Este trabalho de pesquisa buscou compreender como ocorriam e quais eram as ações no campo das políticas públicas para a instrução primária no século XIX no município de Maricá. Escolhemos como recorte temporal o período do século compreendido entre os anos de 1834 e 1854. A escolha das duas datas se prendeu ao fato de que este período contempla algumas mudanças importantes no campo das políticas públicas para a educação e instrução. Em 1834 temos o Ato Adicional à Constituição de 1824 que delega para as províncias competências para legislar e gerir a instrução primária e secundária. Em 1849 ocorre a implantação do Regulamento Couto Ferraz na província do Rio de Janeiro e, em 1854, o então Ministro do Império encaminha a reforma do ensino na Corte. A proximidade do município com a capital da província e com a Corte pode ser considerado como um dos fatores que instigou a nossa curiosidade em verificar até que ponto esta aproximação contribuiu para o crescimento de Maricá. No decorrer da pesquisa, começamos a perceber que os ritmos de crescimento e desenvolvimento foram diferentes, a cidade continuou como rota de passagem por muitos anos, mesmo com a sua importância econômica (produção agrícola e o pescado), mercado de abastecimento regional. A proximidade com a capital da Província do Rio de Janeiro (Niterói) e a Corte não garantiu à cidade de Maricá crescimento do número de escolas públicas primárias, foio que se verificou ao longo do período analisado. Além da pesquisa bibliográfica sobre o tema utilizamos também como fonte as publicações dos memorialistas locais, os relatórios dos presidentes da província do Rio de Janeiro, assim como documentos disponíveis no Arquivo Público do Estado do Rio de Janeiro.

O trabalho identifica quais os fatores sistêmicos e domésticos que influenciam na formulação da política externa brasileira para o setor financeiro, com foco no período posterior à crise financeira de 2008. Para esse fim, a pesquisa analisa os atores domésticos que atuam no processo decisório de formulação da política externa para o setor financeiro, assim como seus interesses. Os órgãos federais ? nomeadamente o Ministério da Fazenda, o Banco Central e o Ministério das Relações Exteriores ? são os atores mais influentes nesse processo. O setor privado, apesar de dispor de capacidades políticas, delega a sua participação ao governo, assumindo uma postura reativa. Por sua vez, a sociedade civil tem pouca influência nesse processo. O cenário internacional tem papel de destaque nesse processo, pois restringe as ações do país, de acordo com a posição na hierarquia de poder. Após a estabilização econômica brasileira e a crise que abalou os mercados do Norte, o Brasil encontra-se mais livre em sua atuação internacional. Com isso, há um processo de repolitização da política externa para o setor financeiro, em que, no plano internacional, o Brasil coopera com outros países emergentes para demandar a redistribuição de poder decisório; e no plano doméstico, atores que antes não exerciam grande influência passam a ter.

根据XACML Admin中访问策略和管理策略混合的特点,提出了一个在PDP中将策略树分割为访问策略树和管理策略树来提高在线判定性能的匹配方案.在此基础上,根据委托的逻辑含义,通过构造委托图,去除管理策略树和访问策略树中的无效节点,从而使在线判定时不考虑引起拒绝服务攻击的无效策略.同时根据目前XACML Admin中模式定义的缺陷,提出了一种改进的模式定义,此模式定义使Delegates能够与XACML核心规范中Subjects,Resources等元素的处理规则保持一致,并能够更加有效地定义管理策略.以上这些方式能够有效地改善在线判定性能和阻止针对请求判定过程的拒绝服务攻击.

This research addresses the problems of public policy-making procedures. In conducting our research, we considered public policy as the allocation or reallocation of interests or resources among different members of the public. Due to limited resources, administrations should trade off all interests among different segments of society when formulating a policy. Unfortunately, in recent years there have been several mass conflicts with administration of public policy. This infers that some people’s interests were ignored or harmed by certain policies. According to the theory of procedural justice, people may accept the unexpected result if they consider the procedure is just. This research hypothesizes that there are certain problems in current policy-making procedures and that improving these procedures may make policies more acceptable. A pilot study was conducted by interviewing ten scholars from a range of disciplines. The interview record transcripts were coded by three analysts. The results indicate that: 1) Most of the scholars criticized current public policies as lacking sensitivity to public issues; 2) Most of them considered that current public policies do not resolve problems effectively; and 3) They all considered that psychology research may enhance awareness of public issues and improve the effectiveness of policy. In study 2, the procedure of public policy was tracked and compared with a social survey. The Beijing government would like to increase the taxi fare rate to cope with the rising price of petroleum. Although the majority of delegates in a hearing of witnesses supported the policy consideration, the social survey of 186 residents and 63 taxi drivers indicated that both of them oppose the consideration. The findings indicate that the hearing of witnesses was not able to delegate the opinions of the public, resulting in the policy failing to resolve the problem. Study 3 was a nonequivalent control group quasi-experiment. Visitors of two Internet Website were chosen as subjects for original photo games. For the experiment group, visitors were invited to express their desires and suggestions on the game rules for one week, and then declare rules referencing the suggestions before starting the game. Meanwhile, the control group simply declared the rules at the beginning of the game. Compared with the two games during 23 days, the experiment group submitted more photos than the control group. The results of this research imply that, the good will of policy makers is not enough to make a policy effective. Surveys on public attitudes at the beginning of the policy-making process can allow policy makers to better determine public issues, assess the tradeoff of public interests, help ensure policies are more acceptable, and help foster a harmonious society. The authors of this research suggest that psychology research should take more social level problems into account in the policy-making process.

