Tilintarkastus ammattikuntana on hyvin vanha. Omistuksen ja johdon eriytyminen toisistaan on osittain vaikuttanut tilintarkastusammattikunnan syntyyn. Tilintarkastuksen kohteet ja painotukset ovat vaihdelleen aikojen kuluessa. Samoin ovat muuttuneet tilintarkastajille asetetut vaatimukset. Tutkimuksen tavoitteena oli selvittää tilintarkastuksen odotuskuilun käsitettä, odotuskuilun syntyä ja rakennetta sekä niihin vaikuttuvia seikkoja. Lisäksi käsiteltiin keinoja tilintarkastuksen odotuskuilun pienentämiseen, sekä päämies-agentti-teorian soveltamista tilintarkastuksen odotuskuiluun. Tutkimuksessa tarkasteltiin myös Suomessa havaittujen odotuskuiluun vaikuttavien seikkojen esiintymistä maailmanlaajuisesti. Tutkimuksen alkuosa on kirjallisuuteen perustuvaa normitarkastelua. Lähdeaineistona käytettiin erityisesti ulkomaisia artikkeleita. Normitarkastelun jälkeen toteutettiin sähköinen kysely KHT-tilintarkastajille, jotka oli valittu tutkimuksen kohteeksi Keskuskauppakamarin kotisivuilta. Tutkimuksen perusteella Suomessa KHT-tilintarkastajien suhtautuminentilintarkastajien tehtäviin oli melko yhteneväistä. Jonkin verran odotuskuilua oli havaittavissa siirryttäessä tarkastelemaan vastaajien sukupuolesta ja KHT-tilintarkastajana toimimisajasta johtuvia eroavaisuuksia vastauksissa.

Tutkimuksen tarkoitus on selvittää millaista tilintarkastuksen odotuskuilu on, mitkä syyt siihen johtavat ja miten odotuskuilua voidaan kaventaa. Aluksi käydään läpi tilintarkastusta, hyvää tilintarkastustapaa, mitä lakisääteiseen tilintarkastukseen sekä konsultointiin kuuluu ja mitä erikoisuuksia pk-yritysten tilintarkastamiseen kuuluu. Sen jälkeen käsitellään tilintarkastuksen odotuskuilua kirjallisuuden ja artikkelien perusteella. Tässä käydään tarkemmin läpi mitä tilintarkastuksen odotuskuilu on, mitkä syyt siihen johtavat sekä miten sitä voidaan kaventaa. Tämän jälkeen käydään tutkimuksen empiiristä osiota läpi, jossa auktorisoidut tilintarkastajat ovat vastanneet tilintarkastuksen odotuskuilua koskeviin kysymyksiin. Voidaan sanoa, että tilintarkastuksen odotuskuilu on kuilu yleisön odotuksista tilintarkastuksesta verrattuna siihen, mitä lakisääteinen tilintarkastus itse asiassa on. Odotuskuiluun on monia syitä, muun muassa tilintarkastuksen todennäköinen luonne ja yleisön ylisuuret odotukset. Odotuskuilua voidaan kaventaa kahdella tavalla: valistamalla yleisöä tai muuttamalla tilintarkastuksen luonnetta vastaamaan yleisön odotuksia.

Tilintarkastuksen odotuskuilua on tutkittu pitkään ja yhtämittaisesti jo vuosikymmenten ajan ympäri maailmaa. Kansainvälisiä tutkimuksia tilintarkastuksen odotuskuilusta on valtava määrä, mutta tutkimustulokset odotuskuilun muodostumiseen vaikuttavista syistä ovat osittain epäselviä. Tämän pro gradu -tutkielman tavoitteena on koota yhteen kansainvälisten tutkimusten tuloksien pohjalta keskeisimmät syyt odotuskuilun muodostumiselle ja keinot odotuskuilun kaventamiseen käyttäen lähdemateriaalina 2000-luvulla ja sen jälkeen julkaistuja tutkimuksia. Tutkimus on toteutettu systemaattisena kirjallisuuskatsauksena. Lähdeaineisto haettiin systemaattisesti EBSCO-tietokannasta, jonka kautta lopulliseen aineistoon valikoitui yhteensä 31 tutkimusta. Tutkimustulokset osoittavat, että tilintarkastuksen odotuskuilu muodostuu ensisijaisesti johtuen yleisön kohtuuttomista odotuksista ja yleisön tietämättömyydestä tilintarkastajien velvollisuuksista. Todennäköisinä keinoina odotuskuilun kaventamisessa ovat tilintarkastusraportoinnin laajentaminen sekä yleisön kouluttaminen erityisesti tilintarkastajien roolista heitä koskevista velvollisuuksista. Tutkimustulokset eivät kuitenkaan osoittaneet yksimielistä keinoa siihen, kuinka yleisön kouluttaminen pitäisi toteuttaa.

