato vira-lata (2011). Todos eles têm o professor como personagem principal e os dois primeiros apresentam a escola como cenário. A análise do discurso na abordagem tridimensional apresentada por Fairclough é utilizada como proposta teórico-metodológica, para abordar os filmes como texto, prática discursiva e prática social, permitindo a aproximação do objeto expresso no título da tese

A presente dissertação se propõe a analisar a política brasileira de propaganda e difusão cultural entre os anos de 1937 e 1945, isto é, durante o regime autoritário do Estado Novo. Como objetos de estudo, elegemos as atividades do Departamento de Imprensa e Propaganda e da Divisão de Cooperação Intelectual do Itamaraty, com ênfase no uso dos principais veículos de comunicação da época. De modo complementar, abordamos a influência da Política de Boa Vizinhança nas Américas e as viagens ao estrangeiro de artistas e intelectuais nacionais. Nosso objetivo é provar que, nesse período, o Brasil desenvolveu uma política sistemática de promoção da cultura nacional, visando exportar a imagem de um país em ascensão imagem, essa, correspondente às aspirações brasileiras de desenvolvimento e afirmação junto às grandes nações do mundo.

Unravelling cultural value has long been attempted from a number of perspectives but it remains substantially unresolved. The discussion is about accountability with proponents disagreeing on whether this means stewardship of the public and trustee purse or fundamental aesthetic values. There are many reasons for this lack of agreement and thus the cultural value debates remain vibrant and healthy. However, it is also a truism that cultural related literature has been slow to recognise that cultural value serves different masters: the audience, organisational interface, the organisation, and government control. In past debates, value measurement has had a government control focus using neo classical economics and accounting to define and measure the cultural industry. Artists and other cultural stakeholders in society have critiqued such measurement as inappropriate. This paper seeks to unify these two dimensions by providing a synergistic definition of cultural value, which is pertinent to cultural organisations, and offers a model of entrepreneurial cultural value balance for the audience, cultural organisations and government.

The research that led to this dissertation adopted a set of scenic/ideological aspects inherent to the productions of the Culture Industry as its object of research. The intellectual output of Theodor W. Adorno and Max Horkheimer underscored the approaches on this subject, since it provides the same set of scenic/ideological features to be explored because, according to the authors, scenes produced by the culture industry are linked to the dominant ideology, since they act in favor of maintaining the status quo. The first objective was the definition this set of features inherent to the scene produced by the culture industry, through the exploration of literature produced by Adorno and Horkheimer, so it was possible to define a set composed of nine elements: Construction of characters as characteristic types; Stereotypes; Naturalization of Stereotyped language; Simplistic playwriting; Reuse dramatic formula; Love and sexuality as themes of plots; Utilization of tragic element; Objetive representation; Approximation of fiction and reality. The second goal was the analysis of scene produced by the culture industry nowadays, so that it was possible to verify if any scenic/ideological aspects indicated by Adorno and Horkheimer in the mid-twentieth century were present among the productions from this beginning of the twenty-first century. Through the analysis of three soap operas produced in Brazil in 2012, it was found that the nine scenic/ideological aspects as indicated by Adorno and Horkheimer appeared in the observed productions. The present study aimed to understand how and to what extent the electronic forró, currently hegemonic in the music market in the state of Rio Grande do Norte, establishes and maintains relations of domination in the social contexts in which it is produced, transmitted and received. Based, in significant form-content, on the writings of the first generation of theorists of the so-called Frankfurt School (Critical Theory), particularly with Theodor W. Adorno, and systematically using the contributions of the Cultural Studies (from the Centre for Contemporary Cultural Studies of Birmingham) and of the sociology of Pierre Bourdieu, this study aimed to perform, in the fertile intersection of these references, a critical possibility of interpretation of the electronic forró predominantly spread in the state of Rio Grande do Norte. To this end, aiming at a better apprehension of the so-called capital circuits/culture circuits , this study resulted from a qualitative investment of research, based on structured interviews with musicians, entrepreneurs of the sector and music consumers, as well as on the analysis of the themes contained in the official discography of the electronic forró band called Garota Safada (Shameless Girl). As a general empirical conclusion, it was possible to infer that far from the significant presence of domination or mere prevalence of oppositions, there is a relational pluralism of forms of domination and ways of resistances present in the production and consumption of electronic forró, regardless of gender, age, income, education or place of residence. However, the artifices of the cultural industry has been shown to be efficient: from large-scale businessmen to small producers enabled by the so-called open markets . The currentness of the concept of cultural industry is based on the idea that its products are offered systematically (the systematic insistence of everything to everyone) and on the notion that its production primarily meets the administrative criteria of control over the effects on the receiver (capacity of prescription of desires). Thus, the Adornian reflection on the pseudo-individualization leads to the inference that even in some of the most apparent ways of negotiation and/or refusal regarding the consumption of forró, certain behaviors of the cultural industry still prevail both in the very (re)interpretation of the forró and in the choice of other music genres also standardized, rationalized and massified. Therefore, despite the absence of cause-effect relation and the recognition of the popular capacity of re-elaboration and contestation of the media consumption, some world views prevailing in relation to the electronic forró establish or, at least, support some hegemonic ideologies, especially those concerning the life style, consumption and genre relations (fun by all means). Therefore, due the massification of certain songs, some ways of dissemination of values, beliefs and feelings are potentially experienced from the electronic forró. So, it is presumable that in the current advance of the process of semiformation (Halbbildung), the habitus of a part of the youth from the state of Rio Grande do Norte reinforces and is reinforced by the centrality of the trinomial fun, love and sex present in the songs, emphasized in some constructive practices of sense and in certain flows of social significance

A necessidade, cada vez mais crescente, da busca de felicidade tem feito com que as pessoas se deixem influenciar pelo consumo desmedido dos produtos ofertados pela Indústria Cultural, fazendo da arte, de modo especial, da música, um meio de tornar-se igual sem perceber que estão se colocando à margem de sua própria cultura. Neste sentido, é necessário repensar quais são as contribuições da educação no intuito de formar para a emancipação e para a resistência, segundo as concepções adornianas.

Adorno e Horkheimer adotaram a noção de fetichismo da mercadoria para a análise da arte e da cultura. Bens materiais e físicos não são idênticos aos simbólicos. Apesar de dominante, a indústria cultural não pode ser tomada como protótipo de toda análise da cultura. Não se pode reduzir toda a produção cultural da época da economia de mercado a produtos de mercado. A pluralidade de práticas artísticas e culturais, à qual se assiste em países como o Brasil, torna problemático o uso indiscriminado do referencial frankfurtiano.

Este artigo analisa a persistência da marginalização e da exclusão social apesar da pretensa democratização da informação que estaria sendo viabilizada pela introdução de novas tecnologias nos meios de comunicação de massa, nas escolas e nos currículos escolares. Essas novas tecnologias (TV, vídeos, computadores conectados à Internet), tendo sido apropriadas pela Indústria Cultural, continuam produzindo analfabetos e os chamados analfabetos funcionais bem como, mais recentemente, os analfabetos ponto com. Tais recursos não vêm resultando em maior conhecimento e participação dos indivíduos nas decisões políticas e nos bens socio-culturais que ficam restritos a uma pequena minoria, a qual se poderia chamar pelo substantivo cidadão. A tentativa de superação dos modismos pedagógicos, buscando uma educação crítica e criativa em direção a objetivos emancipadores, é tarefa ainda a ser realizada.
