Notre étude porte sur la manière dont les chercheurs universitaires junior et senior en sciences sociales au Québec établissent leurs réseaux de cosignataires et donnent une interprétation discursive à leurs activités de collaboration face à l'impact du changement institutionnel universitaire pendant la période 1990-2009. Plus spécifiquement, notre recherche s'intéresse à montrer que la création des réseaux et la collaboration scientifique par cosignature peuvent être identifiées comme des « ajustements professionnels » et se présenter aussi comme une ressource du capital social qui peut être mobilisé et qui peut produire des avantages aux chercheurs en accord avec leur statut junior ou senior. Il s’agit donc d’une recherche qui relève de la sociologie des sciences. Notre approche a été opérationnalisée à partir de l'étude de 15 membres d'un centre de recherche universitaire au Québec, et leur réseau de 447 cosignataires (y compris les chercheurs de l'étude), et à travers l'application de 7 entretiens auprès de chercheurs junior et senior du même centre. Dans le même plan opérationnel, depuis une perspective qualitative, la thèse permet d'identifier le sens discursif que les chercheurs fournissent à la collaboration et à la participation en réseaux de cosignatures. Ensuite, depuis l'analyse structurelle des réseaux, notre étude montre les connexions individuelles et leurs formes d'interprétation — spécialement la théorie des graphes et ses mesures de centralité (la centralité de degré, la centralité d’intermédiarité et la centralité de vecteur propre) — de même que l'homophilie par statut entre chercheurs. Enfin, depuis l'analyse statistique, elle montre la corrélation des périodes de l'étude et des attributs socioprofessionnels des chercheurs étudiés (sexe, statut universitaire, affiliation institutionnelle, discipline d’appartenance, pays, région du Canada et ville de travail). Notamment, les résultats de notre thèse montrent que chaque catégorie de chercheurs possède ses propres particularités structurelles et discursives en ce qui a trait à ses pratiques de collaboration en réseau, et vont confirmer que les chercheurs senior, plus que les chercheurs junior, grâce à leur capital social mobilisé, ont conservé et obtenu plus d'avantages de leur réseau de cosignataires afin de s'adapter au changement institutionnel et mieux gérer leur travail de collaboration destiné à l’espace international, mais surtout à l'espace local.

Die Dissertation beschäftigt sich mit der komparativen Analyse der deutschen und französischen Innovationssysteme. Ausgehend von der evolutorisch-orientierten Innovationsforschung und der Institutionenökonomik werden die Akteure und deren Interaktionen in den jeweiligen institutionellen Rahmenbedingungen in beiden Innovationssystemen untersucht. Die Arbeit beleuchtet dieses Thema aus verschiedenen Perspektiven und zeichnet sich durch ein breites Methodenspektrum aus. Die Grenzen und Defizite des linearen Innovationsmodells werden aufgezeigt und für ein systemisches, interaktives Verständnis der Entstehung von Innovationen plädiert. Dieses interaktive Modell wird auf die Ebene des nationalen Innovationssystems transponiert, und damit wird der konzeptionelle Rahmen für die weitere Analyse geschaffen. Für die Gestaltung der Innovationssysteme wird die Bedeutung der institutionellen Konfigurationen betont, die von den Innovationsakteuren gewählt werden. Hierfür werden jeweils die Fallbeispiele Frankreich und Deutschland ausführlich untersucht und nach der gleichen Systematik empirisch betrachtet und schließlich werden beide Innovationssysteme systematisch verglichen. Dabei wird auch auf die Pfadabhängigkeiten in beiden Innovationssystemen eingegangen, sowie auf die Notwendigkeit der Berücksichtigung kultureller und historischer Eigenarten der verglichenen Länder. Expertengespräche mit deutschen und französischen Experten, ergänzen die zuvor erzielten Ergebnisse der Arbeit: Durch eine interdisziplinäre Herangehensweise werden politikwissenschaftliche und ökonomische Ansätze miteinander verknüpft, sowie kulturelle Eigenarten berücksichtigt, die Innovationssysteme beeinflussen können. In seinen Schlussfolgerungen kommt der Verfasser zu dem Ergebnis, dass „lernende Politik“ über institutionellen Wandel und Wissenstransfer ein wichtiger Faktor bei der Gestaltung hybrider Institutionen und der staatlichen Innovationspolitik von der „Missions- zur Diffusionsorientierung“ hin ist. Die Betrachtung zweier nationaler Systeme sowie deren Einbindung in internationale Kontexte führt zum Ergebnis, dass die Steuerung der Schnittstelle „Forschung-Industrie“, insbesondere die Rolle der Universitäten und Forschungseinrichtungen in heterogenen Kooperationspartnerschaften, über neue forschungs-und technologiepolitische Instrumente über transnationales Lernen von Institutionen geschehen kann. Dieser institutionelle Wandel wird als Lernprozess betrachtet, der im Übergang zur wissensbasierten Wirtschaft als “comparative institutional advantage“ ein wichtiger Faktor bei der Gestaltung der Institutionen und der staatlichen Technologiepolitik ist.

