What is the maximum rate at which information can be transmitted error-free in fibre-optic communication systems? For linear channels, this was established in classic works of Nyquist and Shannon. However, despite the immense practical importance of fibre-optic communications providing for >99% of global data traffic, the channel capacity of optical links remains unknown due to the complexity introduced by fibre nonlinearity. Recently, there has been a flurry of studies examining an expected cap that nonlinearity puts on the information-carrying capacity of fibre-optic systems. Mastering the nonlinear channels requires paradigm shift from current modulation, coding and transmission techniques originally developed for linear communication systems. Here we demonstrate that using the integrability of the master model and the nonlinear Fourier transform, the lower bound on the capacity per symbol can be estimated as 10.7 bits per symbol with 500 GHz bandwidth over 2,000 km.

The effect of varying states of visual deprivation on the development of the optic lobes and cerebral hemispheres has been studied in the chick where the visual pathways are totally crossed over. Unilateral eye extirpation of the new hatched chick resulted in arrested development of the contralateral but not ipsilateral lobe, as measured by weight, protein content and acetylcholinesterase activity. Similar effects but of smaller magnitude were observed in the cerebral hemispheres. Histologic and enzymic evidence revealed the absence of significant degeneration in the optic lobe contralateral to an eye removed 17 days previously. These results were observed in the optic lobes of operated animals maintained either in light of in darkness between 3 and 17 days after hatch. However, in the inpaired cerebral hemispheres, differences could only be detected in birds kept the light. The effects of unilateral eyelid suturing on the development of chick brain regions were also examined. In this group, all asymmetrical differences observed within paired brain regions were totally light dependent and confined to the cerebral hemispheres. The hemisphere contralateral to the sutured eye weighed less and had less acetylcholinesterase activity than its paired hemisphere. The cerebral hemispheres of monocularly treated birds manifested effects of similar magnitude whether the treatment was enucleation or suturing. This suggests that the complete development of the associative centers in avian cerebral hemispheres is dependent on both intact innervation and on the information content of the visual input. © 1969.

Antes que nada deseo agradecer y felicitar a los organizadores de este Congreso por ofrecerme la posibilidad de compartir con ustedes estas reflexiones y por la excelente idea de organizar un evento tan necesario para nuestro país y la región, por su temática y objetivos. Adicionalmente, la oportunidad que se nos brinda como una instancia de reunión preliminar para la Cumbre de la Sociedad de la Información, debe ser motivo de orgullo, pues yo lo interpreto como un reconocimiento al esfuerzo que se realiza en Costa Rica por estimular el desarrollo del conocimiento informacional para la región. Permítanme compartir estas reflexiones con ustedes, que parten de la creencia de que con ellas pueda contribuir a generar discusión alrededor detemas tan complejos y a la vez tan importantes para el futuro de nuestra profesión.

O estudo procuratraçar os contornos gerais do direito ao esquecimento no ordenamento jurídico brasileiro. O direito ao esquecimento consiste em um instrumento eficaz para impedir que a divulgação de fatos passados, destituídos de relevância informativa, venham a impedir o livre desenvolvimento da pessoa humana, na realização autônoma de seu projeto de vida. Apesar de poder ser exercido por qualquer indivíduo, independentemente de sua notoriedade, o direito ao esquecimento não é absoluto edeve ser ponderado com os direitos potencialmente conflitantes, como a liberdade de expressão e direito à informação.Para melhor compreensão dessa difícil ponderação são apresentados os critérios utilizados pela jurisprudência nacional e estrangeira na solução do árduo conflito entre a divulgação das informações e o direito ao esquecimento, em cujo contexto a atualidade da informação emerge como critério preponderante, embora não absoluto, já que fatos de relevância histórica também merecem proteção jurídica. A questão é igualmente examinada no ambiente virtual, a fim de que sejam identificadas as diversas formas de esquecimento na internet, as quais encontram outros meios de efetivação não se restringindo à possibilidade de apagar informações.

SMEs are widely recognized as an important driving force of economic growth, yet, their uptake of ICT is still very low. Tosupport SMEs ICT adoption and to foster regional development, in 2000, the Lisbon Strategy on the Information Society andKnowledge-based economy created a vision for 2010 towards the creation of the European Digital Business Ecosystems(DBE). This paper is positioned within that context and reports upon a project involving 6000 SMEs whose aim was tosupport ICT adoption and to encourage SME networks through the creation of a Regional Business Portal. The papere xplores factors affecting the regional SMEs participating in the DBE. An in-depth longitudinal case study approach was adopted and multiple sources of evidence were used. Many factors affecting SMEs progression to DBE were identified:including people and organization, environmental, diffusion networks, technological, regional and time factors

As redes das operadoras de cabo têm a possibilidade de se transformarem num elemento central na evolução da sociedade da informação. Essa dissertação investiga a estrutura competitiva atual da indústria de TV a cabo brasileira. Para isso, lança mão dos conceitos de Michael E. Porter (1980). Além disso, são descritos possíveis desdobramentos na evolução da estrutura do setor, na visão de especialistas da indústria.

