The main goal of this project was to identity whether an imported system of social policy can be suitable for a host country, and if not why not. Romanian social policy concerning the mentally disabled represents a paradoxical situation in that while social policy is designed to ensure both an institutional structure and a juridical environment, in practice it is far from successful. The central question which Ms. Ciumageanu asked therefore was whether this failure was due to systemic factors, or whether the problem lay in reworking an imported social policy system to meet local needs. She took a comparative approach, also considering both the Scandinavian model of social policy, particularly the Danish model which has been adopted in Romania, and the Hungarian system, which has inherited a similar universal welfare system and perpetuated it to some extent. In order to verify her hypothesis, she also studied the transformation of the welfare system in Great Britain, which meant a shift from state responsibility towards community care. In all these she concentrated on two major aspects: the structural design within the different countries and, at a micro level, the societal response. Following her analyses of the various in the other countries concerned, Ms. Ciumageanu concluded that the major differences lie first in the difference between the stages of policy design. Here Denmark is the most advanced and Romania the most backwards. Denmark has a fairly elaborate infrastructure, Britain a system with may gaps to bridge, and Hungary and Romania are struggling with severe difficulties owing both to the inherited structure and the limits imposed by an inadequate GDP. While in Denmark and Britain, mental patients are integrated into an elaborate system of care, designed and administered by the state (in Denmark) or communities (in Britain), in Hungary and Romania, the state designs and fails to implement the policy and community support is minimal, partly due to the lack of a fully developed civil society. At the micro level the differences are similar. While in Denmark and Britain there is a consensus about the roles of the state and of civil societies (although at different levels in the two countries, with the state being more supportive in Denmark), in Romania and to a considerable extent in Hungary, civil society tends to expect too much from the state, which in its turn is withdrawing faster from its social roles than from its economic ones, generating a gap between the welfare state and the market economy and disadvantaging the expected transition from a welfare state to a welfare society and, implicitly, the societal response towards those mentally disabled persons in it. On an intermediate level, the factors influencing social policy as a whole were much the same for Hungary and Romania. Economic factors include the accumulated economic resources of both state and citizens, and the inherited pattern of redistribution, as well as the infrastructure; institutional resources include the role of the state and the efficiency of the state bureaucracy, the strength and efficiency of the state apparatus, political stability and the complexity of political democratisation, the introduction of market institutions, the strength of civil society and civic sector institutions. From the standpoint of the societal response, some factors were common to all countries, particularly the historical context, the collective and institutional memories and established patterns of behaviour. In the specific case of Romania, general structural and environmental factors - industrialisation and forced urbanisation - have had a definite influence on family structure, values and behavioural patterns. The analysis of Romanian social policy revealed several causes for failure to date. The first was the instability of the policy and the failure to consider the structural network involved in developing it, rather than just the results obtained. The second was the failure to take into account the relationship between the individual and the group in all its aspects, followed by the lack of active assistance for prevention, re-socialisation or professional integration of persons with mental disabilities. Finally, the state fails to recognise its inability to support an expensive psychiatric enterprise and does not provide any incentive to the private sector. This creates tremendous social costs for both the state and the individual. NGOs working in the field in Romania have been somewhat more successful but are still limited by their lack of funding and personnel and the idea of a combined system is as yet utopian in the circumstances in the country.

Chapter 2 by Luca Di Blasi (...) gives us an insight into the history of nihilism, specifically by exposing a continuity (or else a cycle or repetition) between the earliest debates on the subject in the turn of the nineteenth century and latest ones in the turn of the twenty-first Di Blasi emphasizes the fact that the struggle between philosophy and religion, reason and faith, was a pertinent motif in Jacobi’s critique of Fichte’s philosophy and in Hegel’s response to this critique. A similar problematic, and similar dynamic, recurs two centuries later, where debates around the concept of nihilism among thinkers like Vattimo, Derrida, Habermas, and Žižek again revolve around the relation between religion, science, secularism, and “post-secularism.” Beginning with Hegel, Di Blasi’s chapter ends with a focus on Žižek as a “neo-Hegelian” showing how, in attacking his contemporaries, Žižek mirrors and revives Hegel’s approach in his critique of Jacobi and Fichte. Suggestively, Žižek informs us that now “the circle is closed” and that “to be a Hegelian today does not mean to assume the superfluous burden of some metaphysical past, but to regain the ability to begin from the beginning...”

