The report ‘Sustainability of Open Access Services - Phase 3: The Collective Provision of Open Access Resources’ discusses the economic and institutional issues faced by those sustaining free infrastructure services. It also identifies strategies to coordinate the collective provision of infrastructure services. These considerations are valuable input for the phases 4 and 5 of the project ‘Sustainability of Open Access Services’. This body of work will lead to practical recommendations for funders and project planners to consider when initiating an infrastructure service. The report was written by Raym Crow and funded by SPARC. Several key messages from the report are of interest. Providing infrastructure services as a public good imposes specific requirements on the design of the sustainability model. The challenge is to get enough institutions to reveal their demand for the service and support this. Arguments for an institution to support can be altruism or reciprocity or there being sufficient benefit to the institution for supporting a service. Institutions can also work together on a service through collective action (collecting voluntary contributions) and cross subsidies (funding collected by offering exclusive benefits to contributors).

This report offers guidelines for the provision of adequate port reception facilities for vessel-generated garbage under the requirements of Annex V of the International Convention for the Prevention of Pollution From Ships, 1973 (MARPOL 73/78), Regulations for the Prevention of Pollution by Garbage from Ships. MARPOL Annex V prohibits at-sea disposal of plastic materials from vessels, and specifies the distance from shore at which other materials may be dumped. Annex V also requires the provision of port reception facilities for garbage, but it does not specify these facilities or how they are to be provided. Since the at-sea dumping restrictions apply to all vessels, the reception facility requirement applies to all ports, terminals, and marinas that serve vessels. These guidelines were prepared to assist port owners and operators in meeting their obligation to provide adequate reception facilities for garbage. Os programas de Pagamento por Serviços Ambientais (PSA) correspondem a incentivos a quem ajuda a manter ou a produzir os serviços ecossistêmicos. O presente trabalho preocupou-se com a compreensão sobre a real contribuição destes programas de PSA para a gestão sustentável dos recursos hídricos, destacando o caso do programa FUNBOAS - Fundo de Boas Práticas Sócio Ambientais, criado pelo Comitê de Bacias Hidrográficas Lagos São João (CBHLSJ). Para atingir o objetivo proposto e entender os impactos do programa na microbacia, foram utilizadas informações fornecidas pelo CBHLSJ e foram realizadas visitas em campo, onde amostras de água foram coletadas para análise de parâmetros físico-químicos (pH, turbidez, NH3, P, OD, DQO e COT) e entrevistas com a população local foram realizadas. O FUNBOAS é um mecanismo de incentivo técnico e financeiro aos que ajudam a conservar os recursos hídricos e é alimentado com recursos oriundos da cobrança pelo uso da água da bacia. De uma forma geral, foi possível observar que o FUNBOAS possibilitou que os agricultores da microbacia beneficiada adotassem práticas de manejo mais sustentáveis, colaborando para a prestação dos serviços ecossistêmicos. Os resultados das análises de água indicaram que ainda existem pontos críticos de contaminação na microbacia, onde é necessário que medidas sejam tomadas para recuperar a qualidade da água do córrego. As entrevistas possibilitaram demonstrar que o FUNBOAS afetou o modo de vida dos produtores rurais da microbacia de forma positiva, melhorando a qualidade de vida das famílias beneficiadas. Também foi constatada a importância da preservação das florestas nativas na conservação da qualidade da água e dos trabalhos de educação ambiental na capacitação da população e na conscientização sobre a preservação dos recursos naturais. Além disso, o monitoramento ambiental da qualidade da água demonstrou ser uma ferramenta fundamental em programas de PSA em recursos hídricos, pois podem embasar a tomada de decisão, apontar pontos críticos de intervenção e evidenciar os impactos das ações, servindo para o acompanhamento dos resultados alcançados pelo programa. De uma forma geral, os resultados alcançados por esta pesquisa permitem concluir que programas de PSA são importantes instrumentos de gestão sustentável dos recursos hídricos, uma vez que possibilitam a preservação dos ecossistemas, colaborando com desenvolvimento socioeconômico das comunidades afetadas.

