About eighty percent of the Brazilian municipalities have their residues in environmentally unsuitable sites and socially insalubrious. In this context, in the year 2010, instituted the National Policy on Solid Residues, which aims to integrated management and management environmentally appropriate of solid residues in Brazil (JUCA, 2002).The problem of urban residues is related to its origin and production in the same way that the concept of inexhaustibility and reflexes of compromising the environment, especially the pollution of soil, air and water resources (LIMA, 1995). Seeking a better residues management in the municipality of Apuí / AM and continuing work already started, Plan Solid Residues Management of the Apuí / AM, this work came to propose a better environmental compliance in relation to solid residues compared to 12305/2010 law that established deadlines / timelines on some actions such as landfills and the consequent elimination of environmentally sound disposal of residues by 2014 and thus began a study of potential areas for the implementation of the landfill were evaluated taking into consideration technical aspects (soil, vegetation, climate, hydrography, etc), legislation and Google Earth imagery. The result of the work over the 6 areas proposed by the City Hall was the choice of AREA 4 as the most indicated for the implementation of the landfill for the city of Apuí, which has 18,325 inhabitants (IBGE, 2011); some considerations were made if a new area can be proposed by the city to implement the landfill

The growing population, purchasing power and changing the profile of Brazilian consumers are the facts to justify the increase in waste production in the country. According to the National Research Sanitation made by IBGE in 2000, Brazil produced 241,614 tons of waste per day, equivalent to approximately 90 million tons per year. This growth leads researchers to consider a better way to dump this material in order to mitigate the damage to population health and the environment. For this, one of the possible actions is the search for alternative disposal technological development, a possible solution being the construction of landfills. But many cities, especially those from regions of poor or agricultural base, do not always have sufficient resources and open spaces for the construction of a landfill as required by law. Fits like a context in which it operates as an alternative technology for inter-municipal consortia landfill and public-private partnerships in order to contribute to the sustainable development of cities. The law that regulates public consortia is the Federal Law 11.107 of April 2005, as the law that regulates and makes possible the Public-Private Partnership is the Federal Law 11.079 of 2004. Consortia are entities that bring together several municipalities, with or without the State and the Union to carry out joint actions that if were borne singly, not would achieve the same results or would lose a greater volume of resources, and would demand more time. The public-private partnership consist of one or more municipalities and a private company, selected by public tender, which becomes responsible for implementation, maintenance and operation of the landfill. This study analyzes the environmental performance of the Municipal Solid Waste Management System (MSWMS) of Piedade, São Paulo, from a systemic perspective. A life cycle assessment (LCA) technique was applied according to an attributional approach to evaluate both the current operational situation and different prospective scenarios, which were devised based on the application of targets for recycling dry and wet waste suggested by the pre-draft version of the Brazilian Plan for Solid Waste. The life cycle impact assessment method EcoIndicator 99, in association with normalization and weighting procedures, was used to conduct the analysis. It was observed that the adoption of goals of 30%, 50% and 70% for recovering of the recyclable dry waste, resulted in improvement of the environmental performance of the waste management system under analysis, respectively of 10%, 15% and 20%. It was also possible to detect an evolution in the order of 54% in reducing impacts resulting from the adoption of targets for composting. LCA proved to be effective for the evaluation of the environmental performance of MSWMS-Piedade. However, for future evaluations, the attributional approach should be replaced by the methodological practice of substitution to enable the avoided burdens to be considered in estimations of the environmental performance municipal solid waste management systems.