Glucagon is a 29 amino acid polypeptide hormone produced in the (alpha) cells of the pancreatic islets. The purpose of this research was to understand better the role of glucagon in the regulation of metabolic processes. As with other polypeptide hormones, the synthesis of glucagon is thought to involve a larger precursor, which is then enzymatically cleaved to the functional form. The specific research objectives were to obtain cloned copies of the messenger RNA (mRNA) for pancreatic glucagon, to determine their primary sequences, and from this coding information to deduce the amino acid sequence of the initial glucagon precursor. From this suggested preproglucagon sequence and prior information on possible proglucagon intermediate processing products, the overall objective of this research is to propose a possible pathway for the biosynthesis of pancreatic glucagon.^ Synthetic oligodeoxynucleotide probes of 14-nucleotides (14-mer) and 17-nucleotides (a 17-mer) complementary to codons specifying a unique sequence of mature glucagon were synthesized. The ('32)P-labeled-14-mer was hybridized with size-fractionated fetal bovine pancreatic poly(A('+))RNA bound to nitrocellulose. RNA fractions of (TURN)14S were found to hybridize specifically, resulting in an (TURN)10-fold enrichment for these sequences. These poly(A('+))RNAs were translated in a cell-free system and the products analyzed by gel electrophoresis. The translation products were found to be enriched for a protein of the putative size of mammalian preproglucagon ((TURN)21 kd). These enriched RNA fractions were used to construct a complementary DNA (cDNA) library is plasmid pBR322.^ Screening of duplicate colony filters with the ('32)P-labeled-17-mer and a ('32)P-labeled-17-mer-primed cDNA probe indicated 25 possible glucagon clones from 3100 colonies screened. Restriction mapping of 6 of these clones suggested that they represented a single mRNA species. Primary sequence analysis of one clone containing a 1200 base pair DNA insert revealed that it contained essentially a full-length copy of glucagon cDNA.^ Analaysis of the cDNA suggested that it encoded an initial translation product of 180 amino acids with an M(,r) = 21 kd. The first initiation codon (ATG, methionine) followed by the longest open reading frame of 540 nucleotides was preceded by a 5'-untranslated region of 90 nucleotides, and was followed by a longer 3'-untranslated region of 471 nucleotides, resulting in a total of 1101 nucleotides. . . . Sites 511 and 512 (Falkland Plateau) and 513 (Argentine Basin) penetrated calcareous-siliceous oozes of the middle and upper Eocene and lower Oligocene with rather numerous planktonic foraminifers. Upper Oligocene, Miocene, Pliocene, and Quaternary sections are composed mostly of siliceous sediments (Sites 511-514) where planktonic foraminifers are rare or absent. High-latitude planktonic foraminifers of the Austral Province are characterized by impoverished assemblages - only representatives of Globigerina, Globigerinita, Globorotaloides, and Globorotalia with a rounded peripheral margin are found. In the Paleogene, these species are supplemented, in lesser amounts, by representatives of Globigerapsis, Acarinina, Pseudogloboquadrina, Pseudohastigerina, and Chiloguembelina. Assemblages of planktonic foraminifers have low stratigraphic resolution, especially in the upper Oligocene-Quaternary. This reflects the generally deteriorating Cenozoic climate, which evinced a sharp change in the upper Oligocene that is connected with initiation of the circum-Antarctic current near the Paleogene/Neogene boundary. Comparison of Paleogene and Neogene planktonic foraminifers of the South Atlantic (Falkland Plateau, Argentine Basin, 46-51°S) and the North Atlantic (Rockall Plateau, 55-56°N) indicates that the South Atlantic climate was much colder than that of the same latitudes of the North Atlantic. Paleogene oozes of the Falkland Plateau rest unconf ormably on Maestrichtian sediments and in their turn are overlain unconformably by Neogene-Quaternary oozes. Cenozoic sections are stratigraphically discontinuous: periods of intensive biogenic sedimentation resulting in a thick succession of sediments alternated with periods of nondeposition and strong erosion that resulted in hiatuses and unconformities. In the Argentine Basin, Oligocene calcareous-siliceous oozes rest on basalts of the oceanic basement; they are replaced upward in the section by Neogene-Quaternary siliceous oozes with some hiatuses. Planktonic foraminifers here clearly demonstrate the processes of oceanic subsidence and CCD fluctuations as well as Polar Front migrations during Cenozoic time. Fifty species of planktonic foraminifers are discussed and illustrated.

