The author’s ideas on the soft budget constraint (SBC) were first expressed in 1976. Much progress has been made in understanding the problem over the ensuing four decades. The study takes issue with those who confine the concept to the process of bailing out loss-making socialist firms. It shows how the syndrome can appear in various organizations and forms in many spheres of the economy and points to the various means available for financial rescue. Single bailouts do not as such generate the SBC syndrome. It develops where the SBC becomes built into expectations. Special heed is paid to features generated by the syndrome in rescuer and rescuee organizations. The study reports on the spread of the syndrome in various periods of the socialist and the capitalist system, in various sectors. The author expresses his views on normative questions and on therapies against the harmful effects. He deals first with actual practice, then places the theory of the SBC in the sphere of ideas and models, showing how it relates to other theoretical trends, including institutional and behavioural economics and theories of moral hazard and inconsistency in time. He shows how far the intellectual apparatus of the SBC has spread in theoretical literature and where it has reached in the process of “canonization” by the economics profession. Finally, he reviews the main research tasks ahead.

Ezt az írást Piketty kiváló és fontos könyve inspirálta. A könyvnek nemcsak a címe, hanem számos megfogalmazása is azt a várakozást keltheti, hogy a kapitalista rendszer átfogó elemzése kerül az olvasó kezébe. Ehhez képest a tanulmány szerzőjében hiányérzet támadt. A kapitalista rendszernek számos immanens tulajdonsága, veleszületett hajlama van. Közülük hárommal foglakozik a tanulmány. 1. A kapitalizmus egyik alapvonása a dinamizmus, az innováció, a teremtő rombolás. Nem adhat teljes képet a kapitalizmusról az, aki ezt az alapvetően fontos jelenséget ignorálja. 2. A kapitalizmus óhatatlanul nagyfokú egyenlőtlenséget hoz létre; ezt reformokkal kell enyhíteni, de teljesen nem küszöbölhető ki. 3. A kapitalizmus alapvető jellegzetességei, a magántulajdon és a piaci koordináció dominanciája nagy hatású ösztönzési mechanizmusokat hoznak létre, amelyek mind a tulajdonosokat, mind a vállalatok vezetőit innovációra és hatékony működésre serkentik. Az egyik legfontosabb ösztönző a verseny, különösen az oligopolisztikus verseny. A kapitalista rendszernek e három fontos tendenciája között szoros kölcsönhatás érvényesül. Piketty fő témáját, a jövedelem és a vagyon eloszlását nem lehet jól megérteni, ha a másik két tendenciától elszakítva vizsgáljuk. János Kornai’s DRSE theory (Kornai, 2014) follows the ex post model philosophy which radically rejects the ex ante set of conditions laid down by the dominant neoclassical school and the stringent limits of equilibrium, and defines its own premises for the functioning of capitalist economy. In other words, the DRSE theory represents an extremely novel trend among the various schools of economics. The theory is still only a verbal model with the following supporting pillars as the immanent features of the capitalist system: dynamism, rivalry and the surplus economy. (The English name of the theory uses the initial letters of the terms Dynamism, Rivalry, Surplus Economy). The dominance of the surplus economy, that is, oversupply is replaced by monopolistic competition, uncertainty over the volume of demand, Schumpeterian innovation, dynamism, technological progress, creative destruction and increasing return to scale with rivalry between producers and service providers for markets. This paper aims to examine whether the DRSE theory can be formulated as a formal mathematical model. We have chosen a special route to do this: first we explore the unreal ex ante assumptions of general equilibrium theory (Walras, 1874; Neumann, 1945), and then we establish some of the possible connections between the premises of DRSE, which include the crucial condition that just like in biological evolution, there is no fixed steady state in the evolutionary processes of market economy, not even as a point of reference. General equilibrium theory and DRSE theory are compared in the focus of Schumpeterian evolutionary economics.

This study was inspired by Piketty’s excellent and important book. Its title and numerous statements in it arouse in readers expectations of a comprehensive analysis of capitalism. By comparison the author of this paper felt important aspects were lacking. The capitalist system has numerous immanent traits and innate tendencies, of which the paper takes a closer look at three properties. 1. One basic feature is dynamism, innovation, and creative destruction. No picture of capitalism can be full if this basic aspect is ignored. 2. Capitalism inevitably brings about a high degree of inequality; this must be eased by reforms, but cannot be entirely overcome. 3. The basic characteristics of capitalism – private ownership and the dominance of market coordination – give rise to strong incentive mechanisms that encourage but owners and enterprise executives to innovate and to cooperate effectively. One of the main incentives is competition, especially oligopolistic competition. There are strong mutual effects among these three important tendencies. It is impossible to understand well Piketty’s main subject, the distribution of income and wealth, if it is divorced from the other two tendencies. The study ends with its author’s own value judgements on the favourable and harmful, unjust attributes of the capitalist system.

