In 1924 the Cumann na nGaedheal government introduced the first Military Service Pensions Act to provide monetary compensation for those who fought for Irish independence between 1916 and 1923. Pensioners who were in receipt of remuneration from the state as civil and public servants had a portion of their pension deducted commensurate with their state income. This controversial provision was criticised by all political parties as representing a mean-spirited attitude towards veterans of the independence campaign and treating civil and public servants differently from those in private employment. It was eventually modified in the 1940s and abolished in the 1950s. This article provides a case study that highlights the parsimonious attitude of Irish governments towards veterans of the independence campaign and shows how the treatment of public and civil servants reflected tensions between the government and the civil service in the early years of the state.

This article summarizes the key findings from the five mapping case studies presented in this special issue and relates them back to the conceptual, definitional, and theoretical issues presented in the opening article (MacCarthaigh & Roness, 2012). In so doing, the article considers the alternative ways in which organizational change can best be captured, mapped, and explained and the key issues to be considered when conducting such exercises. As well as identifying how the case studies have advanced the possibilities for mapping public sector organizational change over time in a cross-national context and the benefits this offers for other aspects of public administration research, the article identifies some impediments to future research and collaboration in the field and suggests ways to overcome them. © Taylor & Francis Group, LLC.

This article provides the introduction to a special edition that presents for the first time a series of detailed country case studies concerned with the matter of organizational life cycles. Building on some recent scholarship, it begins by surveying the development of the field, before setting out some of the key methodological and theoretical issues and challenges involved in adopting a longitudinal perspective to the study of organizational change. It proposes that by capturing the variety of ways in which public sector organizations emerge, survive, and terminate, new perspectives on how administrative systems evolve can be presented and compared. © Taylor & Francis Group, LLC.

This paper analyses some key features of Irish public administration as it has developed since the foundation of the state, paying particular attention to the period from the late 1950s onward. During these decades, notwithstanding successive waves of concern expressed over the need for public sector reform, the evidence suggests an underlying lack of coherence in the evolution of the public administrationsystem that resulted in a poor capacity for effective policy coordination. Yet the drive toward economic modernisation also resulted in the creation of new state competence to support industrial development both directly and indirectly. These changes can be tracked organisationally, drawing on the database of the IRCHSS-funded Mapping the Irish State project.

Title: Boundary-setting as a core activity in complex public systems

The definition of the boundary of a system is at the core of any systems approach (Midgley 2000; 2003). By defining boundaries we enable – and delimit – the range of outcomes sought and the actions and resources that can be brought to bear. In complex adaptive systems (CAS) analysis, the conceptualisaion and definition of boundaries is particularly challenging as they are constantly undergoing redefinition through agent action, interaction and entry/exit. (Rhodes et al 2011). The concept of ‘boundaries’ appears regularly in a wide range of literature around public management, administration, geopolitics, regeneration and organisational development. Discussions around boundaries focus on many things from concrete physical manifestations and barriers, to virtual interfaces between one organisational unit and another, or even entirely theoretical demarcations between different schools of thought (Kaboolian, 1998, Levi-Faur, 2004, Agranoff & McGuire, 2004).

However, managing ‘beyond’ such boundaries is a routinely recurring aspiration that transcends sectors and local concerns. Unsurprisingly then, there is an increasing understanding of the need to acknowledge and manage such boundaries (whether they be physical, social or organisational) within public management as a discipline (Currie et al 2007, Fitzsimmons and White, 1997, Murtagh, 2002). This paper explores the impact of boundaries on public management strategic decision-making in the sectors of urban regeneration and healthcare. In particular, it focuses on demarcations to physical space, communal identity and within professional relationships in these sectors.

The first section describes the research that gave rise to the paper and the cases examined. Next we briefly define what we mean by boundaries. We explore issues that have emerged from our analysis of urban regeneration and health care singularly, before looking at how the concept of boundaries is a recurrent concern across the sectors. The main contribution of the paper is an exploration of how a CAS lens can bring a new insight into the concept of boundaries and decision-making in the two sets of case studies. This discussion will concentrate on initial conditions, bifurcation and adaptation as key CAS factors in relation to boundaries. We conclude with a brief discussion on the benefits of a CAS lens to an analysis of boundaries in public management decision-making.

