Las características urbanísticas de las expansiones urbanas postindustriales desarrolladas en las últimas décadas en numerosas ciudades españolas presentan diferencias notables con las de barrios centrales y pericentrales más compactos preexistentes. Con el fin de estudiar cómo son percibidas por los ciudadanos de Vitoria-Gasteiz dichas diferencias urbanísticas, se realizaron 250 encuestas a residentes en los barrios compactos de la ciudad sobre sus preferencias entre el paisaje urbano de su barrio y el de los barrios postindustriales. Se observó que la gran mayoría de los encuestados prefirieron su compacto barrio en aspectos de sociabilidad, accesibilidad a servicios y bienestar global. Los resultados obtenidos se contrastaron con los de un estudio previo en el que una encuesta similar fue realizada a residentes en un barrio postindustrial. Se discuten las implicaciones de los resultados para desarrollar una práctica urbanística más sostenible y que integre la percepción de los usuarios de la ciudad.

The career of civil engineer Henrique de Novaes, a remarkable figure in the academic, technical and political fields, demonstrates its extensive and relevant work across Brazil in the first half of the twentieth century. It covered from the design of water supply and sewage works, road and rail transport networks, works against drought in the Northeast, hydroelectric and harbor facilities to the urbanization planning and architectural projects, which displays a systematic and multiple production. City and territory conformed to his fields of verification, practical and above all, transformation. The search for understanding of the inclusion of a social actor in this process thus contributes to the specific analysis of the doings of Henrique de Novaes, who graduated at Polytechnic School of Rio de Janeiro in 1906. From a polymorphic activity in different scales, one tries to figure how, through academic education or professional practice, urban history in Brazil can be told or built. The introduction of technological innovations matched the purposes of planning and urban sprawl, as well as met the specifications of regulation and institutionalization of public infrastructure services at the time. The overall plans proposed by the engineer thought of the city as a whole, interconnected to the structural networks. At the same time, the knowledge of a larger physical scale the territory bounces back in the urban in a relationship of reciprocity and completeness. The objective research, therefore, tries to understand the roles played by Henrique de Novaes s works and academic education in the accomplishment of systematic modernization of Brazilian urban space and territory, recovering a little known historical figure by current historiography. It is proposed, as methodological axis, that the study of this professional career configures itself as an essential element for understanding the idea of progress embodied in the technical studies and proposals for improvements and sanitation nationwide in the first half of the twentieth century . The primary sources for the construction of this analysis were technical articles in journals of the period ( Clube de Engenharia , Viação e Revista Brasileira de Engenharia ), and technical reports, government messages, newspaper articles published at the time, autobiographical reports and the engineer s verbal communications with relatives. The work is structured in three chapters: "Biographical traces, academic education and 'technical and political' activities" illustrates the initiation into the technical, public and political environment; Chapter 2, "Technique and territory" outlines his network understanding through sanitation and transport services; Chapter 3 "Technique and City" describes the influence of polytechnics knowledge on the propositions of modernization of cities; Finally, "Final Thoughts: An Evaluation," presents an overview of the affiliations and practice of an engineer in the different scales, and its contribution to the modernization of Brazilian urban and territorial space

Los modelos de movilidad son una de las expresiones de las distintas formas urbanas. El urbanismo expansivo, como una de estas formas urbanas, está asociado a ciertos tipos de desplazamientos, relacionados a altos niveles de disfunciones sociales, económicas y medioambientales. La comunicación explora las tipologías de desplazamientos en un grupo ciudadano muy específico: los menores de 16 años. La población infantil tiene sus propias pautas de movilidad y estas están relacionadas, también, a las distintas formas urbanas. El análisis se basa en los datos que ofrece la Encuesta de Movilidad Cotidiana de Cataluña 2006 y de ella se analizan las grandes cifras para la comunidad catalana en conjunto. También se comparan los distintos subámbitos territoriales en relación a las características urbanas que estos presentan.