From 2000 to 2010, America’s music industry’s annual revenue went from $4 billion to $2 billion. Much of this is attributed to the internet’s ability to provide consumers with easy access to free music, and hip hop has been especially impacted by this trend. Utilizing document analysis and personal interviews, this study found that the success of independent artists has influenced the business strategies of major record companies. In response to a dramatic decrease in record sales, major labels have made more of an effort to sign their artists to 360 deals, which allow the labels to profit from every aspect of an artist’s brand or identity. While some independent artists are the main beneficiary of the profits generated from their music and personal brand, they also reify the commodity-form capitalist system by attempting to turn their music and brand into a fetishized commodity and by turning their audience into a fetishized commodity.

Around the world borders are militarized, states are stepping up repressive anti-immigrant controls, and native publics are turning immigrants into scapegoats for the spiraling crisis of global capitalism. The massive displacement and primitive accumulation unleashed by free trade agreements and neo-liberal policies, as well as state and “private” violence has resulted in a virtually inexhaustible immigrant labor reserve for the global economy. State controls over immigration and immigrant labor have several functions for the system: 1) state repression and criminalization of undocumented immigration make immigrants vulnerable and deportable and therefore subject to conditions of super-exploitation, super-control and hyper-surveillance; 2) anti-immigrant repressive apparatuses are themselves ever more important sources of accumulation, ranging from private for-profit immigrant detention centers, to the militarization of borders, and the purchase by states of military hardware and systems of surveillance. Immigrant labor is extremely profitable for the transnational corporate economy; 3) the anti-immigrant policies associated with repressive state apparatuses help turn attention away from the crisis of global capitalism among more privileged sectors of the working class and convert immigrant workers into scapegoats for the crisis, thus deflecting attention from the root causes of the crisis and undermining working class unity. This article focuses on structural and historical underpinnings of the phenomenon of immigrant labor in the new global capitalist system and on how the rise of a globally integrated production and financial system, a transnational capitalist class, and transnational state apparatuses, have led to a reorganization of the world market in labor, including deeper reliance on a rapidly expanding reserve army of immigrant labor and a vicious new anti-immigrant politics. It looks at the United States as an illustration of the larger worldwide situation with regard to immigration and immigrant justice. Finally, it explores the rise of an immigrant justice movement around the world, observes the leading role that immigrant workers often play in worker’s struggles and that a mass immigrant rights movement is at the cutting edge of the struggle against transnational corporate exploitation. We call for replacing the whole concept of national citizenship with that of global citizenship as the only rallying cry that can assure justice and equality for all.

Portuguese language textbooks, according to what has been preconized on the official document to education, have been configured on discursive genres imported from diverse spheres of human activity. Adverts, genre of ample social circulation, spread from the Advertising sphere to the schools and started being approached by these collectaneas as an object and a tool for teaching. Therefore, this research deals with the approach of ads in Portugese textbooks. These discursive practices matter for the impact or appeal they exert over the (new) consumers, among which High School students; for their representation in the capitalist system, which guides us on our relationships and social practices; and for the mix of languages that end up at their composition, once they encapsulate the spirit of our time, par excellence, the one from the verbal-visual genres. To understand the treatment given to these advertising pieces, from questions/commentaries related to them, two collections were selected by the Programa Nacional do Livro Didático – Textbook National Program (PNLD 2012) among the ones more used by public High Schools in Natal/RN. From Applied Linguistics, from mestizo, nomadic and inter/transdisciplinary identity (MOITA LOPES, 2009), this study falls within the discursive chain of the interpretive tradition of historical-cultural approach (FREITAS, 2010) and names the Bakhtin Circle and its language‟s dialogical conception as inescapable partners. The data of the colletaneas show that the genre approach can happen as concrete utterance, as linguistic artifact and as hybrid, at work with questions and without questions, with the predominance of its occurrence in the portion of the volume devoted to the study of grammar. In the literature chapters and production/interpretation of compositions, it insert is incipient or it doesn‟t happen in the volume. Such a provision has implications for multiliteracies (ROJO, 2012) of the citizen student, once the lack or the abundance of critical reading proposals for this genre, that demand from the student the exercise of knowledge that is necessary to the construction of linguistic and social meanings, can be responsible for guide to a more conscious consumerism (material and cultural) by the chief customers of the work under review. The approaches of the genres seems to indicate a gradual transition that such material have undergone, which means, from the focus on clauses to the focus on utterances, or even the approach as linguistic artifact to hybrid and the concrete utterance, in search of overcoming the traditional tendency of taking advantage of formal aspects of the language, to the detriment of enunciative ones, and for coming into harmony with the guidelines and parameters of teaching in contemporary times, bringing the school duties close to the rights in life.

