The terms ‘literacy’ and ‘technology’ remain highly contentious within the field of education. What is meant by ‘literacy’ and the methods used to measure it vary quite markedly in educational and historical contexts across the world. Similarly, while there is a shared concern to research the potential impact of new information and communication technologies (ICTs) on patterns of teaching and learning, there are major discrepancies about which aspects and uses of these technologies should be incorporated into formal learning environments and how this can be accomplished. While government policy makers tend to regard ICTs in relation to ideas of ‘smartness’, efficiency, and the ‘knowledge’ (or ‘new’) economy, educators and educational researchers promote them as offering new tools for learning and critical thinking and the development of new literacies and socio-cultural identities. This clearly has ramifications for the ways literacy is taught and conceptualised throughout the years of schooling, K-12. Outside school, meanwhile, students engage with ICTs on another level entirely, as tools for the maintenance of social networks, for leisure, and for learning and participating in the cultures of their peers. Whatever the differences in perspective, it remains the case that a society’s dominant understandings about literacy and technology will have significant implications for the development of school curriculum.

[Es] Este estudio analiza la opinión de los alumnos de diferentes licenciaturas sobre la utilidad didáctica de las tecnologías de la información y comunicación (TICs) en la universidad. Se utilizaron páginas web y el correo electrónico para facilitar diferentes herramientas educativas (guiones docentes, artículos, páginas web, trabajos prácticos y bibliografía). Los análisis univariante y multivariante de los datos obtenidos de las encuestas realizadas a los estudiantes al inicio y final de la asignatura, demuestran que, con independencia de la titulación, el 64% del alumnado considera que la utilización de las TICs mejora la comunicación alumno – profesor, e incrementa la motivación y la participación activa del estudiante.

As transformações sociais advindas da popularização de Tecnologias da Informação e Comunicação (TICs) como a Internet são flagrantes. E a regulamentação destas novas práticas deve ser condizente com as peculiaridades das relações jurídicas desenvolvidas neste âmbito. Este trabalho visa analisar o problema da responsabilidade civil por danos à pessoa humana sofridos no âmbito dos sites de redes sociais pela criação e uso de perfis falsos. Assim, primeiramente, faz-se uma análise introdutória do fenômeno da Internet e das visões sobre as possíveis formas de regulamentação jurídica das condutas praticadas por meio da Rede. Posteriormente, adstringe-se à temática dos danos morais, buscando-se conceituá-los sob a ótica civil constitucional, como danos à pessoa humana. Finalmente, chega-se ao estudo dos perfis falsos, enfrentando-se a problemática dos danos morais sofridos por seu manejo. São desdobradas em três subproblemas: se são ou não capazes civilmente os usuários, chegando-se ao estudo dos perfis de menores de idade; se existem ou não as pessoas representadas nos perfis, subdividindo-se a análise nas hipóteses de perfis criados em roubo de identidade e perfis que representem criações intelectuais e; se estão ou não vivas as pessoas descritas nos perfis, trazendo-se à baila a hipótese dos perfis de pessoas falecidas.

Este trabalho buscou compartilhar o debate sobre as metamorfoses e singularidades das rádios comunitárias e a utilização das Tecnologias de Informação e Comunicação (TICs) como linha de fuga capaz de desterritorializar a comunicação comunitária. Guattari, Deleuze e Negri foram os principais referenciais teóricos com que trabalhamos. Fizemos entrevistas com personagens vinculados ao serviço de radiodifusão comunitária no Rio de Janeiro. O cruzamento destes autores com as entrevistas e apreciação de outros materiais teóricos nos permitiu pensar as implicações do uso da internet como mais um meio para o serviço de radiodifusão ser transmitido. Sendo capaz de ampliar as idéias e experiências, podendo fazer parte da rede de produção colaborativa promovida pelo ciberespaço. O esboço deste estudo nos mostrou que a comunicação popular tende a ser encarada erradamente na esfera da ilegalidade, mas os benefícios e a aceitação da comunidade constituem a sua legitimidade. Os dados empíricos revelam que a Lei 9612/98 apesar de legalizar as rádios comunitárias tende exercer um papel castrador. Esta imagem nos leva a pensar o uso das ferramentas da internet como ação política capaz de contribuir para ser mais um espaço de atuação das rádios comunitárias, colaborando para democratização da comunicação.

