La constante crisis que ha atravesado la república Islámica de Afganistán, durante más de dos décadas, tiene sus cimientos en el choque entre las diferentes etnias y grupos religiosos que conforman la sociedad afgana, los cuales han conformado una larga lucha por hacerse al poder y a la dirigencia de esta nación. Pashtunes, tayikos y hazaras, son parte de la composición étnica, mientras que sunitas y chiítas por parte del Islám, y minorías budistas, hinduistas y sijs, conforman la variedad de religiones que se encuentran en este país. La mayoría de población es pashtun y sunnita, y por lo mismo la mayoría de gobiernos que han encabezado la nación afgana han sido igualmente de esta etnia y religión. A pesar de ello, se encuentran hasta hoy diferencias entre este mismo grupo que se expresan en cuán estricta debe ser regida la vida de un musulmán por el Corán y la Sharia.

La Revolución Islámica es considerada como un acontecimiento determinante para la política exterior iraní. Una de sus consecuencias directas fue el cambio radical en su formulación respecto a las potencias y a los países de su región; a partir de 1979, con la instauración del nuevo régimen islámico, se desarrolló una política que respondió a las causas revolucionarias, y se caracterizó por estar orientada a la independencia y el no alineamiento. Este documento presenta el análisis del cambio que produjo la Revolución Islámica en la formulación de la Política Exterior de Irán hacia Estados Unidos desde el periodo de la instauración de la República Islámica de Irán, hasta la muerte del Ayatolá Jomeini en 1989. Periodo durante el cual, bajo la dirección del Ayatolá, se consolidó el régimen teocrático, y se mantuvo una política exterior muy diferente, hacia las potencias y sus países vecinos, a la que se manejó durante el régimen anterior del Sha Mohammed Reza Pahlevi.

El interés de esta monografía es analizar las distintas estrategias políticas, económicas y militares que han implementado Irán, Turquía y Arabia Saudita en busca de la hegemonía de Medio Oriente. A lo largo del trabajo de investigación se analiza por medio del realismo ofensivo de John Mearsheimer las distintas estrategias de los tres Estados antes mencionados, con el fin de establecer la voluntad y las capacidades de cada uno para alcanzar la hegemonía regional. Finalmente, por medio de la medición de percepción de poder establecida por David Jablonsky se examinan las capacidades y la proyección de poder que poseen Irán, Turquía y Arabia Saudita para obtener la hegemonía de Medio Oriente.

En la presente monografía se analizarán los factores de la política exterior iraní que han incidido en la política de seguridad y defensa de Israel. Se examina y explica bajo la teoría del Realismo Ofensivo, cuyo máximo representante es John Mearsheimer, el cual expone acerca las dinámicas de los países desarrollados con respecto al ámbito de seguridad, en donde los Estados están interesados principalmente en aumentar su seguridad con el objetivo de sobrevivir, lo cual resulta incompatible con otros Estados. Por último, se identifica de forma documentada cuales son los aspectos afectados en la seguridad de Israel a partir de la política exterior del gobierno de Mahmoud Ahmadinejad y cómo el Estado judío ha utilizado otras estrategias que anteriormente no había recurrido.

We present a Bayesian image classification scheme for discriminating cloud, clear and sea-ice observations at high latitudes to improve identification of areas of clear-sky over ice-free ocean for SST retrieval. We validate the image classification against a manually classified dataset using Advanced Along Track Scanning Radiometer (AATSR) data. A three way classification scheme using a near-infrared textural feature improves classifier accuracy by 9.9 % over the nadir only version of the cloud clearing used in the ATSR Reprocessing for Climate (ARC) project in high latitude regions. The three way classification gives similar numbers of cloud and ice scenes misclassified as clear but significantly more clear-sky cases are correctly identified (89.9 % compared with 65 % for ARC). We also demonstrate the poetential of a Bayesian image classifier including information from the 0.6 micron channel to be used in sea-ice extent and ice surface temperature retrieval with 77.7 % of ice scenes correctly identified and an overall classifier accuracy of 96 %.

Patriarchal values: girls are more apt to change How has the family value system changed between generations, especially when taking into account the gender dimension? This article presents some results from a study carried outin 2007 in one village of the Gourani tribe where the people are followers of Ahle Hagh in Islamabad Gharb (west of Iran). The differences between generations (those born and raised before and after the Islamic Revolution) in patriarchal values in the family are statistically significant. The older generation opts for the man of the family to make most of the decisions; on children’s education, marriage, naming, the families expenditure, the place for residence, the social network of the family and even the number of children. The younger generation has a different value system and it has moved towards a more egalitarian type of family. With the gender variable included in the findings we see that although the values of the younger male population have evolved toward a less patriarchal decision making structure inthe family, the degree of changes among the young women is much higher. Looking into the preferences for male sex for the first child as well as a larger number of boys in the family, the difference between generations is significant. However data on the differences analyzed with the gender variable proves that the changes concerning the equality of sexes are mainly due to drastic changes in the young women’s value system. That is, the male population, young or old, still prefer to have a boy as their first born and to have more sons in the family. But the young female generation in the rural area sees less difference in having boys or girls in the family. It is concluded that reforms in the old value system is an evolving process of everyday life and that the girls are the main social force for change.

