Tomando la perspectiva de la ecología política, el artículo analiza los conflictos socioambientales que contextualizaron la sanción de la Ley de Ordenamiento Territorial de Bosques Nativos de la Provincia de Córdoba (Ley 9814/2010). Se caracterizan los actores sociales en disputa y sus lógicas e intereses en juego, y se analizan los argumentos que justificaron las posiciones que asumieron durante el conflicto que precedió a la sanción de la ley. Se identifican las alianzas generadas a fin de constituir grupos de interés para accionar políticamente en la arena legislativa, y se contextualiza la disputa local/provincial en el modelo agropecuario dominante a nivel nacional/global. El trabajo concluye que la ley expresa una alianza de poder consolidada históricamente entre los sectores hegemónicos de poder económico y político local, quienes usan y construyen el marco institucional del Estado en su propio beneficio sin importar los costos ambientales y sociales. Esta alianza contribuye a debilitar las demandas y derechos de los sectores más vulnerables de la sociedad, desconoce los procesos de participación ciudadana y compromete la oferta futura de servicios ambientales por parte del bosque nativo

Habiéndose instalado como principio operativo hegemónico a nivel mundial, la perspectiva del desarrollo sustentable rige actualmente las políticas medioambientales en Argentina. La gestión integral de residuos sólidos urbanos (GIRSU) es consecuente con la idea de compatibilidad entre conservación del medio ambiente y crecimiento económico que postula el desarrollo sustentable. La Estrategia Nacional que busca instalarla en el país menciona una serie de fases dentro de las cuales se encuentra la segregación en origen. Por lo tanto, el programa de Separación de basura en origen implementado por la Municipalidad de La Plata desde 2008, parecería responder a dicha propuesta. Sin embargo, la ausencia de un marco normativo correspondiente y de una política que contemple la totalidad de las etapas de gestión de la basura, hacen del programa una fase operativa desvinculada del proceso global de GIRSU. Entonces, partiendo del enfoque conceptual de la Sociología Medioambiental, esta investigación busca dar cuenta del posicionamiento actual de la población respecto de la cuestión del medio ambiente y del RSU a través de reconocer las opiniones, actitudes y prácticas de los ciudadanos de La Plata en torno al ambiente en general y al RSU en particular en el marco del programa de separación de basura en origen. Mediante la indagación de la opinión pública a través de un cuestionario semiestructurado, se llega a la conclusión de que existe entre la población de La Plata un alto conocimiento aunque escasa participación en el Programa de Separación de Basura en Origen. Sin embargo, el alto porcentaje de población que realiza un tipo alternativo de segregación de basura domiciliaria, demuestra una fuerte predisposición entre la población frente a dicha práctica. Por otro lado, si bien la población sostiene un discurso y unas prácticas altamente conservacionistas, los 3 mismos no implican necesariamente una conciencia y prácticas activas de índole conservacionista, no existiendo un activismo conservacionista propiamente dicho

The dataset is based on samples collected in the summer of 2002 in the Western Black Sea in front of Bulgaria coast. The whole dataset is composed of 47 samples (from 19 stations of National Monitoring Grid) with data of mesozooplankton species composition abundance and biomass. Sampling for zooplankton was performed from bottom up to the surface at depths depending on water column stratification and the thermocline depth. Zooplankton samples were collected with vertical closing Juday net,diameter - 36cm, mesh size 150 µm. Tows were performed from surface down to bottom meters depths in discrete layers. Samples were preserved by a 4% formaldehyde sea water buffered solution. Sampling volume was estimated by multiplying the mouth area with the wire length. Mesozooplankton abundance: The collected material was analysed using the method of Domov (1959). Samples were brought to volume of 25-30 ml depending upon zooplankton density and mixed intensively until all organisms were distributed randomly in the sample volume. After that 5 ml of sample was taken and poured in the counting chamber which is a rectangle form for taxomomic identification and count. Large (> 1 mm body length) and not abundant species were calculated in whole sample. Counting and measuring of organisms were made in the Dimov chamber under the stereomicroscope to the lowest taxon possible. Taxonomic identification was done at the Institute of Oceanology by Lyudmila Kamburska using the relevant taxonomic literature (Mordukhay-Boltovskoy, F.D. (Ed.). 1968, 1969,1972). Taxon-specific abundance: The collected material was analysed using the method of Domov (1959). Samples were brought to volume of 25-30 ml depending upon zooplankton density and mixed intensively until all organisms were distributed randomly in the sample volume. After that 5 ml of sample was taken and poured in the counting chamber which is a rectangle form for taxomomic identification and count. Copepods and Cladoceras were identified and enumerated; the other mesozooplankters were identified and enumerated at higher taxonomic level (commonly named as mesozooplankton groups). Large (> 1 mm body length) and not abundant species were calculated in whole sample. Counting and measuring of organisms were made in the Dimov chamber under the stereomicroscope to the lowest taxon possible. Taxonomic identification was done at the Institute of Oceanology by Lyudmila Kamburska using the relevant taxonomic literature (Mordukhay-Boltovskoy, F.D. (Ed.). 1968, 1969,1972).

