Desde el inicio de su primera gestión presidencial, en el año 2002, el presidente Álvaro Uribe Vélez convirtió el concepto de Seguridad Democrática en un término recurrente para invocar una política de seguridad que legitimara la acción del Estado contra las principales amenazas identificadas por los colombianos: el terrorismo (condensado en las Fuerzas Armadas Revolucionarias de Colombia, FARC - EP) y el narcotráfico. La presente investigación tiene como objetivo discutir si este discurso del presidente Álvaro Uribe Vélez que privilegia, entre los años 2002 y 2004, una política del miedo, fue una estrategia de marketing del miedo o fue una estrategia de profundización democrática.

Este artículo evalúa uno de los componentes fundamentales de la política más icónica del gobierno de Álvaro Uribe: la ´ Seguridad Democrática. En particular, se evalúa el impacto sobre la intensidad del conflicto armado de los despliegues y refuerzos de policía en municipios con poca o nula presencia policial antes de agosto de 2002. Para ello se utiliza el estimador de diferencia en diferencias que compara el cambio en la dinámica del conflicto una vez se asignan los nuevos efectivos a los municipios receptores, relativo al cambio ocurrido simultáneamente en los municipios no receptores. Nuestros resultados sugieren que tanto los despliegues (instauración de inspecciones de policía en municipios que carecían de ´estas) como los refuerzos (envío de nuevos efectivos a municipios con poca presencia policial previa) generan incrementos en el número de ataques guerrilleros. Por otro lado, también hay evidencia que en los casos en los que la asignación de efectivos policiales estuvo acompañada de la movilización de tropas del ejército el conflicto disminuyó en las áreas afectadas, lo que sugiere que la coordinación de las fuerzas armadas resulta clave para el éxito de iniciativas regionales de seguridad.

The Military Intelligence (Research) Department of the British War Office was tasked in 1940 with encouraging and supporting armed resistance in occupied Europe and the Axis-controlled Middle East. The major contention of this paper is that, in doing so, MI(R) performed a key role in British strategy in 1940-42 and in the development of what are now known as covert operations. MI(R) developed an organic, but coherent doctrine for such activity which was influential upon the Special Operations Executive (SOE) and its own sub-branch, G(R), which applied this doctrine in practice in East Africa and the Middle East in 1940-41. It was also here that a number of key figures in the development of covert operations and special forces first cut their teeth, the most notable being Major Generals Colin Gubbins and Orde Wingate.

This book is highly topical considering the recent resurgence of violence by the PKK, the incursions into Northern Iraq by the Turkish army and security forces and Turkey’s EU accession negotiations. Turkey has become an increasingly important player in Middle Eastern geopolitics. More than two decades of serious conflict in Turkey are proving to be a barrier to improved relations between Turkey and the EU. This book is the first study to address fully the legal and political dimensions of the conflict, and their impact on mechanisms for conflict resolution in the region, offering a scholarly exploration of a debate that is often politically and emotionally highly charged. Kerim Yildiz and Susan Breau look at the practical application of the law of armed conflicts to the ongoing situation in Turkey and Northern Iraq. The application of the law in this region also means addressing larger questions in international law, global politics and conflict resolution. Examples include belligerency in international law, whether the ‘war on terror’ has resulted in changes to the law of armed conflict and terrorism and conflict resolution. The Kurdish Conflict explores the practical possibilities of conflict resolution in the region, examining the political dynamics of the region, and suggesting where lessons can be drawn from other peace processes, such as in Northern Ireland. This book will be of great value to policy-makers, regional experts, and others interested in international humanitarian law and conflict resolution.

The problem of technology obsolescence in information intensive businesses (software and hardware no longer being supported and replaced by improved and different solutions) and a cost constrained market can severely increase costs and operational, and ultimately reputation risk. Although many businesses recognise technological obsolescence, the pervasive nature of technology often means they have little information to identify the risk and location of pending obsolescence and little money to apply to the solution. This paper presents a low cost structured method to identify obsolete software and the risk of their obsolescence where the structure of a business and its supporting IT resources can be captured, modelled, analysed and the risk to the business of technology obsolescence identified to enable remedial action using qualified obsolescence information. The technique is based on a structured modelling approach using enterprise architecture models and a heatmap algorithm to highlight high risk obsolescent elements. The method has been tested and applied in practice in three consulting studies carried out by Capgemini involving four UK police forces. However the generic technique could be applied to any industry based on plans to improve it using ontology framework methods. This paper contains details of enterprise architecture meta-models and related modelling.