I ett aktiebolag är det viktigt att företagets intressenter kan lita på den finansiella information som styrelsen och verkställande direktören ger ut. För intressenternas räkning utses en revisor för att granska verkställande direktörens och styrelsens arbete samt verifiera att den huvudsakliga delen av redovisningen stämmer. Forskning visar att revisorns fokus inte är i balans med intressenternas förväntningar. Vad som ingår i revisorns arbetsuppgifter finns det många uppfattningar om och revisorerna anklagas ofta för att inte upptäcka bedrägerier. Forskning visar också att kvaliteten på revisionen skiljer sig åt mellan stora och små revisionsbyråer, vilken påverkar vilka förväntningar klienten har på revisorn. Forskning visar att allmänheten anser att det finns en kvalitetsskillnad på revisionen mellan stora och små revisionsbyråer vilket kan leda till att klienternas förväntningar skiljer sig beroende på vilken revisionsbyrå de använder. Teoretisk referensram Kapitlet förklarar att förväntningsgapet kan delas upp i flera olika gap, och att dessa gap orsakar problem för revisorn om vilken roll denne ska ta. Kapitlet visar att utbildning och större ansvar är tänkbara åtgärder för revisorn. Kapitlet beskriver också att det råder delade meningar bland forskarna om det existerar en kvalitetsskillnad på revisionen mellan stora och små revisionsbyråer. Vissa forskare anser att större revisionsbyråer har högre kvalitet, samtidigt som andra anser att det inte råder någon skillnad alls vilket kan påverka gapet mellan klienten och revisorn. Syftet med uppsatsen är att undersöka om ett förväntningsgap existerar i Sverige och om gapet påverkas av storleken på revisionsbyrån samt att undersöka möjliga åtgärder till förväntningsgapet. Metod I uppsatsen har en kvantitativ metod använts. Enkäter skickades ut via mejl till verkställande direktörer och ekonomiansvariga då de har kontakt med företagets revisor. I studien tillfrågades totalt 750 företag där endast 70 ekonomiansvarige och verkställande direktörer fyllde i en fullständig enkät. Resultat Kapitlet sammanställer resultatet från studien. Resultatet visar att det existerar ett förväntningsgap hos uppsatsens respondenter och deras respektive revisorer. Studien visade inte någon signifikant skillnad på förväntningsgapet mellan stora och små revisionsbyråer. Studien visar att verkställande direktörerna och ekonomiansvariga som deltog i studien har otillräckliga kunskaper om revisorns arbetsuppgifter och att utbildning kan reducera förväntningsgapet. Analys Alla delar i förväntningsgapet som presenteras i teorikapitlet existerar bland respondenterna och deras revisorer. Storleken på revisionsbyrån påverkar inte om det uppstår ett förväntningsgap eller storleken på förväntningsgapet. Studien visar att respondenterna har bristande kunskaper i revisorns arbete. Ett sätt att minska förväntningsgapet är utbildning vilket både forskare och studien bekräftar. Slutsats Den slutsats som kan dras är att det existerar ett förväntningsgap bland uppsatsens respondenter och deras revisorer. Studien bekräftar också att det inte finns något samband mellan förväntningsgapet och storleken på revisionsbyrån. Förväntningsgapet uppstår när företagen inte har tillräckliga kunskaper om revisorns arbete och när revisorn inte uppfyller sina skyldigheter. Förväntningsgapet kan åtgärdas genom mer utbildning, bättre presterande revisorer och genom utveckling av revisionsstandarderna.