This paper examines concerns about the impact that TTIP could have on existing and future climate policies and laws from the inclusion of provisions on investment protection including investor-to-State dispute settlement (ISDS), the reduction of non-tariff barriers and the introduction of rules for trade in energy and raw materials. It argues that from an environmental perspective, ISDS should not necessarily be seen as a regime that goes against the defence of the environment or prevention of climate change. Although it might be used to challenge policies of an EU home State that increase levels of environmental protection, it can also be used to contest changes in an EU home State’s environmental policies that would reduce the protection of the environment, if foreign investment is affected. To a large extent, this also holds true for other areas of TTIP negotiations. While the achievement of a balance between rules that promote trade and those that maintain policy space for governments to respond to environmental concerns has to be closely monitored, benefits for climate could be seized from harmonisation of carbon laws at the level of the strictest regulations of two parties, provisions that promote trade in low carbon technologies and renewable energy and bilateral cooperation on climate change.

The dataset is composed of 41 samples from 10 stations. The phytoplankton samples were collected by 5l Niskin bottles attached to the CTD system. The sampling depths were selected according to the CTD profile and the in situ fluorometer readings: surface, temperature, salinity and fluorescence gradients and 1 m above the bottom. At some stations phytoplankton net samples (20 µm mesh-size) were collected to assist species biodiversity examination. The samples (1l sea water) were preserved in 4% buffered to pH 8-8.2 with disodiumtetraborate formaldehyde solution and stored in plastic containers. On board at each station few live samples were qualitatively examined under microscope for preliminary analysis of taxonomic composition and dominant species. The taxon-specific phytoplankton abundance samples were concentrated down to 50 cm**3 by slow decantation after storage for 20 days in a cool and dark place. The species identification was done under light microscope OLIMPUS-BS41 connected to a video-interactive image analysis system at magnification of the ocular 10X and objective - 40X. A Sedgwick-Rafter camera (1ml) was used for counting. 400 specimen were counted for each sample, while rare and large species were checked in the whole sample (Manual of phytoplankton, 2005). Species identification was mainly after Carmelo T. (1997) and Fukuyo, Y. (2000). Total phytoplankton abundance was calculated as sum of taxon-specific abundances. Total phytoplankton biomass was calculated as sum of taxon-specific biomasses. The cell biovolume was determined based on morpho-metric measurement of phytoplankton units and the corresponding geometric shapes as described in detail in (Edier, 1979).

In the early stages of the development of Japan’s environmental policy, sulfur oxide (SOx) emissions, which seriously damage health, was the most important air pollution problem. In the second half of the 1960s and the first half of the 1970s, the measures against SOx emissions progressed quickly, and these emissions were reduced drastically. The most important factor of the reduction was the conversion to a low-sulfur fuel for large-scale fuel users, such as the electric power industry. However, industries started conversion to low-sulfur fuel not due to environmental concerns, but simply to reduce costs. Furthermore, the interaction among the various interests of the electric power industry, oil refineries, the central government, local governments, and citizens over the energy and environmental policies led to the measures against SOx emissions by fuel conversion.

