This research had the objective to verify if the current organization design of the Comissão Nacional de Energia Nuclear (CNEN) facilitates or makes it difficult the reach of the organization performance. In order to make the analysis, the used ways had been bibliographic, documental and field researches. The bibliographical survey allowed to conclude that it has a necessity of searching a balance between the objectivist and subjectivist approaches of the theory of the organization design. The documental survey supplied elements that they make possible to understand the main phases of the development of the CNEN in elapsing of the time and that they explain the current organization design. Finally, the research of field, carried through with the main managers of the institution, made possible the data-collecting that contributed to ratify the initial assumption of the research of that the current organization design of the CNEN makes it difficult the performance of the organization.

O objetivo principal deste trabalho é implantar um método de inspeção imparcial e eficiente, visando à utilização segura e correta das radiações ionizantes no campo da medicina nuclear. Este método de inspeção aqui proposto foi aplicado em 113 serviços de medicina nuclear do país, obedecendo a uma freqüência de análise bienal (1996, 1998, 2000 e 2002). Foram estabelecidos 82 itens de radioproteção com pesos para cada item, baseados nos fatores de risco, de acordo com as normas da Comissão Nacional de Energia Nuclear (CNEN) e as recomendações da Agência Internacional de Energia Atômica. Na análise do serviço, cada item de não conformidade com as normas da CNEN gerou uma irregularidade de radioproteção, com seu peso associado. O somatório dos pesos deu a cada serviço uma pontuação final que o classificou dentro de três faixas de valores que determinaram uma tomada de decisão por parte do órgão regulador e fiscalizador: funcionamento sem restrição - menor que 100 pontos; funcionamento com restrição - igual ou maior que 100 e menor que 300 pontos; funcionamento suspenso - igual ou maior que 300 pontos. Para o caso de irregularidades reincidentes, criou-se um fator multiplicativo para a pontuação. A reincidência em qualquer item de radioproteção (irregularidade) teve seu peso multiplicado por 2n, onde n era o número de vezes em que o item encontrava-se irregular. O estabelecimento prévio de itens de radioproteção, com atribuição de pesos para cada item, procurou minimizar os valores subjetivos e pessoais presentes no julgamento e na avaliação técnica das instituições inspecionadas.

Este estudo apresenta uma análise comparativa dos modelos de regulação dos setores nucleares da Argentina - a cargo da Autoridad Regulatoria Nuclear (ARN), e do Brasil- sob a responsabilidade da Comissão Nacional de Energia Nuclear (CNEN), que procura identificar, por meio de critérios de análise selecionados a partir do referencial teórico, qual modelo é o mais adequado objetivando o uso seguro da energia nuclear. O Capítulo I apresenta uma breve descrição dos modelos de regulação dos setores nucleares do Brasil e da Argentina, bem como os objetivos, a delimitação do estudo e a relevância da pesquisa. O referencial teórico, Capítulo 2, contém tópicos sobre a reforma do Estado, os tipos de regulação, a regulação no Brasil e as características do setor nuclear internacional e brasileiro. A seguir, foram selecionados critérios de análise que correspondem às características das agências reguladoras brasileiras criadas para outros setores da economia, no bojo da reforma de Estado implementada no Brasil a partir de meados dos anos 90. Posteriormente, estes critérios de análise foram utilizados como parâmetros de comparação entre os modelos de regulação dos setores nucleares da Argentina e do Brasil. A metodologia de pesquisa é descrita no Capítulo 3, definindo-se o tipo de pesquisa, o universo e a amostra, a forma de coleta e tratamento dos dados e as limitações do método empregado. No Capítulo 4 é descrito o modelo de regulação do setor nuclear argentino, apresentando-se também um breve histórico sobre a criação da ARN. O Capítulo 5 apresenta a descrição do modelo de regulação do setor nuclear brasileiro, os estudos e recomendações existentes sobre a regulação do setor e os resultados da pesquisa empírica realizada junto aos servidores da CNEN. Com base na análise comparativa, Capítulo 6, pode-se concluir, Capítulo 7, que a estrutura regulatória e fiscalizadora do setor nuclear argentino, sob responsabilidade da ARN, mostra-se mais adequada no que tange ao uso seguro da energia nuclear, do que o modelo adotado no Brasil pela CNEN, pois incorpora os critérios de independência funcional, institucional e financeira, definição de competências, excelência técnica e transparência, necessários ao desempenho de suas funções de forma autônoma, ética, isenta e ágil.

