“The Student Success Program (SSP) is a monitoring and early intervention program in operation at QUT designed to identify and support those students deemed to be at risk of disengaging for their learning and their institution” (Nelson, Quinn, Marrington & Clarke, 2011, p. 83). This report reflects on the development of the program since its inception in 2007. In acknowledging similar initiatives within the sector that monitor student learning engagement, the Nuts & Bolts session allows for identification and discussion of the critical success factors for these intervention and support programs.

In October 2009, the Illinois General Assembly directed this study of the Monetary Award Program (MAP) while restoring a 50 percent reduction in MAP funding occasioned by the state's poor fiscal climate. House Joint Resolution 75 (HJR 75) requires that the Illinois Board of Higher Education (IBHE), in consultation with the Illinois Student Assistance Commission (ISAC)) and the Illinois Community College Board (ICCB), study and provide recommendations on the efficiency and sustainability of MAP. The purpose of the study is to ensure that alternatives to current aid delivery methods are considered so that the State can be assured that student access, choice, and success will be met in the most effective and practical manner.

There is widespread recognition that higher education institutions (HEIs) must actively support commencing students to ensure equity in access to the opportunities afforded by higher education. This role is particularly critical for students who because of educational, cultural or financial disadvantage or because they are members of social groups currently under-represented in higher education, may require additional transitional support to “level the playing field.” The challenge faced by HEIs is to provide this “support” in a way that is integrated into regular teaching and learning practices and reaches all commencing students. The Student Success Program (SSP) is an intervention in operation at the Queensland University of Technology (QUT) designed to identify and support those students deemed to be at risk of disengaging from their learning and their institution. Two sets of evidence of the impact of the SSP are presented: First, its expansion (a) from a one-faculty pilot project (Nelson, Duncan & Clarke, 2009) to all faculties and (b) into a variety of applications mirroring the student life cycle; and second, an evaluation of the impact of the SSP on students exposed to it. The outcomes suggest that: the SSP is an example of good practice that can be successfully applied to a variety of learning contexts and student enrolment situations; and the impact of the intervention on student persistence is sustained for at least 12 months and positively influences student retention. It is claimed that the good practice evidenced by the SSP is dependent on its integration into the broader First Year Experience Program at QUT as an example of transition pedagogy in action.

This report is prepared in response to the requirements of Section 2-3-7(a)(6) of the Illinois School Code: The State Board of Education shall report to the General Assembly by November 1, 2010, and every three years thereafter on the results and progress of students who are enrolled in preschool educational programs, including an assessment of which programs have been most successful in promoting academic excellence and alleviating academic failure. The State Board of Education shall assess the academic progress of all students who have been enrolled in preschool education programs.

Pursuant to Section 35 of the Psychiatry Practice Incentive Act [405 ILCS 100/35], the Illinois Department of Public Health is required to report annually to the General Assembly on the Psychiatry Practice Incentive program. The intent of this program is to ensure access to psychiatric health services through grants, loans, and loan forgiveness to recruit and retain psychiatric service providers in designated areas of Illinois demonstrating the greatest need for more psychiatric care.