Previous studies suggest that public-sector accounting has moved from Public Administration (PA) to New Public Management (NPM) ideas and, more recently, towards a New Public Governance (NPG) approach. These systems are presented as mutually exclusive and competing. Focusing on accounting changes in the UK central government, this paper explores whether movements towards NPG ideas can be identified at the level of political debate. No evidence is found that NPM is a transitory state. Rather, the findings demonstrate that political debate continues to utilise predominantly NPM arguments, with the three systems viewed as containing complementary, rather than competing, schemes.

Twentieth century public health initiatives have been crucially informed by perceptions and constructions of risk. Notions of risk identification, assessment and mitigation have guided political and institutional actions even before these concepts became an explicit part of the language of public administration and policy making. Past analyses investigating the link between risk perceptions and public health are relatively rare, and where researchers have investigated this nexus, it has typically been assumed that the collective identification of health risks has led to progressive improvements in public health activities.
Risk and the Politics of Public Health addresses this gap by presenting a detailed critical historical analysis of the evolution of risk thinking within medical and health related discourses. Grouped around the four core themes of 'immigration', 'race', 'armed conflict' and 'detention and prevention' this book highlights the innovative capacity of risk related concepts as well as their vulnerability to the dysfunctional effects of dominant social ideologies. The nature and challenges of public sector leadership and management are examined in four case studies of project management in complex metropolitan environments. The cases selected by the authors as representative of contextual factors affecting decision-making processes and project outcomes. Drawing on recent theoretical work on complex leadership approaches (Uhl-Bein et al 2007, Hazy 2008, Lichtenstein & Plowman 2009), the authors assess leadership practices enacted and the circumstances that influence these practices. Leadership types theorized by Uhl-Bein et al (2007) are identified operating at different levels and across networks, with contextual factors outlined. The article concludes with a framework for leadership practice and management identifying network facilitation and complexity friendly tools as a practice within complex public sector systems.

Despite an abundance of studies on hybridization and hybrid forms of organizing, scholarly work has failed to distinguish consistently between specific types of hybridity. As a consequence, the analytical category has become blurred and lacks conceptual clarity. Our paper discusses hybridity as the simultaneous appearance of institutional logics in organizational contexts, and differentiates the parallel co-existence of logics from transitional combinations (eventually leading to the replacement of a logic) and more robust combinations in the form of layering and blending. While blending refers to hybridity as an ‘amalgamate’ with original components that are no longer discernible, the notion of layering conceptualizes hybridity in a way that the various elements, or clusters thereof, are added on top of, or alongside, each other, similar to sediment layers in geology. We illustrate and substantiate such conceptual differentiation with an empirical study of the dynamics of public sector reform. In more detail, we examine the parliamentary discourse around two major reforms of the Austrian Federal Budget Law in 1986 and in 2007/2009 in order to trace administrative (reform) paradigms. Each of the three identified paradigms manifests a specific field-level logic with implications for the state and its administration: bureaucracy in Weberian-style Public Administration, market-capitalism in New Public Management, and democracy in New Public Governance. We find no indication of a parallel co-existence or transitional combination of logics, but hybridity in the form of robust combinations. We explore how new ideas fundamentally build on – and are made resonant with – the central bureaucratic logic in a way that suggests layering rather than blending. The conceptual findings presented in our article have implications for the literature on institutional analysis and institutional hybridity.

Abstract
Complexity and environmental uncertainty in public sector systems requires leaders to balance the administrative practices necessary to be aligned and efficient in the management of routine challenges, and the adaptive practices required to respond to complex and dynamic circumstances. Conventional notions of leadership in the field of public administration do not fully explain the role of leadership in enabling and balancing the entanglement of formal, top-down, administrative functions and informal, emergent, adaptive functions within public sector settings with different levels of complexity. Drawing on and extending existing complexity leadership constructs, this paper explores how change was enabled over the duration of three urban regeneration projects, each representing high, medium and low levels of project complexity. The data reveals six distinct yet interconnected functions of enabling leadership that were identified within the three urban regeneration projects. The paper contributes to our understanding of how leadership is enacted and poses questions for those engaged in leading in complex public sector settings.