In this chapter, the way in which varied terms such as Networked learning, e-learning and Technology Enhanced Learning (TEL) have each become colonised to support a dominant, economically-based world view of educational technology is discussed. Critical social theory about technology, language and learning is brought into dialogue with examples from a corpus-based Critical Discourse Analysis (CDA) of UK policy texts for educational technology between1997 and 2012. Though these policy documents offer much promise for enhancement of people’s performance via technology, the human presence to enact such innovation is missing. Given that ‘academic workload’ is a ‘silent barrier’ to the implementation of TEL strategies (Gregory and Lodge, 2015), analysis further exposes, through empirical examples, that the academic labour of both staff and students appears to be unacknowledged. Global neoliberal capitalist values have strongly territorialised the contemporary university (Hayes & Jandric, 2014), utilising existing naïve, utopian arguments about what technology alone achieves. Whilst the chapter reveals how humans are easily ‘evicted’, even from discourse about their own learning (Hayes, 2015), it also challenges staff and students to seek to re-occupy the important territory of policy to subvert the established order. We can use the very political discourse that has disguised our networked learning practices, in new explicit ways, to restore our human visibility.

A presente pesquisa está vinculada à linha Educação Ambiental: Ensino e Formação de Educadores(as) (EAEFE), do Programa de Pós-Graduação em Educação Ambiental - PPGEA/FURG. O estudo foi realizado com cinco tutoras a distância que atuaram no curso de Especialização em Educação de Jovens e Adultos na Diversidade, oferecido na modalidade a distância pela Universidade Federal do Rio Grande - FURG, a partir do Programa Universidade Aberta do Brasil, entre os anos de 2010 e 2012. A pesquisa buscou compreender que sentidos atribuem ao trabalho de tutoria, realizado no referido curso de especialização, os tutores a distância que dele fizeram parte. Assim, justifica-se por propor debate acerca da situação a que estão sujeitos esses profissionais, estando inseridos em um contexto de exploração, terceirização e prestação de serviços em educação, visto que a Educação a Distância, que não é institucionalizada, contribui para a manutenção do Sistema Capitalista, reproduzindo a precarização do trabalho docente. Este estudo caracteriza-se como uma pesquisa qualitativa, sendo os dados produzidos por meio de diálogo dirigido com questões que versavam a respeito das experiências das tutoras com a Tutoria a Distância. Para realizar a análise dos dados coletados, foi utilizada a Análise Textual Discursiva (ATD) (Moraes e Galiazzi, 2007), metodologia que possibilitou a compreensão dos discursos dos sujeitos. Os diálogos traçados entre os relatos das tutoras e teóricos como Antunes (2009), Mattar (2012), Loureiro (2004), entre outros, possibilitaram a construção de compreensões sobre o trabalho dos tutores no contexto do Modo de Produção Capitalista, vinculando, assim, a pesquisa ao campo de discussões da Educação Ambiental. Neste estudo, três categorias emergiram do processo de análise, denominadas: Tutoria a distância - questões que influenciam as condições de trabalho; Os sentidos do tempo na Tutoria a Distância - limites do tempo dentro e fora do trabalho; Tutoria a distância e o relacionamento com os estudantes - desafios do trabalho e da aprendizagem na EaD. Nesse sentido, foram tecidas reflexões sobre o trabalho na sociedade capitalista a partir da teoria marxista e suas relações com a organização da Educação a Distância, pensando na posição que ela assume no cenário educacional brasileiro e considerando as implicações do modo de produção capitalista na organização do trabalho da tutoria em EaD. Nas três categorias, os sujeitos elencaram desafios, dificuldades e as satisfações relacionadas com as experiências vivenciadas na tutoria a distância. Os resultados mostraram que os sujeitos da pesquisa consideram-se pertencentes ao processo de aprendizagem, desempenhando ações educativas que as caracterizam como professoras, pois como tutoras desempenham funções docentes no processo de formação dos educandos. Também fica evidente que as tutoras não identificam o trabalho na tutoria como um trabalho precarizado, embora essa atividade esteja constituída na lógica de exploração e terceirização da mão de obra trabalhadora. Além disso, houve a confirmação de que a realização das atividades de tutoria intensifica a jornada de trabalho e de que ele é organizado em cima do tempo livre das tutoras.