Equacionar a problemática do aumento da geração de resíduos sólidos é tarefa complexa, que envolve entre outras, questões de ordem ambiental, de saúde pública e econômica. Quando se trata de disposição final de resíduos sólidos, o aterro sanitário é a única técnica utilizada ambientalmente correta, porém ainda são poucas as cidades que a emprega. Espera-se que nos próximos anos, aumente o número de municípios com aterro sanitário e deste modo, surge um outro problema de cunho ambiental, e em nível mais global, que se refere aos gases liberados pelos aterros sanitários, durante a decomposição anaeróbia da parte orgânica dos resíduos. Estão entre estes gases, o dióxido de carbono e o metano, que contribuem para o efeito estufa. Se por um lado o metano é prejudicial, quando se trata de efeito estufa, por outro lado, pode ser utilizado para fins energéticos como fonte de energia renovável e justamente substituindo os combustíveis fósseis, que representam a maior fonte dos chamados gases de efeito estufa. O presente trabalho, tem como objetivo inicial, levantar as alternativas para o uso de gases de aterro sanitário como fonte de energia, em um segundo momento do trabalho, relacionar as fases da digestão anaeróbia com a produção de metano, através da análise de amostras coletadas em diferentes pontos e profundidades do aterro do município de Piracicaba/SP.

Este artigo apresenta estudo exploratório realizado acerca do Programa Município VerdeAzul, estabelecido em 2007 pelo Governo do Estado de São Paulo para incentivar os municípios a atuar a favor da melhoria das condições ambientais. A pesquisa teve como recorte os sete municípios do Grande ABC no estado de São Paulo. A análise priorizou três diretivas do programa: Esgoto Tratado, Resíduos Sólidos e Educação Ambiental, por possuírem o maior peso atribuído. Ribeirão Pires e São Caetano do Sul obtiveram as melhores notas, seguidas por Santo André. Os resultados evidenciam que, na diretiva Esgoto Tratado, São Caetano do Sul tem melhor posição; na diretiva Resíduos Sólidos, o destaque é para Santo André, que agora possui aterro sanitário; e, no quesito Educação Ambiental, todos descrevem e comprovam ações de educação ambiental.

The problem of solid waste that involves the management, the management and the allocation of these is an issue that permeates all spheres of society, which denotes environmental implications that contribute to the discussion of the environmental crisis in progress. From this perspective, this study aims to investigate and understand the role that consortia, especially the Regional Public Waste Consortium Solid Seridó/RN have waste management, in order to observe their strengths and weaknesses in order to conclude whether they are an appropriate solution to the problem of solid waste. In studying a region that is undergoing a process of institutional organization guided in the solid waste, the focus turned into an interesting academic research point. Since this is a qualitative research, readings were taken of relevant authors to the object and the following legal frameworks, namely: the National Basic Sanitation Policy (Law nº 11.445/2007), the National Policy on Solid Waste (Law nº 12.305/2010 ) and the Law on Public Consortia (Law nº 11.107/2005). The consortium region has about 290.000 inhabitants, generated 40.000 tons of waste a year. As for the final disposal of waste, all municipalities in the region deposit their waste in the open, or in garbage dumps. In the analysis of the Consortium Seridó, a list of issues that are hindering their implementation has been identified. The demands come mainly from the political sphere, but also financial, technical and logistical. It is expected that with the realization of the Consortium by building its supporting structures (overfill Station and Landfill), a new model of solid waste management is implemented.