The municipalities have the main tool to address climate change to their own municipal powers. In our country, these are defined in the Basic Law of Local Government and the Regulatory Law of Local Finances. This article analyzes the performance capability of these competencies within the field of European environmental policies, analyzing their complementarity with the Thematic Strategy VI Climate Change Action Programme Environment of the European Union (2002). This is done by searching the areas of municipal responsibilities in the program and analyzing the importance in each of the various fields. This will define the areas in which municipalities have a greater capacity to reduce emissions under the European program Los ayuntamientos cuentan como principal herramienta para hacer frente al Cambio Climático sus propias competencias municipales. En nuestro país vienen fijadas en la Ley de Bases del Régimen Local y la Ley Reguladora de las Haciendas Locales. Este artículo analiza la capacidad de actuación de estas competencias dentro del ámbito de las políticas ambientales europeas, analizando su complementariedad con la Estrategia Temática del Cambio Climático del VI Programa de Acción en Materia de Medio Ambiente de la Unión Europea (2002). La metodología consiste en buscar los ámbitos de las competencias municipales en dicho programa, analizando la importancia en cada uno de los distintos campos. De este modo se definen los campos en los cuales los ayuntamientos cuentan con una mayor capacidad para disminuir las emisiones en relación con el programa europeo

For the decades to come can be foreseen that electricity and water will keep be playing a key role in the countries development, both can be considered the most important energy vectors and its control can be crucial for governments, companies and leaders in general. Energy is essential for all human activities and its availability is critical to economic and social development. In particular, electricity, a form of energy, is required to produce goods, to provide medical assistance and basic civic services in education, to assure availability of clean water, to create conducive environment for prosperity and improvement, and to keep an acceptable quality of life. The way in which electricity is generated from different resources varies through the different countries. Nuclear energy controlled within reactors to steam production, gas, fuel-oil and coal fired in power stations, water, solar and wind energy among others are employed, sometimes not very efficiently, to produce electricity. The so call energy mix of an individual country is formed up by the contribution of each resource or form of energy to the electricity generation market of the so country. During the last decade the establishment of proper energy mixes for countries has gained much importance, and energy drivers should enforce long term plans and policies. Hints, reports and guides giving tracks on energy resources contribution are been developed by noticeable organisations like the IEA (International Energy Agency) or the IAEA (International Atomic Energy Agency) and the WEC (World Energy Council). This paper evaluates energy issues the market and countries are facing today regarding energy mix scheduling and panorama. This paper revises and seeks to improve methodology available that are applicable on energy mix plan definition. Key Factors are identified, established and assessed through this paper for the common implementation, the themes driving the future energy mix methodology proposal. Those have a clear influence and are closely related to future environmental policies. Key Factors take into consideration sustainability, energy security, social and economic growth, climate change, air quality and social stability. Durante las últimas décadas el objetivo principal de la silvicultura y la gestión forestal en Europa ha pasado de ser la producción de madera a ser la gestión sostenible de los ecosistemas, por lo que se deben considerar todos los bienes y servicios que proporcionan los bosques. En consecuencia, es necesario contar con información forestal periódica de diversos indicadores forestales a nivel europeo para apoyar el desarrollo y la implementación de políticas medioambientales y que se realice una gestión adecuada. Para ello, se requiere un seguimiento intensivo sobre el estado de los bosques, por lo que los Inventarios Forestales Nacionales (IFN), (principal fuente de información forestal a gran escala), han aumentado el número de variables muestreadas para cumplir con los crecientes requerimientos de información. Sin embargo, las estimaciones proporcionadas por los diferentes países no son fácilmente comparables debido a las diferencias en las definiciones, los diseños de muestreo, las variables medidas y los protocolos de medición. Por esto, la armonización de los datos que proporcionan los diferentes países es fundamental para la contar con una información forestal sólida y fiable en la Unión europea (UE). La presente tesis tiene dos objetivos principales: (i) establecer el diseño de una metodología para evaluar la biodiversidad forestal en el marco del Inventario forestal nacional de España teniendo en cuenta las diferentes iniciativas nacionales e internacionales, con el objetivo de producir estimaciones comparables con las de otros países de la UE y (ii) armonizar los indicadores más relevantes para satisfacer los requerimientos nacionales e internacionales. Como consecuencia del estudio realizado para alcanzar el primer objetivo, la metodología diseñada para estimar la biodiversidad fue adoptada por el Tercer Inventario forestal nacional. Ésta se componía de indicadores agrupados en: cobertura del suelo, composición de árboles y especies de arbustos, riqueza de especies herbáceas y helechos, especies amenazadas, estructura, madera muerta, y líquenes epífitos. Tras el análisis del diseño metodológico y de los datos proporcionados, se observó la conveniencia de modificarla con el fin de optimizar los costes, viabilidad, calidad y cantidad de los datos registrados. En consecuencia, en el Cuarto Inventario Forestal Nacional se aplica una metodología modificada, puesto que se eliminó el muestreo de especies herbáceas y helechos, de líquenes epífitos y de especies amenazadas, se modificaron los protocolos de la toma de datos de estructura y madera muerta y se añadió el muestreo de especies invasoras, edad, ramoneo y grado de naturalidad de la masa. En lo que se refiere al segundo objetivo, se ha avanzado en la armonización de tres grupos de variables considerados como relevantes en el marco de los IFN: los indicadores de vegetación no arbórea (que juegan un papel relevante en los ecosistemas, es donde existe la mayor diversidad de plantas y hasta ahora no se conocían los datos muestreados en los IFN), la determinación de los árboles añosos (que tienen un importante papel como nicho