Este artigo discute o desenvolvimento dos modelos institucionais atuais de proteção do patrimônio cultural, apresentando alguns problemas que trazem novos sentidos aos trabalhos dedicados à memória social, especialmente em países como o Brasil. Criados com a construção do Estado Nacional esses modelos fundavam-se na idéia de cidadania e nos laços da comunidade nacional. A globalização das relações econômicas, sociais e culturais enfraqueceram o papel das nações como espaços privilegiados de coesão social provocando repercussões imediatas nas políticas de proteção ao patrimônio que, agora, precisam ter foco sobre as sociedades locais.

The territorial approach of development took an important place in the public politics of the State, also guiding the actions originated from different organizations of the society. The territorial focus, infl uenced by the analysis related to the industrial districts, is highlighted as a specifi c form to dealing with process and situations spatially delimited. In Brazil, the Secretary of Territorial Development, linked to the Ministry of Agrarian Development, since 2003, has adopted it strategically through the Programa Nacional de Desenvolvimento Sustentável dos Territórios Rurais (PRONAT). In 2008, had occurs the implantation of the Programa Territórios da Cidadania, a part of the PRONAT and of the rural development politic directed to the dynamization of the depressed territories constituted by small counties that cover rural and urban areas and activities, overcoming the focus on the rural world. The analysis of the assumptions underlying to the adoption of this strategy on the politic of the rural development in Brazil made through the study of the constitution of the Território Integração Norte Pioneiro (PR), which indicates that the focus of this politic falls more on the effectiveness of the decentralization than the concretization, and implementation, of the social management.

My purpose in this essay is to explore how ideas about women and development are created and circulated at the moment of consumption of wares produced at a women's development project in Nepal. I analyze the project as an example of the ways that women's development is an object of material and discursive consumption. Artifacts produced and sold by Nepali women, and purchased by tourists from the "first world," become part of an international exchange of power, money, and meaning. Based on a survey of consumers and ethnographic observations, I conclude that feminist tourists forge relations with disempowered "Others" through the pleasurable activity of an alienated market transaction. Consumers of crafts produced at a women's development project assume a position of empowerment and enlightenment, ready to help out their "women" counterparts through their support of an enterprise with circular logic: within the industry of development (although not necessarily for feminist tourists themselves), at least one of the central projects of development is the development project itself. At the same time, feminist tourists locate themselves outside the oppressive structures and ideologies affecting their "third-world sisters." This is a relation of sympathy and imagined empathy, with no sense of differential location within systems of oppression. They fail to examine or articulate the global link between their own purchasing power and local living conditions of Maithil women; the connection is effectively built out of the discourse.

In his compelling case study of local governance and community safety in the UK Thames Valley, Kevin Stenson makes several important contributions to the field of governmentality studies. While the paper’s merits are far-reaching, to this reader’s assessment they can be summarized in the following key areas: 1) Empirically, the article enhances our knowledge of the political economic transformation of a region otherwise overlooked in social science research ; 2) Conceptually, Stenson offers several theoretical and analytical refrains that, while becoming increasingly commonplace, are nonetheless still germane and rightly oriented to offer push back against otherwise totalizing, reified accounts of roll back/roll out neoliberalism. A welcomed new approach is offered as a corrective, The Realist Governmentality perspective, which emphasizes the interrelated and co-constitutive nature of politics, local culture, and habitus in processes related to the restructuring of social governance; 3) Methodologically, the paper makes a pitch for the ways in which finely grained, nuanced, mixed-method/ethnographic analyses have the potential to further problematize and recast a field of governmentality studies far too often dominated by discursive and textual approaches.

This article analyses the use of the Programme for International Student Assessment (PISA) and other evidence in educational policy discourse in the context of direct-democratic votes in Switzerland. The results of a quantitative content analysis show that PISA is used by all actors to support a wide range of policy measures and ideological positions. Other evidence, however, is only used to support single specific policy positions. These findings demonstrate the ubiquity of PISA. The article discusses these results in view of the question of whether the incorporation of evidence into policy debates contributes to informed discourse.

