Following the execution of Saudi Shiite cleric Nimr Baqer al-Nimr, the deep rooted rivalry between Iran and Saudi Arabia entered a new phase in January 2016. While the main objective for both countries still is regional hegemony, the Iranian-Saudi competition takes many different forms and shapes, and also extends into the field of energy. In this Policy Brief, David Ramin Jalilvand gives a detailed analysis of the energy-related aspects of the Iran-Saudi Arabia rivalry and its possible consequences for Europe’s energy market; both countries hold giant hydrocarbon reserves, so European energy will probably be affected by their competition in several regards; increased oil supplies will be available for the European market, while the cycle of low oil prices will be prolonged. According to Jalilvand, this is a mixed blessing; Europe’s energy import bill will be reduced, but its indigenous production will suffer, while Russia’s role in European natural gas will only continue to grow.

The establishment of the Basque diaspora in Latin America can be divided in several different periods. First, from the 16th to 18th century, the so-called original diaspora of Basques who were part of the Spanish colonial regime. The second can be traced to the 19th century, consisting of a mixture of impoverished Basque migrants seeking jobs, especially in Uruguay and Argentina, and of refugees fleeing from the Spanish War of Independence and the Carlist wars. The third wave is identified by, but not only through, the considerable amount of refugees from the Spanish Civil War on the 1930's. The fourth wave came during the 1970s, with refugees from the Franco Dictatorship, ETA members and sympathisers. In this paper I will argue that each new wave of migrants brought tension to the diaspora, with the Euskal Etxeak, or ‘Basque houses’, as a focus point. The main idea is to analyse the different tensions and political discussions of this set of diasporic waves in Latin America.

This paper is a reflection on the role of contingent facts for the general understanding of language. Such facts are illustrated by the lacks of proportionality in the paradigm of French indefinites and the irregular correlations between the Null Subject Parameter and other hypothesised parameters. Such contingencies clearly go against the expectation raised by at least some versions of structuralism and the current chomskyan Minimalist Program. As demonstrated by alternative views being developed in various natural and social sciences, and as shown by recent research on formulaic language, contingency may be understood as the result of the expedient character of a medium geared towards action. A view of language as action may thus offer a perspective able to account both for the general default rules shaping a grammar and for the contingencies that entrench them in use, as both are integral and complementary aspects of language.
