This article estimates the effects of various parent and child characteristics on the choice of care arrangement of the parent, taking into account the potential endogeneity of some of the child characteristics. Three equations are estimated: a care choice equation, a child location equation, and a child work equation. Results suggest a hierarchy of family decision making; child locations affect the care decision, which affects child work decisions. The results also question previous research attempting to explain causes of secular trends in long-term care.

BACKGROUND: The care and protection of the estimated 143,000,000 orphaned and abandoned children (OAC) worldwide is of great importance to global policy makers and child service providers in low and middle income countries (LMICs), yet little is known about rates of child labour among OAC, what child and caregiver characteristics predict child engagement in work and labour, or when such work infers with schooling. This study examines rates and correlates of child labour among OAC and associations of child labour with schooling in a cohort of OAC in 5 LMICs. METHODS: The Positive Outcomes for Orphans (POFO) study employed a two-stage random sampling survey methodology to identify 1480 single and double orphans and children abandoned by both parents ages 6-12 living in family settings in five LMICs: Cambodia, Ethiopia, India, Kenya, and Tanzania. Regression models examined child and caregiver associations with: any work versus no work; and with working <21, 21-27, and 28+ hours during the past week, and child labour (UNICEF definition). RESULTS: The majority of OAC (60.7%) engaged in work during the past week, and of those who worked, 17.8% (10.5% of the total sample) worked 28 or more hours. More than one-fifth (21.9%; 13% of the total sample) met UNICEF's child labour definition. Female OAC and those in good health had increased odds of working. OAC living in rural areas, lower household wealth and caregivers not earning an income were associated with increased child labour. Child labour, but not working fewer than 28 hours per week, was associated with decreased school attendance. CONCLUSIONS: One in seven OAC in this study were reported to be engaged in child labour. Policy makers and social service providers need to pay close attention to the demands being placed on female OAC, particularly in rural areas and poor households with limited income sources. Programs to promote OAC school attendance may need to focus on the needs of families as well as the OAC.

This paper investigates the impact of working while in school on learning outcomes through the use of a unique micro panel dataset of Brazilian students. The potential endogeneity is addressed through the use of di erence-in-di erence and instrumental variable estimators. A negative e ect of working on learning outcomes in both math and Portuguese is found. The e ects of child work range from 3% to 8% of a standard deviation decline in test score which represents a loss of about a quarter to a half of a year of learning on average. We also explore the minimum legal age to entry in the labor market to induce an exogenous variation in child labor status. The results reinforce the detrimental e ects of child labor on learning. Additionally, it is found that this e ect is likely due to the interference of work with the time kids can devote to school and school work.

This thesis developed a conceptual framework aimed at enhancing our understanding of contemporary child slavery. A new variety of slavery exists today, the result of forms of forced servitude that existed alongside slavery many centuries ago. This is tantamount to slavery. There is, however, a critical lack of awareness about important aspects of the reality of this new child slavery. The framework and definitions of slavery in usage today, though interesting and sufficient to cover historical situations, are unable to adequately describe the conditions of the child slavery. Using existing literature and research, this thesis conceptualized children's labor in a manner that allows a clearer perception of the exploitation of their labor within and beyond the household. Explanatory factors such as culture, the age of victims, the number of hours worked and the ability or not of the victim to volunteer or withdraw their participation in the specific activities were employed to determine if particular situations should be considered as child slavery, repressive child labor or merely as child work. Important distinctions were made between the use of children's mental and physical energy in defined activities. ^