Los resultados morfológicos del Programa de Vivienda de Interés Social Ciudadela Desepaz se caracterizan por la desarticulación y baja funcionalidad del espacio urbano. Esta condición urbanística no deriva de una falta de planificación integral, ya que el Municipio de Santiago de Cali evidenció la intención de desarrollar una porción de ciudad bien articulada, sino más bien de un conjunto de factores de los procesos de gestión urbana y urbanística llevados a cabo en este Programa. A partir de una investigación juiciosa de estos procesos, y del análisis morfológico de cada de uno de los proyectos que conformaron la Ciudadela, se definieron 6 factores principales de la gestión que incidieron en que la intención inicial del Municipio no se pudiera materializar.

La expansión urbana mediante asentamientos de origen informal ha ido aumentado en los últimos años debido al déficit en la oferta de vivienda formal, el costo del suelo urbano y factores económicos, sociales y culturales. Estos asentamientos no cuentan con infraestructura básica y los terrenos que generalmente son invadidos se encuentran en zonas de riesgo y no ofrecen las condiciones físicas y habitacionales adecuadas para el habitar de las personas. El distrito a través del Programa de Mejoramiento Integral de Barrios (PMIB) busca intervenir sobre los aspectos críticos en cada barrio, habilitar la infraestructura básica que permita su integración a la ciudad y mejorar la calidad de vida de los habitantes. Este proceso parte de delimitar las zonas críticas y definir las intervenciones físicas, sociales y ambientales que deben ser llevadas a cabo por diferentes entidades distritales. En este estudio se hace un análisis de las intervenciones que se han llevado a cabo en la Área Prioritaria de Intervención (API) El Tesoro, para analizar cuales intervenciones llevadas a cabo han sido exitosas y cuales requieren de ajustes para lograr un mejor impacto. Se encontró que estas intervenciones no han sido suficientes para mejorar las condiciones habitacionales de las personas, razón por lo cual es necesario revisar la política y formas de intervención.

Monitoring urban growth and land-use change is an important issue for sustainable infrastructure planning. Rapid urban development, sprawl and increasing population pressure, particularly in developing nations, are resulting in deterioration of infrastructure facilities, loss of productive agricultural lands and open spaces, pollution, health hazards and micro-climatic changes. In addressing these issues effectively, it is crucial to collect up-to-date and accurate data and monitor the changing environment at regular intervals. This chapter discusses the role of geospatial technologies for mapping and monitoring the changing environment and urban structure, where such technologies are highly useful for sustainable infrastructure planning and provision.