A ocorrência de grandes escândalos financeiros na última década, um pouco por todo o mundo, provocou uma crise de confiança na informação financeira prestada pelas empresas e levou à discussão de conceitos como Corporate Governance e Expectation Gap e a uma “revolução” no mundo da auditoria. A necessidade de confiança na opinião dos auditores conduziu à discussão acerca de como é que o trabalho de auditoria é realizado, em que “bases” é que o auditor determina o que analisar e, por último, como decide o que é material ou não. Esta discussão traz a si associado o conceito de materialidade. O objectivo deste estudo é compreender os aspectos inerentes à determinação da materialidade e a sua importância, tanto no planeamento como na avaliação de resultados. O presente trabalho está estruturado em sete capítulos, correspondendo os cinco primeiros ao enquadramento teórico do tema, realizado através de revisão de literatura. No sexto capítulo explicita-se a investigação empírica realizada sobre a forma como a materialidade é entendida e utilizada pelas Sociedades de Revisores Oficiais de Contas (SROC) em Portugal. Terminamos com a conclusão do estudo, em que, para além das conclusões obtidas, se indicam os problemas e obstáculos encontrados ao longo do mesmo, bem como possibilidades de investigação futura.

1 Summary This dissertation deals with two major aspects of corporate governance that grew in importance during the last years: the internal audit function and financial accounting education. In three essays, I contribute to research on these topics which are embedded in the broader corporate governance literature. The first two essays consist of experimental investigations of internal auditors' judgments. They deal with two research issues for which accounting research lacks evidence: The effectiveness of internal controls and the potentially conflicting role of the internal audit function between management and the audit committee. The findings of the first two essays contribute to the literature on internal auditors' judgment and the role of the internal audit function as a major cornerstone of corporate governance. The third essay theoretically examines a broader issue but also relates to the overall research question of this dissertation: What contributes to effective corporate governance? This last essay takes the perspective that the root for quality corporate governance is appropriate financial accounting education. r develop a public interest approach to accounting education that contributes to the literature on adequate accounting education with respect to corporate governance and accounting harmonization. The increasing importance of both the internal audit function and accounting education for corporate governance can be explained by the same recent fundamental changes that still affect accounting research and practice. First, the Sarbanes-Oxley Act of 2002 (SOX, 2002) and the 8th EU Directive (EU, 2006) have led to a bigger role for the internal audit function in corporate governance. Their implications regarding the implementation of audit committees and their oversight over internal controls are extensive. As a consequence, the internal audit function has become increasingly important for corporate governance and serves a new master (i.e. the audit committee) within the company in addition to management. Second, the SOX (2002) and the 8th EU Directive introduced additional internal control mechanisms that are expected to contribute to the reliability of financial information. As a consequence, the internal audit function is expected to contribute to a greater extent to the reliability of financial statements. Therefore, effective internal control mechanisms that strengthen objective judgments and independence become important. This is especially true when external- auditors rely on the work of internal auditors in the context of the International Standard on Auditing (ISA) 610 and the equivalent US Statement on Auditing Standards (SAS) 65 (see IFAC, 2009 and AICPA, 1990). Third, the harmonization of international reporting standards is increasingly promoted by means of a principles-based approach. It is the leading approach since a study of the SEC (2003) that was required by the SOX (2002) in section 108(d) was in favor of this approach. As a result, the Financial Accounting Standards Board (FASB) and the International Accounting Standards Board (IASB) commit themselves to the development of compatible accounting standards based on a principles-based approach. Moreover, since the Norwalk Agreement of 2002, the two standard setters have developed exposure drafts for a common conceptual framework that will be the basis for accounting harmonization. The new .framework will be in favor of fair value measurement and accounting for real-world economic phenomena. These changes in terms of standard setting lead to a trend towards more professional judgment in the accounting process. They affect internal and external auditors, accountants, and managers in general. As a consequence, a new competency set for preparers and users of financial statements is required. The basil for this new competency set is adequate accounting education (Schipper, 2003). These three issues which affect corporate governance are the initial point of this dissertation and constitute its motivation. Two broad questions motivated a scientific examination in three essays: 1) What are major aspects to be examined regarding the new role of the internal audit function? 