It has been proposed that the field of appropriate technology (AT) - small-scale, energy efficient and low-cost solutions, can be of tremendous assistance in many of the sustainable development challenges, such as food and water security, health, shelter, education and work opportunities. Unfortunately, there has not yet been a significant uptake of AT by organizations, researchers, policy makers or the mainstream public working in the many areas of the development sector. Some of the biggest barriers to higher AT engagement include: 1) AT perceived as inferior or ‘poor persons technology’, 2) questions of technological robustness, design, fit and transferability, 3) funding, 4) institutional support, as well as 5) general barriers associated with tackling rural poverty. With the rise of information and communication technologies (ICTs) for online networking and knowledge sharing, the possibilities to tap into the collaborative open-access and open-source AT are growing, and so is the prospect for collective poverty reducing strategies, enhancement of entrepreneurship, communications, education and a diffusion of life-changing technologies. In short, the same collaborative philosophy employed in the success of open source software can be applied to hardware design of technologies to improve sustainable development efforts worldwide. To analyze current barriers to open source appropriate technology (OSAT) and explore opportunities to overcome such obstacles, a series of interviews with researchers and organizations working in the field of AT were conducted. The results of the interviews confirmed the majority of literature identified barriers, but also revealed that the most pressing problem for organizations and researchers currently working in the field of AT is the need for much better communication and collaboration to share the knowledge and resources and work in partnership. In addition, interviews showcased general receptiveness to the principles of collaborative innovation and open source on the ground level. A much greater focus on networking, collaboration, demand-led innovation, community participation, and the inclusion of educational institutions through student involvement can be of significant help to build the necessary knowledge base, networks and the critical mass exposure for the growth of appropriate technology.

Information and Communication Technologies (ICTs) have a dramatic impact on the tourism industry because they force this sector as a whole to rethink the way in which it organises its business . In the light of such rethinking within the tourism industry, this study has focussed on the Small and Medium Tourism Enterprises (SMTEs) in two island destinations, namely Mauritius and Andaman Islands, India.Suggestions. The findings conceming SMTEs in Mauritius and Andaman Islands have been compared to make some destination-specific inferences. The relevance of the findings has been discussed with reference to the SMTEs in the two destinations as well as the possible acceptability in other comparable settings. Suggestions have been made for further research in SMTEs’ use of the Internet for marketing function.

The Knowledge Economy favours high skilled and adaptable workers, typically those with a degree. Information and Communication Technologies (ICTs) have the potential to extend educational opportunities through e-Learning. In Sri Lanka efforts have been made to employ ICTs in this way. The case study of Orange Valley University (pseudonymous) is presented, exploring the impact of ICT-based distance education on access to higher education. This ethnographic research employed questionnaires, qualitative interviews and documentary analysis. Online learning was found to appeal to a specific segment of the population. Flexibility and prestige were found to be important influences on programme selection. The majority possessed resources and skills for e-Learning; access and quality issues were considered.

Estudiosos dos campos da Educação, da Linguística Aplicada e da Formação de Professores de Línguas insistem hoje na grande importância da inclusão de Tecnologias de Informação e Comunicação (TICs) na formação inicial, bem como na necessidade de promover o desenvolvimento do pensamento crítico-reflexivo dos futuros professores. Tomando como pressupostos teóricos estudos acerca das características da sociedade de informação, dos ambientes virtuais e da formação de professores, este trabalho tem como objetivo discutir possibilidades oferecidas pela plataforma Moodle de aprendizagem na formação inicial de professores de alemão. Para tanto, apresentaremos diferentes formas de uso de ambientes virtuais e de ferramentas neles disponíveis, que demonstraram ser de grande valor no processo de formação de licenciandos, tanto em língua alemã, quanto durante suas práticas iniciais. As experiências apontam para um valor inestimável de ambientes virtuais no acompanhamento de licenciandos no processo de aprendizagem da língua e nas primeiras experiências com a docência.

This paper addresses the relationship of copyright and the right of universities on scientific production. Information and Communication Technologies (ICTs) are causing many changes in the system of scientific communication, such as the creation of Institutional Repositories that aim to gather scientific production in digital format. The University needs quicker ways of spreading academic production and many questions are emerging due to contexts such as the Open Access movement. Thus, this paper questions the positioning of Universities, especially Public Universities, which despite having policies related to intellectual property to protect the transferring forms of research results to society; many times do not have a positioning or a mechanism that regulates the self-deposit of scientific production in these Institutional Repositories. In order to develop this paper, the following issues are addressed: lack of interest of the University in storing scientific production; reports on the relationship of the library with scientific publishing houses; the participation of faculty members and students in supporting the Free Access movement; and initiatives aimed at greater flexibility of copyright to the context of scientific production. In order to follow the development of these issues at international level, it was opted for qualitative research with non-participating direct observation to carry out the identification and description of copyright policy of important publishers from the ROMEO SHERPA site; therefore, it can be observed that there are changes regarding the publishers' flexibility before self-archiving of authors in open access institutional repositories in their universities. Given this scenario, we presente reflections and considerations that involve the progress and mainly the integration of the University and its faculty members; the institution should recommend and guide its faculty members not to transfer their copyrights, but to defend their right of copy to Institutional Repositories along with Publishing Houses.