Este trabajo recopila literatura académica relevante sobre estrategias de entrada y metodologías para la toma de decisión sobre la contratación de servicios de Outsourcing para el caso de empresas que planean expandirse hacia mercados extranjeros. La manera en que una empresa planifica su entrada a un mercado extranjero, y realiza la consideración y evaluación de información relevante y el diseño de la estrategia, determina el éxito o no de la misma. De otro lado, las metodologías consideradas se concentran en el nivel estratégico de la pirámide organizacional. Se parte de métodos simples para llegar a aquellos basados en la Teoría de Decisión Multicriterio, tanto individuales como híbridos. Finalmente, se presenta la Dinámica de Sistemas como herramienta valiosa en el proceso, por cuanto puede combinarse con métodos multicriterio.

Se trata de una nueva actualización del marco económico de la concesión de servicio público, resaltando principalmente las nuevas aplicaciones que este contrato puede tener en un marco del servicio público liberalizado. De esta manera puede vislumbrarse un nuevo uso generalizado en el control del oportunismo político en materia del régimen tarifario lo que lo erige en un valido instrumento para la preservación de la inversión extarnjera. Del mismo modo puede emplearse como un instrumento para la generación de infraestructura en materia de servicios públicos y finalmente como un instrumento para la regulación alterna de monopolios naturales.

Empezando con Chile a comienzos de 1980, los países de América Latina han profundizado la reforma a las telecomunicaciones para crear un entorno regulatorio que incentive la inversión privada, en particular la inversión extranjera. En este artículo, trabajo las tendencias regulatorias en el sector telecomunicaciones de 24 países latinoamericanos y del caribe durante el período 1980-1997 y construyo un índice basado en : autonomía, rendición de cuentas, claridad de las funciones y objetivos, transparencia y participación, y el tipo de mandato legal que crea el ente regulador. El índice muestra que, en promedio, la mayoría de los países llevaron a cabo fuertes reformas regulatorias en la dirección sugerida por expertos e investigadores. El índice también se correlación bien con varias variables políticas, de riesgo, económicas y de telecomunicaciones.

Many factors have contributed to the euro crisis. Some have been addressed by policymakers, even if belatedly, and European Union member states have been willing to improve the functioning of the euro area by agreeing to relinquish national sovereignty in some important areas. However, the most pressing issue threatening the integrity, even the existence, of the euro, has not been addressed: the deepening economic contraction in southern euro-area member states. The common interest lies in preserving the integrity of the euro area and in offering these countries improved prospects. Domestic structural reform and appropriate fiscal consolidation, wage increases and slower fiscal consolidation in economically stronger euro-area countries, a weaker euro exchange rate, debt restructuring and an investment programme should be part of the arsenal. In the medium term, more institutional change will be necessary to complement the planned overhaul of the euro area institutional framework. This will include the deployment of a euro-area economic stabilising tool, managing the overall fiscal stance of the euro area, some form of Eurobonds and measures to make euro-area level decision making bodies more effective and democratically legitimate.

This paper focuses upon the policy and institutional change that has taken place within the Argentine electricity market since the country’s economic and social crisis of 2001/2. As one of the first less developed countries (LDCs) to liberalise and privatise its electricity industry, Argentina has since moved away from the orthodox market model after consumer prices were frozen by the Government in early 2002 when the national currency was devalued by 70%. Although its reforms were widely praised during the 1990s, the electricity market has undergone a number of interventions, ostensibly to keep consumer prices low and to avert the much-discussed energy ‘crisis’ caused by a dearth of new investment combined with rising demand levels. This paper explores how the economic crisis and its consequences have both enabled and legitimised these policy and institutional amendments, while drawing upon the specifics of the post-neoliberal market ‘re-reforms’ to consider the extent to which the Government appears to be moving away from market-based prescriptions. In addition, this paper contributes to sector-specific understandings of how, despite these changes, neoliberal ideas and assumptions continue to dominate Argentine public policy well beyond the postcrisis era.

