Paper prepared by Marion Panizzon and Charlotte Sieber-Gasser for the International Conference on the Political Economy of Liberalising Trade in Services, Hebrew University of Jerusalem, 14-15 June 2010 Recent literature has shed light on the economic potential of cross-border networks. These networks, consisting of expatriates and their acquaintances from abroad and at home, provide the basis for the creation of cross-border value added chains and therewith the means for turning brain drain into brain circulation. Both aspects are potentially valuable for economic growth in the developing world. Unilateral co-development policies operating through co-funding of expatriate business ventures, but also bilateral agreements liberalising circular migration for a limited set of per-sons testify to the increasing awareness of governments about the potential, which expatriate networks hold for economic growth in developing countries. Whereas such punctual efforts are valuable, viewed from a long term perspective, these top-down, government mandated Diaspora stimulation programs, will not replace, this paper argues, the market-driven liberalisation of infrastructure and other services in developing countries. Nor will they carry, in the case of circular labour migration, the political momentum to liberalise labour market admission for those non-nationals, who will eventually emerge as the future transnational entrepreneurs. It will take a combination of mode 4 and infrastructure services openings-cum regulation for countries at both sides of the spectrum to provide the basis and precondition for transnational business and entrepreneurial networks to emerge and translate into cross-border, value added production chains. Two key issues are of particular relevance in this context: (i) the services sector, especially in infrastructure, tends to suffer from inefficiencies, particularly in developing countries, and (ii) labour migration, a highly complex issue, still faces disproportionately rigid barriers despite well-documented global welfare gains. Both are hindrances for emerging markets to fully take advantage of the potential of these cross-border networks. Adapting the legal framework for enhancing the regulatory and institutional frameworks for services trade, especially in infrastructure services sectors (ISS) and labour migration could provide the incentives necessary for brain circulation and strengthen cross-border value added chains by lowering transaction costs. This paper analyses the shortfalls of the global legal framework – the shallow status quo of GATS commitments in ISS and mode 4 particular – in relation to stimulating brain circulation and the creation of cross-border value added chains in emerging markets. It highlights the necessity of adapting the legal framework, both on the global and the regional level, to stimulate broader and wider market access in the four key ISS sectors (telecommunications, transport, professional and financial services) in developing countries, as domestic supply capacity, global competitiveness and economic diversification in ISS sectors are necessary for mobilising expatriate re-turns, both physical and virtual. The paper argues that industrialised, labour receiving countries need to offer mode 4 market access to wider categories of persons, especially to students, graduate trainees and young professionals from abroad. Further-more, free trade in semi-finished products and mode 4 market access are crucial for the creation of cross-border value added chains across the developing world. Finally, the paper discusses on the basis of a case study on Jordan why the key features of trade agreements, which promote circular migration and the creation of cross-border value added chains, consist of trade liberalisation in services and liberal migration policies.

This article describes a project to unwrap an ancient Egyptian mummy using X-ray computed tomography (CT). About 600 X-ray CT images were obtained through the mummified body of a female named Tjetmutjengebtiu (or Jeni for short), who was a singer in the great temple of Karnak in Egypt during the 22nd dynasty (c. 945-715 BC). The X-ray CT images reveal details of the remains of body organs, wrappings and jewellery. 3D reconstructions of Jeni’s teeth suggest that she was probably only around 20 years old when she died, although the cause of death cannot be ascertained from the CT scans. The CT images were used to build a 3D model of Jeni’s head which enabled an artist to paint a picture of what Jeni may have looked like during life. A PowerPoint presentation and movie clips are provided as supplementary material that may be useful for teaching.

This collection is of value to researchers studying the history of Hadassah and the living conditions and state of medical care in Palestine during the second decade of the 20th century. It is also of interest to researchers studying women in America during the first half of the 20th century who were able to pursue a challenging and productive career and become a leader and innovator in their chosen field. In addition it will be of interest to those researching the graduates of the Cleveland public and professional schools at the end of the 19th and beginning of the 20th centuries, and the Cleveland Jewish community and the George Crile U.S. Army Hospital in Cleveland during the 1940's.

Abstract: The late antique destruction of two bronze statues of Pausanias - the Spartan general responsible for the Greek victory at the Battle of Plataea (479 BC) - housed in the temple of Athena Chalkioikos in Sparta (Lib. Ep. 1518), has been interpreted as one of the few cases of a violent conflict between pagan and Christian population in Greece. Nevertheless the sources suggest that late antique Sparta was a bastion of Hellenic paganism and give a picture of a small and quiet town ruled by a pagan educated élite, where pagans like Libanius wanted to live. Since there is no evidence of a violent conflict between pagans and Christians in Sparta, and Libanius confirms that in 365 AD all the temples and cult statues were still in place, this paper addresses the issue from a different point of view and offers a new contribution to the history of Sparta in Late Antiquity. By using literary, archaeological and epigraphic evidence the paper explores: 1) the relationship between Roman administration and Spartan élite in the IVth century AD; 2) the historical memory of Pausanias in Late Antiquity. It will be emphasized that the obscure burning of the two statues helped to remove from Sparta the memory of Pausanias - a controversial figure, misrepresented in Late Antiquity and connected to the ancient staseis in Laconia - in order to promote a positive image of Sparta as a city without conflicts and ruled by the political system of Lycurgus (eunomia). As documented by local inscriptions in praise of late Roman governors, the mythical lawgiver Lycurgus was the paradigm of the imperial governors who rebuilded the town in the IVth cent. AD. It can be assumed that while Rome, Constantinople, Antioch and Athens were troubled by political and religious violence or by seditions between different factions, Sparta aimed to revive its traditional model of civic order in the new historical context of Late Antiquity.

