The number of disabled students, who have entered the university, in Brazil, since the beginning of this century, is undergoing a speed growth. It is a change that follows a global trend that spreads an inclusive education policy and that has had a profound impact on Brazil, with import results in field researches. This subject has been highlighted due to the significant amount of disabled students enrolled in college institutions (IES), although it is still modest the number of studies about it, especially in what matters the assistance given to the candidates to a university entrance examination. The aim of this paper is to investigate how effectively Natal s IES apply the rules established in Brazilian law concerning disabled students, especially MEC/GM Circular Warning n. 277/96, in what respects the conditions given to disabled students preparing to enter a college. The investigation followed a qualitative methodological approach with support on an exploratory study. The data recollection employed questionnaire, semi-structured interview and documental analyses, and the data have been organized and assessed following Minayo s (1996) stages. What concerns the results, it was observed that none of the ten colleges inquired confirmed to possess places exclusively to disabled candidates; six of them, however, offer Special Examining Board in the selection process of disabled candidates. Among eighteen college bills, only two of them offered specific information related to services and resources offered by IES to the candidates who ask for especial assistance concerning examination. During the interviews, four managers avowed the preoccupation in offering an equal selection process, but two of them proved not dominate the subject. In conclusion, the investigated institutions managers do not still seem to respect the rule that guarantees to disabled candidates equal conditions during all the process of the university entrance examination. The ability to work, considered as resulting from a dynamic process between the individual resources in relation to their work, influenced from various factors such as sociodemographic, lifestyle, aging process and requirements of work. Aiming analyze the ability to work in a population of public servants, the study analyzed 132 public servants volunteers of the infrastructure sector, in a Federal Institution of Higher Education of the state of Rio Grande do Norte, Northeast, Brazil. Data were collected through a questionnaire called the Index of Capacity for Work - ICT. The variable analysis was done by using descriptive statistics of means, standard deviations, median minimum and maximum values of the scores of quantitative variables. The joint analysis of the variables was performed by multiple linear regression. The server had low capacity to work 11 (8.33%), moderate 31 (23.48%), good 54 (40.91), and Great 28 (21.21). Multiple regression analysis, adjusted for age, sex, education, age started to work, length of service, current capacity and full of disease, showed that best explained the variation of the CTI were age, current capacity and full of disease. The survey showed that 75% of the servers showed ICT below 43, so capacity low, moderate or good and only 25% of respondents had the CTI servers over 43 points, so great capacity for work. According to the recommendations of FIOH - Finnish Institute of Occupational Health, for servers that have these scores be implemented whose objective is to restore the ability to work which is low, improving the capacity for moderate work, support the capacity for the good work and maintain the ability to work great. Therefore, we recommend that the ICT is implemented in other units of the IFES survey in the perspective of achieving a real situation of all its servers, enabling the implementation of these measures as necessary to promote recovery and health of its employees.

This Master of Science Thesis investigates in an exploratory modeling the idea of strategy consistency applying as an assessment tool a model of performance indicators of a higher education institution based on the balanced scorecard (BSC). It is carried on a review of conceptual BSC perspective hierarchy models and of studies on higher education institution in Brazil and worldwide. From a BSC model with three indicators at each perspective is carried on a case study with directors and coordinators of a private higher education institution with a descriptive and multivariate analysis using cluster analysis. The main findings point to a different perception of respondents on the importance level of the perspectives with a higher importance level given to Learning and Growth and Process that to Customer and Financial. Particularly, the financial perspective got a importance level significantly lower that the others, what suggests an inconsistency on the strategy deployment on the institution considered in terms of the perception of the managerial levels of the importance level of the perspectives

O objetivo principal deste artigo é apresentar uma análise crítica das políticas de expansão da educação superior, no Brasil, instituídas pós-LDB/1996, com a finalidade de identificar e discutir as novas configurações dessa expansão, em especial a que vem sendo efetivada, a partir de 2007, com a criação de redes de empresas por meio da compra e (ou) fusão de instituições de ensino superior privadas do país, por empresas nacionais e internacionais de ensino superior e pela abertura de capitais destas nas bolsas de valores, configurando a formação de oligopólios. Para tanto, utilizamos como recurso metodológico a pesquisa bibliográfica, especificamente a consulta em fontes documentais diversas, em especial, web sites de empresas educacionais, bem como de órgãos da imprensa tradicional e da mídia eletrônica nacionais. Nas considerações finais, apontamos algumas tendências da mercantilização do ensino superior, no Brasil.

This article aims to contextualize the educational affirmative action policies for ethnic racial groups in Brazilian legal system, present the main philosophical fundamentals that support these educational policies and discuss the validity of those fundamentals. In the legal context, the principle of substantive equality and the fundamental objectives of the Federative Republic of Brazil, positivised in the Constitution of 1988, as well as the International Convention on the Elimination of All Forms of Racial Discrimination, allow the implementation of these policies. The philosophical fundamentals presented in this article are the thesis of compensatory justice and the thesis of distributive justice. The thesis of distributive justice has been refuted by logical legal arguments and by analysis of the right to higher education positivised in the Constitution. The thesis of compensatory justice has been considered a valid argument to support affirmative action policies, due to historical facts and sociological factors existing in the Brazilian context. It is concluded that the affirmative action policies for ethnic racial groups should be part of the Brazilian social policies, but these affirmative action policies should not invade the context of higher education, since the intended purposes are unrelated to this.

This paper explores the contradictions between models conflicting today in Brazilian universities. The conglomeration of isolated institutions, integrated and multifunctional university and university-enterprise, service provider. This last model attempts to integrate higher education institutions to supply chains dominated by capital. Public universities were designed to provide innovative services and train staff researchers for such activity. The training of skilled workforce would be fundamentally task of private universities. But in any case, the onus would be on this training students. This model has been driven from the 1990s, with "instruction manuals" of the World Bank, and in 2000, with the IMF recommendations and, in the case of Latin American universities, Fundación Universia, sponsored by the Santander Bank. The question remains: the university will be able to organize the productive forces which have around research goals and staff training for independent development.