The Nuclear Medicine is a medical specialty which uses different radioisotopes for diagnostic and therapeutic purposes. The isotopes are radioactive elements which are administered in vivo and present distribution to specific organs or cell types. The knowledge of radioactivity and notions related to ionizing radiation allow to contextualize the radiological protection measures to be taken in Nuclear Medicine. So it is possible to minimize unnecessary exposure to patients, the public, and individuals occupationally exposed and the environmental. For this it is necessary to relate the physical and technological bases apply to this mode with the standards established by regulatory agencies, including the CNEN (National Nuclear Energy Commission) and ANVISA (National Agency for Sanitary Vigilance). In this scenario, it is important that the theoretical endorse the activities which are periodically audited for verification of compliance with the standards that aim to radioprotection. One role of the Medical Physicist in these services is, therefore, act as Radiation Protection Supervisor exerting numerous activities and ensuring compliance with these standards. In this context the stage in the area of Nuclear Medicine was developed in many customers of the enterprise Rad Dimenstein & Associados LTDA, among them the hospitals Israelita Albert Einstein (HIAE), Nossa Senhora de Lourdes (HNSL), Santa Paula (HSP), Cruz Azul (CRAZ), Grupo Fleury, among other clinics. Following the routine and then carrying out various activities pertaining to the Medical Physicist in the area, it was noted that the measures and actions are extremely effective and fundamental in terms of radiological protection

Nuclear medicine uses non-sealed sources for exams and treatments, because the movement of these sources, source of patients injected or not, involve a wide range of environmental radiometric levels. To better control of these levels this study was aimed at monitoring points strategically distributed in all environments Sector Technical Nuclear Medicine, Hospital of the Botucatu Medical School, performing two measurements at random times daily for a period of three months, sampling the normal routine of the sector. The detector Geiger-Muller was used for the acquisition of exposure rates of the points, efficiency and reprodutibility test have shown good performance of this equipment for this purpose. The results allowed to make a projection of annual dose for each environment indicating higher risks for Occupationally Exposed Individuals as well as Public Individuals compared with the limits established by the National Commission of Nuclear Energy. Was developed a spatial map of dose that can be used as a visual warning to the regions with the highest exposure to ionizing radiation, enabling reduced risk of a potential exposure

Nuclear Medicine is a medical modality of therapy and diagnostic imaging using unsealed radioactive sources for its purposes. This routine activity promotes the transit of radioactive sources for the area of installation, beyond the transit of patients injected with radioisotope, which also contribute to raising the radiometric level of environment. As a consequence, it has exposured workers and public individuals to the ionizing radiation. There are protective mechanisms of radiation exposure, personal protective equipments, and measurement planes established in standard measurement at certain points of the environment in order to identify any increase in radiometric levels and \ or contamination, but do not cover the entire space occupied by workers and patients. To accomplish with the individual dose limits established by the National Commission of Nuclear Energy, it is interesting if there is an individualized classification for each Nuclear Medicine service. This work aimed to promote an analysis of the radiometric level distribution across the extent of the Technical Nuclear Medicine Sector of Hospital of the Botucatu Medical School, and produce a spatial map to identify locations with higher exposure rate to the ionizing radiation, can be used as a risk map to assist the Occupationally Exposed Individuals (IOE). To perform the radiometric levels checking it was used a digital Geiger-Muller detector available in the sector, due to its practicality compared to other detectors. Measurements were carried out at four different times for all days of the week, at points strategically established to cover all the installation