Abstract: Although he is the most prolific writer of the Greek Anthology, Palladas’ life is almost unknown. But, in spite of the limited biographical data, his work has fortunately been preserved in the GA. Because of his literary creation, the old times rewarded him with the nickname Μετέωρος, high, since the literary merits of a hundred poems of his authorship was recognized (others are discussed by critics). A dozen of them contains invaluable information about the political, religious and social situation in Alexandria immediately after the victory of the bishop Theophilus, Cyril’s predecessor and uncle, during the conflict between Christians and Gentiles, each sector backed up by an Alexandrian population segment (cfr. 9.528, 10.82, 10.85) . Resigned at times, constantly demanding, Palladas complains about the decline of the belief professed by him due to the increasing penetration of the new faith. Therefore, four epigrams record the conversion of the temple of Tyche into a tavern (9.180-183) and 10.90 seems to attack the doctrine of the Resurrection. When religion and politics go hand-in-hand, when religious conspiracies link up with palace intrigues, consequences are predictable: a man called Doroteo denounced him for his negative response to the new dogma, which caused him the loss of his teacher paid work. His annoyance was even greater with further sufferings, chiefly economic, and he had to sell his books (9.171 and 9.175) among other desperate decisions Forewarned about his radical bitterness against Church, it is just to make clear that he is not fully acquiescent with ancient gods and heroes. Thus, in 5.257 he questions Zeus’ ars amandi, in 9.377 refutes Tantalus’ possibility of thirst and hunger in Hades and 9.773 mischievously points out that Eros has been changed into a pan. The work begins with the selection, personal translation and comprehensive analysis of twenty two epigrams. Through such philological aid, we attempt to verify the frictions and the main perceptible factors in his poetic creation to justify his worldview, according to the pagan sentiment widespread in that time before the twilight already overwhelming of its ailing traditions

Esta pesquisa teve por objetivo abrir uma discussão sobre o papel do esporte contemporâneo junto ao processo de alienação humana em tempos de domínio do capitalismo monopolista e do fortalecimento da ideologia dominante. Para tal, no primeiro capítulo, analisou-se as principais transformações vividas historicamente pelo capitalismo com a intenção de identificar o impacto do capitalismo monopolista sobre o novo ordenamento da humanidade. No segundo capítulo, demonstrou-se como o esporte contemporâneo constituiu-se como uma instituição burguesa, socialmente determinada e integrada ao conjunto de normas, ideias e estratégias inerentes ao modo de produção capitalista, participando do processo de mascaramento da questão social. Destaca-se neste capítulo o uso de fontes documentais que demonstraram como o esporte contemporâneo tem ocupado lugar estratégico tanto junto à produção da ideologia dominante, quanto junto ao controle da queda da taxa de lucro. Identificou-se que sob tais condições o esporte contemporâneo compõe os processos compensatórios frente à queda tendencial da taxa de lucro e, ao mesmo tempo, integra-se ao processo de alienação humana, tendo por maior expressão a sua materialização sob a forma dos megaeventos esportivos. Neste ponto, a pesquisa concentra-se na análise dos megaeventos esportivos no Brasil e na criação das políticas do esporte, desde o primeiro governo Lula da Silva até os dias atuais. Identificou-se que os projetos de desenvolvimento do esporte no país, no período em tela, têm participado do processo de gerenciamento da crise do capital e do refluxo das lutas dos trabalhadores. O último capítulo abordou as particularidades que envolvem a ideologia pós-moderna, tendo por objetivo identificar as relações desta com fenômeno esportivo. Constatou-se que, em tempos de domínio do capitalismo monopolista e de suas políticas neoliberais, as contradições que aguçam o processo de alienação sob o qual encontra-se a classe trabalhadora de todo o mundo, coloca a humanidade em um novo patamar de alienação, ainda mais brutal e desumanizador. Nesta conjuntura, o esporte contemporâneo destaca-se por ser funcional tanto ao mercado globalizado, quanto ao projeto imperialista, impondo-se como instrumento da contenção de conflitos em nome da tolerância e da paz no mundo. A presente pesquisa pôde concluir que as condições impostas pela fase monopolista do capitalismo ocultam a natureza dialética do esporte transforma-o num instrumento eficiente ao projeto dominante de incremento da alienação humana. O esporte, sob a forma assumida na contemporaneidade, não contribui para o avanço da consciência da classe trabalhadora, pois vem colaborando para adiamento do projeto de emancipação da humanidade. Projeto este que só será produzido pela organização consciente da classe trabalhadora em busca da superação do modo de produção capitalista.

