En este trabajo, a partir de la identificación de los propietarios afectados, se analiza el impacto local de las confiscaciones y embargos de Rosas. Se estimará la importancia de los muebles y útiles rematados y se considerará la magnitud del ganado bovino, ovino y equino extraído por los alcaldes locales para destinarlo a los ejércitos de frontera y de Santos Lugares. Además se indagará acerca de la época de los desembargos para comprobar si luego de los mismos los estancieros de Chascomús retomaron sus actividades y siguieron con la propiedad de sus estancias, tema éste directamente relacionado con un proyecto de más largo aliento que estudia la transmisión de la propiedad rural al noreste del río Salado y la constitución de un mercado de tierras entre fines del siglo XVIII y fines del XIX

Oreochromis mossambicus (Peters 1852) are native to the eastward flowing rivers of central and southern Africa but from the early 1930s they have been widely distributed around the world for aquaculture and for biological control of weeds and insects. While O. mossambicus are now not commonly used as an aquaculture species, the biological traits that made them a popular culture species including tolerance to wide ranging ecological conditions, generalist dietary requirements and rapid reproduction with maternal care have also made them a 'model' invader. Self-sustaining populations now exist in almost every region to which they have been imported. In Australia, since their introduction in the 1970s, O. mossambicus have become established in catchments along the east and west coasts and have the potential to colonise other adjacent drainages. It is thought that intentional translocations are likely to be the most significant factor in their spread in Australia. The ecological and physical tolerances and preferences, reproductive behaviour, hybridization and the high degree of plasticity in the life history traits of O. mossambicus are reviewed. Impacts of O. mossambicus on natural ecosystems including competitive displacement of native species, habitat alteration, predation and as a vector in the spread of diseases are discussed. Potential methods for eradicating or controlling invasive populations of O. mossambicus including physical removal, piscicides, screens, environmental management and genetic technologies are outlined.

Contains approximately 6800 manuscripts arranged chronologically by year for years 1752-1794. Approximately 100 are letters received or written by Lopez, his partner and father-in-law, Jacob Rodriguez Rivera, members of his family and company, and commercial agents pertaining to business activities and sailing orders for the captains of various ships. Several also refer to personal matters and acquaintances, including a series of six letters from Silas Cooke of White Hall (Middletown), R.I., to Aaron Lopez, asking his aid in returning a run-away slave (1776). The great majority of the collection consists of account records, bills of sale, orders, shipping agreements, lists of sailors on the various ships, repair records and cargo invoices. Of particular interest are a receipt for payment of a half-year's subscription to the "tzedakah" of Congregation Nefutzei Israel, Newport (1755) and several documents that reveal Lopez as a supplier of kosher meat and other religious articles to people in various parts of the colonies, Surinam, and Jamaica. Also included in this group are copies of sailing lists, documents pertaining to Lopez's naturalization which shed light upon the status of a Jew applying for citizenship in Massachusetts and a check to Lopez from the United States government for a loan made during the Revolutionary War (1779).

La Constitución Nacional reconoce un orden de conducta instituido por Dios y otro instituido por el Estado… el débito legal debe resultar conforme al débito moral. Si así no fuera, cualquier imposición del legislador no sería derecho sino un acto de violencia desnaturalizando el poder que el Estado tiene de reforzar con débito eventualmente coercible obligaciones emergentes de la virtud de la justicia. En este trabajo nos ocuparemos de la relación entre ley moral natural y la ley positiva humana a partir de las consideraciones que Arturo Enrique Sampay2 formula en su obra, La filosofía jurídica del Artículo 19 de la Constitución Nacional3. Sampay desarrolla el tópico principalmente con la inspiración de la doctrina de Tomás de Aquino.

Resumen: La consideración de un determinado modelo matrimonial como socialmente valioso, aquel estable y constituido entre un varón y una mujer, se fundamenta en su incidencia en la consecución del bien común. Los datos empíricos demuestran los efectos beneficiosos que este modelo tiene en adultos casados y, especialmente, en los niños criados por sus padres biológicos unidos en matrimonio armonioso, además de su insustituible importancia como garante y promotor de la renovación demográfica. La ley desempeña un rol pedagógico y ejemplar preponderante en la preservación y fomento de esta concepción matrimonial socialmente preferible. El debilitamiento de este modelo matrimonial es atribuido a algunos factores que han incidido en su desestructuración, destacando la impronta de las ideologías de la desvinculación y de género. La necesidad de promover políticas públicas que tiendan a la recuperación del matrimonio estable entre un varón y una mujer resulta imperiosa para el logro del bien común y la consecuente plenitud integral de los miembros de la sociedad.

La Constitución Nacional tiene, como ley fundamental, una dimensión externa que conforma lineamientos sustantivos en materia de derecho y de relaciones internacionales. En este trabajo se intentará plantear algunos de los temas puntuales que emergen de la Constitución en materia de derecho internacional público y los enlaces con el ordenamiento jus internacionalista. Estos son básicamente dos: la recepción del derecho internacional general y del derecho convencional. La reforma de 1994 ha modificado algunos de estos vínculos, apartándose de la Constitución madre que es la de los Estados Unidos, tanto en el texto como en la interpretación; e introduciendo algunas complicaciones, en mi opinión, innecesariamente...

The territory of the European Union is made up of a rich and wide-ranging universe of languages, which is not circumscribed to the «State languages». The existence of multilingualism is one of Europe’s defining characteristics and it should remain so in the constantly evolving model of Europe’s political structure. Nonetheless, until now, the official use of languages has been limited to the «State languages» and has been based on a concept of state monolingualism that has led to a first level of hierarchization among the languages of Europe. This has affected the very concept of European language diversity. The draft of the treaty establishing a European Constitution contains various language-related references that can be grouped in two major categories: on the one hand, those references having to do the constitutional status of languages, and on the other, those regarding the recognition of European language diversity. Both issues are dealt with in this article. In analyzing the legal regime governing languages set forth in the draft of the constitutional treaty, we note that the draft is not based on the concept of the official status of languages. The language regulation contained in the draft of the constitutional treaty is limited in character. The constitutional language regime is based on the concept of Constitutional languages but the official status of languages is not governed by this rule. The European Constitution merely enunciates rights governing language use for European citizens vis-à-vis the languages of the Constitution and refers the regulation of the official status of languages to the Council, which is empowered to set and modify that status by unanimous decision. Because of its broad scope, this constitutes a regulatory reservation. In the final phase of the negotiation process a second level of constitutional recognition of languages would be introduced, linked to those that are official languages in the member states (Catalan, Basque, Galician, etc.). These languages, however, would be excluded from the right to petition; they would constitute a tertium genus, an intermediate category between the lan guages benefiting from the language rights recognized under the Constitution and those other languages for which no status is recognized in the European institutional context. The legal functionality of this second, intermediate category will depend on the development of standards, i.e., it will depend on the entrée provided such languages in future reforms of the institutional language regime. In a later section, the article reflects on European Union language policy with regard to regional or minority languages, concluding that the Union has not acted in accordance with defined language policy guidelines when it has been confronted, in the exercise of its powers, with regional or minority languages (or domestic legislation having to do with language demands). The Court of Justice has endeavoured to resolve on a case by case basis the conflicts raised between community freedoms and the normative measures that protect languages. Thus, using case law, the Court has set certain language boundaries for community freedoms. The article concludes by reflecting on the legal scope of the recognition of European language diversity referred to in Article II-82 of the European Constitution and the possible measures to implement the precept that might constitute the definition of a true European language policy on regional or minority languages. Such a policy has yet to be defined.