2) How should major changes in standard setting affect financial accounting education? The first question became apparent due to two published literature reviews by Gramling et al. (2004) and Cohen, Krishnamoorthy & Wright (2004). These studies raise various questions for future research that are still relevant and which motivate the first two essays of my dissertation. In the first essay, I focus on the role of the internal audit function as one cornerstone of corporate governance and its potentially conflicting role of serving both management and the audit committee (IIA, 2003). In an experimental study, I provide evidence on the challenges for internal auditors in their role as servant for two masters -the audit committee and management -and how this influences internal auditors' judgment (Gramling et al. 2004; Cohen, Krishnamoorthy & Wright, 2004). I ask if there is an expectation gap between what internal auditors should provide for corporate governance in theory compared to what internal auditors are able to provide in practice. In particular, I focus on the effect of serving two masters on the internal auditor's independence. I argue that independence is hardly achievable if the internal audit function serves two masters with conflicting priorities. The second essay provides evidence on the effectiveness of accountability as an internal control mechanism. In general, internal control mechanisms based on accountability were enforced by the SOX (2002) and the 8th EU Directive. Subsequently, many companies introduced sub-certification processes that should contribute to an objective judgment process. Thus, these mechanisms are important to strengthen the reliability of financial statements. Based on a need for evidence on the effectiveness of internal control mechanisms (Brennan & Solomon, 2008; Gramling et al. 2004; Cohen, Krishnamoorthy & Wright, 2004; Solomon & Trotman, 2003), I designed an experiment to examine the joint effect of accountability and obedience pressure in an internal audit setting. I argue that obedience pressure potentially can lead to a negative influence on accountants' objectivity (e.g. DeZoort & Lord, 1997) whereas accountability can mitigate this negative effect. My second main research question - How should major changes in standard setting affect financial accounting education? - is investigated in the third essay. It is motivated by the observation during my PhD that many conferences deal with the topic of accounting education but very little is published about what needs to be done. Moreover, the Endings in the first two essays of this thesis and their literature review suggest that financial accounting education can contribute significantly to quality corporate governance as argued elsewhere (Schipper, 2003; Boyce, 2004; Ghoshal, 2005). In the third essay of this thesis, I therefore focus on approaches to financial accounting education that account for the changes in standard setting and also contribute to corporate governance and accounting harmonization. I argue that the competency set that is required in practice changes due to major changes in standard setting. As the major contribution of the third article, I develop a public interest approach for financial accounting education. The major findings of this dissertation can be summarized as follows. The first essay provides evidence to an important research question raised by Gramling et al. (2004, p. 240): "If the audit committee and management have different visions for the corporate governance role of the IAF, which vision will dominate?" According to the results of the first essay, internal auditors do follow the priorities of either management or the audit committee based on the guidance provided by the Chief Audit executive. The study's results question whether the independence of the internal audit function is actually achievable. My findings contribute to research on internal auditors' judgment and the internal audit function's independence in the broader frame of corporate governance. The results are also important for practice because independence is a major justification for a positive contribution of the internal audit function to corporate governance. The major findings of the second essay indicate that the duty to sign work results - a means of holding people accountable -mitigates the negative effect of obedience pressure on reliability. Hence, I found evidence that control .mechanisms relying on certifications may enhance the reliability of financial information. These findings contribute to the literature on the effectiveness of internal control mechanisms. They are also important in the light of sub-certification processes that resulted from the Sarbanes-Oxley Act and the 8th EU Directive. The third essay contributes to the literature by developing a measurement framework that accounts for the consequences of major trends in standard setting. Moreovér, it shows how these trends affect the required .competency set of people dealing with accounting issues. Based on this work, my main contribution is the development of a public interest approach for the design of adequate financial accounting curricula. 2 Serving two masters: Experimental evidence on the independence of internal auditors Abstract Twenty nine internal auditors participated in a study that examines the independence of internal auditors in their potentially competing roles of serving two masters: the audit committee and management. Our main hypothesis suggests that internal auditors' independence is not achievable in an institutional setting in which internal auditors are accountable to two different parties with potentially differing priorities. We test our hypothesis in an experiment in which the treatment consisted of two different instructions of the Chief audit executive; one stressing the priority of management (cost reduction) and one stressing the priority of the audit committee (effectiveness). Internal auditors had to evaluate internal controls and their inherent costs of different processes which varied in their degree of task complexity. Our main results indicate that internal auditors' evaluation of the processes is significantly different when task complexity is high. Our findings suggest that internal auditors do follow the priorities of either management or the audit committee depending on the instructions of a superior internal auditor. The study's results question whether the independence of the internal audit function is actually achievable. With our findings, we contribute to research on internal auditors' judgment and the internal audit function's independence in the frame of corporate governance.

