La optimización de sistemas y modelos se ha convertido en uno de los factores más importantes a la hora de buscar la mayor eficiencia de un proceso. Este concepto no es ajeno al transporte escolar, ambiente que cambia constantemente al ritmo de las necesidades de sus clientes, y que responde ante una fuerte responsabilidad frente a sus usuarios, los niños que hacen uso del servicio, en cuanto al cumplimiento de tiempos y seguridad, mientras busca constantemente la reducción de costos. Este proyecto expone las problemáticas presentadas en The English School en esta área y propone un modelo de optimización simple que permitirá notables mejoras en términos de tiempos y costos, de tal forma que genere beneficios para la institución en términos financieros y de satisfacción al cliente. Por medio de la implementación de este modelo será posible identificar errores comunes del proceso, se identificarán soluciones prácticas de fácil aplicación en el manejo del transporte y se presentarán los resultados obtenidos en la muestra utilizada para desarrollar el proyecto.

O setor de transporte de mercadorias é atualmente um dos mais importantes setores da economia brasileira, por esse motivo o presente estudo tem a intenção de realizar uma analise da estratégia aplicada à prestação de serviços com foco nesta modalidade de serviços, já que é escasso o numero de estudos dedicados a compreensão deste segmento em especifico. Assim esta pesquisa tem como objetivo a analise dos aspectos estratégicos desta prestação de serviços e o pressuposto, a ser aferido ao fim, de que estas empresas seguem e adotam estratégias empresariais não formais e predominantemente empíricas, pouco alinhadas às vantagens competitivas esperadas ao setor. O conteúdo teórico esta compreendido na pesquisa com a função primordial de fundamentar as percepções colhidas em campo e para dar consistência à pesquisa qualitativa realizada junto a um grupo de empresas de transporte deste segmento

Este estudo aborda, à luz da teoria econômica e jurídica, o modelo institucional do transporte ferroviário de cargas no Brasil, no que concerne às formas de concorrência intramodal adotadas pela regulação setorial. Atualmente prima-se pelo tráfego mútuo como regra e o direito de passagem de forma subsidiária, entretanto, há um movimento em direção à desverticalização do sistema. Dessa forma, o trabalho recorre à experiência alemã de desverticalização do setor ferroviário, para fins de aprendizado. Discute, ainda, o atual estágio do modelo de segmentação setorial proposto pelo governo federal brasileiro, delineando algumas considerações críticas.

This research aims to investigate the effectiveness of the legal labor phenomenon in contemporary capitalism as rectifier element of the contradictions between capital and labor. From the analysis of legislative developments - state and business - and court decisions related to the category of freight transport is expected to determine the protectionist stiffness proclaimed by the institutional structure of labor in Brazil, considered by the hegemonic discourse as political-economic factor that prevents growth. It is intended to unravel the relationships between political and civil society, studying the internal contradictions and ideological influence among these spaces, with theoretical support in Marx and Gramsci. The function of this research is to test the premise that the protectionist discourse is a rational action of capitalism and the organic intellectuals of political society in order to achieve hegemony and hide the real contradictions between capital and labor, in addition to also assist in the discussion on deregulation and easing in Brazil. The analysis points to the confirmation of our premise, since the evolution of the legal phenomenon in the transport sector was charging toward the neoliberal project

This guideline jointly published by The UN Economic and Social Commission for Asia and the Pacific (ESCAP), the UN Economic Commission for Latin America and the Caribbean (ECLAC), and the UN Human Settlements Programme (UN-HABITAT), in partnership with the Urban Design Lab of the Earth Institute, Columbia University, provides practical tools for city planners and decision makers to reform urban planning and infrastructure design according to the principles of eco-efficiency and social inclusiveness. It includes case studies from the Republic of Korea, the Philippines, Japan and Sri Lanka.

At global level, the population is increasingly concentrating in the cities. In Europe, around 75% of the population lives in urban areas and, according to the European Environmental Agency (2010), urban population is foreseen to increase up to 80 % by 2020. At the same time, the quality of life in the cities is declining and urban pollution keeps increasing in terms of carbon dioxide (CO2) emissions, waste, noise, and lack of greenery. Many of European cities struggle to cope with social, economic and environmental problems resulting from pressures such as overcrowding or decline, social inequity, health problems related to food security and pollution. Nowadays local authorities try to solve these problems related to the environmental sustainability through various urban logistics measures, which directly and indirectly affect the urban food supply system, thus an integrated approach including freight transport and food provisioning policies issues is needed. This research centres on the urban food transport system and its impact on the city environmental sustainability. The main question that drives the research analysis is "How the urban food distribution system affects the ecological sustainability in modern cities?" The research analyses the city logistics project for food transport implemented in Parma, Italy, by the wholesale produce market. The case study investigates the renewed role of the wholesale market in the urban food supply chain as commercial and logistic operator, referring to the concept of food hub. Then, a preliminary analysis on the urban food transport for the city of Bologna is presented. The research aims at suggesting a methodological framework to estimate the urban food demand, the urban food supply and to assess the urban food transport performance, in order to identify external costs indicators that help policymakers in evaluating the environmental sustainability of different logistics measures

