Este trabalho avança no sentido de compreender esse processo de saída da indústria das tradicionais regiões industriais e dos grandes centros urbanos. A partir de uma abordagem empírica quantitativa e do uso de dados secundários sobre mão de obra, busca dialogar com os trabalhos aplicados à economia industrial brasileira que diagnosticam a desconcentração e analisam as decisões locacionais das firmas. Utilizando como referência a metodologia desenvolvida Dumais, Ellison e Glaeser no artigo Geographic Concentration as a Dynamic Process, este trabalho busca compreender o processo de desconcentração industrial a partir de uma abordagem dinâmica, como produto da formação de novos centros industriais, do declínio de antigas regiões especializadas, do surgimento de novas plantas e do fechamento de empresas. A análise empírica sobre as duas últimas décadas confirma o processo de desconcentração da atividade industrial no Brasil, mas aponta para uma desaceleração dessa tendência. Este trabalho confirma o diagnóstico apresentado por outros trabalhos que apontam para diferentes padrões de concentração setoriais. Conforme esperado, os setores de extração são consideravelmente mais concentrados que os de manufatura, pois dependem da localização da matéria prima a ser extraída. Ao abordar apenas os setores têxtil e de vestuário, verifica-se o inverso: estes setores são consideravelmente mais desconcentrados. Selecionando apenas os setores de alta tecnologia, verifica-se que eles também são mais concentrados que todos os setores conjuntamente. As taxas de desconcentração são então decompostas entre os efeitos de reversão à média e dispersão, de forma a evidenciar a mobilidade da indústria. O que se verifica é que a mobilidade é muito maior do que apenas as taxas de desconcentração demonstram. O efeito de reversão à média é quatro vezes maior que o efeito total e consideravelmente maior que o efeito aleatório, sendo suficientemente forte para levar a uma redução de mais de 40% na aglomeração industrial brasileira a cada cinco anos. Por outro lado, o efeito dispersão é responsável por um crescimento de mais de 30% nas taxas de aglomeração para a indústria como um todo a cada quinquênio, de forma que a variação total observada em cada um desses períodos é produto da diferença desses dois movimentos contrários. Estes valores observados são muito superiores aos encontrados por para a economia americana. Ao analisar o efeito que a criação de novas empresas, do encerramento de firmas em funcionamento e da expansão e contração da mão de obra, verifica-se que o nascimento de empresas contribui para a desaglomeração da atividade industrial, pois estes eventos ocorrem em maior quantidade fora dos centros onde já existe aglomeração. Por outro lado, as empresas são menos propensas a encerrar suas atividades nas regiões que possuem uma participação maior do que a esperada de emprego na indústria. Ou seja, o fechamento de empresas, conforme também encontrado para o mercado americano, contribui para a aglomeração industrial. Para expansões e contrações em empresas já existentes, ambos os tipos de evento contribuem para o efeito de reversão à média e para a desaglomeração da indústria.

A pobreza no Brasil é um problema histórico e tem sido alvo de diversas intervenções governamentais, a iniciativa que melhor retrata esse fato é o Programa Bolsa Família-PBF. Este trabalho investiga o efeito desse programa sobre o estado nutricional das crianças e adolescentes beneficiadas. Para tanto, foram utilizados os dados da Pes-quisa de Orçamentos Familiares (2008/2009), conjuntamente com o método Propensity Score Matching-PSM. A caracterização nutricional foi realizada com base em recentes recomendações da Organização Mundial da Saúde-OMS. A amostra estudada inclui crianças e adolescentes menores de 19 anos de idade, permitindo-se efeitos heterogê-neos do programa entre as áreas urbanas e rurais do país. Os resultados indicam que o PBF melhorou os indicadores nutricionais daqueles que pertenciam ao grupo de tra-tamento. Além da transferência de renda, acredita-se que as condicionalidades nas áreas da saúde e educação possam explicar parte desse resultado.

Os dois objetivos de nossa pesquisa, quais sejam a) verificar quantos projetos foram aprovados, e quanto em contrapartidas econômicas aportaram para os cofres públicos depois da aprovação do Plano Diretor Estratégico de 2002 do Município de São Paulo e, b) a redução dos coeficientes de aproveitamento teria influenciado os preços dos terrenos afetados? Embora o primeiro objetivo tenha sido alcançado de forma indireta, pois não foi possível encontrar informação sobre cada projeto, conseguimos determinar quanto em contrapartidas econômicas foi obtido, e em que distritos o estoque de direitos adicionais de construção já se esgotou ou está prestes a se esgotar. Em relação à segunda questão verificamos que a redução dos coeficientes de aproveitamento não provocou nenhum efeito sobre os preços dos terrenos afetados. Nosso estudo também mostrou que é possível afirmar que depois da aprovação do Plano Diretor Estratégico do Município de São Paulo (2002) em todo o seu território se aplica o princípio da outorga onerosa e do solo criado. Se uma edificação ultrapassa o coeficiente de aproveitamento básico e deseja edificar até um máximo de 4 deverá pagar uma contrapartida financeira ao poder público.