During the last several decades, the quality of natural resources and their services have been exposed to significant degradation from increased urban populations combined with the sprawl of settlements, development of transportation networks and industrial activities (Dorsey, 2003; Pauleit et al., 2005). As a result of this environmental degradation, a sustainable framework for urban development is required to provide the resilience of natural resources and ecosystems. Sustainable urban development refers to the management of cities with adequate infrastructure to support the needs of its population for the present and future generations as well as maintain the sustainability of its ecosystems (UNEP/IETC, 2002; Yigitcanlar, 2010). One of the important strategic approaches for planning sustainable cities is „ecological planning‟. Ecological planning is a multi-dimensional concept that aims to preserve biodiversity richness and ecosystem productivity through the sustainable management of natural resources (Barnes et al., 2005). As stated by Baldwin (1985, p.4), ecological planning is the initiation and operation of activities to direct and control the acquisition, transformation, disruption and disposal of resources in a manner capable of sustaining human activities with a minimum disruption of ecosystem processes. Therefore, ecological planning is a powerful method for creating sustainable urban ecosystems. In order to explore the city as an ecosystem and investigate the interaction between the urban ecosystem and human activities, a holistic urban ecosystem sustainability assessment approach is required. Urban ecosystem sustainability assessment serves as a tool that helps policy and decision-makers in improving their actions towards sustainable urban development. There are several methods used in urban ecosystem sustainability assessment among which sustainability indicators and composite indices are the most commonly used tools for assessing the progress towards sustainable land use and urban management. Currently, a variety of composite indices are available to measure the sustainability at the local, national and international levels. However, the main conclusion drawn from the literature review is that they are too broad to be applied to assess local and micro level sustainability and no benchmark value for most of the indicators exists due to limited data availability and non-comparable data across countries. Mayer (2008, p. 280) advocates that by stating "as different as the indices may seem, many of them incorporate the same underlying data because of the small number of available sustainability datasets". Mori and Christodoulou (2011) also argue that this relative evaluation and comparison brings along biased assessments, as data only exists for some entities, which also means excluding many nations from evaluation and comparison. Thus, there is a need for developing an accurate and comprehensive micro-level urban ecosystem sustainability assessment method. In order to develop such a model, it is practical to adopt an approach that uses a method to utilise indicators for collecting data, designate certain threshold values or ranges, perform a comparative sustainability assessment via indices at the micro-level, and aggregate these assessment findings to the local level. Hereby, through this approach and model, it is possible to produce sufficient and reliable data to enable comparison at the local level, and provide useful results to inform the local planning, conservation and development decision-making process to secure sustainable ecosystems and urban futures. To advance research in this area, this study investigated the environmental impacts of an existing urban context by using a composite index with an aim to identify the interaction between urban ecosystems and human activities in the context of environmental sustainability. In this respect, this study developed a new comprehensive urban ecosystem sustainability assessment tool entitled the „Micro-level Urban-ecosystem Sustainability IndeX‟ (MUSIX). The MUSIX model is an indicator-based indexing model that investigates the factors affecting urban sustainability in a local context. The model outputs provide local and micro-level sustainability reporting guidance to help policy-making concerning environmental issues. A multi-method research approach, which is based on both quantitative analysis and qualitative analysis, was employed in the construction of the MUSIX model. First, a qualitative research was conducted through an interpretive and critical literature review in developing a theoretical framework and indicator selection. Afterwards, a quantitative research was conducted through statistical and spatial analyses in data collection, processing and model application. The MUSIX model was tested in four pilot study sites selected from the Gold Coast City, Queensland, Australia. The model results detected the sustainability performance of current urban settings referring to six main issues of urban development: (1) hydrology, (2) ecology, (3) pollution, (4) location, (5) design, and; (6) efficiency. For each category, a set of core indicators was assigned which are intended to: (1) benchmark the current situation, strengths and weaknesses, (2) evaluate the efficiency of implemented plans, and; (3) measure the progress towards sustainable development. While the indicator set of the model provided specific information about the environmental impacts in the area at the parcel scale, the composite index score provided general information about the sustainability of the area at the neighbourhood scale. Finally, in light of the model findings, integrated ecological planning strategies were developed to guide the preparation and assessment of development and local area plans in conjunction with the Gold Coast Planning Scheme, which establishes regulatory provisions to achieve ecological sustainability through the formulation of place codes, development codes, constraint codes and other assessment criteria that provide guidance for best practice development solutions. These relevant strategies can be summarised as follows: • Establishing hydrological conservation through sustainable stormwater management in order to preserve the Earth’s water cycle and aquatic ecosystems; • Providing ecological conservation through sustainable ecosystem management in order to protect biological diversity and maintain the integrity of natural ecosystems; • Improving environmental quality through developing pollution prevention regulations and policies in order to promote high quality water resources, clean air and enhanced ecosystem health; • Creating sustainable mobility and accessibility through designing better local services and walkable neighbourhoods in order to promote safe environments and healthy communities; • Sustainable design of urban environment through climate responsive design in order to increase the efficient use of solar energy to provide thermal comfort, and; • Use of renewable resources through creating efficient communities in order to provide long-term management of natural resources for the sustainability of future generations.

