As planners work to create more sustainable and liveable urban environments, a priority is to transition away from prioritising the automobile and towards enhancing the pedestrian experience. Thus, this research explores the experience of pedestrian accessibility in inner-urban higher-density Brisbane in Australia, drawing on findings from semi-structured in-depth interviews with 24 residents and over 100 hours of public place observations in three case-study neighbourhoods. The interviews took place in residents homes and explored their experience of higher density living and their neighbourhood, whilst observations were recorded through a combination of methods including photographs, sketch maps, recordings and field journals. Observation locations included retail and commercial space, roads, parkland and open space, with multiple observations at each location. A thematic analysis identified common themes in both interviews and the observations, with this paper focusing on residents’ lived experience in urban built environments. This analysis revealed that pedestrian accessibility is linked to access to local amenities and direct routes, aesthetics, sense of community, ownership of space and safety. In particular, observations revealed how pedestrian accessibility and route-taking works with, against or in spite of the design features of urban environments, as well as the importance of the social use of the built environment. Residents spoke about although walking quick and preferred for local amenities, the decision to walk was moderated by factors such as time of day and perceived safety. Measures to ensure and improve the pedestrian accessibility of urban areas needs to take into account the propensity for people to prefer and improvise direct routes (often to the detriment of traffic safety considerations), the importance of ongoing maintenance and upgrading of walking infrastructure and the importance of aesthetically pleasing and safe walking environments. By combining interviews and observations, this research highlights the current dominance of the automobile culture in Brisbane and the layers of meaning, experiences and complexity hidden within the pedestrian experience.

The international shipping sector is a major contributor to global greenhouse gas (GHG) emissions. The International Maritime Organisation (IMO) has adopted some technical and operational measures to reduce GHG emissions from international shipping. However, these measures may not be enough to reduce the amount of GHG emissions from international shipping to an acceptable level. Therefore, the IMO Member States are currently considering a number of proposals for the introduction of market-based measures (MBMs). During the negotiation process, some leading developing countries raised questions about the probable confl ict of the proposed MBMs with the rules of the World Trade Organisation (WTO). This article comprehensively examines this issue and argues that none of the MBM proposals currently under consideration by the IMO has any confl ict with the WTO rules.

This report provides an overview of the tornado impact on the safe operation and shutdown of nuclear power plants in the United States. The motivation for this review stems from the damage and failure of the Fukushima nuclear power plant on March 11, 2011. That disaster warrants comparison of the safety measures in place within the global nuclear power industry.

The Queensland Shark Control Program (QSCP) aims to protect swimmers at ten beach areas on the east coast of Queensland between Cairns (17°S) and the Gold coast (28°S). Since its inception in 1962 it has deployed shark nets and baited drumlines in a `mixed gear strategy' that adapts the type of gear to the characteristics of a site (e .g . extreme tidal range, high energy wave action, or proximity of turtle breeding areas) . The policy has provided swimmer protection, and the incidental capture of non-target species has been lower than that resulting from deployment of nets alone (Dudley 1997; Gribble et al. 1998b). The QSCP is the only major public-safety shark-control program to routinely use mixed gear. Both the New South Wales (Holt 1998) and KwaZulu-Natal (Dudley 1998) programs use nets exclusively, although the KwaZulu-Natal program has recently tested drumlines on an experimental basis (Dudley 1998; Dudley, personal communication).