The objective of this thesis is to study the involvement of the Auditor General in the proposal, implementation and review of major public service reform initiatives during a period spanning nearly forty years, from the early 1960s to 2001 . This period began with the Glassco Commission and concludes at the end of the term in office of Auditor General Denis Desautels in 2001. It has been demonstrated throughout this work that the role of the OAG has varied, from proponent to critic, from instigator to reviewer. In the past forty years the OAG's mandate has changed to meet the requirements of critical analysis of government operations and this has been aptly demonstrated in the office's relationship to the issue of public service reform. It has been argued that many of the problems facing the public service are cultural in nature. Reform initiatives have taken on a number of various forms with each addressing a different set of priorities. However, there has been a great deal of consistency in the cultural values that these initiatives articulate. Throughout this thesis attention has been paid to values. Values define a culture and cultural change is required within the Canadian federal public service. How and when this cultural change will occur is but one question to be answered. During the period under consideration in this thesis the government undertook several significant public service reform initiatives. Those examined in this thesis include: The Royal Commission on Government Organization, The Special Committee on the Review of Personnel Management and the Merit Principle, The Royal Commission on Financial Management and Accountability, Increased Ministerial Authority and Accountability, Public Service 2000, Program Review and finally La Releve. The involvement, or interest, of the Auditor General's Office on the subject of public service reform is generally articulated through the means of its annual reports to Parliament although there have been supplementary undertakings on this issue. Such material relevant to this study include: Towards Better Governance: Public Service Reform in New Zealand (1984-94) and its Relevance to Canada and Reform in the Australian Public Service. Notre recherche a pour but de déterminer comment les genres textuels peuvent être exploités dans le design des environnements numériques de travail afin de faciliter l’accomplissement des pratiques textuelles de cadres et de secrétaires dans une municipalité et une administration fédérale canadiennes. À cet effet, le premier objectif consiste à évaluer l’aptitude des environnements numériques de travail à supporter les pratiques textuelles (lecture, écriture et manipulation des textes) de ces employés. Le deuxième objectif est de décrire les rôles des genres textuels au cours des pratiques textuelles. Avec l’exemple du courriel, le troisième objectif vise à examiner comment le genre peut être exploité dans une perspective d’assistance à la réalisation des pratiques textuelles dans les environnements numériques de travail. Cette recherche de nature qualitative comporte une méthodologie en deux étapes. La première étape consiste en un examen minutieux des pratiques textuelles, des difficultés rencontrées au cours de celles-ci, du rôle du genre dans les environnements numériques de travail, ainsi que des indices sollicités au cours de la gestion du courriel. Trois modes de collecte des données qualitatives sont utilisés auprès de 17 cadres et de 17 secrétaires issus de deux administrations publiques : l’entrevue semi-dirigée, le journal de bord et l’enquête cognitive. Les résultats sont examinés à l’aide de stratégies d’analyse de contenu qualitative. La deuxième phase comprend la mise au point d’une chaîne de traitement du courriel, visant à étayer notre réflexion sur le genre textuel et son exploitation dans la conception des environnements numériques de travail. Un corpus de 1703 messages est élaboré à partir d’un échantillon remis par deux cadres gouvernementaux. Les résultats permettent d’abord de dresser un portrait général des pratiques de lecture, d’écriture et de manipulation des textes communes et spécifiques aux cadres et aux secrétaires. L’importance du courriel, qui constitue environ 40% des systèmes notés dans les journaux de bord, est soulignée. Les difficultés rencontrées dans les environnements numériques de travail sont également décrites. Dans un deuxième temps, les rôles du genre au cours des pratiques textuelles sont examinés en fonction d’une matrice tenant à la fois compte de ses dimensions individuelles et collectives, ainsi que de ses trois principales facettes ; la forme, le contenu et la fonction. Ensuite, nous présentons un cadre d’analyse des indices affectant la gestion du courriel qui synthétise le processus d’interprétation des messages par le destinataire. Une typologie des patrons de catégorisation des cadres est également définie, puis employée dans une expérimentation statistique visant la description et la catégorisation automatique du courriel. Au terme de ce processus, on observe des comportements linguistiques marqués en fonction des catégories du courriel. Il s’avère également que la catégorisation automatique basée sur le lexique des messages est beaucoup plus performante que la catégorisation non lexicale. À l’issue de cette recherche, nous suggérons d’enrichir le paradigme traditionnel relevant de l’interaction humain-ordinateur par une sémiotique du genre dans les environnements numériques de travail. L’étude propose également une réflexion sur l’appartenance du courriel à un genre, en ayant recours aux concepts théoriques d’hypergenre, de genre et de sous-genre. Le succès de la catégorisation automatique du courriel en fonction de facettes tributaires du genre (le contenu, la forme et la fonction) offre des perspectives intéressantes sur l’application de ce concept au design des environnements numériques de travail en vue de faciliter l’accomplissement des pratiques textuelles par les employés.