This article critically examines the challenges that come with implementing the Extractive Industries Transparency Initiative (EITI)a policy mechanism marketed by donors and Western governments as a key to facilitating economic improvement in resource-rich developing countriesin sub-Saharan Africa. The forces behind the EITI contest that impoverished institutions, the embezzlement of petroleum and/or mineral revenues, and a lack of transparency are the chief reasons why resource-rich sub-Saharan Africa is underperforming economically, and that implementation of the EITI, with its foundation of good governance, will help address these problems. The position here, however, is that the task is by no means straightforward: that the EITI is not necessarily a blueprint for facilitating good governance in the region's resource-rich countries. It is concluded that the EITI is a policy mechanism that could prove to be effective with significant institutional change in host African countries but, on its own, it is incapable of reducing corruption and mobilizing citizens to hold government officials accountable for hoarding profits from extractive industry operations.

The UK government has sought to make changes to commercial property leasing practices. This has been the case since the recession of the 1990s. Industry self-regulation using an industry code of practice has been the vehicle for these changes. However, the code has had little direct success in changing practices. This is despite repeated threats of legislation as a constant backdrop to this initiative. The focus for this research is on the role of the industry bodies in the code initiative. They have been central to self-regulation in commercial leasing. Thus, the aim is to investigate the role of industry bodies in the process of institutional change. The context is industry self-regulation. The specific setting is commercial leasing. The main industry bodies in focus are the British Property Federation and Royal Institution of Chartered Surveyors. An existing model of institutional change forms the framework for the research. A chronological narrative is constructed from secondary data. This is analysed, identifying the actions of the industry bodies within the conceptual stages of the model. The analysis shows that the industry bodies had not acted as convincing agents of change for commercial leasing. In particular there was a lack of theorisation, a key stage in the process. The industry bodies did not develop a framework necessary to guide their members through the change process. These shortcomings of the industry bodies are likely to have contributed to the failure of the Code. However, the main conclusion is that, if industry self-regulation is led by government, then the state must work with industry bodies to harness their potential as champions and drivers of institutional change. This is particularly important in achieving change in institutionalised environments.

This exploratory study investigated the degree of correspondence between individual and group interests in the decision to adopt a sanctioning system to manage a shared resource with social dilemma properties. Fifty-two groups of four people accessed a "free-running" computer-simulated shared resource and had either equal or unequal resource access and experienced either an equitable or inequitable sanctioning system. Consistent with past research, a worse group outcome and greater voting for system change was found under the equitable than under the inequitable sanctioning system. However, at the individual level of analysis, the results suggested that the sanctioning systems did not have the same implications for all group members and that some of those differences predicted voting for system change. The study suggests the need to investigate the various decision frames and inequitable implications associated with structural/institutional change and calls for further investigation of dependencies between micro- and macro-level units of analysis.

Enhancements are interventions in the life cycle of common-pool aquatic resources. Enhancement technologies include culture-based fisheries, habitat modifications, fertilization, feeding and elimination of predators/competitors. Enhancements are estimated to yield about two million mt per year, mostly from culture-based fisheries in fresh waters where they account for some 20 percent of capture, or 10 percent of combined capture and culture production. Marine enhancements are still at an experimental stage, but some have reached commercial production. Enhancements use limited external feed and energy inputs, and can provide very high returns for labour and capital input. Moreover, enhancement initiatives can facilitate institutional change and a more active management of aquatic resources, leading to increased productivity, conservation and wider social benefits. Enhancements may help to maintain population abundance, community structure and ecosystem functioning in the face of heavy exploitation and/or environmental degradation. Negative environmental impacts may arise from ecological and genetic interactions between enhanced and wild stocks. Many enhancements have not realised their full potential because of a failure to address specific institutional, technological, management and research requirements emanating from two key characteristics. Firstly, enhancement involves investment in common-pool resources and can only be sustained under institutional arrangements that allow regulation of use and a flow of benefits to those who bear the costs of enhancement. Secondly, interventions are limited to certain aspects of the life cycle of stocks, and outcomes are strongly dependent on natural conditions beyond management control. Hence, management must be adapted to local conditions to be effective, and certain conditions may preclude successful enhancement altogether. Governments have a major role to play in facilitating enhancement initiatives through the establishment of conducive institutional arrangements, appropriate research support, and the management of environmental and other impacts on and from enhancements.