In aquatic systems, in-stream structures such as dams, weirs and road crossings can act as barriers to fish movement along waterways. There is a growing array of technological fish-pass solutions for the movement of fish across large structures such as weirs and dams. However, most existing weir structures lack dedicated fishways, and fish often have to rely on drowned conditions to move upstream. In order to assess the adequacy of a given or proposed weir for upstream fish passage under drowned conditions, it is necessary to determine, firstly, the hydraulic properties of the drowned weir with respect to the requirements of the fish community and, secondly, the duration and timing of drowning flows with respect to the hydrograph for the site and the likely timing of fish movements. This paper primarily addresses the first issue. A computer program has been developed and incorporated in a simple-to-operate spreadsheet for the determination of the hydraulic characteristics of a drowned weir which are important to fish movement. The program is based on a theoretical analysis of drowned weirs and subsequent extensive verification in laboratory experiments. Inputs to the program include site information comprising channel cross-section data, channel slope, and channel roughness, and weir information comprising weir height and the required minimum drowned depth over the weir for migrating fish passage. The program then calculates the flow rate at which the required level of drowning occurs, the velocity characteristics above the weir (including transverse distributions), and flow depths and velocities upstream and downstream of the weir. The paper discusses (briefly) the theoretical background of the program and its experimental verification. A case study is then presented that illustrates the use of the program in the field to assess fish passage opportunities at an existing weir and to develop a case for retrofitting a fishway. Some discussion is also provided on the contribution of a modelled drownout volume to the assessment of how significant a barrier a weir is to fish passage. It is shown that the program is an important new additional tool in the assessment of the adequacy of weir structures in providing for fish movement and informing associated fish passage solutions. Home Economics Classrooms as Part of Developing the Environment Housing Activities and Curriculums Defining Change --- The aim of the research project was to develop home economics classrooms to be flexible and versatile learning environments where household activities might be practiced according to the curriculum in different social networking situations. The research is based on the socio-cultural approach, where the functionality of the learning environment is studied specifically from an interactive learning viewpoint. The social framework is a natural starting point in home economics teaching because of the group work in classrooms. The social nature of learning thus becomes a significant part of the learning process. The study considers learning as experience based, holistic and context bound. The learning environment, i.e. home economics classrooms and the material tools there, plays a significant role in developing students skills to manage everyday life. --- The first research task was to analyze the historical development of household activities. The second research task was to develop and test criteria for functional home economics classrooms in planning both the learning environment and the students activities during lessons. The third research task was to evaluate how different professionals (commissioners, planners and teachers) use the criteria as a tool. The research consists of three parts. The first contains a historical analysis of how social changes have created tension between traditional household classrooms and new activities in homes. The historical analysis is based on housing research, regulations and instructions. For this purpose a new theoretical concept, the tension arch, was introduced. This helped in recognizing and solving problems in students activities and in developing innovations. The functionality criteria for home economics classrooms were developed based on this concept. These include technical (health, safety and technical factors), functional (ergonomic, ecological, aesthetic and economic factors) and behavioural (cooperation and interaction skills and communication technologies) criteria. --- The second part discusses how the criteria were used in renovating school buildings. Empirical data was collected from two separate schools where the activities during lessons were recorded both before and after classrooms were renovated. An analysis of both environments based on video recordings was conducted. The previously created criteria were made use of, and problematic points in functionality looked for particularly from a social interactive viewpoint. The results show that the criteria were used as a planning tool. The criteria facilitated layout and equipment solutions that support both curriculum and learning in home economics classrooms taking into consideration cooperation and interaction in the classroom. With the help of the criteria the home economics classrooms changed from closed and complicated space into integrated and open spaces where the flexibility and versatility of the learning environment was emphasized. The teacher became a facilitator and counselor instead a classroom controller. --- The third part analyses the discussions in planning meetings. These were recorded and an analysis was conducted of how the criteria and research results were used in the planning process of new home economics classrooms. The planning process was multivoiced, i.e. actors from different interest groups took part. All the previously created criteria (technical, functional and behavioural) emerged in the discussions and some of them were used as planning tools. Planning meetings turned into planning studios where boundaries between organizations were ignored and the physical learning environments were developed together with experts. The planning studios resulted in multivoiced planning which showed characteristics of collaborative and participating planning as well as producing common knowledge and shared expertise. --- KEY WORDS: physical learning environment, socio-cultural approach, tension arch, boundary crossing, collaborative planning.