This paper examines the literature relevant to an analysis of gender and discourse in police organisations with a view to testing it through research. Much of the literature on policing can be divided into four key topic areas: the features and construction of police culture; women’s integration into policing; organisational structures and styles of police leadership; and debates about the nature of police work. An examination of the literature has revealed a deficiency of research in discourses within policing and in particular, the impact of discourses on gender and police training. Assumptions underpinning the research project and supported by literature include: formal and informal structures and practices within organisations produce and reproduce gender relations; power, gender relations and masculinity are characteristics of police culture; discourses are products and resources of interactions which establish particular truths; and police organisations have been slow to respond to anti-discrimination legislation and to integrate women into police services. Critical to any analysis of culture, power, gender, discourses, difference, and subjectification is the dynamic and complex nature of culture. Applying Shearing’s and Ericson’s definition of culture as ‘figurative logic’ has resonance in police organisations where symbols, rhetoric and metaphors function as vehicles for discourses.

Purpose – The overall purpose of this paper is to examine the extent to which breaches in psychological contracts and perceptions of organizational fairness account for variations in job stress experienced by operational police officers (as measured by psychological distress and employee performance), after controlling for the variance associated with more established job stressors (i.e. job demands, job control and social support).

Design/methodology/approach – This study is based on data collected through a self-report survey involving operational members of a large Australian police force (n=582).

Findings – Results of hierarchical multiple regression analyses indicate that vast majority of explained variance in psychological distress and extra-role performance is attributed to the additive effects of demand, control, and support. Furthermore, only one of the social exchange dimensions (interpersonal fairness) is predictive of either target variable.

Research limitations/implications – The limitations that need to be taken into account are the cross-sectional nature of the study design and the focus on a single police service.

Practical implications – Despite the generally weak support for the social exchange variables, there are signs that dimensions of justice (particularly interpersonal justice) should be included in future police-stress investigations. The results also suggest that job characteristics such as job demand, job control and social support should be taken into account when developing strategies to prevent and/or reduce chronic job stress in policing services.

Originality/value – This is one of the first studies to examine the relationships between psychological contract breach, perceptions of fairness and police stress.

This paper explores practical solutions to sensitive community policing issues, drawing on an Australian case study of relations between police and Australian-Vietnamese communities. The paper summarizes initial research on the attitudes of Australian-Vietnamese community members and police to one another and to security and crime. Despite three decades of community policing, there is only limited communication flow between Vietnamese-Australian citizens including offenders and victims and police. The question is whether partnership policing can fill the gap. For police, this involves understanding not only ethnic distinctiveness but also intergenerational issues, tensions within cultural groups, and changing complex forms of membership and affiliation.

The first surface force measurements under electrochemical potential control between a metal and a ceramic surface across a liquid medium (water) are reported. Our experiments also investigate and reveal how increasing levels of surface roughness and dissimilarity between the potentials of the interacting surfaces influence the strength and range of electric double layer, van der Waals, hydration, and steric forces and how this contributes to deviations from DLVO theory at small distances within aqueous solution.

We present a newly designed electrochemical surface forces apparatus (EC-SFA) that allows control and measurement of surface potentials and interfacial electrochemical reactions with simultaneous measurement of normal interaction forces (with nN resolution), friction forces (with μN resolution), and distances (with Å resolution) between apposing surfaces. We describe three applications of the developed EC-SFA and discuss the wide-range of potential other applications. In particular, we describe measurements of (1) force–distance profiles between smooth and rough gold surfaces and apposing self-assembled monolayer-covered smooth mica surfaces; (2) the effective changing thickness of anodically growing oxide layers with Å-accuracy on rough and smooth surfaces; and (3) friction forces evolving at a metal–ceramic contact, all as a function of the applied electrochemical potential. Interaction forces between atomically smooth surfaces are well-described using DLVO theory and the Hogg–Healy–Fuerstenau approximation for electric double layer interactions between dissimilar surfaces, which unintuitively predicts the possibility of attractive double layer forces between dissimilar surfaces whose surface potentials have similar sign, and repulsive forces between surfaces whose surface potentials have opposite sign. Surface roughness of the gold electrodes leads to an additional exponentially repulsive force in the force–distance profiles that is qualitatively well described by an extended DLVO model that includes repulsive hydration and steric forces. Comparing the measured thickness of the anodic gold oxide layer and the charge consumed for generating this layer allowed the identification of its chemical structure as a hydrated Au(OH)3 phase formed at the gold surface at high positive potentials. The EC-SFA allows, for the first time, one to look at complex long-term transient effects of dynamic processes (e.g., relaxation times), which are also reflected in friction forces while tuning electrochemical surface potentials.

The paper quantifies the effects on violence and police activity of the Pacifying Police Unit program (UPP) in Rio de Janeiro and the possible geographical spillovers caused by this policy. This program consists of taking selected shantytowns controlled by criminals organizations back to the State. The strategy of the policy is to dislodge the criminals and then settle a permanent community-oriented police station in the slum. The installation of police units in these slums can generate geographical spillover effects to other regions of the State of Rio de Janeiro. We use the interrupted time series approach proposed by Gonzalez-Navarro (2013) to address effects of a police when there is contagion of the control group and we find that criminal outcomes decrease in areas of UPP and in areas near treated regions. Furthermore, we build a model which allows to perform counterfactuals of this policy and to estimate causal effects in other areas of the State of Rio de Janeiro outside the city.

