Reforma administrativa da Secretaria Municipal de Bem-Estar Social de S��o Paulo, no per��odo de 1989 a 1992

Para o desenvolvimento desta disserta����o, procedeu-se a estudo documental de relat��rios oficiais da Sebes, recuperando o seu hist��rico e o processo de formula����o e de implanta����o da reforma administrativa de 1989 a 1992. Levantou-se, tamb��m, a legisla����o existente sobre a organiza����o da Secretaria, desde o seu in��cio. Foram realizadas entrevistas com profissionais situados em diferentes posi����es na estrutura organizacional da Sebes: assessoria t��cnica central e regional, supervis��o regional, coordena����o regional de planejamento, supervis��o de microrregi��o e execu����o t��cnica; al��m de abarcar os diferentes posicionamentos t��cnico-pol��ticos que se manifestaram, no corpo burocr��tico, quanto �� reforma desencadeada. A pesquisa bibliogr��fica foi centrada nos temas de pol��tica p��blica, reforma administrativa e pol��tica de assistência social.

Social impact bond feasibility study APAC Portugal: enhancing ex-offenders��� lives

Este estudo e�� uma ana��lise a�� efica��cia de um Social Impact Bond como como instrumento financeiro no modelo de intervenc��a��o da APAC Portugal. O objetivo e�� o de melhorar a vida de ex-criminosos e reduzir os i��ndices de reincide��ncia de modo a apoiar a sua reinserc��a��o na sociedade apo��s a libertac��a��o. Enquanto os custos de funcionamento de um estabelecimento prisional forem suportados pelo sector pu��blico, como e�� de lei, o modelo inovador de intervenc��a��o tera�� de encontrar um meio alternativo de financiamento. Sendo assim, testa��mos a rentabilidade de um Social Impact Bond atrave��s de um bem estruturado modelo Excel que simula o mecanismo de investimento, tendo os resultados demonstrado que um Social Impact Bond pode, de facto, financiar o modelo de intervenc��a��o da APAC Portugal de forma eficaz.

O pedagogo como agente de transforma����o social para al��m dos muros escolares

This thesis concerns the problem about the pedagogue actuation in the social education into no scholars places. It search to understand the context and the social pedagogue role to his praxis and formation that enlarger the possibilities of the social educative practices into no scholars places. In this direction, we developed an investigation about the actuation of the pedagogues-educators in Natal city, in the 2007-2010 periods, into Municipal Secretary of the Labor and Social Assistance (SEMTAS). Considering that pedagogues are regularly attached in social educators profession as municipals public employees, we re the objective to evaluate their role into the social executed in the no scholars places, with the focus in the environmental dimensions of theirs work s places, pedagogical organization, institutional management and the professional formation. It privileged in this research the Specialized Reference Center of Social Assistance II (CREAS II), the Passages Houses I, II and III, the Social-Educative Measures in Open Environment Execution Program of Natal city (PENSEMA) and the Pitimb�� Educational Center (CEDUC-Pitimb��). To realize this study it developed a research with qualitative nature by critic ethnography approach privileging those information collected with the social pedagogue-educators of the mentioned places. Through the methodological procedures adopted; beyond the bibliographical review we remarked the documental research, the semi-structured interview, the questionnaires-routes and the field observations. The analytical results revealed that the politics to the social education in Brazil historically came been dimensioned by the fight of social movements demanding the fundamental rights to the excluded people; that the SEMTAS politics of social education present a relative basic social protection to the excluded children and young people specially into law view; that the politics of social education in Natal city it s close of the logic of sanitarian attention about the disadvantaged groups; that the conceptual, methodological and formatives fragilities needs to the social pedagogues-educators praxis into non scholars places made difficult the operation capacity of a educative proposition anchored in a institutional action guided by the idea of emancipator education; that the SEMTAS take face several difficulties to developed a web assistance as preview in the reception proposition elaborated by the social pedagogues-educators. However in despite the tensions we remarked the value of this potentiality to the non scholar social education in her attempt to constitute herself in a legitimate space to the pedagogue professional actuation. In despite the obstacles to work and formation quotidian, across those non scholar spaces in the municipalities institutes to the social politics, it demonstrated personal sensibility and professional creativity in learning mediations and educative action to the children and younger derived from exclusion process and the social iniquities

O psic��logo na prote����o social especial: atua����o junto ��s v��timas de viola����o de direitos no CREAS

The objective of this research was to investigate psychologist‟s practices at the Reference Specialized Center of Social Assistance (CREAS), special social care unit of medium complexity of the Unique System of Social Assistance (SUAS). With the creation of CREAS occurred the reorganization of specialized services and programs which were scattered within the socialassitantial network and began to be part of this center, creating a mosaic of actions directed to people with their rights violated. At the same time, there was a significant arrival of psychologists to the field of Social Assistance and their questioning facing specialized social demands and the (un)definitions of SUAS‟ policy concerning to special social protection. Was aimed in this research to investigate how psychologist‟s practices are developed at CREAS using semi-structured interviews and following the practices developed by three psychologists at a CREAS in the state of Rio Grande do Norte (RN), indicated by the Ministry of Social Development and Fight against Hunger (MDS) as one of the national references in 2008. It was highlighted a complex work field, which is delineated between the user��s rights perspective and the maintenance of historical difficulties concerning to the Social Assistance. In which the professional is requested to act toward the fight against rights violation, but does not find a field where is possible inter-sector and articulated work, in addition of being exposed to the precariousness of work and the weakness of employment ties, associated to the lack of formation to work in the area. Accordingly, there is still a range of challenges to psychologists in the building of a profession which confront risk situations and break off rights violation.