ecológico y su identificación es especialmente relevante para la evaluación de la biodiversidad forestal) y el bosque disponible para el suministro de madera (indicador básico de los requerimientos internacionales de información forestal). Se llevó a cabo un estudio completo de la posible armonización de los indicadores de la vegetación no arbórea en los IFN. Para ello, se identificaron y analizaron las diferentes definiciones y diseños de muestreo empleados por los IFN, se establecieron definiciones de referencia y se propusieron y analizaron dos indicadores que pudiesen ser armonizados: MSC (mean species cover) que corresponde a la media de la fracción de cabida cubierta de cada especie por tipo de bosque y MTC (mean total cover). Se estableció una nueva metodología que permite identificar los árboles añosos con los datos proporcionados por los inventarios forestales nacionales con el objetivo de proporcionar una herramienta eficaz para facilitar la gestión forestal considerando la diversidad de los sistemas forestales. Se analizó el concepto de "bosque disponible para el suministro de madera" (FAWS) estudiando la consistencia de la información internacional disponible con el fin de armonizar su estimación y de proporcionar recomendaciones para satisfacer los requerimientos europeos. Como resultado, se elaboró una nueva definición de referencia de FAWS (que será adoptada por el proceso paneuropeo) y se analiza el impacto de la adopción de esta nueva definición en siete países europeos. El trabajo realizado en esta tesis, puede facilitar el suministrar y/o armonizar parcial o totalmente casi la mitad de los indicadores de información forestal solicitados por los requerimientos internacionales (47%). De éstos, prácticamente un 85% tienen relación con los datos inventariados empleando la metodología propuesta para la estimación de la biodiversidad forestal, y el resto, con el establecimiento de la definición de bosque disponible para el suministro de madera. No obstante, y pese a que esta tesis supone un avance importante, queda patente que las necesidades de información forestal son cambiantes y es imprescindible continuar el proceso de armonización de los IFN europeos. ABSTRACT Over the last few decades, the objectives on forestry and forest management in Europe have shifted from being primarily focused on wood production to sustainable ecosystem management, which should consider all the goods and services provided by the forest. Therefore, there is a continued need for forest indicators and assessments at EU level to support the development and implementation of a number of European environmental policies and to conduct a proper forest management. To address these questions, intensive monitoring on the status of forests is required. Therefore, the scope of National Forest Inventories (NFIs), (primary source of data for national and large-area assessments), has been broadened to include new variables to meet these increasing information requirements. However, estimates produced by different countries are not easily comparable because of differences in NFI definitions, plot configurations, measured variables, and measurement protocols. As consequence, harmonizing data produced at national level is essential for the production of sound EU forest information. The present thesis has two main aims: (i) to establish a methodology design to assess forest biodiversity in the frame of the Spanish National Forest Inventory taking into account the different national and international initiatives with the intention to produce comparable estimates with other EU countries and (ii) to harmonize relevant indicators for national and international requirements. In consequence of the work done related to the first objective, the established methodology to estimate forest biodiversity was adopted and launched under the Third National Forest Inventory. It was composed of indicators grouped into: cover, woody species composition, richness of herbaceous species and ferns, endangered species, stand structure, dead wood, and epiphytic lichens. This methodology was analyzed considering the provided data, time costs, feasibility, and requirements. Consequently, in the ongoing Fourth National Forest Inventory a modified methodology is applied: sampling of herbaceous species and ferns, epiphytic lichens and endangered species were removed, protocols regarding structure and deadwood were modified, and sampling of invasive species, age, browsing impact and naturalness were added. As regards the second objective, progress has been made in harmonizing three groups of variables considered relevant in the context of IFN: Indicators of non-tree vegetation (which play an important role in forest ecosystems, it is where the highest diversity of plants occur and so far the related sampled data in NFIs were not known), the identification of old-growth trees (which have an important role as ecological niche and its identification is especially relevant for the assessment of forest biodiversity) and the available forest for wood supply (basic indicator of international forestry information requirements). A complete analysis of ground vegetation harmonization possibilities within NFIs frame was carried on by identifying and analyzing the different definitions and sampling techniques used by NFIs, providing reference definitions related to ground vegetation and proposing and analyzing two ground vegetation harmonized indicators: “Mean species cover” (MSC) and “Mean total cover” (MTC) for shrubs by European forest categories. A new methodology based on NFI data was established with the aim to provide an efficient tool for policy makers to estimate the number of old-growth trees and thus to be able to perform the analysis of the effect of forest management on the diversity associated to forest systems. The concept of “forest available for wood supply” (FAWS) was discussed and clarified, analyzing the consistency of the available international information on FAWS in order to provide recommendations for data harmonization at European level regarding National Forest Inventories (NFIs). As a result, a new reference definition of FAWS was provided (which will be adopted in the pan-European process) and the consequences of the use of this new definition in seven European countries are analyzed. The studies carried on in this thesis, can facilitate the supply and/or harmonization partially or fully of almost half of the forest indicators (47%) needed for international requirements. Of these, nearly 85% are related to inventoried data using the proposed methodology for the estimation of forest biodiversity, and the rest, with the establishment of the definition of forest available for wood supply. However, despite this thesis imply an important development, forest information needs are changing and it is imperative to continue the process of harmonization of European NFIs.