The aim of this study was to compare the race characteristics of the start and turn segments of national and regional level swimmers. In the study, 100 and 200-m events were analysed during the finals session of the Open Comunidad de Madrid (Spain) tournament. The “individualized-distance” method with two-dimensional direct linear transformation algorithm was used to perform race analyses. National level swimmers obtained faster velocities in all race segments and stroke comparisons,although significant inter-level differences in start velocity were only obtained in half (8 out of 16) of the analysed events. Higher level swimmers also travelled for longer start and turn distances but only in the race segments where the gain of speed was high. This was observed in the turn segments, in the backstroke and butterfly strokes and during the 200-m breaststroke event, but not in any of the freestyle events. Time improvements due to the appropriate extension of the underwater subsections appeared to be critical for the end race result and should be carefully evaluated by the “individualized-distance” method.

La evolución de los roles de la Administración y empresas en la prestación de servicios públicos, así como las crecientes restricciones presupuestarias para financiarlos, están propiciando una cada vez mayor utilización del sistema concesional para la financiación y gestión de carreteras. Ante esta situación, cabe cuestionarse si la regulación de las prestaciones a obtener se está introduciendo de forma adecuada en los contratos. Uno de los aspectos más relevantes en este sentido es el relacionado con la seguridad de la infraestructura, sobre el cual la empresa concesionaria tiene capacidad de actuación pero, en un sentido económico estricto, pocos incentivos para mejorarla. Todo ello a pesar de los elevados costes sociales derivados de la accidentalidad. Esta tesis analiza la idoneidad de los indicadores e incentivos de seguridad vial que se vienen aplicando en concesiones de carreteras, encontrándose una gran heterogeneidad e incluso incorrecciones técnicas en su formulación. Además se pone de manifiesto la poca vinculación que tienen con la estructura de costes y beneficios de las actuaciones de mejora de seguridad vial, por lo que su introducción en los contratos resulta anodina. Con el objeto de superar esta situación, en esta tesis se analizan en profundidad los aspectos que intervienen en la formulación de indicadores e incentivos de seguridad vial. De este análisis se deduce la ecuación que liga, por tipología de carretera, el beneficio social derivado del nivel de seguridad de la carretera y el coste para alcanzarlo. A través de esta ecuación se determina el nivel de seguridad óptimo desde el punto de vista económico‐social. La investigación continúa extrapolando métodos de la teoría microeconómica de incentivos al campo de las concesiones de carreteras, a fin de determinar la formulación del incentivo de seguridad vial teóricamente óptimo. Asimismo, la tesis toma en consideración la experiencia en la aplicación práctica de incentivos en concesiones vigentes, realizándose una propuesta para superar las controversias que se están produciendo actualmente en España. Además, se ha simulado la aplicación de la formulación propuesta a diversas concesiones con un doble objetivo: verificar la viabilidad económica de su aplicación y corroborar en qué medida se adecua mejor al óptimo económico‐social. Como resultado, se proponen un indicador y un incentivo concretos que inducen a las concesionarias a orientar su gestión hacia la consecución del nivel de seguridad vial óptimo desde el punto de vista económico‐social, todo ello dentro de un marco de viabilidad presupuestaria. Changes in the roles of Government and the Private Sector in the provision of public services along with the budget constraints to finance them are resulting in an increasing use of the concession system for financing and managing roads. Taking this into account, the question is whether the regulation of quality criteria is being properly introduced in the contracts or not. One of the most important aspects at this respect is the road safety. On the one hand, concessionaires are able to manage this aspect up to a point. On the other hand, from an strict economic point of view, they have little incentive to improve it, despite the high social costs of accidents. This thesis has analyzed the suitability of indicators and incentives usually introduced in road concession contracts, finding high heterogeneity, and even technical inaccuracies on their formulation. It has also been found the lack of connection between these incentives and the costs of measures to improve road safety, therefore they are not expected to fulfil their purpose. In order to overcome this situation, this thesis firstly analyzes in depth the issues involved in the development of road safety indicators and incentives. This analysis yields the equation which links the social benefit derived from the level of road safety and the cost to achieve it. In its turn, through this equation it is possible to meet the optimal road safety level from the socio‐economic point of view. Secondly, this thesis extrapolates microeconomic methods to the field of highway concessions, with the aim of determining the formulation of the optimal road safety incentive. Furthermore, the thesis takes into account the experience in the practical application of incentives on existing concessions, performing a proposal to settle the disputes between concessionaires and the Public Administrations. Finally, the thesis simulates the implementation of the proposed indicator and incentive to real concessions with the aim of verifying the economic feasibility of their application and confirming how they match the socio‐economic optimum. As a result, this thesis proposes an indicator and incentive that induce companies to drive the management of the concession towards achieving the optimal road safety level, all within a framework of the budgetary feasibility.

