The Foot-and-Mouth Disease (FMD) outbreak of 2001 in the UK was completely unprecedented in its scale and severity, with over four million animals culled and a cost to the Exchequer of over £4 billion. Local authorities were at the front line in dealing with the outbreak, in coordinating the cull of livestock, the disposal of carcasses as well as attempting to deal with its aftermath and, in particular, the impact on the wider rural economy. This article examines the impacts of this crisis on three local authorities, Devon, Herefordshire and Cumbria. It examines how far the crisis acted as a catalyst in developing strategies to deal with a future outbreak as well as new local initiatives to promote regeneration in the areas most adversely affected. It focuses on developments that can be directly attributed to the crisis and shows that FMD had a considerable impact on communications and 'joined-up' activity within local authorities and with local stakeholders. © 2006, LEPU, South Bank University.

Les usines récupérées par les ouvriers en Argentine sont devenues un mouvement social emblématique symbolisant l'un des aspects de la révolte sociale entourant la crise économique de 2001-2002. Les usines récupérées sont des entreprises abandonnées par leurs propriétaires originaux ou déclarées faillite, laissant derrières elles des salaires et des dettes impayés. Par conséquence, les ouvriers ont commencé à récupérer leurs usines; reprenant la production sans leurs anciens patrons, sous, et au profit de la gestion collective des ouvriers. Le mouvement est remarquable pour sa rémunération égalitaire et sa gestion horizontale. Ce travail examine la continuité des usines récupérées et ceci à travers l'évolution sociale, politique et économique du paysage de l'Argentine. Il évalue également l'impact du mouvement en tant que défi aux modes économiques de production hégémoniques et orientés vers le marché. En supposant que l'avenir du mouvement dépend de deux ensembles de facteurs, le rapport analyse les facteurs internes à travers le prisme de la théorie de mobilisation des ressources, ainsi que les facteurs externes à travers la perspective de la théorie de la structure de l'opportunité politique. Le travail conclut que la situation actuelle se trouve dans une impasse dans laquelle le mouvement a gagné l'acceptation institutionnelle, mais a échoué d'effectuer le changement structurel favorisant ses pratiques et garantissant la sécurité à long terme. Il argumente que le mouvement doit consolider certains aspects combatifs. Il doit consolider sa nouvelle identité en tant que mouvement social et forger des alliances stratégiques et tactiques tout en préservant son autonomie.

It has been suggested that there are significant overlaps between removals due to deregistration and removals arising because patients live outside the practice area. If this is true, it would mean that the current estimates of deregistration would need to be revised upwards. All outside-area removals for the calendar years 2001 and 2002 were reviewed and characterised by age, sex and Jarman score of the enumeration district of the patients' residence and distance from the practice. The average outside-area removal rate was just over one removal per practice per year. Removal rates were highest between the ages of 18 and 44 years; there were no significant differences between the sexes. Rates of removal increased exponentially with distance, although even at marked distances from the practice there were about 10 patients remaining on the list for each one removed. Residents in deprived areas were more likely to be removed, although because areas most distal to the practice tend to be affluent, overall there was a predominance of affluent patients among those who are removed. In Northern Ireland rates of outside-area removal are only slightly higher than those of deregistration. It is evident that GPs are exercising some discretion as to which of the outside-area patients they retain on their list. This has the potential to cause some misunderstanding and resentment among patients, as has been reported previously.

The present edition of the Economic Survey of Latin America and the Caribbean, annual publication that appears every year since 1948, consists of three parts and one statistical appendix. The first part of the Survey covers the main aspects of the regional economy from a sectorial and thematic perspective. Chapter 1 deals with the situation of the first half of 2002 and the prospects for the year as a whole, and it is a corrected version of what was previously published separately with the title 2002: Current Conditions and Outlook. In the second chapter the evolution of the regional economy in 2001 is analyzed. The third chapter reviews some macroeconomic subjects, specially important in the present economic context of the region. The second part contains information of the analysis of the economic performance of the 19 countries of Latin America and the Spanish-speaking Caribbean and Haiti during 2001 and early 2002. The country reports include tables and figures of the main economic indicators. The third part is dedicated to the remaining countries of the Caribbean, mainly English-speaking countries.

The feeding ecology of Merluccius hubbsi was investigated in 2 regions of SE Brazil. The major food sources for the hakes were fish, crustaceans, and squid. In the upwelling system of Cabo Frio, the diet was very similar in the summers of 2001/2002 and spring 2002; fish were the most important prey followed by crustaceans. In Ubatuba, euphausiids were an important prey during the winter 2001 (100 m), while in the summer 2002, fish and amphipods predominated in the diet in the shallower site (40 m) and squid in the deeper site (100 m). The hakes showed temporal differences in stable isotope signatures in both regions, while C:N ratios varied only in Cabo Frio. delta(15)N and delta(13)C (bulk and corrected for lipid content) increased with fish length, which seems to be related to the increasing importance of fish and decreasing importance of euphausiids and amphipods in the diet of larger hakes. The mean trophic level of 3.7 for M. hubbsi was estimated using delta(15)N of bivalves as baseline and the fractionation of 3.4aEuro degrees between trophic levels.

En el presente trabajo se estudia el caso de la CGT "disidente" en el período que comprende desde el paro general del 13 de diciembre de 2001 al paro con movilización convocado por dicha organización el 22 de mayo de 2002, el primer intento de paro general y movilización contra el gobierno de Eduardo Duhalde. El objetivo es reconstruir los posicionamientos, prácticas y discursos de la CGT disidente en el proceso socio-histórico señalado, en relación a las medidas político-económicas adoptadas por los gobiernos, frente a las fracciones de empresarios, frente a los proyectos estratégicos en pugna, frente a las otras organizaciones del movimiento obrero organizado y de la clase trabajadora, y con el conjunto del "campo del pueblo". Este trabajo se propone contribuir a una mejor comprensión de la dimensión política de la identidad de clase media en Argentina, a través del análisis de una imagen que apareció con cierta insistencia luego de 2001: la de un "17 de Octubre de la clase media". La curiosa imagen y los desplazamientos en sus sentidos, desde su primera aparición hasta sus usos más recientes, es interpretada reconduciéndola a dos contextos. Por una parte, el de los cambios socioeconómicos, políticos e identitarios que la sociedad argentina experimentó a partir de la década de 1990. Por la otra, el del trauma que la irrupción del peronismo produjo en 1945, cuyos efectos todavía persisten en la cultura nacional. La imagen del "17 de Octubre de la clase media" se interpreta así como una fantasía de superación del horizonte peronista por obra de un evento similar al que en 1945 protagonizaron los más pobres, pero esta vez encabezado por la clase media

El análisis de la articulación entre el proceso de valorización exitosa de capital y la tendencia a la desvalorización de las mercancías se aplica a una de las manifestaciones de la crisis argentina: la devaluación del peso. Se estudia la relación entre la determinación del tipo de cambio y la valorización del capital. Se discuten las tendencias concretas de la economía argentina en la década de 1990 y se muestra cómo la devaluación de 2001-2002 fue producto necesario del propio proceso de valorización exitosa del periodo anterior (1991-1998) y su crisis.