O crescimento espraiado e periférico das cidades nos países dependentes, tal qual o Brasil, tem reproduzido um movimento de segregação socioespacial das classes de baixos rendimentos, as quais são relegadas a condições ambientais insalubres. Nos países centrais do capitalismo, sob formas distintas, se observa também desde os anos 1960 discussões com respeito à expansão urbana para áreas cada vez maiores, seja por fenômenos como o urban sprawl anglo-saxão, ou a urbanização difusa, dos países da Europa latina. Diante desse quadro, com a publicação do Livro Verde sobre o Ambiente Urbano, documento elaborado em 1990 pela Comissão das Comunidades Européias para fornecer subsídios à elaboração das políticas urbano-ambientais, tem se propagado a ideia de que a promoção de “cidades compactas” seria uma solução adequada para reverter o atual estágio de expansão urbana para novas áreas, aumentando as densidades demográficas em áreas infraestruturadas, sobretudo por meio da reabilitação de edificações e terrenos ociosos localizados nos centros tradicionais, os quais tem passado por processos de abandono, perda de população e deterioração física do patrimônio edificado. Tendo isso em vista, na presente comunicação temos por objetivo analisar como a temática ambiental tem se inserido no contexto das discussões sobre a requalificação de centros antigos com foco na promoção de habitações para as classes populares. Para tal realizamos revisão da literatura sobre o tema proposto bem como procuramos identificar os princípios que tem regido tais políticas com relação ao tema ambiental. A relevância do tema encontra-se na necessidade de buscar caminhos alternativos a política habitacional e urbana brasileira, a qual tem reproduzido um modelo predatório de reprodução do espaço urbano.