The theme of this year’s colloquium is “Towards 2020: Environmental challenges and opportunities for the next decade” which reflects the many environmental targets that have been set for the year 2020 in areas of climate change, renewable energy, water protection and biodiversity. In relation to the latter, we are delighted to have Professor Michael Depledge (Former Chairman of UK Science Advisory Committee on the Environment & Climate Change) at ENVIRON 2011 to deliver the colloquium keynote address on “Health and the Value of Nature”. The colloquium plenary session has a number of high profile speakers who will address the colloquium theme of environmental challenges and opportunities for the next decade including Professor John Sweeney (NUI Maynooth), Ms Laura Burke (Director of EPA’s Office of Climate, Licensing Research and Resource Use) and Mr John Mullins (CEO of Bord Gais). The research programme has 95 oral presentations and 60 poster presentations in the themes of water quality, energy and climate change, marine and coastal research, environmental management, environmental technologies, environment and health, and biodiversity and ecosystems. In addition, for the first year, poster presenters have the opportunity to make a 1 minute oral presentation on their poster during the oral sessions in the relevant theme. The 2011 colloquium also sees an increase the number of workshops and seminars accompanying the programme with an emphasis on training and development for postgraduates in the environmental area. We are particularly pleased to have a link with the Environment Graduate Programme in the “Ocean Studies Workshop” which illustrates how the ENVIRON colloquium can support and benefit from the various graduate programmes currently being developed within Universities. Finally ENVIRON 2011 and the UCC 2011 Law and the Environment symposium have been deliberately scheduled together at the same time and location to allow delegates from both conferences to benefit from each other’s programmes.

Twitter has changed the dynamic of the academic conference. Before Twitter, delegate participation was primarily dependent on attendance and feedback was limited to post-event survey. With Twitter, delegates have become active participants. They pass comment, share reactions and critique presentations, all the while generating a running commentary. This study examines this phenomenon using the Academic & Special Libraries (A&SL) conference 2015 (hashtag #asl2015) as a case study. A post-conference survey was undertaken asking delegates how and why they used Twitter at #asl2015. A content and conceptual analysis of tweets was conducted using Topsy and Storify. This analysis examined how delegates interacted with presentations, which sessions generated most activity on the timeline and the type of content shared. Actual tweet activity and volume per presentation was compared to survey responses. Finally, recommendations on Twitter engagement for conference organisers and presenters are provided.

United Kingdom (UK) and European Union policy is rapidly developing to meet international targets for the sustainable use and protection of the marine environment. To inform this process, research needs to keep pace with these changes and research questions must be focused on providing robust scientific evidence. Thirty four priority research questions within six broad themes were identified by delegates who attended the 1st marine and coastal policy Forum, hosted by the Centre for Marine and Coastal Policy Research at Plymouth University in June 2011. The priority questions formed through this research are timely and reflect the pace and change of marine policy in the UK in response to international, European and national policy drivers. Within the data theme, the majority of questions seek to find improved procedures to manage and use data effectively. Questions related to governance focus on how existing policies should be implemented. The marine conservation questions focus entirely upon implementation and monitoring of existing policy. Questions related to ecosystem services focus on research to support the conceptual links between ecosystem services, ecosystem function, and marine management. Questions relating to marine citizenship are fundamental questions about the nature of societal engagement with the sea. Finally, the marine planning questions focus upon understanding the general approaches to be taken to marine planning rather than its detailed implementation. The questions that have emerged from this process vary in scale, approach and focus. They identify the interdisciplinary science that is currently needed to enable the UK to work towards delivering its European and international commitments to achieve the sustainable use and protection of the marine environment

Globally, Invasive Alien Species (IAS) are considered to be one of the major threats to native biodiversity, with the World Conservation Union (IUCN) citing their impacts as ?immense, insidious, and usually irreversible?. It is estimated that 11% of the c. 12,000 alien species in Europe are invasive, causing environmental, economic and social damage; and it is reasonable to expect that the rate of biological invasions into Europe will increase in the coming years. In order to assess the current position regarding IAS in Europe and to determine the issues that were deemed to be most important or critical regarding these damaging species, the international Freshwater Invasives - Networking for Strategy (FINS) conference was convened in Ireland in April 2013. Delegates from throughout Europe and invited speakers from around the world were brought together for the conference. These comprised academics, applied scientists, policy makers, politicians, practitioners and representative stakeholder groups. A horizon scanning and issue prioritization approach was used by in excess of 100 expert delegates in a workshop setting to elucidate the Top 20 IAS issues in Europe. These issues do not focus solely on freshwater habitats and taxa but relate also to marine and terrestrial situations. The Top 20 issues that resulted represent a tool for IAS management and should also be used to support policy makers as they prepare European IAS legislation.

