Um episódio que ocorreu no final da Revolução Farroupilha (1835-1845), Rio Grande do Sul, é alvo de polêmica de diversos grupos sociais deste estado. Mais especificamente, o evento em questão apresenta relação com a morte de parte do Corpo de Lanceiros Negros que lutou ao lado dos rebeldes republicanos em tal revolução. A polêmica põe em questão a possibilidade do herói farroupilha e comandante da tropa de negros – David Canabarro – ter traído os negros que estavam sob seu comando, já que o Império do Brasil não teria a intenção libertar-los ao término da revolução. Historiadores se envolvem com a questão desde o final do século XIX, porém, recentemente, a polêmica tem sido foco de outros grupos do estado que procuram revisar o local do negro na história local. As ações localizadas geraram a possibilidade de construção de um Memorial aos Lanceiros Negros no local da batalha. O tema ganhou amplitude nacional, tornando-se tema para a execução do INRC (Inventário Nacional de Referências Culturais) pelo IPHAN (Instituto Patrimônio Histórico Artístico Nacional). A incorporação em tal iniciativa forneceu o contexto inicial que expandiu até a presente dissertação. Tal contexto relaciona-se fortemente com elementos da tradição local, através das práticas difundidas pelo Tradicionalismo e/ou pelo Gauchismo. A intenção deste trabalho é apreender - através de métodos antropológicos de investigação e análise - a construção de uma identidade negra e gaúcha através da ação da memória coletiva e do imaginário social, e as suas implicações do ponto de vista da identidade étnica.

O objetivo do presente trabalho fora compreender de que modo se deu a tematização do racismo e das questões raciais no momento que inaugura as possibilidades de interlocução entre sociedade civil e instituições formais do Estado Brasileiro: a Assembleia Nacional Constituinte (ANC) de 1987-1988. Por meio do estudo dos documentos que registram a participação do Movimento Negro ao longo do processo Constituinte buscou-se responder as seguintes questões: 1- Quais foram as demandas pleiteadas por organizações do Movimento Negro no contexto da Assembleia Nacional Constituinte? 2- Que tipos de argumentos são mobilizados por tais atores/atrizes para sustentar a necessidade e viabilidade da inserção dos pleitos no texto constitucional? 3- Essas demandas foram incluídas na Constituição Federal? De que maneira? Para além da pesquisa documental, realizou-se pesquisa bibliográfica sobre o contexto sociopolítico em questão bem como fez-se considerações sobre a mobilização antirracista entre as décadas de 1970 e 1980. Através do estudo da atuação do movimento social na ANC e do balanço das inclusões e exclusões de dispositivos na Carta Constitucional apontamos os desafios do tratamento da temática pelo Estado brasileiro, os avanços e a persistência de determinadas questões passadas quase três décadas do evento histórico estudado.

This paper characterizes humic substances (HS) extracted from soil samples collected in the Rio Negro basin in the state of Amazonas, Brazil, particularly investigating their reduction capabilities towards Hg(II) in order to elucidate potential mercury cycling/volatilization in this environment. For this reason, a multimethod approach was used, consisting of both instrumental methods (elemental analysis, EPR, solid-state NMR, FIA combined with cold-vapor AAS of Hg(0)) and statistical methods such as principal component analysis (PCA) and a central composite factorial planning method. The HS under study were divided into groups, complexing and reducing ones, owing to different distribution of their functionalities. The main functionalities (cor)related with reduction of Hg(II) were phenolic, carboxylic and amide groups, while the groups related with complexation of Hg(II) were ethers, hydroxyls, aldehydes and ketones. The HS extracted from floodable regions of the Rio Negro basin presented a greater capacity to retain (to complex, to adsorb physically and/or chemically) Hg(II), while nonfloodable regions showed a greater capacity to reduce Hg(II), indicating that HS extracted from different types of regions contribute in different ways to the biogeochemical mercury cycle in the basin of the mid-Rio Negro, AM, Brazil. Este trabajo forma parte de una investigación cualitativa empírica que se ha realizado con el Movimiento Negro en Brasil, sobre todo en Uberlandia (MG), en busca de Políticas Públicas para la Promoción de la Igualdad Racial y sus conflictos históricos con la sociedad brasileña entre los años 1980 , 1990 y 2009. En cuanto a los objetivos generales destacan la variación en la forma de organización social y política de la comunidad Uberlandense negro, ya que es un ejemplo de los patrones de producción de la organización política y las correlaciones entre las múltiples formas de organización política de la población por la política pública Promoción de la Igualdad Racial, aprobada por el legislativo y constitucional

The research arose from the necessity of showing ways to be followed by the actors of the System Guaranteeing Rights of the Child and Adolescent (SGD), regarding the implementation of rights for young people, because the legislation in force in Brazil is currently considered a model around the world and, paradoxically, the fundamental rights of children and adolescents are not met, even with the constitutionally guaranteed priority. Thus, the study investigates the fundamentality rights for young people, enshrined in the Constitution of the Republic, as well as the ways of effectiveness of these rights through the actions of actors of the System Guaranteeing Rights, especially the judiciary. Focusing realized, studying theories of fundamental rights, especially Structuring a Theory of Law (Strukturiende Rechtslehre), Friedrich Müller, who emphasizes the need for analysis of social reality in the application of the rule of law. Study also the public budget and public policies concerning children and adolescents, with emphasis on preparation of budget laws and the process of discussion, deliberation, choice and implementation of public policies for children and teenagers. It then presents the typical functions of the members of System Guaranteeing Rights, as well as prepare a plan for optimum performance for each of the actors, with emphasis on analysis of the implementation of public policies at the municipal level. Finally, it analyzes the theory of separation of three powers, and discusses the positive and negative factors for judicial intervention, concluding that the Courts can consider the action activist, from finding the omission of the Executive and legislative branches, as regards the implementation of the rights of children and adolescents, as well as the rights of children and young people are not realized in most cases, due to the omission of actors of the System Guaranteeing Rights

The research aims to analyze the reasons and the unique role of prosecutors in the promotion of public policies. The opening lines deal with the evolution and expansion of the general theory of the fundamental rights in the international and national levels and that have led to the creation of a welfare state concerned with carrying out positive actions which aim at the community well-being. Thus, it is clear that, after the uneven development of the Brazilian democracy, the Constitution of 1988 not only has erected to a state socially responsible, but also built a system of guarantees which highlights the significant expansion of the Powers of the Public Ministry and has now taken an outstanding position in regard to collective rights, allowing, at the same time, its members to perform the syndication of state actions, particularly public policies, correcting the course of these administrative processes in the presence of poor management and inactivity of the public administrator when acting in defense of fundamental rights. This ministerial activism, even facing the obstacles and boundaries submitted to its pursuit, has shown an increase in actions that culminated, in the last ten years, in a significant number of judicial and extrajudicial measures that indicated the correction of public policies and actions in areas of health, education, housing and the environment. In this process of monitoring and doing, the important role of the other social characters is highlighted, especially the one of the citizen who is responsible for most of the complaints that start the initiatives of the Public Ministry and that can be deployed through a significant list of judicial and extrajudicial instruments, especially the important procedure that allows the hearing and participation of the involved in the implementation of public policies, enabling a collective even a consensual solution of the matter generated among the Public Administration. Given these initiatives, the ministerial activism has established itself as a movement of its own characteristics, aimed to guarantee the fundamental rights, especially when these are not targeted by state actions that should contribute to the achievement of the democratic state of law idealized by the Federal Constitution without any distortion of direction. Nevertheless, this activism still seeks for its full accomplishment in the practical world