Il presente lavoro, senza alcuna pretesa di esaustività, ha inteso ricostruire il quadro normativo relativo alla disciplina dell’autotrasporto merci su strada. In primis, ci si è soffermata sugli aspetti generali del settore, approfondendo, in seguito, la normativa europea e nazionale. Tale excursus, ha permesso di riscontrare i molteplici interventi legislativi susseguitisi in ambito di regolamentazione dell’autotrasporto merci su strada, evidenziando i passaggi più significativi in tema di riordino della disciplina. Si è pertanto proceduto all’analisi del primo importante intervento legislativo del settore, intercorso ad opera della Legge n. 298/1974, disciplinante gli aspetti di natura pubblicistica del settore. Tale provvedimento, ha un apposito Albo Nazionale per gli autotrasportatori di merci per conto terzi, identificando i requisiti necessari per l’accesso al mercato e l’esercizio della professione di autotrasportatore di cose in conto terzi. Importati novità vengono introdotte con il D.lgs. 286/2005, provvedimento che ha portato al raggiungimento del processo di liberalizzazione del mercato. Successivamente si è proceduto a riscontrare l’intensa produzione normativa, posta a regolamentazione del settore, che nella ricerca di un equilibrio tra esigenze di mercato e corretto esercizio dell’attività di autotrasporto, si propone di addivenire al raggiungimento degli obiettivi comunitari di armonizzazione della disciplina e qualificazione del settore dell’autotrasporto. Significativi, in tal senso, i recenti interventi di riforma posti in essere con il “Pacchetto comunitario del 21 ottobre 2009” ( Regolamento (CE) 1071/2009 e Regolamento (CE) 1072/2009. Da ultimo, al fine di verificare le eventuali debolezze del sistema normativo vigente, in relazione al raggiungimento degli obiettivi comunitari suesposti, si è ritenuto di indirizzare la ricerca verso un’attenta valutazione dell’efficienza dei modelli di trasporto merci su strada, verificandone l’impatto in termini di maggior incidenza sui costi esterni derivanti dal trasporto. A tal proposito, particolare attenzione è stata rivolta anche alla disciplina del trasporto in conto proprio.

The implementation of a charging policy for heavy goods vehicles in European Union (EU) member countries has been imposed to reflect costs of construction and maintenance of infrastructure as well as externalities such as congestion, accidents and environmental impact. In this context, EU countries approved the Eurovignette directive (1999/62/EC) and its amending directive (2006 /38/EC) which established a legal framework to regulate the system of tolls. Even if that regulation seek s to increase the efficien cy of freight, it will trigger direct and indirect effects on Spain’s regional economies by increasing transport costs. This paper presents the development of a multiregional Input-Output methodology (MRIO) with elastic trade coefficients to predict in terregional trade, using transport attributes integrated in multinomial logit models. This method is highly useful to carry out an ex-ante evaluation of transport policies because it involves road freight transport cost sensitivity, and determine regional distributive and substitution economic effect s of countries like Spain, characterized by socio-demographic and economic attributes, differentiated region by region. It will thus be possible to determine cost-effective strategies, given different policy scenarios. MRIO mode l would then be used to determine the impact on the employment rate of imposing a charge in the Madrid-Sevilla corridor in Spain. This methodology is important for measuring the impact on the employment rate since it is one of the main macroeconomic indicators of Spain’s regional and national economic situation. A previous research developed (DESTINO) using a MRIO method estimated employment impacts of road pricing policy across Spanish regions considering a fuel tax charge (€/liter) in the entire shortest cost path network for freight transport. Actually, it found that the variation in employment is expected to be substantial for some regions, and negligible for others. For example, in this Spanish case study of regional employment has showed reductions between 16.1% (Rioja) and 1.4% (Madrid region). This variation range seems to be related to either the intensity of freight transport in each region or dependency of regions to transport intensive economic sect ors. In fact, regions with freight transport intensive sectors will lose more jobs while regions with a predominantly service economy undergo a fairly insignificant loss of employment. This paper is focused on evaluating a freight transport vehicle-kilometer charge (€/km) in a non-tolled motorway corridor (A-4) between Madrid-Sevilla (517 Km.). The consequences of the road pricing policy implementation show s that the employment reductions are not as high as the diminution stated in the previous research because this corridor does not affect the whole freight transport system of Spain.

This paper addresses the economic impact assessment of the construction of a new road on the regional distribution of jobs. The paper summarizes different existing model approaches considered to assess economic impacts through a literature review. Afterwards, we present the development of a comprehensive approach for analyzing the interaction of new transport infrastructure and the economic impact through an integrated model. This model has been applied to the construction of the motorway A-40 in Spain (497 Km.) which runs across three regions without passing though Madrid City. This may in turn lead to the relocation of labor and capital due to the improvement of accessibility of markets or inputs. The result suggests the existence of direct and indirect effects in other regions derived from the improvement of the transportation infrastructure, and confirms the relevance of road freight transport in some regions. We found that the changes in regional employment are substantial for some regions (increasing or decreasing jobs), but a t the same time negligible in other regions. As a result,the approach provides broad guidance to national governments and other transport-related parties about the impacts of this transport policy.