With the disorganized decentralization occurred in Brazil after the 1988 Constitution, municipalities have risen to the level of federal entities. This phenomenon became known as "municipalism" also brought some negative effects such as low capacity financial, economic and political of these entities. In the face of this reality , the municipalities sought in models of collaborative features to address public policy issues ultrarregionais, one of these models are the Public Consortia. Characterized as the organization of all federal entities that aim to solve public policy implementation alone that they could not, or spend great resources for such. This reality of the municipalities have an aggravating factor when looking at the situation in Metropolitan Regions (MRs). This is because the RMs has a historical process of formation that does not encourage cooperation, since that were created top-down during the military regime. Furthermore, the metropolitan municipalities have significant power asymmetries, localist vision, rigidity earmarked revenues, different scenarios conurbation, difficulty standardization of concepts and others that contribute to the vision of low cooperation of these metropolitan areas. Thus, the problem of this work is in the presence of collaborative arrangements, such as the Public Consortia in metropolitan areas, which are seen as areas of low cooperation. To elucidate this research was used for analysis the cases of CONDIAM/PB and Consórcio Grande Recife/PE, because they are apparently antagonistic, but with some points of similarity. The cases has as foundation the Theory of Common Resources, which provides the possibility of collective action through the initiative of individuals. This theory has as its methodology for analyzing the picture IAD Framework, which proposes its analysis based on three axes: external variables, the arena of action and results. The nature of the method of this research was classified as exploratory and descriptive. For the stage of date analysis, was used the method of document analysis and content, Further than of separation of the cases according to theur especificities. At the end of the study, noted that the CONDIAM/PB was a strategy of municipal government of Joao Pessoa to attract funds from the Federal Government for the purpose of to build a landfill, and over the years the ideology of cooperation was left aside, the prevailing view localist municipalities. In the case of Consórcio Grande Recife/PE, members act with some degree of cooperation, especially the collaborative aspect of the region, however, still prevails with greater strength the power of the state of Pernambuco in the decisions and paths of the consortium. Thus, was conclude that the Public Consortia analyzed are an experience of collaborative arrangement, from the initiative of members, as the theory of common resources says, but has not actually signed as a practice of collective action to overcome the dilemmas faced by metropolitan areas

Leachates are effluent produced by decomposition of solid waste, they have complex composition and can be highly toxic. Therefore such percolated liquid should be collected and treated properly to avoid environmental contamination of soil and of water bodies. The objective of this study was to evaluate the toxicity through ecotoxicological tests with Ceriodaphnia dubia (Cladocera - Crustacea) of percolated liquids generated in two different systems of municipal solid waste (MSW) disposal in the city of Natal/ RN: A Sanitary Landfill in the Metropolitan Region of Natal/ RN, and in a dump off area. Furthermore, it was evaluated the possible contamination of the underground water of the dump off area. Two monthly samples were taken at four points between the months of May/2009 and January/2010. The Point "A" corresponds to the end of the pond leachate treatment in ASRMN; The Point "B" corresponds to a containment pond at the dump. The Point "C" is an area near one of the cells of the dump off area where the leachate outcrops; The Point "D" stands for an underground water well at the area. The last point, called "E" was sampled only once and corresponds to the slurry produced by temporary accumulation of solid waste in the open area of the dump. The ecotoxicological tests, acute and chronic, followed the ABNT 13373/2005 rules, with some modifications. The samples were characterized by measuring the pH number, the dissolved oxygen (DO), the salinity, BOD5, COD, Cd, Cu, Pb, Cr, Fe, Mg, Ni, and Zn. At Point A, the average number of EC50-48h ranged between 1.0% and 2.77% (v/v), showing a high toxicity of the leachate to C.dubia in all months. To this point, positive correlations were found between the EC50- 48 with precipitation. Negative correlations were found between the EC50- 48h with salinity. At point B there was no response of the acute exposure of organisms to the test samples. At point C the EC50-48h ranged from 17.68% to 35.36% in just two months of the five ones analyzed, not correlated meaning. Point D, the EC50-48h level ranged between 12.31% and 71.27%, showed a negative correlation with, only, precipitation. Although it was observed toxicity of underground water in the Landfill Area, there was no evidence of water contamination by leachate, however, due to the toxic character of this water, additional tests should be conducted to confirm the quality of water that is used for human supply. At point E there was no acute toxicity. These results support the dangers of inappropriate disposal of MSW to water bodies due to the high toxicity of the leachate produced highlighting the necessity of places of safe confinement and a treatment system more effective to it