Real economic imbalances can lead to financial crisis. The current unsustainable use of our environment is such an imbalance. Financial shocks can be triggered by either intensified environmental policies, cleantech breakthroughs (both resulting in the stranding of unsustainable assets), or the economic costs of crossing ecological boundaries (eg floods and droughts due to climate change). Financial supervisors and risk managers have so far paid little attention to this ecological dimension, allowing systemic financial imbalances resulting from ecological pressures to build up. Inattention also leads to missed economic and financial opportunities from the sustainability transition.

O tema central de nossa pesquisa são as interações dos pentecostais com as questões socioambientais. Portanto, trata-se do estudo do grau de envolvimento dos pentecostais com as políticas públicas ambientais e o meio ambiente em periferia urbana - Rio Grande da Serra - Grande ABC Paulista. A intensa presença dos pentecostais nos bairros mais periféricos da cidade permitiu-nos indagar sobre as relações que esses mantêm com a expansão urbana nas áreas a serem protegidas, com os impactos ambientais, com consumo e pós-consumo na região, na participação de políticas públicas, bem como, os discursos e práticas religiosas interferem no comportamento dos religiosos frente a todas essas questões, uma vez que, a cidade está inserida em Área de Proteção e Recuperação de Mananciais, imbricada em um dos biomas terrestres mais ameaçados de extinção - o Bioma da Mata Atlântica. Como procedimentos metodológicos servimo-nos das observações empíricas, registro dos aspectos e impactos ambientais, aplicação de formulários e entrevistas com roteiro semiestruturado, elementos que constituíram uma tríade instrumental analítica. Concluímos que os pentecostais embora sejam atuantes em questões sociais, todavia, não o são quanto às questões ambientais na cidade, pois, não participam de maneira mais efetiva nas políticas públicas ambientais. Entretanto, os pentecostais demonstram uma potencialidade em participar do planejamento urbano participativo e dos processos de gestão urbana a médio e longos prazos, desde que sejam estimulados, primando dessa maneira, pela proteção, defesa e justiça ambiental nessas áreas de vulnerabilidade socioambiental.

'Brexit means Brexit’: but what does Brexit mean for the environment? In the new EUrefEnv study, Dr Charlotte Burns (University of York), Prof Andrew Jordan and Dr Viviane Gravey (University of East Anglia) explore what Brexit may mean for UK environmental policies and governance processes by comparing two scenarios: a ‘soft’ and a ‘hard’ Brexit. A ‘soft’ Brexit would see the UK remain as close as possible to the EU, establishing a new relationship akin to Norway’s relationship with the EU. Conversely a ‘hard’ Brexit would see the UK trade with the EU under World Trade Organisation rules. Both will generate radically different impacts on policies, systems of governance and levels of environmental quality in the UK – key issues that should inform forthcoming negotiations to effect Brexit. The study concludes with suggestions for future research and policy.

Este artigo estuda como as políticas ambientais devem responder de forma ótima aos ciclos econômicos no Brasil. Para isso utilizamos um modelo de ciclos reais de negócios (RBC) com externalidades de poluição. Os resultados indicam que o custo de mitigação de emissões de carbono é mais baixo que o da poluição no Brasil, justificando a adoção de políticas restritivas. Além disso, diante de choques de produtividade, o comportamento ótimo é uma política de mitigação pró-cíclica, onde o imposto e o teto de emissões devem aumentar em períodos de expansão da economia e diminuir em períodos de crise. Também definimos uma regra de decisão para a dinâmica da política de mitigação.
