O presente trabalho tem por objetivo analisar o processo de insero de pessoas de baixa renda moradoras em comunidades do Rio de Janeiro no mercado de trabalho formal, alunos e egressos dos cursos da Educao Profissional oferecidos no mbito do Programa SESI Cidadania (PSC), implantado pela Federao das Indstrias do Rio de Janeiro (FIRJAN), em 12 de agosto de 2010, por meio do acordo de cooperao com o Governo do Estado do Rio de Janeiro. O objetivo do programa levar projetos sociais para as comunidades com Unidade de Polcia Pacificadora (UPP); dentre eles, projetos educacionais com oferta gratuita de cursos na modalidade Qualificao Profissional, respaldada no Decreto n 6.635, de 5 de novembro de 2008. Por conseguinte, este estudo visa a propor iniciativas no sentido de facilitar o ingresso e a permanncia dessas pessoas no mercado de trabalho formal e a gerao de trabalho e renda. A experincia da autora com processos de insero de alunos e egressos de cursos da Educao Profissional oferecidos pelo Programa SESI Cidadania sinaliza que as dificuldades enfrentadas por moradores das comunidades do Rio de Janeiro esto relacionadas s condies histricas, sociais, econmicas e culturais. Diante dessa problemtica, adotamos a seguinte hiptese: as competncias comportamentais, dos moradores das comunidades do Rio de Janeiro interferem na sua insero no mercado de trabalho formal. Nesse aspecto, o foco de investigao foi verificar as competncias observadas pelos profissionais de recursos humanos que interferem na insero e permanncia desses egressos nas empresas. Adotamos o conceito de competncias entendido por Joel Souza Dutra (2001) bem como por alguns tericos da Administrao, que o definem como um conjunto de conhecimentos, habilidades e atitudes necessrias para que a pessoa desenvolva suas atribuies e responsabilidades. O recorte emprico se constituiu de dez empresas de pequeno, mdio e grande porte sediadas na Regio Metropolitana do Rio de Janeiro. A abordagem metodolgica incluiu pesquisa de campo com base em dados de entrevistas semiestruturadas, sendo incorporada a tcnica de anlise de relato verbal. Formulamos um questionrio para realizao de entrevistas semidirigidas com profissionais de Recursos Humanos e dirigentes de empresas as quais nos permitiram identificar os fatores que interferem na insero dessas pessoas no mercado de trabalho formal. As concluses apontam dificuldades de insero e permanncia de moradores das comunidades do Rio de Janeiro no mercado de trabalho formal por aspectos relacionados formao educacional bsica, e sobretudo a competncias comportamentais desenvolvidas no contexto sociocultural no qual esto inseridos, as quais se encontram desassociadas das competncias comportamentais demandadas pelo mercado de trabalho formal. A relevncia da pesquisa consiste na possibilidade de subsidiar a formulao de polticas pblicas da Educao e do trabalho destinadas formao profissional de pessoas de baixa renda moradoras das comunidades do Rio de Janeiro para gerao de trabalho e renda.

Por medio de la literatura correspondiente a la medicin de competencias, as como con los comportamientos apreciados de manera emprica a travs del anlisis de empresarios emprendedores exitosos y conforme a la teora de los expertos en el tema de emprendimiento, se ha elaborado una herramienta de medicin de competencias para empresarios emprendedores (creadores de empresa) de la ciudad de Bogot. Dicha herramienta se usar en la medicin de empresarios que hayan creado empresa entre el 2002 y el 2005 y que tengan el mayor crecimiento en venta anuales durante la ltima mitad de la ltima dcada. Las empresas hacen parte del sector industrial. Para ello inicialmente se hizo una revisin de competencias, basada en la triloga de Martha Alles compuesta por los siguientes libros: Diccionario de Competencias, Diccionario de Comportamientos y Diccionario de Preguntas. Con la triloga se logra la definicin de competencias y la metodologa para la medicin de las mismas. Se sigui con una revisin biogrfica de dos grandes empresarios bogotanos, que nacieron en Bogot o que tienen el suficiente tiempo en Bogot para ser considerados bogotanos, de la cual se extrajeron comportamientos especficos. Haciendo uso de la autoridad que tiene en el tema de emprendimiento Amar Bhide, se hizo una revisin de los comportamientos esenciales de todo emprendedor de acuerdo con sus conceptos al respecto. Para finalizar, se cre un modelo general de competencias basado en las que estn ms desarrolladas entre los empresarios encuestados y entrevistados.

