[ESP] En este trabajo se realiza un análisis del surgimiento de las rentas mínimas en la Unión Europea y el Estado español, para centrarnos en el caso del País Vasco, no solo porque es la realidad que mejor conocemos sino también porque representa la experiencia más avanzada en este territorio. En primer lugar, analizaremos la orientación de las políticas europeas en materia de garantía de rentas, así como su influencia en el modelo vasco. En segundo lugar, daremos cuenta de los niveles de protección proporcionados hoy día por la Renta de Garantía de Ingresos vasca así como del perfil de la población beneficiaria. Por último, realizamos una valoración crítica de algunas propuestas de revisión del sistema de garantía de rentas español, tanto por su significado intrínseco, como por su eventual repercusión en el sistema vasco de garantía de ingresos.

Com a sua evolução e crescimento as organizações necessitam, cada vez mais, de controlar e garantir os seus recebimentos, tendo o controlo interno um papel fundamental na consecução desse objectivo. Assim, é imperativo que estas organizações possuam um sistema de controlo interno alinhado e integrado em cada um dos processos internos, que são a base do seu negócio. Ao potenciar os seus recursos e ao garantir o controlo dos seus recebimentos, uma organização adquire uma potente ferramenta para enfrentar um mundo cada vez mais competitivo, como é o caso das empresas de informática, objeto deste trabalho. Este relatório tem como objectivo principal uma análise e caracterização das práticas de controlo interno existentes, de forma a maximizar e controlar as contas a receber, numa área de extrema importância como é a área das vendas, clientes e dívidas a receber. De forma a conseguir atingir esses objectivos, neste trabalho serão abordados e revistos, na fundamentação teórica, os principais conceitos e definições relativos ao controlo interno e ao controlo e garantia dos recebimentos de uma empresa. Este estágio teve como objeto um grupo de três empresas de comercialização de material informático de apreciável dimensão, crescimento e complexidade (em número de clientes, número de documentos tratados e formas de recebimento). O modelo de cobranças e recebimentos abordados neste relatório, ainda que não esteja a funcionar a 100%, permite concluir, desde já, uma segurança, fiabilidade e eficiência acrescidas no sistema de controlo de recebimentos da empresa.

How immigration affects the labor market of the host country is a topic of major concern for many immigrant-receiving nations. Spain is no exception following the rapid increase in immigrant flows experienced over the past decade. We assess the impact of immigration on Spanish natives’ income by estimating the net immigration surplus accruing at the national level and at high immigrant-receiving regions while taking into account the imperfect substitutability of immigrant and native labor. Specifically, using information on the occupational densities of immigrants and natives of different skill levels, we develop a mapping of immigrant-to-native self-reported skills that reveals the combination of natives across skills that would be equivalent to an immigrant of a given self-reported skill level, which we use to account for any differences between immigrant self-reported skill levels and their effective skills according to the Spanish labor market. We find that the immigrant surplus amounts to 0.04 percent of GDP at the national level and it is even higher for some of the main immigrant-receiving regions, such as Cataluña, Valencia, Madrid, and Murcia.

This article examines republican arguments for a basic income that turn on a right to exit the labour market. It gives criteria for the maintenance of republican freedom in markets, arguing that a right to exit or effective market power will guarantee republican freedom in markets. The article then considers whether a basic income is either sufficient or necessary to protect republican freedom both in labour markets and elsewhere. If a basic income is necessary to protect republican freedom in the labour market, I argue it is not sufficient to protect that freedom elsewhere. If citizens lack the means to maintain their republican freedom in the labour market, then there may be other spheres of life where they are vulnerable to subordination, whether or not they have a basic income. Some sociological evidence on cultural consumption patterns is presented.

The Asian economy is expected to realise favourable growth during the first half of this century, but there is no guarantee. There is a discussion about a ‘middle-income trap’, which refers to a country that has realised rapid growth to become a middle-income country but is unable to grow further. A middle-income trap could occur not only if there is a delay in shifting the economy toward a productivity-driven structure, but also if there is a worsening of income distribution.We consider this in line with the theories of development economics and through a quantitative analysis. The relationship between income inequality and the trap can be explained by the Kuznets hypothesis and the basic-needs approach. Our quantitative analysis supports the Kuznets hypothesis, and indicates that,although a low-income country can accelerate its economic growth with the worsening of income distribution as an engine, a middle income country would experience a decreasing growth rate if it fails to narrow the income gap between the top and bottom income groups. The results also show that the basic-needs approach is also applicable in practice, and imply that the improvement of access to secondary education is important. A sensitivity analysis for three Asian upper-middle-income countries(China, Malaysia and Thailand) also shows that the situation related to a middle-income trap is worse than average in China and Malaysia. These two countries, according to the result of the sensitivity analysis, should urgently improve access to secondary education and should implement income redistribution measures to develop high-tech industries, before their demographic dividends expire. Income redistribution includes the narrowing of rural urban income disparities, benefits to low-income individuals, direct income transfers, vouchers or free provision of education and health-care, and so on, but none of these are simple to implement.

