Over the past two decades the number of recorded disasters has doubled from approximately 200 to over 400 disasters per year. Such an increase in the frequency of disasters has not been without consequence, producing ever-greater waves of population displacements throughout the developing world. The United Nation’s Inter-Agency Standing Committee (IASC) responsible for the coordination of international humanitarian responses states unequivocally that populations displaced by disaster have a right to protection and the provision of basic necessities such as adequate food, water, clothing, sanitation, and essential health services (IASC, 2006 and The Sphere Project, 2011). Shelter responses are often a vital node around which many of these humanitarian concerns are addressed. This document is a review of 3 case studies, 6 field reports, 1 concept paper, 16 guidelines, 1 call for proposals, and 4 strategic framework documents prepared by organizations active in the humanitarian shelter sector on emergency and transitional shelters. While emergency shelter response is focused primarily on protection and relief during and immediately after a disaster has occurred, the transitional shelter approach emphasizes integrating disaster response into an immediate transition towards reconstruction, recovery, and sustainable development.

This review of preventative controls for fraud, waste, and abuse in the Supplemental Nutrition Assistance Program (SNAP), administered by the Department of Social Services, was self-initiated by the State Inspector General as part of a broader statewide review of preventative fraud, waste, and abuse management controls of major benefit programs in State agencies. This review’s scope and objectives were: Assess SNAP’s preventative management controls for fraud, waste, and abuse; Identify SNAP preventative management control best practices; and Identify opportunities to improve SNAP management controls to cost/effectively mitigate risks of fraud, waste, and abuse.

This review was initiated based upon allegations from multiple sources of possible fraud in the Disaster Supplemental Nutrition Assistance Program (D-SNAP) administered by the South Carolina Department of Social Services (SCDSS), which was implemented in response to the 10/3/2015 statewide flooding from Hurricane Joaquin. This review’s scope and objectives were: Assess SCDSS’s D-SNAP implementation for compliance with federal guidelines, with emphasis on fraud preventative controls; Assess the SCDSS’s post-disaster review and audit methodology for compliance with federal guidelines, with emphasis on understanding the fraud risks and resolution strategies; and Identify residual risk/suspected fraud not addressed through the SCDSS review and available opportunities to address.

Well-differentiated liposarcoma (WDLS) is one of the most common malignant mesenchymal tumors and dedifferentiated liposarcoma (DDLS) is a malignant tumor consisting of both WDLS and a transformed nonlipogenic sarcomatous component. Cytogenetically, WDLS is characterized by the presence of ring or giant rod chromosomes containing several amplified genes, including MDM2, TSPAN31 CDK4, and others mainly derived from chromosome bands 12q13-15. However, the 12q13-15 amplicon is large and discontinuous. The focus of this study was to identify novel critical genes that are consistently amplified in primary (nonrecurrent) WDLS and with potential relevance for future targeted therapy. Using a high-resolution (5.0 kb) ""single nucleotide polymorphism""/copy number variation microarray to screen the whole genome in a series of primary WDLS, two consistently amplified areas were found on chromosome 12: one region containing the MDM2 and CPM genes, and another region containing the FRS2 gene. Based on these findings, we further validated FRS2 amplification in both WDLS and DDLS. Fluorescence in situ hybridization confirmed FRS2 amplification in all WDLS and DDLS tested (n = 57). Real time PCR showed FRS2 mRNA transcriptional upregulation in WDLS (n = 19) and DDLS (n = 13) but not in lipoma (n = 5) and normal fat (n = 9). Immunoblotting revealed high expression levels of phospho-FRS2 at 1436 and slightly overexpression of total FRS2 protein in liposarcoma but not in normal fat or preadipocytes. Considering the critical role of FRS2 in mediating fibroblast growth factor receptor signaling, our findings indicate that FRS2 signaling should be further investigated as a potential therapeutic target for liposarcoma. A articula????o de programas complementares possibilita o reconhecimento de necessidades de grupos populacionais em situa????o de risco social e promove a oferta de a????es espec??ficas para as suas necessidades, para uma inclus??o cidad?? diferenciada. A estrat??gia implementada em 2006 e 2007 foi caracterizada pela intersetorialidade e transversalidade e a cria????o de um espa??o prop??cio para o desenvolvimento de inova????es no campo das pol??ticas sociais. Apesar do car??ter recente dos programas complementares e das dificuldades de monitoramento, os resultados obtidos em programas federais e o comprometimento dos governos municipais na articula????o de programas municipais demonstram que essa pode ser uma op????o na agenda das pol??ticas sociais dos tr??s n??veis de governo no Brasil.