El proyecto de investigacin que se trabaja centra su atencin en la siguiente cuestin: determinar un instrumento de recoleccin que permita identificar cules son las competencias que caracterizan a los emprendedores bogotanos creadores de empresas de rpido crecimiento. La presente es una investigacin cualitativa que busca la mejor manera de preparar a los futuros emprendedores desde la educacin superior. Si se conocen las competencias que acompaan al emprendedor se puede comprender mejor su capacidad de crear empresa y as buscar una mejor manera de preparar a los futuros emprendedores. Esto es importante para la economa de un pas en general, mxime cuando se dan situaciones de depresin econmica como el desempleo que se vive en la actualidad. La creacin y el desarrollo de nuevas empresas contribuye decisivamente a lograr el deseado bienestar para la sociedad, dado que permite incrementar el nivel de empleo, impulsar la innovacin y mejorar la competitividad (Acs, Audretch, & Braunerhjelm, 2006, pg. 83). La investigacin abarca la bsqueda de competencias a nivel mundial basndose en estudios realizados por diferentes autores (Alles, Durn, Goleman, Shipmann, Varela, Boyatsis, Mc. Clelland y Blancero). El objetivo es desarrollar un instrumento que permita recolectar informacin de emprendedores bogotanos exitosos, con base en la clasificacin de competencias que se realice a lo largo de la investigacin.

This communication presents the results of an innovative approach for competencedevelopment suggesting a new methodology for the integration of these elements in professional development within the ADA initiative (AulaaDistanciaAbierta, Distance and Open Classroom) of the Community of Madrid. The main objective of this initiative is to promote the use of Information and Communication Technologies (ICTs) for educational activities by creating a new learning environment structured on the premises of commitment to selflearning, individual work, communication and virtual interaction, and self and continuous assessment. Results from this experience showed that conceptualization is a positive contribution to learning, as students added names and characteristics to competences and abilities that were previously unknown or underestimated. Also, the diversity of participants disciplines indicated multidimensional interest in this idea and supported the theory that this approach to competencedevelopment could be successful in all knowledge areas.

Since 2010 the Industrial Engineering School at Universidad Politcnica de Madrid (ETSII UPM) has its Plan Study accredited by ABET. Since then a big motivation has been promoted from the management team encouraging teachers to work on the measurement and strengthening of students competences. Generic skills or behavior acquired significant importance in the workplace, particularly in relation to project management. Because of this, and framed within the requirements of the European Higher Education Area (EHEA), the curriculum of the new degrees are being developed under the competence-based learning. This situation leads to the need to have a clear measurement tool skills as a basis for developing them within the curriculum. A group of multidisciplinary teachers have been working together during two years to design measuring instruments valid for engineering students.

The first in a series for a CEPS-EPIN project entitled The British Question and the Search for a Fresh European Narrative this paper is pegged on an ambitious ongoing exercise by the British government to review all the competences of the European Union. The intention is that this should provide a basis for informed debate before the referendum on the UK remaining in the EU or not, which is scheduled for 2017. This paper summarises the first six reviews, each of which runs to around 80 pages, covering foreign policy, development policy, taxation, the single market, food safety, and public health. The present authors then add their own assessments of these materials. While understandably giving due place to British interests, they are of general European relevance. The substantive conclusions of this first set of reviews are that the competences of the EU are judged by respondents to be about right on the whole, which came as a surprise to eurosceptic MPs and the tabloid media. Our own view is that the reviews are objective and impressively researched, and these populist complaints are illustrating the huge gap between the views of informed stakeholders and general public opinion, and therefore also the hazard of subjecting the in or out choice for decision by referendum. If the referendum is to endorse the UKs continuing membership there will have to emerge some fresh popular narratives about the EU. The paper therefore concludes with some thoughts along these lines, both for the UK and the EU as a whole.

The behavior of the hydroxyl units of synthetic goethite and its dehydroxylated product hematite was characterized using a combination of Fourier transform infrared (FTIR) spectroscopy and X-ray diffraction (XRD) during the thermal transformation over a temperature range of 180-270 degrees C. Hematite was detected at temperatures above 200 degrees C by XRD while goethite was not observed above 230 degrees C. Five intense OH vibrations at 3212-3194, 1687-1674, 1643-1640, 888-884 and 800-798 cm(-1), and a H2O vibration at 3450-3445 cm(-1) were observed for goethite. The intensity of hydroxyl stretching and bending vibrations decreased with the extent of dehydroxylation of goethite. Infrared absorption bands clearly show the phase transformation between goethite and hematite: in particular. the migration of excess hydroxyl units from goethite to hematite. Two bands at 536-533 and 454-452 cm(-1) are the low wavenumber vibrations of Fe-O in the hematite structure. Band component analysis data of FTIR spectra support the fact that the hydroxyl units mainly affect the a plane in goethite and the equivalent c plane in hematite.

