The European Commission’s interference through state aid rules with the Member States’ support for public service broadcasting is not undisputed. Member States, public broadcasters and numerous academics fear that State aid control might limit the public service remit and, hence, the multi-platform and holistic role of public broadcasters in the converging media industries. This paper assesses to what extent the fear for Commission intervention is, indeed, justified. It starts with the assumption that the transformation from public service broadcasting to public service media is vital for the European democratic society. The paper leads to the observation that, in fact, European State aid policy might contribute to such a necessary and urgent transformation, instead of threatening it. The paper consists of three main parts. Firstly, the legal constraints and margins of the Community’s State aid framework are discussed. Secondly, the application of the rules to a selection of public broadcasting cases is analyzed. Finally, some conclusions are drawn from the analysis.

For the last several years, mobile devices and platform security threats, including wireless networking technology, have been top security issues. A departure has occurred from automatic anti-virus software based on traditional PC defense: risk management (authentication and encryption), compliance, and disaster recovery following polymorphic viruses and malware as the primary activities within many organizations and government services alike. This chapter covers research in Turkey as a reflection of the current market – e-government started officially in 2008. This situation in an emerging country presents the current situation and resistances encountered while engaging with mobile and e-government interfaces. The authors contend that research is needed to understand more precisely security threats and most of all potential solutions for sustainable future intention to use m-government services. Finally, beyond m-government initiatives' success or failure, the mechanisms related to public administration mobile technical capacity building and security issues are discussed.

The Semantic Binary Data Model (SBM) is a viable alternative to the now-dominant relational data model. SBM would be especially advantageous for applications dealing with complex interrelated networks of objects provided that a robust efficient implementation can be achieved. This dissertation presents an implementation design method for SBM, algorithms, and their analytical and empirical evaluation. Our method allows building a robust and flexible database engine with a wider applicability range and improved performance. ^ Extensions to SBM are introduced and an implementation of these extensions is proposed that allows the database engine to efficiently support applications with a predefined set of queries. A New Record data structure is proposed. Trade-offs of employing Fact, Record and Bitmap Data structures for storing information in a semantic database are analyzed. ^ A clustering ID distribution algorithm and an efficient algorithm for object ID encoding are proposed. Mapping to an XML data model is analyzed and a new XML-based XSDL language facilitating interoperability of the system is defined. Solutions to issues associated with making the database engine multi-platform are presented. An improvement to the atomic update algorithm suitable for certain scenarios of database recovery is proposed. ^ Specific guidelines are devised for implementing a robust and well-performing database engine based on the extended Semantic Data Model. ^

There is an abundance of research that examines disability and technology in the context of computers and the Internet, however few have examined disability and mobile devices. Also largely absent from existing literature are the voices of disabled people themselves. This dissertation draws upon science and technology studies (STS) and disability studies to address these gaps by conducting in-depth qualitative research that examines disabled people’s experiences using smartphones and tablets. At its core, this dissertation aims to provide insight on the following: 1) an understanding of how disability is perceived in the digital age and the subjective meanings of access, inclusion and equality; 2) the ways in which mobile devices impact the lived experience of disability; and 3) how perspectives in disability studies and STS can be applied to understand the relationship between the body, disability and technology. The empirical contribution of this research draws from participant diaries and interviews with disabled people, as well as from open-ended questionnaires completed by mobile app developers. The concept of ‘subjectivities of disability’ is introduced to refer to the uniquely personal and individual experience of disability. Findings reveal that mobile device use amongst disabled people redefines their subjectivities of disability through socio-technical interactions whereby disabled people use their devices in ways that are integrated into their everyday lives and positively shapes how they view themselves in relation to their experience of disability. The responses from app developers reveal that there is a place for disability in the mobile market and that disabled people play a key role in making apps accessible. The data suggests that mobile devices facilitate access, inclusion and equality by integrating the body in ways that recognize and accommodate diversity. The results furthermore make it clear that the interaction between disabled people and mobile devices takes on an embodied and social characteristic. This research concludes that both on an individual level and collectively, disabled people are engaging with digital artifacts in ways that promote agency and independence as well as reshaping how disability is experienced and perceived in the digital age.

O Presente trabalho consiste no desenvolvimento de um jogo de origem africana para a plataforma web voltado a este novo segmento, apresentando todas as etapas importantes da composição de um jogo social. Utilizando linguagem de programação como HTML5, Javascript e CSS, foi desenvolvido um jogo de Oril. O caráter social do jogo se deu na integração da aplicação com a rede social Facebook. Utilizando as ferramentas disponibilizadas pela plataforma Facebook Developers, foi possível fazer com que o jogo fosse carregado dentro da própria página do Facebook, para que os arquivos fossem carregados foi necessário um servidor hospedeiro com suporte ao protocolo HTTPS, devido as rígidas exigências da política de segurança do Facebook.

