The Brazilian domestic debt has posed two challenges to policy-makers: it has grown very fast and its maturity is extremely short. This has prompted fears that a default or a compulsory lengthening scheme would be imposed. Here, we analyse the domestic public debt management experience in Brazil, searching for policy prescriptions for the next few years. After briefiy reviewing the recent domestic public debt history, we decompose the large rise in federal bonded debt during 1995-2000, searching for its macroeconomic causes. The main culprits are the extremely high interest payments-which, unti11998, were caused by the weak fiscal stance and the quasi-fixed exchange-rate regime; and since 1999, by the impact ofthe currency depreciation On the dollar-indexed and the externai debt-, and the accumulation of assets of doubtful value, much of which may have to be written off in the future. Simulation exercises of the net debt path for the near future underscore the importance of a tighter fiscal stance to prevent the debt-GDP ratio from growing further. Given the need to quickly lengthen the debt maturity, our main policy advice is to foster, and rely more on, infiation-linked bonds.

O processo de convergência das normas internacionais de contabilidade no Brasil trouxe grandes avanços e contribuições para melhoria dos relatórios de contabilidade. No tocante a questão dos ativos imobilizados, é que este trabalho pretende apresentar as questões relacionadas à gestão e, também, examinar a importância assumida pela adoção de determinadas ferramentas para seu controle e gerenciamento. No rumo do debate sobre o papel estratégico desempenhado pela contabilidade, introduz a temática da importância da gestão do ativo imobilizado nas organizações públicas para o sucesso do registro e o controle desses bens. Por fim, explora as possibilidades para uma gestão eficiente e eficaz propondo a elaboração e implantação de um Sistema de Gestão de Ativos Imobilizados que atenda ao Instituto do Patrimônio Histórico e Artístico Nacional (IPHAN).

Trata-se de estudo acerca do controle social dos recursos do Fundeb, realizado no município de Capitão Poço, região nordeste do Estado do Pará. A pesquisa objetivou analisar os limites e as possibilidades relativas à efetivação de controle social, por meio do Conselho de Acompanhamento e Controle Social do Fundeb no referido município. O estudo foi norteado pelo questionamento se as características e o funcionamento do Conselho de Acompanhamento e Controle Social do Fundeb, em âmbito municipal, o configuram como espaço ou esfera pública que possibilita a efetivação do controle social e o exercício da cidadania. Em relação à metodologia de pesquisa, adotou-se abordagem qualitativa, com estudo de caso instrumental desenvolvido mediante pesquisa de campo. A coleta de dados foi desenvolvida por meio de documentos, entrevistas e observação não participante. A análise foi desenvolvida tendo como referência a categoria central controle social do Fundeb, a partir dos seguintes temas ou subcategorias: esfera pública; composição e atuação do conselho; concentração de decisões; gestão patrimonialista. Os resultados mostraram que o conselho do Fundeb de Capitão Poço apresenta forte concentração das decisões no próprio Poder Executivo, inclusive com a organização do processo de escolha dos membros e que não representa efetivamente um espaço de interação entre Estado e sociedade. Também se observaram reflexos de gestão marcadamente patrimonialista, com destituição do conselho do Fundeb e nomeação de novos membros, sem o correspondente processo eleitoral, no início do mandato do chefe do Poder Executivo. A análise revelou ainda a existência de desarticulação dos conselheiros com suas bases; fragilidade na mobilização das entidades representadas; falta de informação e de capacitação dos conselheiros para o exercício do controle social; e ausência de fornecimento de relatórios mensais por parte do Poder Executivo, para fins de análise pelos integrantes do Conselho. Em síntese, a pesquisa revelou que o controle social do Fundeb em Capitão Poço ainda não se instalou efetivamente. O estudo de caso instrumental desenvolvido em Capitão Poço/PA permitiu inferências quanto à necessidade de desenvolver outros estudos relacionados à temática, como por exemplo: valorização dos profissionais da educação e controle social do Fundeb; institucionalização do controle social do Fundeb como imposição, sem participação social em nível local.

