The Illinois State Employees' Group Insurance Program provides medical, dental, vision and life insurance coverage to Illinois state employees, retirees and their dependents. "October 2005." The Illinois State Employees' Group Insurance Program provides medical, dental, vision and life insurance coverage to Illinois state employees, retirees and their dependents. Mode of access: Internet. Illinois Executive Order 3 (effective July 1, 2005) changed the way state employee benefits were administered. Procurement functions were transferred to the Illinois Dept. of Healthcare and Family Services (DHFS). The Department of Central Management Services (CMS) continued to administer and manage member services such as premium collection, inquiries and complaints. |