Esta proposta de pesquisa tem o objetivo de analisar o comportamento dos alunos do Programa de Pós-graduação em Ciência e Tecnologia das Radiações, Minerais e Materiais do Centro de Desenvolvimento da Tecnologia Nuclear (CDTN) na busca de informação por meio do Portal de Periódicos da CAPES (PC) à luz do modelo de comportamento informacional de Ellis, Cox e Hall. São três seus objetivos específicos: a) identificar e caracterizar o perfil dos usuários discentes do Programa de Pós-graduação da área de Energia Nuclear quanto à busca e uso de informações; b) identificar fatores positivos e negativos quanto ao uso do Portal de Periódicos da CAPES; c) verificar a validade do modelo de comportamento de busca da informação e seus contributos para a situação em estudo. Trata-se de pesquisa descritiva com abordagem qualitativa, tendo como método o estudo de caso. A coleta de dados será realizada através de entrevista semiestruturada a ser aplicada a uma amostra intencional da população de alunos de mestrado do Programa de Pós-graduação em Ciência e Tecnologia das Radiações, Minerais e Materiais. Ao final da pesquisa, espera-se como produto técnico uma proposta de criação de um curso de treinamento de usuários para capacitá-los no uso de recursos informacionais disponíveis no Portal de Periódicos da Capes além de outros recursos informacionais disponíveis na biblioteca do CDTN a ser protocolado para o coordenador geral do PPG do CDTN, uma das Unidades de Pesquisa da Comissão Nacional de Energia Nuclear (CNEN), autarquia vinculada ao Ministério da Ciência, Tecnologia e Inovação (MCTI), localizado no campus universitário da Universidade Federal de Minas Gerais – UFMG.

Descreve a criação e o desenvolvimento de um catálogo de periódicos eletrônicos de livre acesso ao texto completo, mantido pelo Centro de Informações Nucleares, da Comissão Nacional de Energia Nuclear, como suporte das atividades de busca e localização de documentos, para o fornecimento de cópias.

The transition to turbulence (spatio-temporal chaos) in a wide class of spatially extended dynamical system is due to the loss of transversal stability of a chaotic attractor lying on a homogeneous manifold (in the Fourier phase space of the system) causing spatial mode excitation Since the latter manifests as intermittent spikes this has been called a bubbling transition We present numerical evidences that this transition occurs due to the so called blowout bifurcation whereby the attractor as a whole loses transversal stability and becomes a chaotic saddle We used a nonlinear three-wave interacting model with spatial diffusion as an example of this transition (C) 2010 Elsevier B V All rights reserved

The triple- and quadruple-escape peaks of 6.128 MeV photons from the (19)F(p,alpha gamma)(16)O nuclear reaction were observed in an HPGe detector. The experimental peak areas, measured in spectra projected with a restriction function that allows quantitative comparison of data from different multiplicities, are in reasonably good agreement with those predicted by Monte Carlo simulations done with the general-purpose radiation-transport code PENELOPE. The behaviour of the escape intensities was simulated for some gamma-ray energies and detector dimensions; the results obtained can be extended to other energies using an empirical function and statistical properties related to the phenomenon. In this paper, we propose a new method of measuring the very slow paramagnetic ion diffusion coefficient using a commercial high-resolution spectrometer. If there are distinct paramagnetic ions influencing the hydrogen nuclear magnetic relaxation time differently, their diffusion coefficients can be measured separately. A cylindrical phantom filled with Fricke xylenol gel solution and irradiated with gamma rays was used to validate the method. The Fricke xylenol gel solution was prepared with 270 Bloom porcine gelatin, the phantom was irradiated with gamma rays originated from a (60)Co source and a high-resolution 200 MHz nuclear magnetic resonance (NMR) spectrometer was used to obtain the phantom (1)H profile in the presence of a linear magnetic field gradient. By observing the temporal evolution of the phantom NMR profile, an apparent ferric ion diffusion coefficient of 0.50 mu m(2)/ms due to ferric ions diffusion was obtained. In any medical process where the ionizing radiation is used, the dose planning and the dose delivery are the key elements for the patient safety and success of treatment. These points become even more important in modern conformal radio therapy techniques, such as stereotactic radiosurgery, where the delivered dose in a single session of treatment can be an order of magnitude higher than the regular doses of radiotherapy. Several methods have been proposed to obtain the three-dimensional (3-D) dose distribution. Recently, we proposed an alternative method for the 3-D radiation dose mapping, where the ionizing radiation modifies the local relative concentration of Fe(2+)/Fe(3+) in a phantom containing Fricke gel and this variation is associated to the MR image intensity. The smearing of the intensity gradient is proportional to the diffusion coefficient of the Fe(3+) and Fe(2+) in the phantom. There are several methods for measurement of the ionic diffusion using NMR, however, they are applicable when the diffusion is not very slow.

