The United States and Japanese counterpart panels on aquaculture were formed in 1969 under the United States-Japan Cooperative Program in Natural Resources (UJNR). The panels currently include specialists drawn from the federal departments most concerned with aquaculture. Charged with exploring and developing bilateral cooperation, the panels have focused their efforts on exchanging information related to aquaculture which could be of benefit to both countries. The UJNR was begun during the Third Cabinet-Level Meeting of the Joint United States-Japan Committee on Trade and Economic Affairs in January 1964, In addition to aquaculture, current subjects in the program include desalination of seawater, toxic microorganisms, air pollution, energy, forage crops, national park management, mycoplasmosis, wind and seismic effects, protein resources, forestry, and several joint panels and committees in marine resources research, development, and utilization. Accomplishments include increased communication and cooperation among technical specialists; exchanges of information, data, and research findings; annual meetings of the panels, a policy-coordinative body; administrative staff meetings; exchanges of equipment, materials, and samples; several major technical conferences; and beneficial effects on international relations. „Winter fishery“ on brown shrimp does not imply a special type of fishery. It merely means the continuation of the standard fishing procedure of parts of the fleet during wintertime, when the majority of the mostly smaller vessels stay in harbour due to generally unfavourable weather conditions for their activity. During 1990 to 1999 mean European wide landings in January and February summedup to 854 tonnes making up to only 4 % of the mean annual landings (21 805 t). While German vessels landed0.7 % (68.7 t) of their mean annual landings during that period, the other countries caught about 7 % of their individual, mean annual landings at the same time. The Netherlands and Denmark contributed highest tonnages of 580and 110 tonnes, respectively, to the total European landings, making up 81 % of them. As about 70 % of brown shrimp may carry eggs in January, the winter fishery took a mean total of about 2.15 x 1012brown shrimp eggs out of the stocks in that period annually. As there is no reliable assessment available concerning the brown shrimp stocks, it is despite of these high losses of eggs not possible to trace a negative effect of the winter fishery in scientific terms. However, precautional catch reductions in winter would be in favour of higher survival rates of eggs, which are the carrying source for the recruitment of brown shrimp stocks and catches in forthcoming summer and autumn seasons according to Dutch investigations.

Se realiza una revisión de los estudios españoles publicados sobre la atención a las paradas cardiorrespiratorias (PCR) intrahospitalarias (IH) y extrahospitalarias (EH) con el fin de realizar una comparativa acerca de las diferentes características clínicas que presentaron dichas paradas, además de estimar la supervivencia inicial, al alta y al año de los diferentes episodios. Este estudio revisó inicialmente todos los trabajos de origen español que versaron acerca de la asistencia a las PCR IH y EH publicados en el periodo de tiempo entre 1990 y 2014 de acuerdo a una metodología sistemática. Se extrajeron datos numéricos en referencia al número de pacientes asistidos, la edad media y sexo de los mismos, el lugar y la etiología principal de las PCR, los ritmos electrocardiográficos (ECG) iniciales, la asistencia inicial, los tiempos de llegada del soporte vital avanzado (SVA), la supervivencia inicial, al alta y al año, y la capacidad cerebral funcional de los pacientes tras el suceso. Se seleccionaron 10 estudios descriptivos y observacionales, 5 IH y 5 EH, de los cuales se dedujeron diferentes datos. El número total de pacientes intervenidos y susceptibles de reanimación asciende a 6011. Entre el 57-71% eran hombres. La edad media de los pacientes oscila entre 59-73 años para los hombres y 62-78 años para las mujeres. El lugar principal donde tuvo lugar la parada fue el domicilio en los estudios EH, mientras que a nivel IH no hubo un claro consenso variando la localización principal entre las salas médicas, la planta de hospitalización convencional o la unidad de cuidados intensivos (UCI). La etiología principal de las paradas corresponde a una causa cardiogénica. El ritmo ECG inicial predominante fue la asistolia con un 35-74%, observándose únicamente ritmos desfibrilables en el 18-39%. El testigo principal de las PCR EH fue el propio viandante, mientras que en las PCR IH fue el personal sanitario. En la mayoría de los estudios se realizó reanimación cardiopulmonar (RCP) previa a la llegada del SVA. El tiempo medio de llegada de este último fue de 1-4 minutos a nivel IH y de 10-15 minutos a nivel EH. La supervivencia inicial de los pacientes tras las maniobras de RCP oscila entre un 15-64%. La supervivencia al alta fue del 10-35%, presentando en su gran mayoría una buena funcionalidad cerebral (CPC 1-2). Al año se recogieron tasas de supervivencia del 16-31%.

Over the past decade, scholarly interest concerning the use of limitations to constrain government spending and taxing has noticeably increased. The call for constitutional restrictions can be credited, in part, to Washington's apparent inability to legislate any significant reductions in government expenditures or in the size of the national debt. At the present time, the federal government is far from instituting any constitutional limitations on spending or borrowing; however, the states have incorporated many controls on revenues and expenditures, the oldest being strictures on full faith and credit borrowing. This dissertations examines the efficacy of these restrictions on borrowing across the states (excluding Alaska) for the period dating from 1961 to 1990 and also studies the limitations on taxing and spending synonymous with the Tax Revolt.

We include socio-economic information in our calculations to control for factors other than the institutional variables that affect state borrowing levels. Our results show that certain constitutional restrictions (in particular, the referendum requirement and the dollar debt limit) are more effective than others. The apparent ineffectiveness of other limitations, such as the flexible debt limit, seem related to the bindingness of the limitations in at least half of the cases. Other variables, such as crime rates, number of schoolage children, and state personal income do affect the levels of full faith and credit debt, but not as strongly as the limitations. While some degree of circumvention can be detected (the amount of full faith and credit debt does inversely affect the levels of nonguaranteed debt), it is so small when compared to the effectiveness of the constitutional restrictions that it is almost negligible. The examination of the tax revolt era limitations yielded quite similar conclusions, with the additional fact that constitutional restrictions appear more binding than statutory ones. Our research demonstrates that constitutional limitations on borrowing can be applied effectively to constrain excessive borrowing, but caution must be used. The efficacy of these restrictions decrease dramatically as the number of loopholes increase.

ENGLISH: The Inter-American Tropical Tuna Commission operates under the authority and direction of a convention originally entered into by Costa Rica and the United States. The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas in the eastern Pacific Ocean. Under this provision Panama adhered in 1953, Ecuador in 1961, Mexico in 1964, Canada in 1968, Japan in 1970, and France and Nicaragua in 1973. Ecuador withdrew from the Commission in 1968, Mexico in 1978, Costa Rica in 1979, and Canada in 1984. Costa Rica re-adhered to the convention in 1989, and Vanuatu joined the Commission in 1990. The Commission held its 47th meeting in Washington, D.C., on June 26-28, 1990. SPANISH: La Comisión Interamericana del Atún Tropical funciona bajo la autoridad y dirección de un convenio suscrito originalmente por Costa Rica y los Estados Unidos de América. El convenio, vigente desde 1950, está abierto a la afiliación de cualquier pais cuyos ciudadanos pesquen atunes tropicales en el Oceano Pacífico oriental. Bajo esta estipulación, la República de Panamá se afilió en 1953, Ecuador en 1961, Mexico en 1964, Canadá en 1968, Japón en 1970, Francia y Nicaragua en 1973. Ecuador se retiró de la Comisión en 1968, México en 1978, Costa Rica en 1979 y Canadá en 1984. Costa Rica se adhirió de nuevo al Convenio en 1989, y Vanuatu se hizo miembro de la Comisión en 1990.