The field of adult literacy and basic education (ALBE) has undergone dramatic changes in recent years with the advent of labour market programs, accreditation, competency-based assessment and competitive tendering for program funds. Teachers' working conditions have deteriorated and their professional autonomy has been eroded. ALBE has been increasingly instrumentalised to fulfil the requirements of a marketised economy and conform to its norms. The beliefs and value systems which traditionally underpinned the work of ALBE teachers have been reframed according to the principle of 'performativity' and the demands of the 'performative State' (Lyotard, 1984: 46, Yeatman 1994: 110). The destabilisation of teachers' working lives can be understood as a manifestation of the 'postmodern condition' (Lyotard 1984; Harvey 1989): the collapse of the certainties and purposes of the past; the proliferation of technologies; the impermanence and intensification of work; the commodification of knowledge and curricula; and the dissolving of boundaries between disciplines and fields of knowledge. The critiques of the modernist grand narratives which underpin progressivist and critical approaches to adult literacy pedagogy have further undermined the traditional points of reference of ALBE teachers. In this thesis I examine how teachers are teaching, surviving, resisting, and 'living the contradictions' (Seddon 1994) in the context of struggles to comply with and resist the requirements of performativity. Following Foucault and a number of feminist poststructuralist authors, I have applied the notions of 'discursive engagement' and 'the politics of discourse' (Yeatman 1990a) as a way of theorising the interplay between imposed change and teachers' practice. I explore the discursive practices which take place at the interface between the 'new' policy discourses and older, naturalised discourses; how teachers are engaged by and are engaging with discourses of performativity; how teachers are discursively constructing adult literacy pedagogy; what new, hybrid discourses of 'good practice' are emerging; and the micropractices of resistance which teachers are enacting in their speech and in their practice. My purpose was to develop knowledge which would support the reflexivity of teachers; to enrich the theoretical languages that teachers could draw upon in trying to make sense of their situation; and to use those languages in speaking about the dilemmas of practice. I used participatory action research as a means of producing knowledge about teachers' practices, structured around their agency, and reflecting their standpoint (Harding 1993). I describe two separate action research projects in which teachers of ALBE participated. I reflect on both projects in the light of poststructuralist theory and consider them as instances of what Lather calls 'within/against research' (Lather 1989: 27). I analyse written and spoken texts produced in both projects which reflect teachers' responses to competency-based assessment and other features of the changing context. I use a method of discourse mapping to describe the discursive field and the teachers' discursive practices. Three main configurations of discourse are delineated: 'progressivism', 'professional teacher' and 'performativity'. The teachers mainly position themselves within a hybridising 'progressivist /professional teacher' discourse, as a discourse of resistance to 'performative' discourse. In adapting their pedagogies, the teachers are in some degree taking the language and world view of performativity into their own vocabularies and practices. The discursive picture I have mapped is complex and contradictory. On one hand, the 'progressivist /professional teacher' discourse appears to endure and to take strength from the articulation into it of elements of performative discourse, creating new possibilities for discursive transformation. On the other hand, there are signs that performative discourse is colonising and subsuming progressivist /professional teacher discourse. At times, both of these tendencies are apparent in the one text. Six micropractices of resistance are identified within the texts: 'rational critique', 'objectification', 'subversion', 'refusal', 'humour' and 'the affirmation of desire'. These reflect the teachers' agency in making discursive choices on the micro level of their every day practices. Through those micropractices, the teachers are engaging with and resisting the micropractices and meanings of performativity. I apply the same multi-layered method of analysis to an examination of discursive engagement in pedagogy by analysing a transcript of the teachers' discussion of critical incidents in their classrooms. Their classroom pedagogies are revealed as complex, situated and eclectic. They are combining and integrating their 'embodied' and their 'institutional' powers, both 'seducing' (McWilliam 1995) and 'regulating' (Gore 1993) as they teach. A strong ethical project is apparent in the teachers' sense of social responsibility, in their determination to adhere to valued traditions of previous times, and in their critical self-awareness of the ways in which they use their institutional and embodied powers in the classroom. Finally, l look back on the findings, and reflect on the possibilities of discursive engagement and the politics of discourse as a framework for more strategic practice in the current context. This research provides grounds for hope that, by becoming more self-conscious about how we engage discursively, we might become more strategic in our everyday professional practice. Not withstanding the constraints (evident in this study) which limit the strategic potential of the politics of discourse, there is space for teachers to become more reflexive in their professional, pedagogical and political praxis. Development of more deliberate, self-reflexive praxis might lead to a 'postmodern democratic polities' (Yeatman 1994: 112) which would challenge the performative state and the system of globalised capital which it serves. Short abstract Adult literacy and basic education (ALBE) teachers have experienced a period of dramatic policy change in recent years; in particular, the introduction of competency-based assessment and competitive tendering for program funds. 'Discourse politics' provides a way of theorising the interplay between policy-mediated institutional change and teachers' practice. The focus of this study is 'discursive engagement'; how teachers are engaged by and are engaging with discourses of performativity. Through two action research projects, texts were generated of teachers talking and writing about how they were responding to the challenges, and developing their pedagogies in the new policy environment. These texts have been analysed and several patterns of discursive engagement delineated, named and illustrated. The strategic potential of 'discourse polities' is explored in the light of the findings.