Tämän tutkimuksen aiheena on tilintarkastuksen historiallinen kehittyminen Suomessa runsaan sadan vuoden aikana. Tutkimuksen tavoitteena on analysoida osakeyhtiön tilintarkastuksen kehitystä ja yhdistää vuosisadan kehityspiirteet tilintarkastuksen kokonaiskuvaksi. Tutkittava periodi alkaa 1800-luvun lopulta ja päättyy 2000-luvun taitteeseen. Tutkimuksessa tarkastellaan suomalaista tilintarkastusinstituutiota, joka jaetaan kolmeen osaan: tilintarkastusta säätelevään normistoon (normit), tilintarkastajajärjestelmään (toimijat) ja tilintarkastuksen sisältöön (tehtävät). Tutkimuksessa tavoitellaan vastauksia kysymyksiin: mitä tarkastettiin, milloin tarkastettiin, kuka tarkasti ja miten tarkastettiin eri aikakausina? Tutkimus perustuu historialliseen lähdeaineistoon, jonka muodostavat tutkimusajanjakson lainsäädäntö, lainvalmisteluasiakirjat, viranomaisten ohjeet ja päätökset, alan järjestöjen suositukset, ammattilehtien artikkelit sekä laskentatoimen ja tilintarkastuksen ammattikirjallisuus. Metodologisesti tutkimus on teoreettinen, kvalitatiivinen historiantutkimus, jossa lähdeaineistoa käsitellään lähdekriittisesti ja osittain sisältöanalyysin keinoin. Tilintarkastusta säätelevässä normistossa keskeisiä lakeja ovat olleet osakeyhtiölaki, kirjanpitolaki ja tilintarkastuslaki. Lakisääteinen tilintarkastus alkoi vuoden 1895 osakeyhtiölaista, joka uudistui vuonna 1978 ja jälleen vuonna 1997. Kirjanpitolainsäädäntö on uudistunut viidesti: 1925 ja 1928, 1945, 1973, 1993 sekä 1997. Vuoden 1994 tilintarkastuslakiin koottiin tilintarkastuksen säädökset useista laeista. Muita normistoja ovat olleet EY:n direktiivit, Kilan ohjeet, KHT-yhdistyksen suositukset, Keskuskauppakamarin säännökset ja viimeisimpinä IAS- ja ISA-standardit. Ammattimainen tilintarkastajajärjestelmä saatiin maahamme kauppiaskokousten ansiosta. Ammattimaisena tilintarkastuksen toimijana aloitti Suomen Tilintarkastajainyhdistys vuonna 1911, ja sen toimintaa jatkoi KHT-yhdistys vuodesta 1925 alkaen. Tilintarkastajien auktorisointi siirtyi Keskuskauppakamarille vuonna 1924. HTM-tilintarkastajat ovat olleet alalla vuodesta 1950 lähtien. Kauppakamarijärjestö on toiminut hyväksyttyjen tilintarkastajien valvojana koko ammattimaisen tilintarkastustoiminnan ajan. Valtion valvontaa suorittaa VALA (Valtion tilintarkastuslautakunta). Koko tutkittavan periodin ajan auktorisoitujen tilintarkastajien rinnalla osakeyhtiöiden tarkastajina ovat toimineet myös maallikot.Tilintarkastuksen tehtäviin kuului vuoden 1895 osakeyhtiölain mukaan hallinnon ja tilien tarkastus. Myöhemmin sisältö täsmentyi tilinpäätöksen, kirjanpidon ja hallinnon tarkastukseksi. Tutkimusajanjakson alussa tilintarkastus oli manuaalista kaikkien tositteiden prikkausta ja virheiden etsimistä. Myöhemmin tarkastus muuttui pistokokeiksi. Kertatarkastuksesta siirryttiin jatkuvaan valvontatarkastukseen 1900-luvun alkupuolella. Dokumentoinnista ja työpapereista