The worldwide transformations that took place in the 20th century redefined the cities fate in this new century. The consolidation of urbanization, the technological revolution that fostered globalization, the economic restructuration and informalization, modified space and time concepts, bringing populations closer together and provoking political transformations. They made contemporaries cities protagonists of world events and as a consequence of such processes, worthlessness spaces appeared and cities all over the world started to bet on the strategy of acting in this problematic areas through initiatives aimed at promoting intentional transformations to obtain a multidimensional valorization urban, financial, environmental, cultural and social. In short, such urban initiatives intend to make cities more competitive, sustainable, creative, productive and fair. Also in Brazil, countless worthless spaces appeared in waterfronts, central areas, and deactivated industrial/urbanized areas, as well as in sub-used or misused areas lacking infrastructure and public services where it is imperative and urgent to perform urban initiatives. This research proposes as a thesis that urban initiatives, when carried out based on an adequate politicalinstitutional model, transform and give value to worthless spaces in their multiple dimensions, offering better quality of life to their residents and helping to fulfill the social role of the city. We intend to prove this thesis through the analysis of national and international cases and by introducing thoughts, critique and guidelines as a contribution to the improvement of the urban initiatives implementation processes, in particular to those regarding worthless areas of Brazilian cities

The sand fly Lutzomyia longipalpis (Diptera: Psychodidae) is currently appointed as the main vector of visceral leishmaniasis in the Americas. The growth of cities in areas originally endemics to American Visceral Leishmaniasis (AVL) resulted in the spread of the disease at the same time that observed the adaptation of this species to the urban environment.Changes in behavior of L.longipalpis that enabled the adapt to increasing losings of biodiversity, as well as the frequent exposure of the vector to insecticides evident in urban areas, could justify the increasing population of the species and consequently the spread of disease for these environments .Thus, we selected sixty houses spread among three areas with increasing stages of occupation of an area endemic for AVL in Teresina-PI. We evaluated the correlation between the density of L.longipalpis captured and different aspects, such as population density of animals, vegetation cover and socio-economic aspects in each house. In addition to the correlations, the feeding preference of the vector between the predominant plant species in the neighborhoods, as well as the presence of metabolic mechanisms of resistance among the captured insects were tested. The results showed that over the growing occupations, represented by three areas, L.longipalpis demonstrate its adaptive nature through an apparent opportunistic behavior in relation to sources of carbohydrates and blood. On the evolutionary point of view, this behavior may have favored its vector competence in urban areas among the limited presence of food sources, as well as in various environments encountered.

Urban stormwater can be considered as potential water resources as well as problems for the proper functioning of the manifold activities of the city, resulting from inappropriate use and occupation of the soil, usually due to poor planning of the occupation of the development areas, with little care for the environmental aspects of the drainage of surface runoff. As a basic premise, we must seek mechanisms to preserve the natural flow in all stages of development of an urban area, preserving the soil infiltration capacity in the scale of the urban area, comprising the mechanisms of natural drainage, and noting preserving natural areas of dynamic water courses, both in the main channel and in the secondary. They are challenges for a sustainable urban development in a harmonious coexistence of modern developmental, which are consistent with the authoritative economic environmental and social quality. Integrated studies involving the quantity and quality of rainwater are absolutely necessary to achieve understanding and obtaining appropriate technologies, involving both aspects of the drainage problems and aspects of use of water when subjected to an adequate management of surface runoff , for example, the accumulation of these reservoirs in detention with the possibility of use for other purposes. The purpose of this study aims to develop a computer model, adjusted to prevailing conditions of an experimental urban watershed in order to enable the implementation of management practices for water resources, hydrological simulations of quantity and, in a preliminary way, the quality of stormwater that flow to a pond located at the downstream end of the basin. To this end, we used in parallel with the distributed model SWMM data raised the basin with the highest possible resolution to allow the simulation of diffuse loads, heterogeneous characteristics of the basin both in terms of hydrological and hydraulic parameters on the use and occupation soil. The parallel work should improve the degree of understanding of the phenomena simulated in the basin as well as the activity of the calibration models, and this is supported by monitoring data acquired during the duration of the project MAPLU (Urban Stormwater Management) belonging to the network PROSAB (Research Program in Basic Sanitation) in the years 2006 to 2008

This research presents a methodology for prediction of building shadows cast on urban roads existing on high-resolution aerial imagery. Shadow elements can be used in the modeling of contextual information, whose use has become more and more common in image analysis complex processes. The proposed methodology consists in three sequential steps. First, the building roof contours are manually extracted from an intensity image generated by the transformation of a digital elevation model (DEM) obtained from airborne laser scanning data. In similarly, the roadside contours are extracted, now from the radiometric information of the laser scanning data. Second, the roof contour polygons are projected onto the adjacent roads by using the parallel projection straight lines, whose directions are computed from the solar ephemeris, which depends on the aerial image acquisition time. Finally, parts of shadow polygons that are free from building perspective obstructions are determined, given rise to new shadow polygons. The results obtained in the experimental evaluation of the methodology showed that the method works properly, since it allowed the prediction of shadow in high-resolution imagery with high accuracy and reliability.