Esta tese tem como tema principal o discurso ambiental local. Trata-se de uma proposta de análise, que pode ser aplicada a este tipo de discurso em qualquer localidade, e um estudo de caso, que aplicou a análise proposta na tese. O objetivo geral desta pesquisa foi analisar a informação local sobre meio ambiente veiculada por meio dos discursos jornalístico, político e empresarial, estabelecendo relações históricas, sociais e ideológicas do discurso ambiental que permeiam as três áreas em questão. A metodologia incluiu três fases: pesquisa bibliográfica e revisão de literatura sobre os principais conceitos levantados no trabalho; levantamento de discursos locais disponíveis na mídia para análise no estudo de caso; análise dos discursos a partir de protocolo elaborado com base na Análise do Discurso de linha francesa. O estudo de caso traz a análise do discurso ambiental no município de Frutal-MG, onde hoje estão em andamento várias pesquisas e projetos na área ambiental. A principal conclusão do trabalho confirma a hipótese da pesquisa de que a informação ambiental fruto dos discursos político, jornalístico e empresarial em âmbito local tem caráter predominantemente situacional, mercadológico e propagandístico, pouco focada em conscientizar e educar e com ênfase em interesses comerciais e eleitorais e na resolução de problemas emergenciais.

This thesis examines three different kinds of socio-political rewritings of Greek and Roman tragedies – Sarah Kane’s “Phaedra’s Love”, Tony Harrison’s “Prometheus”, and Martin Crimp’s “Cruel and Tender” – written, staged or screened in Britain (and, more precisely, England) between 1996 and 2004. Offering close readings of these re-visionary appropriations, this dissertation analyses some of the innumerable and unexpected forms that ancient tragedy can assume today. In particular, it explores how three talented British authors have subverted the conventions of the noblest literary and dramatic genre in order to (re)write contemporaneity in ways that oscillate between the personal and the public, the local and the global, the national and the transnational.

International donors and state bureaucrats in the developing world have promoted decentralization reform as the primary means to achieve equitable, efficient and sustainable natural resource management. Relatively few studies, however, consider the power interests at stake. Why do state agencies decentralize power, what political patterns unfold, and how do outcomes affect the responses of resource users? This paper explores decentralization reform by investigating the political processes behind the Philippine state's decisions to transfer authority over national parks management to local government units. Drawing on a case of devolved management at Puerto Princesa Subterranean River National Park, Palawan Island, we examine how political motives situated at different institutional scales affect the broader process of decentralization, the structure of management institutions, and overall livelihood security. We demonstrate how power struggles between the Philippine state and City Government of Palawan over the right to manage the national park have impacted the livelihood support offered by community-based conservation. Este estudo analisa a mídia impressa local produzida no lado brasileiro da Tríplice Fronteira, região limítrofe entre Brasil, Paraguai e Argentina e toma como exemplar o jornal brasileiro A Gazeta do Iguaçu, editado na cidade de Foz do Iguaçu, PR, que compõe a área trinacional. Os principais objetivos são analisar as características desta mídia local, a incidência de notícias sobre a fronteira, o relacionamento daquele veículo com as comunidades e com os grupos humanos que vivem na região, bem como o grau de influência e o nível de comprometimento do jornal com a política de Foz do Iguaçu. A base teóricometodológica constituiu-se de bibliografia sobre a questão global- local, dos estudos sobre multiculturalismo e diversidade cultural (estudos culturais), e dos questionamentos acerca de comunicação local e regional. As técnicas utilizadas foram, além da revisão bibliográfica, a análise de conteúdo do jornal A Gazeta do Iguaçu e entrevistas semi-estruturadas. Dentre as conclusões encontradas, verificou-se que a cobertura da fronteira é uma pauta prioritária, mas que ao mesmo tempo, perde espaço para o jornalismo de opinião, através das diversas colunas de opinião e sociais, que ocupam a maior parte do noticiário cotidiano local.(AU)