This project considered the second stage of transforming local administration and public service management to reflect democratic forms of government. In Hungary in the second half of the 1990s more and more public functions delegated to local governments have been handed over to the private or civil sectors. This has led to a relative decrease of municipal functions but not of local governments' responsibilities, requiring them to change their orientation and approach to their work so as to be effective in their new roles of managing these processes rather than traditional bureaucratic administration. Horvath analysed the Anglo-Saxon, French and German models of self-government, identifying the differing aspects emphasised in increasing the private sector's role in the provision of public services, and the influence that this process has on the system of public administration. He then highlighted linkages between actors and local governments in Hungary, concluding that the next necessary step is to develop institutional mechanisms, financial incentives and managerial practices to utilise the full potential of this process. Equally important is the need for conscious avoidance of restrictive barriers and unintended consequences, and for local governments to confront the social conflicts that have emerged in parallel with privatisation. A further aspect considered was a widening of the role of functional governance at local level in the field of human services. A number of different special purpose bodies have been set up in Hungary, but the results of their work are unclear and Horvath feels that this institutionalisation of symbiosis is not the right path in Hungary today. He believes that the change from local government to local governance will require the formulation of specific public policy, the relevance of which can be proven by processes supported with actions.

Following the collapse of the communist regime in 1989, Bulgaria has undergone dramatic political, economic and social transformations. The transition process of the past two decades was characterized by several reforms to support democratisation of the political system and the functioning of a free-market economy. Since 1992, Switzerland has been active in Bulgaria providing assistance to the transition process, with support to Sustainable Management of Natural Resources (SMNR) starting in 1995. The SMNR Capitalisation of Experiences (CapEx) took place between March and September 2007, in the context of SDC phasing out its programmes in Bulgaria by the end of 2007 due to the country’s accession to the European Union. The CapEx exercise has culminated in the identification of 17 lessons learned. In the view of the CapEx team, many of these lessons are relevant for countries that are in the process of joining the EU, facing similar democratisation challenges as Bulgaria. Overall, the Swiss SMNR projects have been effective entry points to support areas that are crucial to democratic transitions, namely participation in public goods management, decentralisation, human capacity development in research and management, and preparation for EU membership. The specificity of the Swiss support stems from an approach that combines a long-term commitment with a clear thematic focus (forestry, biodiversity conservation and organic agriculture). The multistakeholder approach and diversification of support between local, regional and national levels are also important elements that contributed to make a difference in relation to other donors supporting the Bulgarian transition. At the institutional level, there are a number of challenges where the contribution of SMNR activities was only modest, namely improving the legal framework and creating more transparency and accountability, both of which are time and resource-consuming processes. In addition, the emergence of competent and sustainable non-government organisations (NGOs) is a complex process that requires support to membership based organisations, a challenge that was hardly met in the case of SMNR. Finally, reform of government institutions involved in management of natural resources is difficult to achieve via project support only, as it requires leverage and commitment at the level of policy dialogue. At the programme management level, the CapEx team notes that corruption was not systematically addressed in SMNR projects, indicating that more attention should be given to this issue at the outset of any new project.

Index tracking has become one of the most common strategies in asset management. The index-tracking problem consists of constructing a portfolio that replicates the future performance of an index by including only a subset of the index constituents in the portfolio. Finding the most representative subset is challenging when the number of stocks in the index is large. We introduce a new three-stage approach that at first identifies promising subsets by employing data-mining techniques, then determines the stock weights in the subsets using mixed-binary linear programming, and finally evaluates the subsets based on cross validation. The best subset is returned as the tracking portfolio. Our approach outperforms state-of-the-art methods in terms of out-of-sample performance and running times.

Weed control in recreation areas is a complex public land management issue. Colorado State Parks are managed for both recreation and conservation, which often conflict. Noxious weeds affect both recreation and conservation efforts, and Parks often use herbicides to control these weeds. While herbicides are effective, they can be harmful to the environment and human health. Herbicide use at State Parks was reviewed to determine if chemical control is effective, safe, and efficient. The results revealed that many Parks are not using effective herbicides to treat noxious weeds and that some weed management plans lack pertinent information on chemical control. The results and recommendations provided can be used to improve the success of noxious weed control and create healthier Parks.

This paper discusses market inspired changes to the delivery of public housing in Queensland, Australia during the late 1990s. These policy changes were implemented in an organisational environment dominated by managerialism. The theory and method of critical discourse analysis is used to examine how managerial subject positions were assimilated and/or creatively resisted by different actors within the public housing policy community. These themes are discussed using interview data with a range of policy actors, including policy managers, front-line housing staff and public housing tenants. The analysis suggests that policy actors who openly challenged the emerging policy and organisational direction were marginalised in changing power relations.