Urban growth identification, quantification, knowledge of rate and the trends of growth would help in regional planning for better infrastructure provision in environmentally sound way. This requires analysis of spatial and temporal data, which help in quantifying the trends of growth on spatial scale. Emerging technologies such as Remote Sensing, Geographic Information System (GIS) along with Global Positioning System (GPS) help in this regard. Remote sensing aids in the collection of temporal data and GIS helps in spatial analysis. This paper focuses on the analysis of urban growth pattern in the form of either radial or linear sprawl along the Bangalore - Mysore highway. Various GIS base layers such as builtup areas along the highway, road network, village boundary etc. were generated using collateral data such as the Survey of India toposheet, etc. Further, this analysis was complemented with the computation of Shannon's entropy, which helped in identifying prevalent sprawl zone, rate of growth and in delineating potential sprawl locations. The computation Shannon's entropy helped in delineating regions with dispersed and compact growth. This study reveals that the Bangalore North and South taluks contributed mainly to the sprawl with 559% increase in built-up area over a period of 28 years and high degree of dispersion. The Mysore and Srirangapatna region showed 128% change in built-up area and a high potential for sprawl with slightly high dispersion. The degree of sprawl was found to be directly proportional to the distances from the cities.

Bangalore is experiencing unprecedented urbanisation and sprawl in recent times due to concentrated developmental activities with impetus on industrialisation for the economic development of the region. This concentrated growth has resulted in the increase in population and consequent pressure on infrastructure, natural resources and ultimately giving rise to a plethora of serious challenges such as climate change, enhanced green-house gases emissions, lack of appropriate infrastructure, traffic congestion, and lack of basic amenities (electricity, water, and sanitation) in many localities, etc. This study shows that there has been a growth of 632% in urban areas of Greater Bangalore across 37 years (1973 to 2009). Urban heat island phenomenon is evident from large number of localities with higher local temperatures. The study unravels the pattern of growth in Greater Bangalore and its implication on local climate (an increase of ~2 to 2.5 ºC during the last decade) and also on the natural resources (76% decline in vegetation cover and 79% decline in water bodies), necessitating appropriate strategies for the sustainable management.