As cidades são textos. Textos escritos pelas sociedades que compõe os espaços. A partir dessa perspectiva, propõe-se aqui uma leitura do bairro da Ribeira Natal/RN. Esse espaço se consolidou no início do século XX como centro comercial e cultural da capital potiguar, lugar de ação e de interação da Zona Central desta sociedade, espaço de inscrição dos signos da modernidade e do progresso então em voga. Contudo, com o decurso do tempo e as transformações por ele exigidas, o panorama da Cidade de Natal sofreu intensas modificações e o bairro da Ribeira foi relegado à margem desse processo, o que culminou na desvalorização, segregação e, posteriormente, na degradação do seu espaço, que se tornou um palimpsesto. Ao abordar a dinâmica urbana que se processou no bairro da Ribeira, esta pesquisa dividiu o fenômeno em três fases distintas: valorização, transição e decadência

This study aims to analyze the process of resignification of Chile Street, in Natal, from the development of a music scene in the late 1990s. Chile Street, as part of the Historic Centre of Natal, had its images constructed from the discursive practices and everyday life of its regular visitors, leading to a series of symbolic and imaging transformations throughout the twentieth century. Initially transformed into glamorous space as a result of urban actions of the new republic of Albuquerque Maranhão, in the early twentieth century, Ribeira and Chile Street, specifically, came to be seen as bohemian area, during the war time"; followed by a marginal phase, it was eventually transformed into the main rocker area of Natal, with the development of a musical scene in the second half of the 1990s. This music scene, its practices, economic interests, cultural events and identity ties created among their practitioners made Chile Street, "in the time of Blackout night club", an "alternative" space. As the historic centers, inserted in the logic of postmodern city marketing, both spaces are dynamic in their practices, as in their images, Chile Street also suffered changes in its meanings and symbols, around the year 2000 when the alternative-underground space became a pop space, where people from various parts of the city began attending its events and places, transforming it into a point of very heterogeneous sociability

The Apodi river basin, particularly within the snippet that crosses Pau dos Ferros - RN city, place anthropogenic actions that interfere in the dynamic environment by modifying the local landscape. The reflection of these actions can be seen in the floods that occur in rainy periods (February to may) virtually every year in the city. It is important to stress that the project of integration of the waters of the San Francisco basin with the northern basin of Northeastern will perennial the main channel of the river basin, and generate greater impacts in the region. This work sought to define a methodology able to delimit areas susceptible to flooding in cities of semiarid Northeast based on the Pau dos Ferros RN city. The dissertation is divided into two chapters and introduction. The introduction presents a theoretical frame based on discussion of the concept of risk, their main characteristics and subdivisions; floods; geotecnologies; Apodi River basin; municipal data Pau dos Ferros RN and design integration of Francisco basin with the northern basins Northeast. The first chapter evaluates the urban expansion process between 1987 and 2008, delimiting the flood areas and analyzes the relationship between urban growth and retention areas. The second chapter identifies the flood risk areas in the Pau dos Ferros city. The methodology used was based on tools of geographic information system GIS from software SPRING/INPE 5.1, as well as bibliographical, satellite images, aerial photographs and field activities. The results obtained enabled view the rapid expansion of the urban area of Pau dos Ferros, which has doubled in a period of 22 years. The population density checks with greater intensity in South-central portion of the city, in flood areas and not flood (Cap. 01). It was noted also that some neighborhoods along the River Apodi are susceptible to more instances of flooding ranging from minimum to maximum, while in neighborhoods near the Riacho Cajazeiras floods occur to a lesser extent because of altimetry higher and lower water volume. (Cap. 02). It is expected that this work will help in the preparation of flood risk municipal map subsidising managers in implementing public policies targeted to the softening of urban flood-related issues in Pau dos Ferros RN and serve as a model for mapping of other cities with similar characteristics analyzed in this work

Amenities value provided by green areas, sea, river and natural landscapes are hardly perceived and incorporated on urban planning and development. In this work, distance and view to protected and non-protected green areas, sea and river were evaluated as to how they increase the housing prices in Natal. Hedonic pricing methods were used with linear models to estimate the marginal implicit value of environmental, residential and neighborhood features. Results on Chapter 1 demonstrate the view to the sea and protected natural areas were largely capitalized on housing prices, while non-protected natural areas didn t display such effect. Housing prices also increase when close to the sea or to parks entrance. However, housing prices fall when houses are near non-protected natural areas. When estates with sea view were excluded, the protected natural areas view and a longer distance to non-protected natural areas increased dwelling prices. Results on Chapter 2 point the sea view as an hedonic variable the contributes strongly to the property selling prices, even though not always as the greatest contributor; furthermore, the property proximity to Dunas Park or City of the Park entrance increases its price, as does closeness to Dunas Park, view to City of the Park or Dunas Park. On the other hand, selling prices diminish if properties are close to City of the Park or Morro do Careca. Results on this study confirm the hedonic pricing methods is an important intrument, capable of revealing to popullation the importance of enviromental amenities and can be used by public managers for creating public policies for conservation and restoration projects
