Esse estudo focalizou as escolas de 29 grau da rede oficial de ensino no Municipio do Rio de Janeiro, e teve por objetivo analisar até que ponto seus diretores contribuem, na especificidade de sua prática administrativa, para o processo global de transformações sociais. Considerou-se que o diretor é - a nivel de unidade escolar - o principal nucleador do processo educacional e que do desempenho de seus papéis em muito depende a viabilização de processos que, conduzindo a escola à mudança, cooperem no processo global de ações sociais. O trabalho foi realizado em duas etapas de coleta de dados e a estratégia utilizada baseou-se na pesquisa-ação, fundada esta na dialética ação-reflexão-ação.

O presente estudo tem como principal objetivo investigar a percepção de Diretores, Coordenadores e demais elementos da equipe administrativa das Unidades Escolares da Rede Oficial do Estado do Rio de Janeiro, Capital, quanto às funções do Supervisor Educacional, ligado à Secretaria de Educação e Cultura em nível de macro-sistema, e verificar a possibilidade de levar esta Supervisão a estes estabelecimentos de ensino a exemplo do que é realizado junto às Escolas da Rede Particular neste Município e nos demais Municípios do Estado, sendo que nestes últimos o trabalho já está sendo desenvolvido em todas as Escolas sejam pertencentes à Rede Particular ou á Rede Estadual. Tomaram parte no estudo 428 Diretores e 607 Coordenadores, totalizando 1035 informantes. Os dados foram coletados por meio de questionário. As hipóteses foram testadas e posteriormente analisadas podendo ser observado que Administradores, Coordenadores e demais elementos das equipes tecnico-pedagogicas em sua maioria, desconhecem o trabalho desenvolvido pela Supervisão Educacional. Observando-se, ainda, o que foi levantado e posteriormente testado, os Administradores admitem que haverá resistência, por parte dos Docentes, ao trabalho do Supervisor Educacional. Observando os dados apresentados, comparando-os com o que foi coletado através da literatura, pode ser verificado que, pelo fato de ser pouco conhecido o verdadeiro trabalho desempenhado pela Supervisão Educacional, o aspecto positivo que representa para o desenvolvimento de toda a estrutura educativa fica prejudicado, privando o contexto educacional de auxílio de capital importância. Concluindo, pode-se dizer que se faz necessário um trabalho de esclarecimento junto aos elementos que constituem as equipes tecnico-administrativas e pedagógicas,no sentido de um conhecimento efetivo das funções exercidas pelo Supervisor Educacional, que é, em verdade, mais um elemento técnico dentro da equipe, que pode ser útil à medida que emana do ápice da pirâmide administrativa, percorre os diversos níveis e permite manter o desempenho do sistema dentro de padrões estabelecidos e estimula desempenhos novos, que possibilitem, por sua vez, o estabelecimento de novos padrões.

Este estudo teve como objetivo principal a análise dos elementos que contribuíram e/ou contribuem para o decréscimo do ensino do francês na rede oficial do ensino regular do lº e 2º graus do Município do Rio de Janeiro. Paralelamente, no decorrer do estudo surgiu a oportunidade de avaliar a significação do ensino desta língua como instrumento que possibilita ao educando aperfeiçoar-se e ampliar o seu campo de informação, dando-lhe maiores possibilidades de acompanhar o desenvolvimento cultural , científico e tecnológico do mundo e de fazer um breve histórico da influência francesa na cultura brasileira. o objetivo foi atingido através de uma pesquisa de campo em todo o Município do Rio de Janeiro, junto a diretores das escolas federais, estaduais e municipais do 1º e 2º graus e a professores de francês. Foram utilizados, como instrumentos , dois questionários, A e B (anexo nº I), aplicados a 50% das escolas oficiais do ensino regular do 1º e 2º graus das diversas regiões administrativas do Município do Rio de Janeiro que, na época da pesquisa (outubro de 1977), correspondiam a 232 escolas e a 200 professores lecionando francês . Os resultados obtidos evidenciaram que: 1) o ensino do francês continua sendo ministrado no 1º e 2º Graus do ensino regular; 2) é uma profissão exercida predominantemente por profissionais do sexo feminino (85,5%), procurada por jovens entre 20 e 36 a nos (56,6%), dos quais 41,1% casados; 3) a maioria dos professores tem boa formação profissional, utiliza métodos modernos (como o Capelle, o Vive Voix, o Mauger Rouge, o Frère Jacques e o VIF) e fizeram cursos de pós-graduação (68%); 4) apenas 23,5% dos professores conseguiram bolsas de estudos ; 5) os professores com mais de 8 anos (64 ,4% ) , e com 2 a 4 anos (24,4%) de magistério parecem os mais interessados pelo ensino do francês ; 6) 23,5% dos professores observaram pelas escolas, e 48,9% parte dos alunos; 7) a uma diminuição na oferta desta disciplina observaram a diminuição na procura por IV e a XVIII Regiões Administrativas são as que contam com maior número de professores de francês; B) em 1965 no 1º grau, 270 alunos optaram por esta língua e 170 pelo inglês; em 1968 as opções pelo ensino do francês no 1º grau aumentaram para 633 chegando a 8.465 em 1977; 9) 1970 foi apontado como o ano do começo do decréscimo (0,5%), que aumentou em 1975(6,8%), sofrendo novamente uma queda em 1977 (3,6%); 10) o ensino do francês é oferecido em 61,2% das escolas, e 37,6% que não o fazem; 11) a partir das 7as, e 8as, séries o número de alunos diminui tanto para o francês como para o inglês; 12) as principais razoes apontadas pelas escolas e pelos professores como causas do decréscimo do ensino do francês no Município do Rio de Janeiro, por ordem de importância, são: a diminuição da oferta pelas escolas, a falta de professores, a falta de interesse dos alunos, a preocupação com a formação profissional, a influência norte-americana, além de métodos inadequados, programas mal elaborados, a do ensino (Leis 4024/61 e 5692/71) e a pouca divulgação francesa.