We present a fully-distributed self-healing algorithm dex that maintains a constant degree expander network in a dynamic setting. To the best of our knowledge, our algorithm provides the first efficient distributed construction of expanders—whose expansion properties holddeterministically—that works even under an all-powerful adaptive adversary that controls the dynamic changes to the network (the adversary has unlimited computational power and knowledge of the entire network state, can decide which nodes join and leave and at what time, and knows the past random choices made by the algorithm). Previous distributed expander constructions typically provide only probabilistic guarantees on the network expansion whichrapidly degrade in a dynamic setting; in particular, the expansion properties can degrade even more rapidly under adversarial insertions and deletions. Our algorithm provides efficient maintenance and incurs a low overhead per insertion/deletion by an adaptive adversary: only O(logn)O(logn) rounds and O(logn)O(logn) messages are needed with high probability (n is the number of nodes currently in the network). The algorithm requires only a constant number of topology changes. Moreover, our algorithm allows for an efficient implementation and maintenance of a distributed hash table on top of dex with only a constant additional overhead. Our results are a step towards implementing efficient self-healing networks that have guaranteed properties (constant bounded degree and expansion) despite dynamic changes.

Pourquoi créer un État palestinien ? Avant tout parce qu’il s’agit de l’unique solution qui détient un fondement juridique, à travers la résolution 181 des Nations-Unies votée en 1947. Cette résolution préconisait la création de l’État israélien et celle de l’État palestinien comme deux facettes d’une unique solution. La création d’un État palestinien n’est pas seulement légale au regard du droit, elle permettrait également le partage des responsabilités revenant à chacun des acteurs du conflit. Une telle création est-elle possible en l’état actuel de la situation au Moyen-Orient ? Telle est la problématique de notre étude, qui comprend deux volets, l’un théorique, l’autre pratique. L’objectif est de revoir les règles du droit international relatives aux critères de formation d’un État palestinien, d’examiner si ces règles sont respectées et de déterminer quels sont les obstacles qui compliquent l’application d’une telle création. La première partie qui consiste à s’interroger sur la formation d’un État palestinien nous mène à examiner quatre éléments : la population permanente, le territoire déterminé, le gouvernement effectif et la capacité à entrer en relation avec les autres États. L’étude de ces éléments montre que la Palestine est un embryon d’État. Même si le concept d’un État palestinien peut être envisagé en droit, qu’en est-il de sa viabilité ? La deuxième partie de notre étude porte sur les obstacles juridiques à la création d’un État palestinien. Quatre éléments qui sont l’occupation, l’édification d’un mur entre Israël et les territoires palestiniens, les colonies de peuplement israéliennes en territoire palestinien occupé incluant la question de Jérusalem et enfin le droit au retour des réfugiés sont étudiés. Il ressort de cette recherche qu’un État palestinien pourrait être créé en droit mais sa viabilité reste conditionnée au bon vouloir d’Israël sur les questions évoquées ci-dessus. Aujourd’hui, les dimensions du conflit rendent particulièrement complexe une entente entre les deux parties. Le cadre juridique international représenté par l’ONU ne peut s’appliquer au conflit israélo-palestinien que s’il bénéficie de l’appui diplomatique clair et sincère de l’ensemble des acteurs internationaux.

Qu’est-ce que l’être humain ? La question se pose depuis plusieurs millénaires. Platon n’y échappe pas et il suit l’inscription du temple de Delphes, le fameux « connais-toi toi-même », lorsqu’il cherche à mieux cerner l’homme dans ses écrits. Cette quête de l’essence de l’homme est présente à plusieurs moments de l’œuvre de Platon, mais nous sommes d’avis qu’il ne suggère jamais de définition de l’homme aussi claire que dans l’Alcibiade. Toute la fin de ce dialogue se consacre à cette question et l’on y trouve un Socrate avide de partager sa propre pensée sur le sujet. Les commentateurs de ce dialogue ne s’entendent pourtant pas sur la signification que l’on doit donner à ce développement parfois obscur sur l’essence de l’homme. Plusieurs affirment que l’homme y est présenté comme étant essentiellement son âme, d’aucuns que l’homme y est la réunion du corps et de l’âme, et d’autres encore que l’homme y est plutôt présenté comme étant la partie rationnelle de son âme. Les trois chapitres de ce mémoire présentent et analysent les arguments principaux de chaque camp dans le but de trancher la question. Il y est défendu que dans l’Alcibiade l’homme est, de manière approximative, son âme, mais que de manière plus précise, il correspond à la partie en lui qui domine, soit sa raison. Il y est également suggéré que cette conception de la nature humaine est reprise ailleurs dans le corpus platonicien.