In recent years, with the impact of global knowledge economy, a more comprehensive development approach has gained significant popularity. This new development approach, so called ‘knowledge-based urban development’, is different from its traditional predecessor. With a much more balanced focus on all of the four key development domains – economic, spatial, institutional, and socio-cultural – this contemporary approach, aims to bring economic prosperity, environmental sustainability and local institutional competence with a just socio-spatial order to our cities and regions. The ultimate goal of knowledgebased urban development is to produce a city purposefully designed to encourage the continuous production, circulation and commercialization of social and scientific knowledge – this will in turn establish a ‘knowledge city’. A city following the ‘knowledge city’ concept embarks on a strategic mission to firmly encourage and nurture locally focused innovation, science and creativity within the context of an expanding knowledge economy and society. In this regard a ‘knowledge city’ can be seen as an integrated city, which physically and institutionally combines the functions of a science and technology park with civic and residential functions and urban amenities. It also offers one of the effective paradigms for the sustainable cities of our time. This sixth edition of KCWS – The 6th Knowledge Cities World Summit 2013 – makes an important reminder that the ‘knowledge city’ concept is a key notion in the 21st Century development. Considering this notion, the Summit sheds light on the multifaceted dimensions and various scales of building a ‘knowledge city’ via ‘knowledge-based urban development’ paradigm by particularly focusing on the overall Summit theme of ‘Establishing Bridges’. At this summit, the theoretical and practical maturing of knowledge-based development paradigms are advanced through the interplay between the world’s leading academics’ theories and the practical models and strategies of practitioners’ and policy makers’ drawn from around the world. This summit proceeding is compiled in order to disseminate the knowledge generated and shared in KCWS 2013 with the wider research, governance, and practice communities the knowledge co-created in this summit. All papers of this proceeding have gone through a double-blind peer review process and been reviewed by our summit editorial review and advisory board members. We, organizers of the summit, cordially thank the members of the Summit Proceeding Editorial Review and Advisory Board for their diligent work in the review of the papers. The Group on Earth Observations System of Systems, GEOSS, is a co-ordinated initiative by many nations to address the needs for earth-system information expressed by the 2002 World Summit on Sustainable Development. We discuss the role of earth-system modelling and data assimilation in transforming earth-system observations into the predictive and status-assessment products required by GEOSS, across many areas of socio-economic interest. First we review recent gains in the predictive skill of operational global earth-system models, on time-scales of days to several seasons. We then discuss recent work to develop from the global predictions a diverse set of end-user applications which can meet GEOSS requirements for information of socio-economic benefit; examples include forecasts of coastal storm surges, floods in large river basins, seasonal crop yield forecasts and seasonal lead-time alerts for malaria epidemics. We note ongoing efforts to extend operational earth-system modelling and assimilation capabilities to atmospheric composition, in support of improved services for air-quality forecasts and for treaty assessment. We next sketch likely GEOSS observational requirements in the coming decades. In concluding, we reflect on the cost of earth observations relative to the modest cost of transforming the observations into information of socio-economic value.

The global diffusion of epidemics, computer viruses, and rumors causes great damage to our society. It is critical to identify the diffusion sources and timely quarantine them. However, most methods proposed so far are unsuitable for diffusion with multiple sources because of the high computational cost and the complex spatiotemporal diffusion processes. In this paper, based on the knowledge of infected nodes and their connections, we propose a novel method to identify multiple diffusion sources, which can address three main issues in this area: 1) how many sources are there? 2) where did the diffusion emerge? and 3) when did the diffusion break out? We first derive an optimization formulation for multi-source identification problem. This is based on altering the original network into a new network concerning two key elements: 1) propagation probability and 2) the number of hops between nodes. Experiments demonstrate that the altered network can accurately reflect the complex diffusion processes with multiple sources. Second, we derive a fast method to optimize the formulation. It has been proved that the proposed method is convergent and the computational complexity is O(mn log α) , where α = α (m,n) is the slowly growing inverse-Ackermann function, n is the number of infected nodes, and m is the number of edges connecting them. Finally, we introduce an efficient algorithm to estimate the spreading time and the number of diffusion sources. To evaluate the proposed method, we compare the proposed method with many competing methods in various real-world network topologies. Our method shows significant advantages in the estimation of multiple sources and the prediction of spreading time.