People with sight loss in the United Kingdom are known to have lower levels of emotional wellbeing and to be at higher risk of depression. Consequently ‘having someone to talk to’ is an important priority for people with visual impairment. An on-line survey of the provision of emotional support and counselling for people affected by sight loss across the UK was undertaken. The survey was distributed widely and received 182 responses. There were more services offering ‘emotional support’, in the form of listening and information and advice giving, than offered ‘counselling’. Services were delivered by providers with differing qualifications in a variety of formats. Waiting times were fairly short and clients presented with a wide range of issues. Funding came from a range of sources, but many felt their funding was vulnerable. Conclusions have been drawn about the need for a national standardised framework for the provision of emotional support and counselling services for blind and partially sighted people in the UK

The valuation of ecosystem services such as drinking water provision is of growing national and international interest. The cost of drinking water provision is directly linked to the quality of its raw water input, which is itself affected by upstream land use patterns. This analysis employs the benefit transfer method to quantify the economic benefits of water quality improvements for drinking water production in the Neuse River Basin in North Carolina. Two benefit transfer approaches, value transfer and function transfer, are implemented by combining the results of four previously published studies with data collected from eight Neuse Basin water treatment plants. The mean net present value of the cost reduction estimates for the entire Neuse Basin ranged from $2.7 million to $16.6 million for a 30% improvement in water quality over a 30-year period. The value-transfer approach tended to produce larger expected benefits than the function-transfer approach, but both approaches produced similar results despite the differences in their methodologies, time frames, study sites, and assumptions. © 2010 ASCE.

The factors that are driving the development and use of grids and grid computing, such as size, dynamic features, distribution and heterogeneity, are also pushing to the forefront service quality issues. These include performance, reliability and security. Although grid middleware can address some of these issues on a wider scale, it has also become imperative to ensure adequate service provision at local level. Load sharing in clusters can contribute to the provision of a high quality service, by exploiting both static and dynamic information. This paper is concerned with the presentation of a load sharing scheme, that can satisfy grid computing requirements. It follows a proactive, non preemptive and distributed approach. Load information is gathered continuously before it is needed, and a task is allocated to the most appropriate node for execution. Performance and reliability are enhanced by the decentralised nature of the scheme and the symmetric roles of the nodes. In addition, the scheme exhibits transparency characteristics that facilitate integration with the grid.

Deliberating on Enterprise Resource Planning (ERP) software sourcing and provision, this paper contrasts the corporate environment with the small business environment. The paper is about Enterprise Resource Planning client (ERPc) expectations and Enterprise Resource Planning vendor (ERPv) value propositions as a mutually compatible process for achieving acceptable standards of ERP software performance. It is suggested that a less-than-equitable vendor–client relationship would not contribute to the implementation of the optimum solution. Adapting selected theoretical concepts and models, the researchers analyse ERPv to ERPc relationship. This analysis is designed to discover if the provision of the very large ERP vendors who market systems such as SAP, and the provision of the smaller ERP vendors (in this instance Eshbel Technologies Ltd who market an ERP software solution called Priority) when framed as a value proposition (Walters, D. (2002) Operations Strategy. Hampshire, UK: Palgrave), is at all comparable or distinctive.

One of the most pressing challenges today is the need to manage our oceans on a sustainable basis, balancing opportunities for exploitation with the need for conservation and protection. A vital tool for informing sustainable management is access to accurate, up-to-date marine environmental data and information, which is also seen as ‘independent’ by industry, conservationists, policy-makers and other Stakeholders. The Marine Biological Association has specialised in providing independent evidence for over a century and hosts a number of programmes dedicated to independent evidence provision. For example, the Marine Life Information Network (MarLIN) is the most comprehensive information resource for the marine environment of the British Isles and also the largest review of the effects of human activities and natural events on marine species and habitats ever undertaken. MarLIN, along with the Data Archive for Seabed Species and Habitats (DASSH and other MBA information resources, is currently being used to support a wide range of UK and European legislation as well as providing vital underpinning information for industry (e.g. through informing EIAs). We provide an overview of MarLIN in particular whilst examining the importance of ‘independent’ scientific information in a multi-use environment.