alkaa olla havaintoja 1930-luvulta lähtien. Atk-tarkastus yleistyi 1970- ja 1980-luvuilla, jolloin myös riskianalyyseihin alettiin kiinnittää huomiota. Hallinnon tarkastuksen merkitys on kasvanut kaiken aikaa. Tilintarkastuskertomukset olivat tutkimusajanjakson alussa vapaamuotoisia ja sisällöltään ilmaisurikkaita ja kuvailevia. Kertomus muuttui julkiseksi vuoden 1978 osakeyhtiölain myötä. Myöhemmin KHT-yhdistyksen vakiokertomusmallit yhdenmukaistivat ja pelkistivät raportointia. Tutkimuksen perusteella tilintarkastuksen historia voidaan jakaa kolmeen kauteen, jotka ovat tilintarkastusinstituution rakentumisen kausi (1895 - 1950), vakiintumisen kausi (1951 - 1985) ja kansainvälistymisen ja julkisuuden kausi (1986 alkaen). Tutkimusajanjakson jokaisella vuosikymmenellä keskusteltiin jatkuvasti tilintarkastajien riittävyydestä, alalle pääsyn ja tutkintojen vaikeudesta, tilintarkastajien ammattitaidon tasosta,hallinnon tarkastuksen sisällöstä, tilintarkastuskertomuksesta sekä maallikkotarkastajien asemasta. 1990-luvun keskeisimmät keskusteluaiheet olivat konsultointi, riippumattomuus, odotuskuilu sekä tilintarkastuksen taso ja laadunvalvonta. Analysoitaessa tilintarkastuksen muutoksia runsaan sadan vuoden ajalta voidaan todeta, että tilintarkastuksen ydintehtävät eivät juurikaan ole muuttuneet vuosikymmenien kuluessa. Osakeyhtiön tilintarkastus on edelleenkin laillisuustarkastusta. Sen tarkoituksena on yhä kirjanpidon, tilinpäätöksen ja hallinnon tarkastus. Tilintarkastajat valvovat osakkeenomistajien etua ja raportoivat heille tarkastuksen tuloksista. Tilintarkastuksen ulkoinen maailma sen sijaan on muuttunut vuosikymmenten saatossa. Kansainvälistyminen on lisännyt säännösten määrää, odotuksia ja vaatimuksia on nykyisin enemmän, uusi tekniikka mahdollistaa nopean tiedonkulun ja valvonta on lisääntynyt nykypäivää kohti tultaessa. Tilintarkastajan pätevyys perustuu nykyään tietotekniikan, tietojärjestelmien ja yrityksen toimialantuntemukseen. Runsaan sadan vuoden takaisen lain vaarinpitovaatimuksesta on tultu virtuaaliaikaiseen maailmaan!

The aim of this thesis was to examine the existence of expectation gap in small and medium size Finnish companies. The existence of expectation gap was examined both in the different sectors of audit and in the behavior of the auditor. This goal was reached using a questionnaire that was send to 350 respondents. The results were divided evenly around the zero-point, which mend that the expectation gap could not be found. The results didn’t show any sign of significant existence of expectation gap. Because the results were so close to the zero-point, a small shift either way could change the results considerably. Because of this the auditors should be very careful that the level of their audit shouldn’t at least get any worse. Small improvement for current level of audit could better the customer satisfaction considerably.