Reciprocidade indivíduo-organização e afetividade são dois fenômenos presentes na vida organizacional e que se tornaram tópicos de pesquisa no campo de estudos do comportamento organizacional. Esse estudo teve como objetivo reforçar as evidências empíricas acerca das relações entre cognições de troca indivíduo-organização e afetividade no contexto de trabalho. Para tanto, foram submetidas à teste empírico cinco hipóteses inspiradas em um estudo inédito desenvolvido por Siqueira (2002b). Contou-se com a utilização de um questionário composto por cinco escalas validadas, referentes as variáveis do estudo, que avaliaram percepção de suporte organizacional (PSO), percepção de reciprocidade organizacional (PRO), comprometimento organizacional normativo (CON), satisfação no trabalho (STR) e comprometimento organizacional afetivo (COA). Participaram 275 profissionais, sendo 183 pertencentes ao setor administrativo e 92 ao setor administrativo-acadêmico de uma Instituição de Ensino Superior, situada na região do Grande ABCD Paulista e com inserção no estado de São Paulo. OS participantes do estudo tinham idade média de 32 anos, sendo a maioria (58,2%) do sexo feminino, com escolaridade em nível superior (39,6%) e tempo médio de trabalho na organização de quatro anos. Os dados coletados foram organizados em um banco de dados eletrônico para tratamento estatístico, quando se utilizou o aplicativo SPSS (Statistical Package for the Social Scienses). Foram realizadas análises descritivas das variáveis e análises de correlação e de regressão múltipla para os testes das cinco hipóteses. Todas as hipóteses foram confirmadas. Conclui-se então, que o presente estudo reforça as proposições de Siqueira (2002b) acerca da pertinência de se considerar os três conceitos analisados (PSO, PRO E CON) como integrantes do esquema mental de reciprocidade. Ainda, os resultados do estudo reafirmam as evidências acerca da capacidade preditiva do EMR sobre satisfação no trabalho e comprometimento organizacional afetivo. Por fim, a análise dos dados aponta percepção de suporte organizacional como sendo o componente cognitivo do EMR com maior poder de influência sobre satisfação no trabalho e comprometimento organizacional afetivo. Portanto, cognições acerca das relações de troca social com organizações antecedem satisfação e comprometimento afetivo que, por sua vez, são importantes fatores a favor da organização, contribuindo para sua efetividade.

Topological frustration in an energetically unfrustrated off-lattice model of the helical protein fragment B of protein A from Staphylococcus aureus was investigated. This Gō-type model exhibited thermodynamic and kinetic signatures of a well-designed two-state folder with concurrent collapse and folding transitions and single exponential kinetics at the transition temperature. Topological frustration is determined in the absence of energetic frustration by the distribution of Fersht φ values. Topologically unfrustrated systems present a unimodal distribution sharply peaked at intermediate φ, whereas highly frustrated systems display a bimodal distribution peaked at low and high φ values. The distribution of φ values in protein A was determined both thermodynamically and kinetically. Both methods yielded a unimodal distribution centered at φ = 0.3 with tails extending to low and high φ values, indicating the presence of a small amount of topological frustration. The contacts with high φ values were located in the turn regions between helices I and II and II and III, intimating that these hairpins are in large part required in the transition state. Our results are in good agreement with all-atom simulations of protein A, as well as lattice simulations of a three- letter code 27-mer (which can be compared with a 60-residue helical protein). The relatively broad unimodal distribution of φ values obtained from the all-atom simulations and that from the minimalist model for the same native fold suggest that the structure of the transition state ensemble is determined mostly by the protein topology and not energetic frustration.