SD card (Secure Digital Memory Card) is widely used in portable storage medium. Currently, latest researches on SD card, are mainly SD card controller based on FPGA (Field Programmable Gate Array). Most of them are relying on API interface (Application Programming Interface), AHB bus (Advanced High performance Bus), etc. They are dedicated to the realization of ultra high speed communication between SD card and upper systems. Studies about SD card controller, really play a vital role in the field of high speed cameras and other sub-areas of expertise. This design of FPGA-based file systems and SD2.0 IP (Intellectual Property core) does not only exhibit a nice transmission rate, but also achieve the systematic management of files, while retaining a strong portability and practicality. The file system design and implementation on a SD card covers the main three IP innovation points. First, the combination and integration of file system and SD card controller, makes the overall system highly integrated and practical. The popular SD2.0 protocol is implemented for communication channels. Pure digital logic design based on VHDL (Very-High-Speed Integrated Circuit Hardware Description Language), integrates the SD card controller in hardware layer and the FAT32 file system for the entire system. Secondly, the document management system mechanism makes document processing more convenient and easy. Especially for small files in batch processing, it can ease the pressure of upper system to frequently access and process them, thereby enhancing the overall efficiency of systems. Finally, digital design ensures the superior performance. For transmission security, CRC (Cyclic Redundancy Check) algorithm is for data transmission protection. Design of each module is platform-independent of macro cells, and keeps a better portability. Custom integrated instructions and interfaces may facilitate easily to use. Finally, the actual test went through multi-platform method, Xilinx and Altera FPGA developing platforms. The timing simulation and debugging of each module was covered. Finally, Test results show that the designed FPGA-based file system IP on SD card can support SD card, TF card and Micro SD with 2.0 protocols, and the successful implementation of systematic management for stored files, and supports SD bus mode. Data read and write rates in Kingston class10 card is approximately 24.27MB/s and 16.94MB/s.

The publication of material in electronic form should ideally preserve, in a unified document representation, all of the richness of the printed document while maintaining enough of its underlying structure to enable searching and other forms of semantic processing. Until recently it has been hard to find a document representation which combined these attributes and which also stood some chance of becoming a de facto multi-platform standard. This paper sets out experience gained within the Electronic Publishing Research Group at the University of Nottingham in using Adobe Acrobat software and its underlying PDF (Portable Document Format) notation. The CAJUN project1 (CD-ROM Acrobat Journals Using Networks) began in 1993 and has used Acrobat software to produce electronic versions of journal papers for network and CD-ROM dissemination. The paper describes the project's progress so far and also gives a brief assessment of PDF's suitability as a universal document interchange standard.

Copernicus is a European system for monitoring the Earth. COPERNICUS-CMEMS products and services are meant to serve all marine applications: Marine resources, Maritime safety, Coastal and Marine Environment, Seasonal Forecast & Climate. The service is ambitious as the ocean is complex and many processes are involved, from physical oceanography, biology, geology, ocean-atmosphere fluxes, solar radiations, moon induced tides, anthropic activity. A multi-platform approach is essential, taking into account sea-level stations, coastal buoys, HF radars, river flows, drifting buoys, sea-mammal or fishes fitted with sensors, vessels, gliders, floats.

El proyecto titulado Creación y diseño de la plataforma web y aplicación móvil para la realización de la revista digital de carácter académico-estudiantil (Arkhé), tuvo como objetivo instaurar un medio propio para la Carrera de Comunicación Social, destinado a la publicación de trabajos e investigaciones de docentes y estudiantes. El proyecto fue estructurado visual y conceptualmente. En cuanto a la estructura visual, se crearon elementos que identifican a la revista, como: logotipo, colores y todo lo relacionado al diseño visual y funcional de la página y su aplicación móvil. En lo referente a la parte conceptual, se elaboraron las bases fundamentales para que exista una revista como: misión, visión, sostenibilidad, concepto de su nombre, creación de la línea editorial, Consejo Editorial, políticas de calidad y normas de publicación; para convertir a Arkhé en una fuente de referencia confiable con posibilidades de indexación. El presente proyecto comprende una investigación teórica y práctica. En el primer capítulo se partió de un marco teórico y se desarrollaron conceptos indispensables para la elaboración de una revista digital. En el segundo se mostró los resultados de la aplicación de encuestas y entrevistas realizadas a estudiantes y profesores. En el tercero se elaboraron las bases de la revista académica y de la estudiantil. Finalmente en el cuarto capítulo se creó el espacio web en donde consta toda la información de la revista para que puedan publicar sus trabajos. En consecuencia, Arkhé es un medio que apoya al proceso de aprendizaje, en el que profesores y estudiantes desarrollan sus habilidades a través de la práctica.