Unstable shoes have been designed to promote "natural instability" and during walking they should simulate barefoot gait, enhancing muscle activity and, thus, attributing an advantage over regular tennis shoes. Recent studies showed that, after special training on the appropriate walking pattern, the use of the Masai Barefoot Technology (MBT) shoe increases muscle activation during walking. Our study presents a comparison of muscle activity as well as horizontal and vertical forces during gait with the MBT, a standard tennis shoe and barefoot walking of healthy individuals without previous training. These variables were compared in 25 female subjects and gait conditions were compared using ANOVA repeated measures (effect size:0.25). Walking with the MBT shoe in this non-instructed condition produced higher vertical forces (first vertical peak and weight acceptance rate) than walking with a standard shoe or walking barefoot, which suggests an increase in the loads received by the musculoskeletal system, especially at heel strike. Walking with the MBT shoe did not increase muscle activity when compared to walking with the standard shoe. The barefoot condition was more effective than the MBT shoe at enhancing muscle activation. Therefore, in healthy individuals, no advantage was found in using the MBT over a standard tennis shoe without a special training period. Further studies using the MBT without any instruction over a longer period are needed to evaluate if the higher loads observed in the present study would return to their baseline values after a period of adaptation, and if the muscle activity would increase over time. The police interview is one of the most important investigative tools that law enforcement has close at hand, and police interview methods have changed during the twentieth century. A good police interview is conducted in the frame of the law, is governed by the interview goal, and is influenced by facilitating factors that may affect the elicited report. The present doctoral dissertation focuses on police interviews in cases of very serious crimes of violence and sexual offences. Results reveal crime victims’ and perpetrators’ experiences of being interviewed and police officers’ attitudes towards conducting interviews related to traumatizing crimes. Study 1 revealed that when police officers interviewed murderers and sexual offenders, the interviewees perceived attitudes characterized by either dominance or humanity. Police interviews marked by dominance and suspects’ responses of anxiety were mainly associated with a higher proportion of denials, whereas an approach marked by humanity, and responses of being respected were significantly associated with admissions. In line with Study 1, the victims of rape and aggravated assault in Study 2 also revealed the experience of two police interview styles, where an interviewing style marked by dominance and responses of anxiety was significantly associated with crime victims’ omissions of information. Moreover, a humanitarian interviewing style, and crime victims’ feelings of being respected and co-operative, was significantly related to crime victims providing all information from painful events. Special squad police officers’ attitudes towards interviewing crime victims, in Study 3, also showed a humanitarian approach and two dominant approaches, one affective and the other refusing. The attitude towards interviewing suspects of crimes in focus revealed humanitarian and dominant interviewing attitudes, and an approach marked by kindness. The present thesis shows that, during their entire career, an overwhelming majority of the special squad police officers have experienced stressful events during patrol as well as investigative duty. Results show that symptoms from stressful event exposures and coping mechanisms are associated with negative attitudes towards interviewing suspects and supportive attitudes towards crime victim interviews. Thus, experiences from stressful exposures may automatically activate ego-defensive functions that automatically generate dominant attitudes. Moreover, it is important to offer police officers who have been exposed to stressful events the opportunity to work through their experiences, for example, through debriefing procedures. After debriefings, police officers are better prepared to meet crime victims and suspects and, through conscious closed-loop processes, to conduct police interviews without awaking ego-defensive functions.

In den Jahren 2001 bis 2007 ist bei den Polizeien der deutschen Bundesländer und bei den Polizeikorps der Schweiz die so genannte Polizeimunition eingeführt worden. Von dieser mit einem deformierenden Geschoss ausgerüsteten Munition verspricht man sich eine größere Wirksamkeit und wegen der begrenzten Durchschlagsleistung eine geringere Gefährdung unbeteiligter Personen. Bei geringerer Auftreffenergie deformiert sich jedoch das Geschoss weniger, die Wirksamkeit wird kleiner und die Eindringtiefe größer. In der hier vorgestellten Arbeit wurde die Abhängigkeit der Deformation und der Eindringtiefe in ballistische Seife von der Auftreffenergie für alle 4 gegenwärtig vorhandenen Polizeigeschosse untersucht. Bereits bei Schussdistanzen von 25–30 m ist mit einer verminderten Wirksamkeit zu rechnen. Bei einer viel gebrauchten Waffe kann zudem die Mündungsenergie so stark reduziert sein, dass sich bereits bei kurzen Schussdistanzen die Geschosse nicht mehr erwartungsgemäß deformieren.