Statement of purpose The purpose of this concurrent session is to present the main findings and recommendations from a five year study evaluating the implementation of Early Warning Systems (EWS) and the Acute Life-threatening Events: Recognition and Treatment (ALERT) course in Northern Ireland. The presentation will provide delegates with an understanding of those factors that enable and constrain successful implementation of EWS and ALERT in practice in order to provide an impetus for change. Methods The research design was a multiple case study approach of four wards in two hospitals in Northern Ireland. It followed the principles of realist evaluation research which allowed empirical data to be gathered to test and refine RRS programme theory [1]. The stages included identifying the programme theories underpinning EWS and ALERT, generating hypotheses, gathering empirical evidence and refining the programme theories. This approach used a variety of mixed methods including individual and focus group interviews, observation and documentary analysis of EWS compliance data and ALERT training records. A within and across case comparison facilitated the development of mid-range theories from the research evidence. Results The official RRS theories developed from the realist synthesis were critically evaluated and compared with the study findings to develop a mid-range theory to explain what works, for whom in what circumstances. The findings of what works suggests that clinical experience, established working relationships, flexible implementation of protocols, ongoing experiential learning, empowerment and pre-emptive management are key to the success of EWS and ALERT implementation. Each concept is presented as ‘context, mechanism and outcome configurations’ to provide an understanding of how the context impacts on individual reasoning or behaviour to produce certain outcomes. Conclusion These findings highlight the combination of factors that can improve the implementation and sustainability of EWS and ALERT and in light of this evidence several recommendations are made to provide policymakers with guidance and direction for future policy development. Background: Providing appropriate rehabilitation services for Acquired Brain Injury (ABI) in childhood presents a number of challenges for caregivers, health and education professionals and the young person as they develop.
Primary Objective: To record the challenges and possible creative solutions generated by an international group of professionals to address the needs of children with ABI.
Review of Information: Recommendations were generated from children’s special interest group meetings of the International Brain Injury Association (Turin Italy, 2001, Stockholm Sweden, 2003, Melbourne Australia, 2005, Lisbon Portugal, 2008) and through meetings of the International Paediatric Brain Injury Society (IPBIS), formed in 2009. Delegates participating in the workshops were representative of nations from around the world and included The Netherlands, New Zealand, Australia, UK, Finland, Germany, South Africa, USA, Canada, Sweden, Brazil and Italy.
Outcomes: The information presented is based on a retrospective review of those meetings and the summaries of the topics considered.

This paper presents the results from the experimental investigation on heat activated prestressing of Shape Memory Alloy (SMA) wires for active confinement of concrete sections. Active confinement of concrete is found to be much more effective than passive confinement which becomes effective only when the concrete starts to dilate. Active confinement achieved using conventional prestressing techniques often faces many obstacles due to practical limitations. A class of smart materials that has recently drawn attention in civil engineering is the super elastic SMA which has the ability to undergo reversible hysteretic shape change known as the shape memory effect. The shape memory effect of SMAs can be utilized to develop a convenient prestressing technique for active confinement of concrete sections.
In this study a series of experimental tests are conducted to study Heat Activated Prestress (HAP) in SMAs. Three different types of tests are conducted with different loading protocol to determine parameters such as HAP, residual strain after heating and range of strain that can be used for effective active confinement after HAP. Test results show a maximum HAP of about 500 MPa can be achieved after heating and approximately 450MPa is retained at 25oC in specimens pre-strained by 6%. A substantial amount of strain recovery upon unloading and after heating the SMA wires is recorded. About 2.5% elastic strain recovery upon unloading from 6% strain level is observed. In the specimen pre-strained by 6%, a total of 4% strain is recovered when unloaded after heating. A strain range of 3% is found available for effective confinement after HAP. Test results demonstrate that SMAs have unique features that can be intelligently employed in many civil engineering applications including active confinement of concrete sections.

A memo from Donald Ziraldo to the Board of Directors of the VQA and C.W.I. in regards to the 70th General Assembly of O.I.V. The memo is dated 24 September, 1990 and discusses conversations with the Director of O.I.V. and Canada (and Quebec's) possible membership. The memo also remarks "there was a noticeable absence of EEC delegates". One delegate was part of the O.I.V. Assembly and there were informal discussions with him in regards to Canada's request for recognition.