Agent-oriented programming (AOP) è un paradigma di programmazione che concepisce un software come insieme di agenti che possiedono caratteristiche di autonomia, proattività e che sono in grado di comunicare con altri agenti. Sebbene sia stato impiegato soprattutto nell'ambito dell'intelligenza artificiale questo tipo di programmazione si rivela utile per lo sviluppo di sistemi distribuiti riuscendo a gestire agilmente problemi di concorrenza. Lo scopo di questa tesi è analizzare le caratteristiche del paradigma e dei software basati su agenti, utilizzando come caso di studio Sarl, un linguaggio general-purpose molto recente. La parte principale del lavoro consiste nella descrizione dei modelli teorici che hanno portato alla nascita della programmazione ad agenti, in particolare del modello BDI, e dei principali framework per lo sviluppo di sistemi multi-agente.

Oceans play a key role in the climate system, being the largest heat sinks on Earth. Part of the energy balance of ocean circulation is driven by the Near-inertial internal waves (NIWs). Strong NIWs are observed during a multi-platform, multi-disciplinary and multi-scale campaign led by the NATO-STO CMRE in autumn 2017 in the Ligurian Sea (northwestern Mediterranean Sea). The objectives of this work are as follows: characterise the studied area at different scales; study the NIWs generation and their propagation; estimate the NIWs properties; study the interaction between NIWs and mesoscale structures. This work provides, to the author’s knowledge, the first characterization of NIWs in the Mediterranean Sea. The near-surface NIWs observed at the fixed moorings are locally generated by wind bursts while the deeper waves originate in other regions and arrive at the moorings several days later. Most of the observed NIWs energy propagates downward with a mean vertical group velocity of (2.2±0.3) ⋅10-4 m s-1. On average, the NIWs have an amplitude of 0.13 m s-1 and mean horizontal and vertical wavelengths of 43±25 km and 125±35 m, while shorter wavelengths are observed at the near-coastal mooring, 36±2 km and 33±2 m, respectively. Most of the observed NIWs are blue shifted and reach a value 9% higher than the local inertial frequency. Only two observed NIWs are characterised by a redshift (up to 3% lower than the local inertial frequency). In support of the in situ observations, a high resolution numerical model is implemented using NEMO (Madec et al., 2019). Results show that anticyclones (cyclones) shift the frequency of NIWs to lower (higher) frequencies with respect to the local inertial frequency. Anticyclones facilitate the downward propagation of NIW energy, while cyclones dampen it. Absence of NIWs energy within an anticyclone is also investigated.

This thesis has been written as a result of the Language Toolkit project, organised by the Department of Interpreting and Translation of Forlì in collaboration with the Chamber of Commerce of Romagna. The aim of the project is to facilitate the internationalisation of small and medium enterprises in Romagna by making available to them the skills acquired by the students of the Faculty of Specialized Translation, who in turn are given the opportunity to approach an authentic professional context. Specifically, this thesis is the outcome of the 300-hour internship envisaged by the project, 75 of which were carried out at Jopla S.r.l. SB. The task assigned to the student was the translation into French of the Jopla For You web app and the Jopla PRO mobile app. This thesis consists of five chapters. The first chapter provides a general description of the Language Toolkit project and it focuses on the concept of translation into a non-native language. The second chapter outlines the theoretical context in which translation is set. Subsequently, the focus shifts to the topics of text, discourse, genre and textual typology, alongside a reflection on the applicability of these notions to web texts, and an analysis of the source text following Nord's model. The fourth chapter is dedicated to a description of the resources used in the preparation and translation phases. The fifth chapter describes the macro and micro strategies employed to carry out the translation. Furthermore, a comparative analysis between the human translation and the one provided by Google Translator is delivered. This analysis involves two methods: the first one follows the linguistic norms of the target language, while the second one relies on the error categorisation of the MQM model. Finally, the performance of Google Translate is investigated through the comparison of the results obtained from the MQM evaluation conducted in this thesis with the results obtained by Martellini (2021) in her analysis.