Most of water distribution systems (WDS) need rehabilitation due to aging infrastructure leading to decreasing capacity, increasing leakage and consequently low performance of the WDS. However an appropriate strategy including location and time of pipeline rehabilitation in a WDS with respect to a limited budget is the main challenge which has been addressed frequently by researchers and practitioners. On the other hand, selection of appropriate rehabilitation technique and material types is another main issue which has yet to address properly. The latter can affect the environmental impacts of a rehabilitation strategy meeting the challenges of global warming mitigation and consequent climate change. This paper presents a multi-objective optimization model for rehabilitation strategy in WDS addressing the abovementioned criteria mainly focused on greenhouse gas (GHG) emissions either directly from fossil fuel and electricity or indirectly from embodied energy of materials. Thus, the objective functions are to minimise: (1) the total cost of rehabilitation including capital and operational costs; (2) the leakage amount; (3) GHG emissions. The Pareto optimal front containing optimal solutions is determined using Non-dominated Sorting Genetic Algorithm NSGA-II. Decision variables in this optimisation problem are classified into a number of groups as: (1) percentage proportion of each rehabilitation technique each year; (2) material types of new pipeline for rehabilitation each year. Rehabilitation techniques used here includes replacement, rehabilitation and lining, cleaning, pipe duplication. The developed model is demonstrated through its application to a Mahalat WDS located in central part of Iran. The rehabilitation strategy is analysed for a 40 year planning horizon. A number of conventional techniques for selecting pipes for rehabilitation are analysed in this study. The results show that the optimal rehabilitation strategy considering GHG emissions is able to successfully save the total expenses, efficiently decrease the leakage amount from the WDS whilst meeting environmental criteria.

O presente trabalho visa analisar quais os efeitos das sanções impostas pelos Estados Unidos da América, União Europeia e Conselho de Segurança das Nações Unidas contra a sociedade civil da República Islâmica do Irã. Inicialmente será abordado o histórico da construção das sanções, observando como se deu a relação entre os EUA e o Irã após 1979 até a imposição das mais recentes sanções, com ênfase no período pós-2009, época que apresenta uma mudança no comportamento das entidades sancionadoras. Vê-se que a política norte-americana para o Irã sempre foi baseada na dualidade entre diálogo e pressões econômicas, sendo este ultimo utilizado como ferramenta para desenvolvimento do primeiro. Em seguida se analisará todo o arcabouço jurídico construído com vistas a restringir a capacidade econômica iraniana e consequentemente sua capacidade de desenvolver seu programa nuclear. Neste capitulo é observada a amplitude que alcançaram as sanções e como estas buscam apesar de tudo gerar mecanismos de alivio a sociedade civil, deixando transparecer um discurso humanitário. O ultimo capitulo terá como ênfase os impactos das sanções na sociedade civil, nele será demonstrado que apesar das exceções legislativas, a população iraniana tem sido amplamente afetada. Através da analise de depoimentos e de noticias de periódicos serão vistas quais foram esses impactos e sua extensão. Por fim faremos um breve balanço do que fora apresentado, refletindo se quais os resultados alcançados pelas sanções e se eles superam os custos sociais impostos a população iraniana.

The recent rapprochement between Iran and the United States after Hassan Rouhani was elected president in June 2013 may represent an important geopolitical shift that would alter the politics of the Middle East. The main purpose of this paper is to evaluate this political shift, examine whether the interim nuclear agreement between Iran and the United States would lead to some structural shifts in the Middle East, and analyze to what extent this change can be sustainable for both sides. The main Part of this paper is divided into three sections. The first section examines in detail the process of Iran's Presidential election in June 2013, especially the sudden change of atmosphere which took place just three days before election day. The second section is devoted to analyzing the Obama administration’s shift to diplomacy with Iran. And the third section treats the on-going nuclear negotiations between Iran and P5+1, which is expected to reach a comprehensive solution. The paper argues that the dramatic shift in the US policy toward Iran is not limited to the bilateral relationships between the US and Iran, but it is related to several key issues in the Middle East, in particular to those in Syria, Iraq and Afghanistan. This changing process in Iranian politics and the path to diplomacy is profitable for Japanese national interest, and that Japan should also contribute to Iran's return to the international community.

It is a well-known and well-studied fact that after the 1979 revolution, Iran's economy went through a process of fundamental change and as a result a totally different economic system was established. Among the most remarkable changes was the emergence of so-called para-statal organizations, which were supervised by some institution within the state, while not being controlled by the government. Because of their politically strong position, they enjoy many privileges such as tax exemption or easy access to credit. Although deeply regarded as one of the most striking features of the postrevolution economic system, published studies about para-statal entities have been very limited so far. In this paper, I will focus on one of the biggest para-statal organizations, Mostaz`afan (Oppressed) Foundation. I will attempt to examine the historical and political background behind the formation and transformation of this conglomerate, its system of corporate governance, and its economic scale and scope over the past 35 years. Para-statal conglomerates together with state owned companies are going to be the two most important pillars of Iran's economy in the foreseeable future. Understanding their history will not only help us learn about the current economic system of Iran, but also give us some insight into the future of the economy, too.

We propose a simple yet efficient method for generating in-plane hollow beams with a nearly full circular light shell without the contribution of backward propagating waves. The method relies on modulating the phase in the near field of a centrosymmetric optical wave front, such as that from a high-numerical-aperture focused wave field. We illustrate how beam acceleration may be carried out by using an ultranarrow non-flat meta-surface formed by engineered plasmonic nanoslits. A mirror-symmetric, with respect to the optical axis, circular caustic surface is numerically demonstrated that can be used as an optical bottle.