Auditing is an important activity in today’s society and is characterised by several dilemmas. The assumption underlying this thesis is that auditing is influenced in prac-tice by the thought patterns of auditors. These patterns are shaped in an environment that is both regulated and self-regulated. The purpose of the thesis is to describe, analyse and compare the thought patterns of Swedish auditors and important stake-holders with regard to the way in which auditors audit information provided by listed companies and how they make statements about this information. The purpose is also to make some suggestions about how the auditing activity can be modified in order to reduce conflicting interests. The methodological approach combines the use of the repertory grid technique and open-ended interview questions. Interviews were carried out with 82 auditors and 73 stakeholders. To validate the findings, four focus groups, consisting of auditors, investors and creditors, were consulted. The findings indicate that auditors devote a relatively large amount of time and considerable effort to objects that can be verified satisfactorily, but not to objects that they perceive as being of primary importance to investors and creditors. A similar gap is found in the thought patterns of investors and creditors. Moreover, several expec-tation gaps are found, in particular regarding auditors’ statements. On the one hand, the auditors studied were reluctant to make statements about any other information than information obtained according to current practice; on the other hand, the inves-tors and creditors expressed a need for additional information about the outcome of the audit and the choice of auditing objects. The concluding suggestions concern measures that can reduce the discrepancies identi-fied, including (i) the introduction of a mandatory primary audit and a market-oriented secondary audit, (ii) extended information about the outcome of the audit and the choice of auditing objects that will benefit the stakeholders, (iii) a somewhat less expo-sed position of the auditors, and (iv) the importance of a changed balance of power in the auditing arena and the need for an integrated and dynamic approach to auditing. O presente estudo baseou-se na avaliação dos factores mais influentes na percepção da qualidade da auditoria e satisfação dos Directores dos Serviços Financeiros das Autarquias Locais Portuguesas sujeitas a Certificação Legal de Contas. Aferir se existiam opiniões divergentes por região administrativa foi outro objectivo a que nos propusemos. Os resultados da pesquisa demonstram que os factores mais influentes são a especialização, o planeamento e trabalho de campo da empresa de auditoria. A percepção da qualidade de auditoria por Distrito/Região revela-se homogénea, ao invés da satisfação em relação à actividade de auditoria. Tendo em conta os resultados obtidos, a auditoria deverá equacionar o alargamento do seu campo de actuação, reorientar o seu papel, reforçar a comunicação e especialização no sector, por forma a potenciar a responsabilização, avaliação e apoio na tomada de decisão na gestão dos dinheiros públicos e, por outro lado, harmonizar as expectactivas entre auditado e auditor. /ABSTRACT: The present study was based on the assessment of the most influential factors in the perception of audit quality and satisfaction of the Directors of Financial Services of Portuguese Local Government subject to the Statutory Auditors. To assess whether there were differing opinions by administrative region was another goal we set ourselves. The survey results demonstrate that the most influential factors are the expertise, the planning and fieldwork of the audit firm. The perception of audit quality by District I Region proves to be homogeneous, rather than satisfaction with the audit work. Given the results, the audit should consider extending its scope to act, to reorient their role, to strengthen the communication and expertise in the sector in order to enhance accountability, assessment and support in decision making in the management of public resources and, secondly, to harmonize expectations between auditee and auditor.

