Emergencies and disasters are different types of crisis events which can affect students and staff in their on-campus roles and off-campus activities. In such events, mobile technologies, mobile software applications (apps), and mobile social networks are becoming increasingly relied upon to communicate, to swiftly send and received information and images, to deliver learning moments, and to check the safety of colleagues and friends. This paper investigates the intersection of mlearning, mobile social media, mobile apps, and crisis informatics in times of emergencies and disasters, using the recent Gipplsand earthquake in south-eastern Australia as an exemplar. It also discusses proactive preparation for educational resilience during emergencies and disasters.

Este trabajo trata sobre el desarrollo de una “Start Up” de base tecnológica desde la universidad. La empresa creada comercializará un servicio software para comedores y restaurantes. La actualidad está marcada por la economía, y en estos momentos nos encontramos con una tasa de paro general del 26,7%, en ingenierías (la UPM) es del 31,2%. El sector de las TIC se salva por el momento (en informática la tasa de paro es del 4,8%), aunque el trabajo en muchos casos es precario y las oportunidades para desarrollar una carrera plena pasan por ir a trabajar a otros países que tienen una situación laboral más favorable. También tenemos la alternativa de trabajar como autónomos, creando empresas y, con suerte, generando un nuevo empleo. En España existen iniciativas de ayuda pública y privada que ayudan a convertir ideas en empresas, incubadoras, aceleradoras, ayudas públicas, ferias tecnológicas, concursos que ayudan a ganar visibilidad, etc. Este proyecto nació gracias a una de estas iniciativas, más en concreto a ACTUA UPM, iniciativa de la propia UPM a través de la unidad Creación de Empresas. Para crear una empresa no basta un buen servicio o un buen producto, es necesario poder venderlo. Por lo que el primer esfuerzo debe realizarse en comprobar que nuestro producto tiene características que pueden cubrir una necesidad que ya existe y que las condiciones indican que puede ser rentable. Esta es la primera fase, la creación de un plan de negocio y de marketing. A continuación basándonos en la manera en la que decidimos que venderemos nuestro producto, orientaremos el desarrollo para hacer hincapié en los puntos fuertes que pueden hacer nuestro producto diferente y deseado. La fase de desarrollo es mi caso es sobre todo una fase de aprendizaje, en la que aprenderé a fondo tecnologías web y móvil, y aplicaré los conocimientos adquiridos en mis estudios. A continuación, se ofrece mi experiencia desarrollando la empresa desde la idea hasta conseguir un producto preparado para ponerlo a prueba. ---ABSTRACT---This paper is about the development of a technological based “Start Up” from the college. The company will market a software service oriented to canteens and restaurants. Economy is what rules the world, and today we are facing a very strong crisis with a 26.7% of unemployment rate in Spain. However, the IT sector is less affected than others by this crisis (Informatics Engineers has a 4.8% unemployment rate). But in many cases jobs are precarious and young people have to leave our country for pursuing a decent career. Also we have the option of self-employment, launching a company, and with some luck, creating a new job. We have some tools for launching new technological base business. Many people hopes to create the new Facebook, and many investors are interested in being on the boat if that happens. Also at UPM we have ACTUA UPM, which promotes ideas into companies. My idea was born in it and managed to the final round. For launching a new company you need to do a business plan that studies the possible pitfalls of your idea and directs your development efforts to the way your product is going to be sold. So the first phase of this paper will talk about the development of the business plan. After it, the development phase is in essence a phase of learning in which I faced most problems in my own, giving the best solutions I could from my own experience and intuition. Then, we present the experience of developing a Start Up from the idea to the market testing.

At last year's ACIS conference in Melbourne a panel titled 'IS: A discipline in crisis' discussed issues relating to be in disability of IS in Australia. It is not, however, just the Australian IS discipline that must deal with problems such as the need for better organisational structures and greater visibility in universities. This paper presents a comparison between the German Business Informatics discipline and the Australian Information Systems discipline. The objective is to provide another perspective on the IS discipline to raise new ideas and stimulate discussion with reference to the organisational structure of our discipline in universities.

The unique characteristics of special populations such as pre-school children and Down syndrome kids in crisis and their distorted self-image were never studied before, because of the difficulty of crisis reproduction. This study proposes a VR setting that tries to model some special population's behaviour in the time of crises and offers them a training scenario. The sample population consisted of 30 pre-school children and 20 children with Down syndrome. The VR setting involved a high-speed PC, a VPL EyePhone 1, a MR toolkit, a vibrations plate, a motion capture system and other sensors. The system measured and modelled the typical behaviour of these special populations in a Virtual Earthquake scenario with sight and sound and calculated a VR anthropomorphic model that reproduced their behaviour and emotional state. Afterwards one group received an emotionally enhanced VR self-image as feedback for their training, one group received a plain VR self-image and another group received verbal instructions. The findings strongly suggest that the training was a lot more biased by the emotionally enhanced VR self-image than the other approaches. These findings could highlight the special role of the self-image to therapy and training and the interesting role of imagination to emotions, motives and learning. Further studies could be done with various scenarios in order to measure the best-biased behaviour and establish the most natural and affective VR model. This presentation is going to highlight the main findings and some theories behind them.