EFEITO RESIDUAL DA APLICAÇÃO DE BIOSÓLIDO NA CULTURA DO MILHO. MA039 Fernanda Ardilha dos Santos1; Fernanda Gonçalves Serrenho1; Germana Breves Rona1; Sarai de Alcantara1; Daniel Vidal Perez2; Wagner Bettiol3 ; Waldemore Moriconi3, fernanda.ardilha@oi.com.br (1) Instituto de Química, UFRJ, (2) Embrapa Solos, RJ, (3) Embrapa Meio Ambiente (INTRODUÇÃO) A operação de uma Estação de Tratamento de Esgoto visa diminuir a carga poluente que seria lançada nos corpos receptores. Porém um novo problema é gerado: a disposição do lodo de esgoto, ou biossólido. Uma opção seria a disposição em aterro sanitário, que agrava ainda mais o problema de manejo do lixo urbano. Uma alternativa razoável seria a sua utilização como condicionador de solo e/ou fertilizantes, já que o biossólido promove a reciclagem de matéria orgânica e nutrientes. Entretanto, metais pesados são facilmente encontrados na composição de um biossólido. A utilização desse material para fins agrícolas pode causar alterações nos teores desses metais e na sua dispersão, tanto na fase sólida quanto na líquida do solo, com conseqüências ainda pouco conhecidas para nossas condições. O objetivo deste trabalho é estudar o impacto causado pelo uso agrícola do biossólido, de origem doméstica/industrial, nos teores e na evolução dos elementos Mn, Zn, Cu, Ni, Cd e Cr. (METODOLOGIA) A área experimental situou-se em Jaguariúna (SP), em Latossolo Vermelho Distroférrico (textura argilosa). O delineamento experimental escolhido foi o de fatorial (2 x 6) em blocos ao acaso, com 3 repetições, em que um tratamento correspondeu a uma dose aplicada, antes do plantio de milho, do lodo de esgoto. Os tratamentos estudados constaram de uma Testemunha Absoluta, Testemunha convencional (NPK), 1, 2, 4 e 8 vezes a dose de lodo de esgoto, calculada com base na adubação de N, requerida pela cultura do milho. O outro tratamento se refere ao tipo de lodo de esgoto utilizado, que foi fornecido pela SABESP, a saber: Barueri (Industrial) e de Franca (Doméstico), em SP. A amostragem ocorreu em novembro de 2004,2005,2006 e 2007 sendo a profundidade de coleta de 0-20cm. A técnica de extração seqüencial utilizada foi a descrita por Wasserman et al. (2005). As determinações analíticas dos metais estudados foram realizadas por ICP-OES(PE OPTIMA 3000). (RESULTADOS) Para o Zn, com o aumento da dose aplicada, observa-se um aumento significativo na concentração das fases 1e 2 e em menor grau na fase 5. Para o Cu observa-se um aumento na concentração de todas as frações em função do aumento da dose aplicada de lodo sendo a fase 5 desprezível. Nota-se que, apesar da tendência do Cu formar complexos com a matéria orgânica, é a fase 2 a mais representativa, sendo que a fase 1 apresenta alguma importância nas doses mais elevadas. O Cr sofreu um aumento na concentração total com o aumento da dose de lodo aplicada, apresentando um incremento nas concentrações de todas as fases exceto a fase 5. Todas as concentrações totais dos elementos estudados aumentaram em função do aumento das doses de lodo aplicadas. Vale ressaltar que o ano de 2003 foi o último onde houve aplicação do biossólido. Portanto, a amostragem feita em 2006 já se refere a um estudo de atenuação natural. Ademais, os resultados são relativos a aplicação do lodo de Barueri já que este apresenta concentrações metálicas mais elevadas e o comportamento dos elementos são semelhantes para distintoas fontes de lodo. (CONCLUSÃO) As concentrações nas fases aumentaram em função do aumento da concentração de lodo utilizada. As fases 1 e 2 apresentam importância neste sentido sendo este um motivo de grande preocupação, por serem frações biodisponíveis, podendo agravar seriamente, os riscos de contaminação pelos metais em questão. No entanto, as concentrações encontradas são bem menores que aquelas recomendadas pela CONAMA no375/2006 . Isto indica que a utilização do lodo oriundo das ETES na agricultura é uma solução bastante viável para sua disposição final, sendo uma prática já adotada em vários países (Ludivice et al, 2000).