The 1988 Constitution was the legal marc to define changes in Brazilian State with major importance to the layout of public politician. In that moment of redefinitions e openness to new ways the redemocratization, participation and decentralization of public school had as their starter the elementary school. This work focus on the manage of FUNDESCOLA, particularly one of its politics called PDE (Educational Development Plan) wich purpose is guarantee a better quality in teaching and spread out democracy throughout its methodology. It was chosen two public schools: Professor Ulisses de Góis and Antonio Campos. The theoretical and methodological orientation is based on the theory of participative democracy developed by authors such as Putnam and Pateman. They says that a cultural background precedes individual participation in society. The collected data (educational legislation, surveys with all sectors of schools and technicians of Natal educational secretary, and relevant documents of de institutions) showed that PDE. Implementation had opposite runnings in the schools studied. In one, as a consequence of bad preparations of its teachers to absorve its methodology, PDE failed. In another way, PDE achieved its goals, especially helping the structure of action plans of the school and the administrative organization making possible several pedagogic activities planned. The work concludes that the main factor the failure or success of PDE relies on the organizational (both political and pedagogical) structure of each school. This discovery implies three important guidelines when comes to formulation of public politicians: a) Constitution of school; b) the local actors who manages the actions; c) the colletive interest in taking part of decisions

This paper analyzes the policy of upgrading the teaching profession in relation to financing basic education, with a view to participation of the Union of Education Workers of Rio Grande do Norte - SINTE / RN and the state government in the implementation of Professional Base Salary the National Professional Teaching Public Basic Education - Law 11738/2008, the public state of Rio Grande do Norte. The participation of civil society, through the union movement presents itself as an important process of implementation of Professional Base Salary. The participation of SINTE / RN occurred since the fight to pass the plan, careers and Compensation (2006) until the implementation of the Base Salary (2009) highlighting the power relations established between the Union and State Government. To this end, there were actions such as public hearings and strikes by education professionals. In order to raise issues relevant to the issue of enhancement of teaching and participation of unions as a collective representation has been taken as a theoretical and methodological literature on the financing of basic education, enhancing teaching and participation as well as policy guidelines governing the career of teaching. Was used as a methodological procedure to document analysis and information gathering through semi-structured interviews. The results indicate the participation and the power relationship between the trade union movement and the state government in the implementation of the Base Salary. However, the current issues concerning the limitations of recovery of the teaching profession in order to implement the policy floor, not only merit of the state of Rio Grande do Norte, but the decisions that have been taken by the Supreme Court (STF) relating to the unconstitutionality of Action (ADI) filed by five governors. This fact greatly reduced the possibility of recovery of the teaching of the state, considering that the government was limited to decisions of the Supreme Court. Therefore, the enhancement of teaching remains a challenge for the union movement