La presente investigación propone un análisis sobre la crisis política de Crimea en 2014 a partir del influjo que las migraciones desde Rusia han tenido en la historia reciente. Así, a partir de la evaluación de algunos de los momentos de inmigración más representativos en los últimos dos siglos (1860, 1928 y 1991) se vincula el proceso de construcción de la identidad de los inmigrantes -transversal en diferentes periodos históricos en Crimea- con el desarrollo de los eventos de 2014. Lo anterior permite identificar un cierto legado de la migración hacia Crimea en el desarrollo de la crisis, cuyo resultado principal ha sido la anexión de facto de Crimea a Rusia. Ésta no habría sido posible sin el particular ánimo de afinidad con la idea de Rusia –o Russianness- de la mayoría de los habitantes de la península, cuya presencia en la región se explica en parte, a través de los procesos migratorios antes descritos.

Information and Communications Technologies globally are moving towards Service Oriented Architectures and Web Services. The healthcare environment is rapidly moving to the use of Service Oriented Architecture/Web Services systems interconnected via this global open Internet. Such moves present major challenges where these structures are not based on highly trusted operating systems. This paper argues the need of a radical re-think of access control in the contemporary healthcare environment in light of modern information system structures, legislative and regulatory requirements, and security operation demands in Health Information Systems. This paper proposes the Open and Trusted Health Information Systems (OTHIS), a viable solution including override capability to the provision of appropriate levels of secure access control for the protection of sensitive health data.

A study of Australian nurses on their use of information technology in the workplace was undertaken by the Australian Nursing Federation (ANF) in 2007. This study of over 4000 nurses highlighted that nurses recognise benefits to adopting more information technology in the workplace although there are significant barriers to their use. It also identified gross deficits in the capacity of the nursing workforce to engage in the digital processing of information. Following the release of the study last year, the ANF commenced work on a number of key recommendations from the report in order to overcome identified barriers and provide opportunities for nurses to better utilise information technology and information management systems. One of these recommendations was to seek research funding to develop national information technology and information management competency standards for nurses. This project has now received Federal Government funding to undertake this development. This project is being developed in collaboration with the ANF and the Queensland University of Technology. This paper will discuss the methodology, development and publication of the Australian Nursing Informatics Competency Standards Project which is currently underway and due for completion in May 2009. The Australian Nursing Informatics Competencies will be presented at the conference.

This special issue of Futures is concerned with community engagement strategies that help to inform medium and long-term futures studies in order to foster sustainable urban environments. Recent special issues of Futures, such as Human Extinction (41:10) and Utopian Thought (41:4), reflect the increasing significance of sustainability issues, which is why we present another crucial component of sustainability, community engagement. Responding to futurists’ long term concerns about climate change outlined in Futures 41(9) [1], Stevenson concluded that we can no longer support infinite growth, and that our goal should be to reshape the economy to let us live within our means. In the face of the continued and accelerated crisis in environmental, economic and social sustainability, a number of trends informed our call for papers on the possible role of community engagement in contributing to enhanced urban sustainability: • Changes in the public sphere in terms of participation, online deliberation systems, polity of urban futures; • The possible use of user-generated content for urban planning (paralleling the rise of user generated content elsewhere); • The related role of social networking, collective and civic intelligence, and crowd- sourcing in urban futures; • The rise of technologies such as wireless Internet and mobile applications, and the impact of neogeography, simulations and 3D virtual environments that reproduce and analyse complex social phenomena and city systems in urban futures, design and planning.

It has been suggested that although the most theorisation about globalisation has emerged from “western” contexts, the material implications of globalisation have been felt most strongly in non-western regions. With this in mind, we are undertaking a situated analysis of how two states, Singapore and Hong Kong, are interacting with the broader processes of globalisation through their educational policies. We apply Foucault's conceptual tool of governmentality to understand (i) the conduct of governing in the contemporary nation-state, and (ii) how the “right” rationalities are being inculcated by government to create “desiring subjects” who will play their part in ensuring national prosperity. We use the Asian Economic Crisis as a point of departure to show how global-local tensions are being managed by Singapore and Hong Kong. We conclude that both these global cities have adroitly managed the Asian economic crisis to steer their citizens away from pursuits of greater political freedom and towards concerns of material well being. They have done so through a selective interpretation of globalisation, by simultaneously resisting and embracing the contradictory strands of globalisation. Education has emerged as a critical space for this selective absorption of globalising trends.

There is a growing sense of crisis in rural ways of life, which manifests itself in economic decline, depopulation, depleted environments, and a crisis of rural identities. Crime is one potent marker of crisis, the more so as it spoils the image of healthy, cohesive community. The social reaction it elicits, the policing of this ‘other rural’, is also a guide to the dimensions of crisis. The social sciences have witnessed a renewed international interest in the study of ‘other rurals’: the neglected, invisible or excluded aspects of country life. This book brings a fresh approach to the study of crime that challenges the urban-centric assumptions of much western criminology and sociology. It explores rural crime and social reactions to it, in relation to processes and patterns of community formation and change in rural Australia, including the social, economic, cultural and political forces shaping the history, structure and everyday life of rural communities. Policing the Rural Crisis is based on five years of extensive original empirical research in rural and regional Australia. It draws on ideas and debates in contemporary social theory across several disciplines, making the analysis relevant to the study of crime and social change elsewhere.