A import��ncia do holding na reorganiza����o afetivo-social de crian��as que manifestam tend��ncia anti-social

This study aims to understand as the children who show expressive behaviors of antisocial trends at N��cleo de A����o Social da Praia do Meio in Natal-RN city, linked to Secretaria Municipal do Trabalho e Assistência Social-SEMIT, which experience the relation with the social educator in role of caregiver. This matter was investigated within an interpretation and approach qualitative view of the social phenomena, using the Thematic Analysis technique of drawings and stories which express the relation with the caregiver gotten in sessions of playful interactions between child and researcher in order to understand the child experiences with the social educator. The used theoretical referential is by D. W. Winnicott who associates the social trend to a failure of environment in child holding. The subjects expressed the need of a firm and protective environment and they look for this in NASPM educators. Moreover, they show as solitude and vulnerability take part their lives due to the lack of emotional holding on family that favors the involvement with violent groups. But, it is worth pointing out that the children value the Nucleus environment when has offered them a safe holding which can be positive the established linking with it. Such conclusion points out to the possibility, recognized theoretically, that exists from these children to resume the way of healthy development

Instrumentalidade do servi��o social: dimens��es te��rico-metodol��gica, ��tico-pol��tica e t��cnico-operativa e exerc��cio profissional

The dissertation proposes a discussion about the instrumentality of the Social Work, in the attempt of visualizing her, as well as the profession, in a totality perspective to the light of the rationality critical-dialetical. Understood as the capacity that the professional subjects acquire of giving answers to the demands that are placed to the profession, itself built partner-historically, in a teleologys conflicts and causalitys. So, it is proposed the discussion of the instrumentality while a group of you know specific, composed essentially by the development of three practical-formative dimensions. The theoretical-methodological refers to the capacity of apprehension of the method and of the theories and, consequently, of the relationship that does with the practice. The dimension ethical-politics concerns the development of the capacity of analyzing the society and the own profession as field of contradictory forces, being considered the character eminently political of the professional exercise, as well as the professional's conscience concerning the social direction that prints in your intervention. And the technician-operative dimension refers more strictly to the technical elements and you score for the development of the intervention. It was looked for to evidence as those dimensions they attend in the professional exercise, starting from the experience lived by the social workers of the Social Attendance Reference Centers, in Natal/RN

O Processo de revis��o do benef��cio de presta����o continuada-BPC: uma l��gica de exclus��o ou inclus��o social

This research comprises a study about the social assessment performed by the Social Worker in the review process of the Benefit of Continued Installment. The Benefit of Continued Installment was implemented in 1996 and guarantees a minimum salary to the deficiency person and to an elder with sixty five years or more and that proves not to have ways to support neither himself/herself nor his/her own family. It is a demand to include in the BPC that the maximum income of a family does not exceed �� of minimum salary and that every two years this benefit to be revised to evaluate its continuity based in its original conditions. This study was carried out in the municipality of Natal/RN, with thirteen social workers, being the collection of data performed through interviews and social assessments of the users that count with the benefit. The results show that the users selected by the criterion of the income, present a profile of poverty and deprivations demonstrated through several situations survived in its daily life, indicative of vulnerability. It was demonstrated that the Social workers has relative autonomy in the evaluations along with the users and that it denotes the necessity of inclusion. However, by following the imposed criteria, it corroborates with the logic of exclusion. So, it is identified in the Municipality of Natal/RN, following the orientation given the politics of social work at national level, the implementation of revision of the BPC, for the social workers, from rigorous processes of selection and exclusions

Hospital de Caridade S��o Pedro de Alc��ntara: assistência e sa��de em Goi��s ao longo do s��culo XIX

Este artigo apresenta aspectos da trajet��ria do Hospital de Caridade S��o Pedro de Alc��ntara, na cidade de Goi��s, ao longo do s��culo XIX. Institui����o leiga fundada no ano de 1825, o hospital nasceu da iniciativa de um grupo local influente que reconheceu um mal social: a aus��ncia de assistência aos destitu��dos e enfermos. No que se referia �� assistência social, ele abarcava fun����es e princ��pios caritativos crist��os, assistindo alienados, internados em c��rceres, doentes e necessitados em geral, e, com a inaugura����o do cemit��rio p��blico, sepultava gratuitamente os indigentes.