In Service-Oriented Architectures (SOAs), software systems are decomposed into independent units, namely services, that interact with one another through message exchanges. To promote reuse and evolvability, these interactions are explicitly described right from the early phases of the development lifecycle. Up to now, emphasis has been placed on capturing structural aspects of service interactions. Gradually though, the description of behavioral dependencies between service interactions is gaining increasing attention as a means to push forward the SOA vision. This paper deals with the description of these behavioral dependencies during the analysis and design phases. The paper outlines a set of requirements that a language for modeling service interactions at this level should fulfill, and proposes a language whose design is driven by these requirements.

The overall rate of omission of items for 28,331 17 year old Australian students on a high stakes test of achievement in the common elements or cognitive skills of the senior school curriculum is reported for a subtest in multiple choice format and a subtest in short response format. For the former, the omit rates were minuscule and there was no significant difference by gender or by type of school attended. For the latter, where an item can be 'worth' up to five times that of a single multiple choice item, the omit rates were between 10 and 20 times that for multiple choice and the difference between male and female omit rate was significant as was the difference between students from government and non-government schools. For both formats, females from single sex schools omitted significantly fewer items than did females from co-educational schools. Some possible explanations of omit behaviour are alluded to.

In today's highly challenging business environment, an innovative and systemic approach is imperative to survival and growth. Organisational integration and technological integration, are often seen as a catalyst of change that could lead to significant improvements in organisations. The levels of improvement in inter and intra firm integration should arise from a detailed understanding and development of competences within and between organisations. Preliminary findings suggest that lack of trust across organisational cultures within the firms has a negative influence on the development of the capabilities to integrate and align technological innovations and hinders implementation and the effectiveness of the operations. Additionally, poor communication and conflict effects customer satisfaction. Firms need to transfer the competences that support cooperative integration, developed through interaction with supply chain partners, to their relationship arrangements with other supply chain partners, as these are key to ensuring low operational costs.

One of the features of the sporting industry is the ritualized way in which it is consumed across the world. Fans of every sport have rituals and superstitions to help them enjoy the spectacle, socialize with other like-minded fans, and reduce some of the anxiety of watching their team play. These rituals include dress, barracking styles and pre and post match behaviors. What is not known are the factors that lead fans to engage in ritual behaviors and what relationship rituals have with desirable outcomes such as increased attendance, attitudinal loyalty or satisfaction. Given that some ritual behaviors are clearly undesirable, (e.g., hooliganism), understanding these relationships is important to managers who may be questioning whether rituals should be encouraged. Although ritualized behavior amongst fans is clearly visible, the symbolic and emotional nature of ritual poses challenges to researchers. Most previous ritual research is exploratory and qualitative in nature. This study, however, uses a behavior-based scale to measure fan ritual and relates it to desirable outcomes such as commitment and attendance. Over 2,000 season ticket holders of a football (soccer) team in Australias professional A-League competition were surveyed to investigate the antecedents and consequences of fan ritual behavior. Cluster analysis was used to explore the characteristics of respondents, and it revealed that those fans that engage in ritual behavior also differed on many other demographic and attitudinal dimensions. The associations between ritual and psychological commitment, and ritual and attendance are positive and significant. When used in conjunction with other constructs, fan ritual also improves the explanation of attendance behavior. The findings support previous research that found a significant and positive relationship between team identification, involvement and attendance, and extend previous research by finding a significant and positive relationship between rituals and attendance. For sports marketing practitioners, the results indicate the importance of developing and managing consumption rituals tied to game day attendance, with a view to generating uncommon loyalty.

The impact of relations between an organization and its workers and the relations among workers on individual knowledge generation and sharing practices has not, to date, been addressed in an integrated way. This paper discusses the findings of a study analyzing issues at macro, locally-constructed and micro levels in a public sector organization, to identify and integrate the complex sets of mediators. Key factors were found to include (a) the contested nature of the process of knowledge construction, (b) the workers experience of the organizations internal environment, (c) how the organization is understood to value knowledge sharing, (d) relations with colleagues, and (e) the perceived outcomes of knowledge sharing behaviors. Implications for practice are discussed.

Ecological dynamics characterizes adaptive behavior as an emergent, self-organizing property of interpersonal interactions in complex social systems. The authors conceptualize and investigate constraints on dynamics of decisions and actions in the multiagent system of team sports. They studied coadaptive interpersonal dynamics in rugby union to model potential control parameter and collective variable relations in attackerdefender dyads. A videogrammetry analysis revealed how some agents generated fluctuations by adapting displacement velocity to create phase transitions and destabilize dyadic subsystems near the try line. Agent interpersonal dynamics exhibited characteristics of chaotic attractors and informational constraints of rugby union boxed dyadic systems into a low dimensional attractor. Data suggests that decisions and actions of agents in sports teams may be characterized as emergent, self-organizing properties, governed by laws of dynamical systems at the ecological scale. Further research needs to generalize this conceptual model of adaptive behavior in performance to other multiagent populations.