In this research, the cooperation between Finnish municipalities and Evangelical Lutheran parishes is studied from the standpoint of institutional interaction. The most essential theoretical background for the study is the differentiation thesis of the secularization theory. Cooperation from the viewpoints of both organizations is examined using the functional approach. Furthermore, the market theory and other theories are applied in order to place the studied phenomenon in the wider context of the theories of the sociology of religion. Sacralization in modern society and its relationship with the differentiation thesis of the secularization theory are in the theoretical foci. In addition, along with a descriptive examination of cooperation, the normative sides of the phenomenon are discussed. The survey was conducted among all municipalities and parishes in continental Finland. The questionnaires were sent to all municipal managers of youth work and afternoon activities and to all managers of child, youth and social work in the parishes. The response rate for the municipalities was 73.9 % and for the parishes 69.5 %. In addition, two qualitative data were utilized. The aim of the study is to scrutinize what kind of limitations of differentiation can be caused by the interaction between the secular and the religious. In order to solve the problem, an empirical study of sacralization in the modern context is required. For this purpose, the survey was carried out to determine the effects of the religious on the secular and the impact of the secular on the religious. In the articles of the study the following relationships are discussed: the positions of municipalities and parishes in relation to the state and civil society; cooperation in relation to differentiation; sacralization in relation to the differentiation thesis and cooperation in relation to pluralism. The results of the study highlighted the significance of the cooperation, which was contrary to the secularization theory connected to religious sacralization. The acceptance of the appearance of religion in cooperation and parishes support for municipal function was high in municipalities. Religious cooperation was more active than secular cooperation within all fields. This was also true between fields: religiously orientated child work was more active than the societally orientated social work of the church. Religious cooperation in modern fields of activity underlined sacralization. However, the acceptance of sacralization was weaker in cities than rural areas. Positive relationships between the welfare function of municipalities and the religious function of parishes emphasized the incompleteness of differentiation and the importance of sacralization. The relationship of the function of municipalities with parishes was neither negative nor neutral. Thus, in the most active fields, that is, child work and the traditional social work of the church, the orientation of parishes in cooperation supported the functions of both organizations. In more passive fields, that is, youth work and the societal social work of the church, parishes were orientated towards supporting the municipal function. The orientation of municipalities to religion underlined the perception that religious function is necessary for cooperation. However, the official character of cooperation supported accommodation to the requirements of societal pluralism. According to the results, sacralization can be effective also at the institutional level. The religious effect of voluntary cooperation means that religious sacralization can also readjust to modern society. At the same time, the results of the study stressed the importance of institutional autonomy. Thus, the public sector has a central role in successful cooperation. The conditions of cooperation are weakened if there is no official support of cooperation or adjustment to the individual rights of modern society. The results called into question the one-directional assumptions in the secularization paradigm and the modernization theory in the background. In these assumptions, religion that represents the traditional is seen to give way to the modern, especially at the institutional level. Lack of an interactional view was identified as a central weakness of the secularization paradigm. In the theoretical approach created in the study, an interactional view between religious and secular institutions was made possible by limiting the core of the differentiation thesis to autonomy. The counter forces of differentiation are despecialization and sacralization. These changes in the secularization theory bring about new interactivity on the institutional level. In addition to the interactional approach, that is, the secularization and sacralization theory created as a synthesis of the study, interaction between the religious and the secular is discussed from the standpoint of multiple modernities. The spiritual welfare role of religion is seen as a potential supporter of secular institutions. Religion is set theoretically amongst other ideologies and agents, which can create communal bonds in modern society. Este trabalho consiste em um estudo sobre a relação entre subjetividade e meio, mais especificamente, sobre a formação subjetiva no contexto da violência nas favelas cariocas. A reflexão proposta traz, como principal referencial teórico, a noção, adotada, entre outros, por John Bowlby e Donald Winnicott, de uma constituição subjetiva marcada pela intersubjetividade. Dito de outro modo, a subjetividade aqui é resultante do encontro do indivíduo com o meio (inicialmente a própria figura materna); o que significa que um não pode ser compreendido a não ser na interação com outro. Desse pressuposto comum, tais autores partem para construir percursos teóricos independentes, que ora se aproximam, ora se distanciam. Contemporâneos e membros da Sociedade Psicanalítica Britânica da época, Bowlby e Winnicott fizeram parte do chamado Middle Group. Tal vertente psicanalítica, sob a influência da biologia de Darwin, da etologia e da literatura, apresenta como característica fundamental a de conferir uma importância inédita ao ambiente no processo do desenvolvimento emocional. A adaptação dos cuidados maternos às necessidades do bebê, nos estágios precoces de seu desenvolvimento, ganha a função primordial de sobrevivência e desempenha aqui um papel decisivo para a saúde mental do sujeito. Bowlby utilizar-se-á da idéia de que os pais, ou cuidadores, funcionam como uma espécie de base segura a partir da qual a criança pode explorar o mundo com a confiança de que será acolhida caso precise. Para ele, o comportamento de apego sustenta o processo de subjetivação e representa um elemento constituinte da natureza humana, que se manifesta através da propensão para estabelecer laços íntimos. Já Winnicott adotará a idéia de uma maternagem suficientemente boa, capaz de garantir à criança a continuidade de sua existência. Interrupções nessa provisão dos cuidados precoces são, para estes autores, potenciais agentes patogênicos. À luz dessa perspectiva teórica, serão apresentadas as narrativas biográficas de três moradores de uma favela da zona sul carioca representativa dos constantes e violentos confrontos que vêm ocorrendo entre os integrantes do tráfico de drogas daquela localidade com a polícia, com outras facções rivais e entre eles próprios. A experiência da provisão materna, em ambientes prejudicados por um determinado tipo de violência contextualizada, é o que tais histórias pessoais tentam retratar.