BACKGROUND Recently, two simple clinical scores were published to predict survival in trauma patients. Both scores may successfully guide major trauma triage, but neither has been independently validated in a hospital setting. METHODS This is a cohort study with 30-day mortality as the primary outcome to validate two new trauma scores-Mechanism, Glasgow Coma Scale (GCS), Age, and Pressure (MGAP) score and GCS, Age and Pressure (GAP) score-using data from the UK Trauma Audit and Research Network. First, an assessment of discrimination, using the area under the receiver operating characteristic (ROC) curve, and calibration, comparing mortality rates with those originally published, were performed. Second, we calculated sensitivity, specificity, predictive values, and likelihood ratios for prognostic score performance. Third, we propose new cutoffs for the risk categories. RESULTS A total of 79,807 adult (≥16 years) major trauma patients (2000-2010) were included; 5,474 (6.9%) died. Mean (SD) age was 51.5 (22.4) years, median GCS score was 15 (interquartile range, 15-15), and median Injury Severity Score (ISS) was 9 (interquartile range, 9-16). More than 50% of the patients had a low-risk GAP or MGAP score (1% mortality). With regard to discrimination, areas under the ROC curve were 87.2% for GAP score (95% confidence interval, 86.7-87.7) and 86.8% for MGAP score (95% confidence interval, 86.2-87.3). With regard to calibration, 2,390 (3.3%), 1,900 (28.5%), and 1,184 (72.2%) patients died in the low, medium, and high GAP risk categories, respectively. In the low- and medium-risk groups, these were almost double the previously published rates. For MGAP, 1,861 (2.8%), 1,455 (15.2%), and 2,158 (58.6%) patients died in the low-, medium-, and high-risk categories, consonant with results originally published. Reclassifying score point cutoffs improved likelihood ratios, sensitivity and specificity, as well as areas under the ROC curve. CONCLUSION We found both scores to be valid triage tools to stratify emergency department patients, according to their risk of death. MGAP calibrated better, but GAP slightly improved discrimination. The newly proposed cutoffs better differentiate risk classification and may therefore facilitate hospital resource allocation. LEVEL OF EVIDENCE Prognostic study, level II.

Introduction
This paper outlines an innovative approach to auditing and evaluating the content of a management and leadership module for undergraduate nursing students after their final management clinical placement. Normally evaluations of teaching in a module take place at the end of a teaching module and therefore do not properly reflect the value of the teaching in relation to practical clinical experience.
Aim
This audit and evaluation sought to explore both the practical value of the teaching and learning, and also the degree to which it the teaching reflected against the NMC Standards of Education and Learning (2010 domain 3).
Methods
Having piloted the evaluative tool with an earlier cohort of nursing students, this evaluation explored both a quantitative assessment employing a Personal Response System (n =172), together with a qualitative dimension (n=116), thus delivering paper-based comments and reflections from students on the value and practicality of the module teaching theory to their final clinical management experience. The quantitative audit data were analysed for frequencies and cross tabulation and the qualitative audit data were thematically analysed.
Results
Results suggest a significant proportion of the students, appreciated the quality of the standard of teaching, but more importantly, ‘valued or highly valued’ the teaching and learning in relation to how it helped to significantly inform their management placement experience. A smaller proportion of the students underlined limitations and areas in which further improvement can be made in teaching and learning to the module.
Conclusion
Significantly positive evaluation by the students of the practical value of teaching and learning, to the theoretical management module. This has proved a useful auditing approach in assessing the theoretical teaching to student’s Level 3 clinical experience, and facilitated significant recommendations as far as developing the teaching and learning to better reflect the practice needs of nursing students

Objective To determine whether one should aim for glycaemia that is statistically 'normal' or for levels of glycaemia low enough to prevent macrosomia (if such a threshold exists) when glucose intolerance is detected during pregnancy Design An audit of pregnancy outcomes in women with impaired glucose tolerance in pregnancy as compared to a local age-matched reference group with normal glucose tolerance. Results Our study suggests that for most patients, more intensive therapy would not have been justified. Maternal smoking appeared to convey some 'advantages' in terms of neonatal outcomes, with reduction in large-for-gestational-age (LGA) infants and jaundice in babies of impaired glucose tolerance (IGT) mothers. Conclusions These observations demonstrate the importance of considering risk factors other than GTT results in analysing pregnancy outcomes, while emphasising that 'normalisation' of fetal size should not be our only therapeutic endpoint. Our detailed outcome review allows us to reassure patients with GDM that with current treatment protocols, they should have every expectation of a positive pregnancy outcome.