The study Teacher work and education in the municipal schools of Natal objectifies the analysis of the education and work conditions of the teachers in the municipal schools of Natal, placing them within the scenario of the public policies outlined for Basic Education (2005-2010). The thesis is based on the perspective that the educational reforms implemented by the Brazilian government in an attempt to answer to the new contextual demands originated from the world of work and globalization, demanding increasingly higher levels of qualification and constant extension of the teaching functions in school from the teachers, have been configured withal as a strategy for intensifying the teacher s work. The empirical field of study was constituded by thirteen municipal schools that offer basic education. Four hundred and seventeen teacher subjects that work in the municipal school system of Natal, two representatives of the Secretaria Municipal de Educação de Natal (SME)1 that work in the pedagogical team and one representative of the Sindicato dos Trabalhadores em Educação do Rio Grande do Norte2 took part in the study. The procedures/instruments used in the research were: bibliographic review, document research, questionnaires and recording of information in a field journal. The study confirmed that the majority of the teachers that work in the municipal school system were admitted by means of public entry exams, therefore meeting the requirements set by Law 9.394/96. Most of the teachers have the initial education demanded to work in basic education, although with some limitations due to the fact that they do not correspond to the needs of the educational system. The SME has a plan for continued training of the teachers in accordance to the current ideas defended by researchers of this field. There is, although, a disconnection between the purpose of the plan and the training strategies, because, in truth, predominate repetitive and specific actions that do not contemplate the training needs of the teachers, nor the demands of the system. Although the work conditions are evaluated, by the teachers, as relatively good, limits in relation to the physical structure of the schools are observed (dirty walls with holes in them, broken ceiling fans, old chairs and desks, old and stained black boards, inadequate restroom installations, poor maintenance of the computers, amongst other items). It was also verified the an increase in the functions of the teachers and an intensification of their work, materialized through an overburden of activities undertaken daily at school (and outside of it) and through the demand in taking part in activities that go beyond those inherent to the teaching process, such as the elaboration of political-pedagogical projects, participation in collegiate, registration of student information solicited by the SME and the participation in commissions, has been happening

This work, named Teaching conditions: a study in municipal schools of Currais Novos RN (2009 to 2012) aims to analyze the status of teaching in schools in the municipality of Currais Novos RN in the period ranging from 2009 - 2012, considering infrastructure, initial and continued training and intensification and casualization of teaching factors in the context of the 1990s educational reformations. It, also, assumes that teaching is a constitutive part of capitalist society, and has been reconfigured with based on the new requirements demanded by the labor market. In order to conduct this study the considered data included the survey research Teaching Work in Basic Education in Brazil (2009 to 2010) , held in seven Brazilian states being: Pará, Rio Grande do Norte, Minas Gerais, Goiás, Paraná, Santa Catarina and Espírito Santo. Specifically selected for deepening of the study, there were schools in the municipality of Currais Novos in which semi-structured interviews were performed with teachers of the said municipality. This research is constituted of a qualitative and quantitative approach whose survey instruments adopted were, namely: documental research, literature review, interviews and surveys. The obtained data analysis allows us to infer that the teaching work performed by teachers in the states which participated in the survey has been influenced the changes in the labor market and educational reformations and has been taking on characteristics such as flexibility, tendency to precariousness and intensification; and this trend is also present in schools that were surveyed in the municipality of Currais Novos. As pertaining to the teachers conditions in classroom, these signs are more evident, considering that they had their duties and responsibilities extended beyond the classroom environment. The data also show that in general working conditions of teachers in national, state and local levels are unprofitable and heterogeneous, increasingly deepening the gap between school units and education networks. Therefore, the implantation of public policies that enhance the teaching work and improve their working conditions in all dimensions that directly interfere in their work are crucial

The school bullying involves all aggressive, intentional, repetitive attitudes, occurring without apparent motivation, adopted by one or more students against another (s) causing pain and anguish, and implemented within an unequal relationship of power, making possible the intimidation of the victim. Its expressions involve defamatory rumors, discrimination, theft or damage to property, harassment, threats, beatings, isolation, exclusion of a person or group, intimidation, intolerance and disrespect. In this study, we sought to identify the design educators have about the bullying, and are known by what means are aware of the problem, is involved when identifying cases of bullying and how to give this speech. This study used for data collection a questionnaire applied to 107 educators from 14 private schools in Natal / RN, who received statistical treatment in the program SPSS and the results analyzed in the light outside of a social and historical reference. Among the results, we found that 83% of the interviewed educators has at least heard about bullying, and the information about the problem are mainly the media, like television, newspapers and magazines. The educators said that the surname and physical attacks are more frequent outbreaks of violence among students and also the most common complaints when they look for help. The necessity for intervention when it identifies a case of bullying is present in 97.03% of respondents and 73.27% of educators are also called by students or school officials to remedy the situations of bullying among students. On the forms of intervention employed, the most common is the conversation and warning the students involved. It is suggested that the intensification of studies related to the subject and the development of actions and programs antibullying involving the school community (educators, parents, students, employees), in partnership with social segments like Tutelar Council and others related to the protection of children and adolescent
