In the contemporary world, the Internet enables the development of a Collaborative Web where the decentralization and sharing of information and knowledge generate new cultural configurations of increasing representation in informational flows. In this environment, collaboration and remix practices are covered by a legislation established for another context, and an imbalance is created between what is provided by the technology and what is established by Copyright. Therefore, it is necessary to address, under the perspective of the third time in Information Science, contemporary issues concerning creation, recreation, use, reuse, sharing and dissemination of intellectual content under the legislation which regulates them. This article seeks to highlight the dilemma that contemporaneity is experiencing and how important is for both society as a whole and specially the professional of Information Science to know the legal conditions for the processes of generating, processing, using, recovering and, especially, re-using information on the Web at a larger scale. The Creative Commons licenses are emerging alternatives that offer individuals options to become not only users but also holders and creators of intellectual content under legal conditions.

Due to the considerations on the Legal Forest Reserve, the aim of this paper is to show the distribution of the farming areas in the region and their application â especially natural forests. Also, to compare the municipal values with those stated in the Brazilian Forest Code in order to analyze the process of implementing 20% of forest area in relation to the total farming area, at municipal and regional levels, not considering the areas of each of the farms nor the watershed to which they belong with the Brazilian Forestry Code. The work results show that all municipalities in the region of Botucatu do not have forest areas equal or greater than 20% of total area. Therefore, a non-exploratory reforestation procedure will have to be implemented to follow legal requirements. Finally, the results show that the city of Areiópolis will face the greatest difficulties in implementing the 20% of forests with regard to the Legal Forest Reserve, until 2021, when the deadline stated by the Legal Code expires. According to the same variables, the municipalities of Anhembi, Conchas, Laranjal Paulista, Pereiras, Pratânia and São Manuel will face medium-level difficulties, whereas Bofete, Botucatu, Itatinga and Pardinho will implement it the easiest way.

The protection of the fundamental human values (life, bodily integrity, human dignity, privacy) becomes imperative with the rapid progress in modern biotechnology, which can result in major alterations in the genetic make-up of organisms. It has become possible to insert human genes into pigs so that their internal organs coated in human proteins are more suitable for transplantation into humans (xenotransplantation), and micro-organisms that cam make insulin have been created, thus changing the genetic make-up of humans. At the end of the 1980s, the Central and Eastern European (CEE) countries either initiated new legislation or started to amend existing laws in this area (clinical testing of drugs, experiments on man, prenatal genetic diagnosis, legal protection of the embryo/foetus, etc.). The analysis here indicates that the CEE countries have not sufficiently adjusted their regulations to the findings of modern biotechnology, either because of the relatively short period they have had to do so, or because there are no definite answers to the questions which modern biotechnology has raised (ethical aspects of xenotransplantation, or of the use of live-aborted embryonic or foetal tissue in neuro-transplantation, etc.). In order to harmonise the existing regulations in CEE countries with respect to the EU and supranational contexts, two critical issues should be taken into consideration. The first is the necessity for CEE countries to recognise the place of humans within the achievements of modern biotechnology (a broader affirmation of the principle of autonomy, an explicit ban on the violation of the genetic identity of either born or unborn life, etc.). The second concerns the definition of the status of different biotechnological procedures and their permissibility (gene therapy, therapeutic genomes, xenotransplantation, etc.). The road towards such answers may be more easily identified once all CEE countries become members of the Council of Europe and express their wish to join the EU, which in turn presupposes taking over the entire body of EU legislation.