Este trabalho é o relatório de estágio profissional realizado numa companhia francesa de arquitetura, especializado no planeamento urbano, que se-‐chama AREP. O trabalho desenvolvido teve como objectivo identificar os problemas dos transportes de mercadorias e de logística nas áreas urbanas e da intervenção do planeamento urbano para a mitigação daqueles problemas. Os transportes urbanos de mercadorias são uma prioridade para a definição de políticas num mundo cada vez mais urbanizado. As áreas urbanas necessitam cada vez mais da entrega e recolha de grandes quantidades de mercadorias, resultando na procura de com custos externos elevados e a degradação da qualidade de vida dos residentes. Em 2012, a OECD estimava que as atividades ligadas ao transporte de mercadorias iriam crescer entre 50% e 130% entre 2010 e 2050 nos países da daquela organização. Nos países que não fazem parte da OECD estimava que as atividades iriam crescer entre 250% e 550% durante o mesmo período. Com os problemas já existentes e com o crescimento que está previsto, é importante encontrar soluções que limitem os custos externos e que se encontrem alternativas mais sustentáveis. Tradicionalmente, os formuladores de políticas urbanas tendem a ver os transportes de mercadorias nas áreas urbanas como um problema, em vez de os considerar como um componente essencial do desenvolvimento urbano. Em consequência disso, as políticas implementadas foram desenvolvidas no sentido da restrição na atividade de distribuição de mercadorias. Ao mesmo tempo, os operadores de transporte têm continuado a desenvolver a sua função adequando-‐se às condições impostas com maiores níveis de eficiência. No entanto, este sucesso tem tido muitos custos externos negativos para a economia, a sociedade e o ambiente. Por isso, os transportes urbanos de mercadorias encontram-‐se numa tensão constante entre uma logística eficiente e um desenvolvimento urbano sustentável. Hoje, os decisores políticos começam a alterar a perspectiva sobre a intervenção sobre a circulação de transportes de mercadorias, atendendo à sua importância para a economia urbana e, simultaneamente, à necessidade de reduzir os impactes negativos associados ao transporte de mercadorias. Um dos desafios principais é o de compatibilizar as atividades logísticas e os transportes de mercadorias e a preservação das áreas urbanas, minimizando os impactes, garantindo uma boa qualidade de vida para os residentes. Trata-‐se de um assunto complexo pelos diferentes atores com interesses muitas das vezes conflituantes. A conciliação dos interesses constitui um dos problemas, nomeadamente nas soluções de curto prazo. O espaço disponível para os transportes e as atividades de comércio e serviços emáreas urbanas é limitado. Existe uma grande concorrência sobre o uso do solo urbano entre os diferentes atores.. A necessidade de espaço, conduz a que o sector da logística saía das cidades e se instale nas suas periferias. Esta tendência chama-‐se ‘logistic sprawl’ e tem vários efeitos negativos, por exemplo, o facto de os veículos terem de percorrer maiores distâncias para os seus clientes nas áreas urbanas. Ao mesmo tempo, os residentes, como consumidores, exigem ter uma grande variedade de produtos disponíveis, esquecendo que para isso há a necessidade de os transportar para e dentro da cidade. Quando as políticas de transportes de passageiros em áreas urbanas se tem vindo a concentrar na alteração modal, do transporte em automóvel para os transportes públicos, ou para a utilização da bicicleta ou a marcha a pé, as políticas de transportes de mercadorias devem igualmente potenciar a utilização de transportes alternativos mais sustentáveis do que o transporte em veículos de mercadorias com motores de combustão interna. Hoje em dia, 75% de todos os transportes de mercadorias por via terrestre a distâncias médias ou longas (mais de 50km), são realizados por via rodoviária. A distâncias mais reduzidas (last mile) essa percentagem é de quase 100%. Estes valores não são compatíveis com um desenvolvimento sustentável. O esforço desenvolvido no sentido da promoção dos modos mais sustentáveis, como a ferrovia e a utilização das vias navegáveis, têm encontrado a oposição das empresas de transporte de mercadorias pois a rodovia é mais flexível (entrega porta-‐a-‐porta), com reduzidos custos de utilização de infraestrutura e com custos-‐fixos mais baixos. Uma cooperação integrada e holística entre os diferentes níveis de governação do território é fundamental, sendo desejável uma maior cooperação entre o sector público e privado. As medidas a implementar têm que ter em conta os problemas a curto e longo prazo. Uma grande variedade de medidas (de regulação, de gestão da infraestrutura, de gestão e ordenamento do território, de promoção e de informação, etc.) têm que ser implementadas e coordenadas em conjunto com o sector privado. As medidas isoladas não resolverão os problemas de transporte de mercadorias na cidade, por isso, o desafio é o de implementar um pacote de medidas diferentes que contribua para uma distribuição das mercadorias mais sustentável, tornando as cidades mais habitáveis. Neste relatório, são discutidas e analisadas as diferentes medidas que podem ser implementadas pelos distintos níveis de governança, incluindo a apresentação de alguns case-‐studies.

Air pollution levels were monitored continuously over a period of 4 weeks at four sampling sites along a busy urban corridor in Brisbane. The selected sites were representative of industrial and residential types of urban environment affected by vehicular traffic emissions. The concentration levels of submicrometer particle number, PM2.5, PM10, CO, and NOx were measured 5-10 meters from the road. Meteorological parameters and traffic flow rates were also monitored. The data were analysed in terms of the relationship between monitored pollutants and existing ambient air quality standards. The results indicate that the concentration levels of all pollutants exceeded the ambient air background levels, in certain cases by up to an order of magnitude. While the 24-hr average concentration levels did not exceed the standard, estimates for the annual averages were close to, or even higher than the annual standard levels.