The Bolsa Família Program goal is to promote social development and poverty reduction, through the direct transfer of conditional cash, in association with other social programs. This study aims to analyze whether Bolsa Família had an association with children’s school attendance, which is one of the educational conditions of the program. Our main hypothesis is that children living in households receiving Bolsa Família had greater chances of attending school. Data from the Ministry of Social Development and Combating Famine indicated that children living in households with Bolsa Família had greater school enrolment levels. By using data from the 2010 Demographic Census, collected by the Brazilian Institute of Geography and Statistics (IBGE), some descriptive analyzes and binary logistic regression models were performed for different thresholds of household per capita income. These estimates were made by comparing children who lived in households receiving Bolsa Família to those children not receiving the program. We took into consideration characteristics about the household, mothers, and children. The results were clustered by the municipality of residence of the child. In all income thresholds, children benefi ting from Bolsa Família were more likely to be enrolled in school, compared to children not receiving the benefi t.

El objetivo de este documento es evaluar empíricamente el efecto que tiene una mayor o menor exposición del programa Proniño de la Fundación Telefónica en la cantidad de horas trabajadas de los niños, niñas y adolescentes. Tomando información desde el 2010 y hasta el 2012 se evalúa empíricamente el impacto en la duración a la exposición del tratamiento, eliminando el sesgo de selección por duración a través de la metodología de Propensity Score Matching. Los resultados muestran que la exposición al tratamiento sí logra reducir el número de horas trabajadas de los niños, niñas y adolescentes, alcanzando los niveles más altos de reducción cuando el tiempo de exposición al programa es más amplio; en este caso, tres años y particularmente para el grupo de edad comprendido entre los 12 a 14 años. Finalmente se evidencia que el programa es más efectivo en la reducción del número de horas trabajadas a la semana de los niños (hombres) que de las niñas (mujeres).

This paper provides recent evidence about the beneÖts of attending preschool on future performance. A non-parametric matching procedure is used over two outcomes: math and verbal scores at a national mandatory test (Saber11) in Colombia. It is found that students who had the chance of attending preschool obtain higher scores in math (6.7%) and verbal (5.4%) than those who did not. A considerable fraction of these gaps comes from the upper quintiles of studentís performance, suggesting that preschool matters when is done at high quality institutions. When we include the number of years at the preschool, the gap rises up to 12% in verbal and 17% in math.

Este trabalho procura analisar dois problemas bastante graves que afligem a sociedade brasileira. De um lado, a entrada precoce na força de trabalho, que tem sua face mais perversa no trabalho infantil; de outro, a saída também precoce da força de trabalho de adultos em idade ainda produtiva. Ambos fenômenos são empobrecedores para a sociedade e atuam como mecanismo de geração e perpetuação de pobreza. O trabalho infantil, discutido na primeira parte do trabalho, prejudica a educação. A saída precoce da força de trabalho, analisado na segunda parte do trabalho, é um desperdício de recursos. Na terceira parte é desenvolvida uma análise formal que procura mostrar o quanto um sistema de aposentadorias como o sistema previdenciário brasileiro, que garante uma renda por vida às pessoas após um certo anos de trabalho, pode induzir escolhas que embora ótimas do ponto de vista privado são bastante custosas do ponto vista social. Especificamente, procura-se mostrar como esta legislação pode incentivar tanto a entrada quanto a saída precoce do mercado de trabalho.

Attempts to explain child labor, for the most part, have been reduced to the economic aspect, looking to establish a causal relationship between work and poverty. Without disregarding this aspect, we intend to approach this phenomenon considering other aspects that could be contributing towards its maintenance. We seek, above all, to articulate it with the concepts of disciplinary power and ideology. The present study, therefore, tries to consider these aspects with the intention of learning the reasons that the mothers and the teachers produce concerning child labor in the cultivation of vegetables. We elected these participants because we considered that child labor has been reinforced by the disciplinary institutions and proponents of ideology, the family and the school, here represented, respectively, by the mothers and the teachers. To affect this study, we created focused groups with the mothers whose children are students and work in the cultivation of vegetables in Gramorezinho (neighborhood situated in the northern part of Natal, RN) and with the teachers of the neighborhood school (Escola Lourdes Goudeiro). The discussion of the participants was handled according to the perspective of discursive practices, attempting to articulate them with the notions of ideology and disciplinary power. In general, we perceived how much ideology and discipline are immersed in the discursive practices of the participants. Whereas, even though in some moments the reference to work as being something that takes time from the child to study and play is apparent, the participants attribute great importance to child labor. Both for the teachers and for the mothers, work is something that can free the children from laziness, from becoming criminals and from using drugs. It too constitutes an important alternative to idleness and to the permanence of the child in the streets
