In this chapter we provide a summary description of Colombian Competition Policy with an emphasis on the agricultural sector. Key developments and recent changes in institutional arrangements affecting competition policy, as it applies to the agricultural sector, are highlighted. Illustrative case studies are depicted to show the richness and complexity of policy developments and enforcement. Some general conclusions are drawn from this examination.

When asking the question, ``How can institutions design science policies for the benefit of decision makers?'' Sarewitz and Pielke Sarewitz, D., Pielke Jr., R.A., this issue. The neglected heart of science policy: reconciling supply of and demand for science. Environ. Sci. Policy 10] posit the idea of ``reconciling supply and demand of science'' as a conceptual tool for assessment of science programs. We apply the concept to the U.S. Department of Agriculture's (USDA) carbon cycle science program. By evaluating the information needs of decision makers, or the ``demand'', along with the supply of information by the USDA, we can ascertain where matches between supply and demand exist, and where science policies might miss opportunities. We report the results of contextual mapping and of interviews with scientists at the USDA to evaluate the production and use of current agricultural global change research, which has the stated goal of providing ``optimal benefit'' to decision makers on all levels. We conclude that the USDA possesses formal and informal mechanisms by which scientists evaluate the needs of users, ranging from individual producers to Congress and the President. National-level demands for carbon cycle science evolve as national and international policies are explored. Current carbon cycle science is largely derived from those discussions and thus anticipates the information needs of producers. However, without firm agricultural carbon policies, such information is currently unimportant to producers. (C) 2006 Elsevier Ltd. All rights reserved.

Agricultural adoption of innovation has traditionally been described as slow to diffuse. This paper therefore describes a case study grounded in PD to address a disruptive technology/system within the livestock industry. Results of the process were positive, as active engagement of stakeholders returned rich data. The contribution of the work is also presented as grounds for further design research in the livestock industry.

Waitrose has a strong commitment to organic farming but also uses products from 'conventional' farms. At the production stage, Waitrose own-label products are fully traceable, GM-free and all suppliers undergo a detailed assessment programme based on current best practice. Crop suppliers to Waitrose operate an authenticity programme to certify that each assignment is GM-free and produce is screened for pesticide residues. Waitrose sources conventional crops grown from 'Integrated Crop Management Systems' (ICMS) using best horticultural practices. The 'Assured Product' scheme regulates all UK produce to ICMS standards and these audits are being extended worldwide. Business is withdrawn from suppliers who fail the audit. In relation to this, Waitrose has increased its Fairtrade range as in its view 'Buying these products provides direct additional benefit to workers in the developing countries where they are produced and assists marginal producers by giving them access to markets they would not otherwise have'. Currently, Waitrose is developing its own sustainable timber assessment criteria. For livestock, protocols are in place to ensure that animals are reared under the 'most natural conditions possible' and free range produce is offered where animals have access to open space although some produce is not from free-range animals. Waitrose also use a 'Hazards Analysis Critical Points' system to identify food safety hazards that occur at any stage from production to point of sale and to ensure that full measures are in place to control them. In addition, mechanisms have been implemented to reduce fuel use and hence reduce CO2 emissions in the transport of products and staff, and to increase the energy use efficiency of refrigeration systems which account for approximately 60% of Waitrose energy use.

Comparing the experiences of selected Latin America and the Caribbean countries and their trajectories over the past 15 years offers rich insights into the dynamics and causes for not meeting the 2015 MDGs. They also offer clues for post-MDG strategies. Central to achieving sustainable growth are government policies able to support small and medium-sized farms and peasants, as they are crucial for the achievement of several goals, centrally: to achieve food security; to provide a sound and stable rural environment able to resist external (financial) shocks; to secure healthy food; to secure local food; and to protect vibrant and culturally rich local communities. This paper analyses and compares the most successful government policies to the least successful policies carried out over the last 15 years in selected Latin American and Caribbean countries and based on this analysis, offers strategies for more promising post-MDG politics, able to reduce poverty, reduce inequality, fight back informality, and achieve more decent work in poor countries.

En el mundo se está evidenciando un proceso de globalización, que ha impulsado a los Estados a una interacción, generando cambios significativos a nivel económico, cultural, político y social. Un reflejo de lo anterior, es la iniciativa de negociación del Tratado de Libre Comercio Colombo Canadiense, que además refleja una nueva etapa del Proceso de Apertura Económica iniciada en Colombia hace más de una década. El TLC Colombo Canadiense materializa la primera iniciativa bilateral entre estos dos países, enfocada a una negociación de Libre Comercio, sin embargo, los dos Estados ya habían tenido antecedentes de negociaciones comerciales multilaterales. Las negociaciones de Libre Comercio entre estos dos países, se desarrollaron en cinco rondas de negociación celebradas desde junio de 2007 hasta julio de 2008. Para el Sector Agrícola específicamente, las negociaciones fueron muy productivas, obteniendo los mejores resultados frente a las propuestas ofensivas tanto de Canadá como de Colombia. Frente a la entrada en vigor del TLC Colombo Canadiense, se evidenciaron distintas posiciones tanto de algunos representantes de la sociedad civil, como de organizaciones no gubernamentales, la academia, entre otros, que rechazaban completamente el acuerdo, alegando especialmente el tema del conflicto armado interno en Colombia, la violación a los Derechos Humanos, la falta de garantías a los derechos de los trabajadores y a los sindicatos, entre otros temas sociales.