This paper presents the role of the Ocean Economy in the National Income Accounts of Indonesia including the concept and methodology used to estimate the contribution of this ecosystem to Indonesian value added. Currently, the national income account of Indonesia only recognizes the fishery sector. Fishery activities have been considered as one of the sub-sectors of agricultural sector together with sub-sectors of farm food crops, plantation or non-food crops, forestry, and livestock. There are some drawbacks in the concept of national income accounts, since it follows the UN system of national accounts (SNA) that recognize only economic sectors or activities which produce the value added, while it does not recognize the ecosystems such as lakes and river ecosystems, forests as well as terrestrial and ocean ecosystems as production sectors. The present concept of the SNA produces an undervaluation of forest and ocean sectors, which in turn may direct the policy makers to have a tendency to deplete the forestry and fishery resources in order to increase the contribution of those two sectors to the national income accounts. Otherwise, the two sectors will be allocated small national budget for their operations. Therefore the paper concludes that a new concept of national income accounts based on ecosystem products and services to be developed, as a satellite account to the national income account is needed. Furthermore the new concept of national income account for the ocean economy should adopt the UN System of Environmental and Economic Accounts, which takes into account the extractive and non-extractive products as environmental and biological services in to the ocean income account. The new concept of ocean accounting based on both extractive and non-extractive products instead of only based on the extractive one which have market values may guarantee the sustainability of the ocean in particular and will be good for the whole economy of the country in generally. Hence the national income accounts of the ocean economy will show how the blue economy or the ocean economy really function as one of the important sectors for the whole economy of the country.

In the course of integrating into the global market, especially since China’s WTO accession, China has achieved remarkable GDP growth and has become the second largest economy in the world. These economic achievements have substantially increased Chinese incomes and have generated more government revenue for social progress. However, China’s economic progress, in itself, is neither sufficient for achieving desirable development outcomes nor a guarantee for expanding peoples’ capabilities. In fact, a narrow emphasis on GDP growth proves to be unsustainable, and may eventually harm the life quality of Chinese citizens. Without the right set of policies, a deepening trade-openness policy in China may enlarge social disparities and some people may further be deprived of basic public services and opportunities. To address these concerns, this dissertation, a set of three essays in Chapters 2-4, examines the impact of China's WTO accession on income distribution, compares China’s income and multidimensional poverty reduction and investigates the factors, including the WTO accession, that predict multidimensional poverty. By exploiting the exogenous variation in exposure to tariff changes across provinces and over time, Chapter 2 (Essay 1) estimates the causal effects of trade shocks and finds that China’s WTO accession has led to an increase in average household income, but its impacts are not evenly distributed. Households in urban areas have benefited more significantly than those in rural areas. Households with members working in the private sector have benefited more significantly than those in the public sector. However, the WTO accession has contributed to reducing income inequality between higher and lower income groups. Chapter 3 (Essay 2) explains and applies the Alkire and Foster Method (AF Method), examines multidimensional poverty in China and compares it with income poverty. It finds that China’s multidimensional poverty has declined dramatically during the period from 1989-2011. Reduction rates and patterns, however, vary by dimensions: multidimensional poverty reduction exhibits unbalanced regional progress as well as varies by province and between rural and urban areas. In comparison with income poverty, multidimensional poverty reduction does not always coincide with economic growth. Moreover, if one applies a single measure ─ either that of income or multidimensional poverty ─ a certain proportion of those who are poor remain unrecognized. By applying a logistic regression model, Chapter 4 (Essay 3) examines factors that predict multidimensional poverty and finds that the major factors predicting multidimensional poverty in China include household size, education level of the household head, health insurance coverage, geographic location, and the openness of the local economy. In order to alleviate multidimensional poverty, efforts should be targeted to (i) expand education opportunities for the household heads with low levels of education, (ii) develop appropriate geographic policies to narrow regional gaps and (iii) make macroeconomic policies work for the poor.