O presente trabalho se propõe a identificar sentidos de ensino médio, ensino técnico e trabalho do professor que se atualizam no embate entre ensino para o trabalho e ensino médio, no Colégio Técnico da Universidade Rural do Rio de Janeiro. Um breve histórico sobre o ensino técnico no Brasil e sobre a história do CTUR foi traçado, a fim de entender possíveis raízes do conflito entre o ensino para o trabalho e o ensino médio. Para ouvir os professores falarem sobre o seu trabalho, optamos pela entrevista como um dispositivo metodológico, a fim de dar voz ao docente do CTUR, de modo que fosse possível ter acesso a textos sobre o embate não disponíveis em outras circunstâncias. (ROCHA, DAHER, SANTANNA, 2004). O aporte teórico desta pesquisa se fundamenta nos pressupostos da Análise do Discurso, no que se refere à concepção de prática discursiva e subjetividade (MAINGUENEAU, 1997, 2008, 2011); e no que concerne ao trabalho, na perspectiva ergológica (SCHWARTZ, 1997, 2010), em particular, os conceitos de experiência, trabalho, normas antecedentes e renormalizações. Para a análise dos fragmentos construídos a partir das falas dos professores, usamos os estudos de Koch (2011) sobre as modalidades do discurso; a heterogeneidade enunciativa, segundo Authier-Revuz (1990), e a negação polêmica, conforme Ducrot (1987). As análises nos levaram a refletir sobre alguns embates presentes nas falas dos professores, como, por exemplo, as especificidades do trabalho, o ensino para a academia ou para o mercado e a valorização do ensino médio. As conclusões apontam para a possibilidade da abertura de um debate relacionado às questões históricas, políticas e filosóficas sobre o embate ensino médio/ensino técnico a fim de contribuir para o entendimento das funções dos sujeitos no CTUR

Das Verbundstudium der nordrhein-westfälischen Fachhochschulen bietet über 3000 Studierenden die Möglichkeit, in einer Kombination von Präsenz- und Selbststudium neben dem Beruf zu studieren. Das Institut für Verbundstudien koordiniert und organisiert die Kooperationsprozesse der Hochschulen und engagiert sich mit seinem Bereich Hochschuldidaktik und Fernstudienentwicklung als Entwicklungs- und Kompetenzzentrum im Bereich der Neuen Medien und des E-Learnings. Zur Verbreitung und Verstetigung der digitalen Lehr- und Lernangebote sowie der Optimierung der Kooperations- und Supportstrukturen hat das Institut eine Onlinebefragung von 200 Lehrenden zur Situation und den Perspektiven des E-Learnings im Verbundstudium durchgeführt. Die Studie zeigt, dass für die Lehrenden auch zukünftig die gedruckte Lerneinheit das zentrale Element der Lehre sein wird. Sie sehen Bedarf zur Ergänzung und Anreicherung des Studiums sowie des Lernens und wünschen sich zur Unterstützung der Lehre ergänzende digitale Elemente vor allem in folgenden Bereichen: Kommunikation, Ergänzungen zu Lerneinheiten (Linklisten, Übungen, ergänzende Medien und Materialien), übergreifendes Glossar. Die Ergebnisse der Onlinebefragung sind die Grundlage des von den Gremien des Verbundstudiums beschlossenen E-Learning-Konzepts. Die von den Lehrenden gewünschten digitalen Elemente und Funktionen sind im Rahmen der Entwicklung durch den Bereich Hochschuldidaktik und Fernstudienentwicklung in der E-Learning-Umgebung VS-online umgesetzt worden. Zurzeit werden die bereitgestellten Elemente und Funktionen von den einzelnen Verbundstudiengängen mit Beiträgen und Inhalten gefüllt. (DIPF/Orig.)

In recent years unmanned vehicles have grown in popularity, with an ever increasing number of applications in industry, the military and research within air, ground and marine domains. In particular, the challenges posed by unmanned marine vehicles in order to increase the level of autonomy include automatic obstacle avoidance and conformance with the Rules of the Road when navigating in the presence of other maritime traffic. The USV Master Plan which has been established for the US Navy outlines a list of objectives for improving autonomy in order to increase mission diversity and reduce the amount of supervisory intervention. This paper addresses the specific development needs based on notable research carried out to date, primarily with regard to navigation, guidance, control and motion planning. The integration of the International Regulations for Avoiding Collisions at Sea within the obstacle avoidance protocols seeks to prevent maritime accidents attributed to human error. The addition of these critical safety measures may be key to a future growth in demand for USVs, as they serve to pave the way for establishing legal policies for unmanned vessels.