Au Québec, depuis les 25 dernières années, l’enjeu de la privatisation dans le secteur de la santé revient constamment dans le débat public. Déjà dans les années 1980, lorsque le secteur de la santé a commencé à subir d’importantes pressions, faire participer davantage le privé était présenté comme une voie envisageable. Plus récemment, avec l’adoption de la loi 33 par le gouvernement libéral de Jean Charest, plusieurs groupes ont dénoncé la privatisation en santé. Ce qui frappe lorsque l’on s’intéresse à la privatisation en santé, c’est que plusieurs textes abordant cette question ne définissent pas clairement le concept. En se penchant plus particulièrement sur le cas du Québec, cette recherche vise dans un premier temps à rappeler comment a émergé et progressé l’idée de privatisation en santé. Cette idée est apparue dans les années 1980 alors que les programmes publics de soins de santé ont commencé à exercer d’importantes pressions sur les finances publiques des États ébranlés par la crise économique et qu’au même moment, l’idéologie néolibérale, qui remet en question le rôle de l’État dans la couverture sociale, éclipsait tranquillement le keynésianisme. Une nouvelle manière de gérer les programmes publics de soins de santé s’imposait comme étant la voie à adopter. Le nouveau management public et les techniques qu’il propose, dont la privatisation, sont apparus comme étant une solution à considérer. Ensuite, par le biais d’une revue de la littérature, cette recherche fait une analyse du concept de privatisation, tant sur le plan de la protection sociale en général que sur celui de la santé. Ce faisant, elle contribue à combler le flou conceptuel entourant la privatisation et à la définir de manière systématique. Ainsi, la privatisation dans le secteur de la santé transfère des responsabilités du public vers le privé dans certaines activités soit sur le plan: 1) de la gestion et de l’administration, 2) du financement, 3) de la provision et 4) de la propriété. De plus, la privatisation est un processus de changement et peut être initiée de manière active ou passive. La dernière partie de cette recherche se concentre sur le cas québécois et montre comment la privatisation a progressé dans le domaine de la santé au Québec et comment certains éléments du contexte institutionnel canadien ont influencé le processus de privatisation en santé dans le contexte québécois. Suite à une diminution dans le financement en matière de santé de la part du gouvernement fédéral à partir des années 1980, le gouvernement québécois a privatisé activement des services de santé complémentaires en les désassurant, mais a aussi mis en place la politique du virage ambulatoire qui a entraîné une privatisation passive du système de santé. Par cette politique, une nouvelle tendance dans la provision des soins, consistant à retourner plus rapidement les patients dans leur milieu de vie, s’est dessinée. La Loi canadienne sur la santé qui a déjà freiné la privatisation des soins ne représente pas un obstacle suffisant pour arrêter ce type de privatisation. Finalement, avec l’adoption de la loi 33, suite à l’affaire Chaoulli, le gouvernement du Québec a activement fait une plus grande place au privé dans trois activités du programme public de soins de santé soit dans : l’administration et la gestion, la provision et le financement.