A expectativa deste trabalho é discutir a questão da segurança em radiografia industrial, sob o contexto geral da atividade, procurando contribuir para a busca de melhores padrões de segurança para os profissionais que atuam em operações com fontes de radiação. Tomou-se como ponto de partida os dados divulgados pela Comissão Nacional de Energia Nuclear (CNEN), no encontro sobre Segurança Radiológica em Radiografia Industrial (Rio de Janeiro, 1998) e contrapôs-se a opinião dos profissionais de radiografia industrial na região metropolitana de Porto Alegre, sobre os aspectos que afetam os padrões de segurança na atividade. Estes dados foram coletados com base na técnica do Design Macroergonômico proposto por Fogliatto e Guimarães (1999). Além dos problemas diretamente relacionados à segurança radiológica, ficou evidente a importância das questões de natureza gerencial e organizacional, que não são consideradas nos atuais padrões de segurança das empresas brasileiras de radiografia industrial.

This study investigates in the National Commission of Nuclear Energy the Institute of Radiation Protection and Dosimetry in terms of perceptions, actions, and posture of the administrative agents which could facilitate the engagement of the employees of that public organization in the TQM implantation, based on NBR ISO 9000. The central question of this research is: which characteristics of the administrative actions and sense of the managerial posture manifested in the implantation, implementation and maintenance for the achievement of objectives and goals of the Quality System-ISO 9000, could contribute to engage the IRD professionals in the process? The research finds prevalence of the Quality technical knowledge over the attention on professionals' managerial posture, identifies a lack in that Norm about how to deal with its administrative requirements in practical terms, driving the researcher to look for support especially in Deming to face the critical reading of that organizational context. The field research was conceived under the paradigm of constructivism, facilitating the description of beliefs, perceptions, feelings and values manifested in the employees discourses, actions and re-actions to establish relations between Quality theory and that concrete reality. A phenomenologic approach, only as a complementary level, was sufficient to favor the researcher insertion in that institution where he is still working, but in the new and contingent role of researcher. To apprehend the organization managerial stile, to comprehend beyond its characteristics and to grasp the orientation of the managerial posture in terms of possibilities for Quality implementation were the core of this study. The TQM theory was interpreted as a living philosophy, an administrative posture the meaning of which is a permanent Quality improvement in the CNEN/IRD management processes in its internal and external organizational relations. The procedural nature of the CNEN/IRD public service legal regime, political implications and performance evaluation which reveals only partially the organizational reality should not obstruct the Institute drive to assume the spirit of serving the public as a Quality management philosophic commitment. Conclusions show some progress reorienting initiatives in organizational management taking place in three different levels: operational, toward the employees' expectations of values and organizational processes integration; HR administration, in search of better communication; strategic, through expectations on a possible visionary leadership". Finally, at the academic level, the perception that future studies in search of the establishment of relationships between TQM and the organization culture can favor new progress."

Radionuclides take a major role in guidelines of environmental agencies/national organizations of countries worldwide. In Brazil, CNEN-Comissão Nacional de Energia Nuclear is responsible for managing all subjects related to nuclear energy in the country. Thus, laboratories employing radionuclides for the development of their activities must submit a Radioprotection Plan to CNEN in order to get an operation license. Such plan must indicate that the laboratory is exempt of risks to the people involved and designed to fit all related environmental aspects. This was the case of LABIDRO-Hydrochemical and Isotopes Laboratory that belongs to IGCE-Geosciences and Exact Sciences Institute from UNESP - the University of the State of São Paulo Júlio de Mesquita Filho, located at Rio Claro city, São Paulo State, Brazil. The total monthly activity of the radionuclides utilized during the laboratorial activities held at LABIDRO corresponds to 0.01 μCi. This paper describes all information provided by LABIDRO in order to get the CNEN license. The LABIDRO plan also showed the expected radioactive waste released when the experiments take place and CNEN decided that it fits the guidelines established by Brazilian legislation. Therefore, LABIDRO received its license for utilizing radionuclides, which is valid until September 2016. © 2013 WIT Press.
