BACKGROUND: Human speech is greatly influenced by the speakers' affective state, such as sadness, happiness, grief, guilt, fear, anger, aggression, faintheartedness, shame, sexual arousal, love, amongst others. Attentive listeners discover a lot about the affective state of their dialog partners with no great effort, and without having to talk about it explicitly during a conversation or on the phone. On the other hand, speech dysfunctions, such as slow, delayed or monotonous speech, are prominent features of affective disorders. METHODS: This project was comprised of four studies with healthy volunteers from Bristol (English: n = 117), Lausanne (French: n = 128), Zurich (German: n = 208), and Valencia (Spanish: n = 124). All samples were stratified according to gender, age, and education. The specific study design with different types of spoken text along with repeated assessments at 14-day intervals allowed us to estimate the 'natural' variation of speech parameters over time, and to analyze the sensitivity of speech parameters with respect to form and content of spoken text. Additionally, our project included a longitudinal self-assessment study with university students from Zurich (n = 18) and unemployed adults from Valencia (n = 18) in order to test the feasibility of the speech analysis method in home environments. RESULTS: The normative data showed that speaking behavior and voice sound characteristics can be quantified in a reproducible and language-independent way. The high resolution of the method was verified by a computerized assignment of speech parameter patterns to languages at a success rate of 90%, while the correct assignment to texts was 70%. In the longitudinal self-assessment study we calculated individual 'baselines' for each test person along with deviations thereof. The significance of such deviations was assessed through the normative reference data. CONCLUSIONS: Our data provided gender-, age-, and language-specific thresholds that allow one to reliably distinguish between 'natural fluctuations' and 'significant changes'. The longitudinal self-assessment study with repeated assessments at 1-day intervals over 14 days demonstrated the feasibility and efficiency of the speech analysis method in home environments, thus clearing the way to a broader range of applications in psychiatry. © 2014 S. Single-vehicle run-off-road crashes are the most common crash type on rural two-lane Iowa roads. Rumble strips have been proven effective in mitigating these crashes, but these strips are commonly installed in paved shoulders adjacent to higher-volume roads owned by the State of Iowa. Lower-volume paved rural roads owned by local agencies do not commonly feature paved shoulders but frequently experience run-off-road crashes. This project involved installing “rumble stripes,” which are a combination of conventional rumble strips with a painted edge line placed on the surface of the milled area, along the edge of the travel lanes but at a narrow width to avoid possible intrusion into the normal vehicle travel paths. Candidate locations were selected from a list of paved local rural roads that were most recently listed in the top 5% of roads for run-off-road crashes in Iowa. Horizontal curves were the most favored locations for rumble stripe installation because they commonly experience roadway departure crashes. The research described in this report was part of a project funded by the Federal Highway Administration, Iowa Highway Research Board, and Iowa Department of Transportation to evaluate the effectiveness of edge line rumble strips in Iowa. The project evaluated the effectiveness of “rumble stripes” in reducing run-off-road crashes and in improving the longevity and wet weather visibility of edge line markings. This project consists of two phases. The first phase was to select pilot study locations, select a set of test sites, install rumble stripes, summarize lessons learned during installation, and provide a preliminary assessment of the rumble stripes’ performance. This information is summarized in this report. The purpose of the second phase is to provide a more long-term assessment of the performance of the pavement markings, conduct preliminary crash assessments, and evaluate lane keeping. This will result in a forthcoming second report.

En Colombia el reconocimiento de los derechos de las personas Lesbianas, Gays, Bisexuales, Transgenero e Intergenero (LGBTI) encuentra su punto de partida en la Constitución Política de 1991. Durante los primeros años de su vigencia hasta el 2007, la Corte Constitucional como órgano encargado de su interpretación, definió los derechos individuales de las personas LGBTI a partir de principios como la dignidad humana, el libre desarrollo de la personalidad, la igualdad, la prohibición de discriminar y el pluralismo. Con la expedición de la sentencia C-075 de 2007 inicia una nueva fase en la movilización de esta comunidad; por primera vez se le reconocen efectos jurídicos a las uniones conformadas por personas del mismo sexo, declarando sus derechos en la esfera de pareja, pero limitándolos al negar su estatus de familia. En el año 2011 el estudio de las parejas de personas de igual sexo dentro del ordenamiento jurídico colombiano cambia radicalmente. Mediante la sentencia C-577 de 2011, el alto tribunal declaró que estas uniones constituyen una forma de familia y por lo tanto tienen derecho a formalizar su vínculo mediante una figura jurídica de orden contractual que les brinde un margen de protección más amplio que el de la unión marital de hecho. El acceso al matrimonio civil igualitario por parte de las parejas integradas por personas del mismo sexo constituye actualmente uno de los temas más debatidos en Colombia. La discusión es significativa porque confronta el modelo tradicional de familia, pareja y matrimonio asociado con la heterosexualidad y la reproducción; adicionalmente evidencia los límites que configuran la noción de lo humano, del sujeto de derechos y de la igualdad como principio condicionado a cualidades de orden mayoritario.