This paper presents a feminist analysis of corporate social responsibility (CSR) in a male-dominated industry within a developing country context. It seeks to raise awareness of the silencing of women’s voices in CSR reports produced by mining companies in Tanzania. Tanzania is one of the poorest countries in Africa, and women are often marginalised in employment and social policy considerations. Drawing on work by Hélène Cixous, a post-structuralist/radical feminist scholar, the paper challenges the masculinity of CSR discourses that have repeatedly masked the voices and concerns of ‘other’ marginalised social groups, notably women. Using interpretative ethnographic case studies, the paper provides much-needed empirical evidence to show how gender imbalances remain prevalent in the Tanzanian mining sector. This evidence draws attention to the dynamics faced by many women working in or living around mining areas in Tanzania. The paper argues that CSR, a discourse enmeshed with the patriarchal logic of the contemporary capitalist system, is entangled with tensions, class conflicts and struggles which need to be unpacked and acknowledged. The paper considers the possibility of policy reforms in order to promote gender balance in the Tanzanian mining sector and create a platform for women’s concerns to be voiced.

El VI Congreso del Partido Comunista de Cuba introdujo una nueva agenda económica que el Gobierno llama la actualización del modelo socialista. Muchos piensan que en esencia se trata de una serie de reformas y reducen su importancia a su dimensión económica. Esta monografía busca explicar la actualización aplicando el análisis de sistemas-mundo de Immanuel Wallerstein, aportando una interpretación no convencional del fenómeno. Se puntualizará en las variables de poder y en los actores políticos que han determinado la nueva política económica: el Partido Comunista de Cuba (PCC) y las Fuerzas Armadas Revolucionarias (FAR). Ambos conforman lo que Wallerstein denomina un movimiento antisitémico. El argumento principal es que el movimiento ha puesto en marcha las reformas buscando fortalecer el Estado y así garantizar su supervivencia al consolidar su posición como el competidor único del poder estatal. Como se verá, estas metas han llevado al movimiento a sacrificar parte de su naturaleza antisistémica.

This paper aims to analyze elements of the play Gota d’água, written by Chico Buarque and Paulo Pontes from televised script by Oduvaldo Vianna Filho, based on the tragedy Euripides’ Medea. The work preserves the central plot of the Greek text, but presents aspects of Brazilian reality and strong social content, dealing with themes that remain fairly current, such as right to housing, the situation of dependence of the poor class, the search for survival and maintenance power of action and decision in the hands of those who hold the capital. In the plot, recreated in suburban Rio, the representation of poor Brazilian workers emerges, with poverty being approached from a different profile than that spread by recent works of national literature, in which another facet of the lower social classes is highlighted, linking them to crime and violence, as well as the representation even more common, with an emphasis on black or northeastern origin. To this analysis we have purposed our considerations are guided primarily by studies of Antonio Candido (1970, 1989 and 2006) and Roberto Schwarz (1982 and 2000), joining artistic text and social series via character category, with characterization, a priori, through labor relations. Our approach lays not on Joana, representing Medea, the protagonist of that Greek tragedy, but especially from Egeu, minor character in the Euripides’ play, who, however, plays an important role in that modern version, being imperative in the wake of reflections of Brazilian society. On the other hand, we have observed that the entrepreneur Creonte Vasconcelos, who represents the power of capital, and Jasão de Oliveira, a dubious character, who suffers more transformations during the plot, hesitating between the miserable universe of his origin and the economic power, rising socially, becoming a product of the cultural industry and leading us to think about the use of the most capable people by the capitalist system.

This paper focuses on teaching boys, male teachers and the question of gendered pedagogies in neoliberal and postfeminist times of the proliferation of new forms of capitalism, multi-mediated technologies and the influence of globalization. It illustrates how a politics of re-masculinization and its reconstitution needs to be understood as set against changing economic and social conditions in which gender equity comes to be re-focused on boys as the ‚new disadvantaged‘. This re-framing of gender equity, it is argued, has been fuelled by both a media-inspired backlash discourse about ‚failing boys‘ and a neo-positivist emphasis on numbers derived primarily from standardized testing regimes at both global and national levels. A media-focused analysis of the proliferation of discourses about ‚failing boys‘ vis-a-vis the problem of encroaching feminization in the school system is provided to illuminate how certain truths about the influence of male teachers come to define how the terms of ensuring gender equity are delimited and reduced to a question of gendered pedagogies as grounded in sexed bodies. Historical accounts of the feminization of teaching in the North American context are also provided as a basis for building a more informed understanding of the present, particularly as it relates to the contextualization of policy articulation and enactment regarding the problem of teaching boys. In light of such historically informed and critical media analysis, it is argued that what is needed is a more informed, evidenced based policy articulation of the problem of teaching boys and a more gender sensitive reflection on the politics of masculinities in postfeminist times.
