School choice-the movement towards increased parental and student control over public education-has been endorsed extensively as a means of revitalizing and improving public schools. Part of this movement is the concept of charter schools, which have expanded rapidly in the United States and around the globe. In stark contrast, Canadians have remained relatively content with current educational arrangements; only 13 charter schools currently exist in Canada, all in the province of Alberta. This study sought to identify why charter schools have failed to situate themselves in Canadian education. The study used an agenda setting framework to determine the salience of charter schools as a public issue in three provinces: Alberta, British Columbia, and Ontario. Results largely indicate that over the past 18 years, charter schools have gradually declined as a salient issue. Additional discussion concerning the unique characteristics of Canadian education highlights factors that appear to discourage the expansion of such schools. However, although charter schools do not appear to be a current issue for Canadians, they may still emerge in the future, as parents and teachers continue to seek new ways of improving educational outcomes. Thus, although the impact of charter schools on public education has been minimal to date, they provide an illuminating lens towards better understanding educational reform and policy, as well as the fundamental values that shape education in Canada.

Estelle Cuffe Hawley (1894-1995) was an educator, businesswoman and politician, who became the first woman alderman on the St. Catharines City Council. She began her career as a teacher in Peterborough in 1913, and later taught in St. Catharines at Connaught School and St. Paul’s Ward School, where she served as Principal for six years. In 1928-29, she worked as an exchange teacher in Edmonton, Alberta. This would be Estelle’s last year in the teaching profession. She moved back to St. Catharines in 1930 and began a career in business, as an employee of Sun Life Assurance Co. She remained in this profession until around 1952. It was during this period that she became very active in the community and local politics. In 1934 she was elected to the St. Catharines Board of Education, where she advocated for the improvement of teachers’ salaries, the introduction of nursing services in schools, and the inclusion of music in the curriculum. She served as a member of the school board until 1937. The following year, she became the first woman elected to the St. Catharines City Council. As an alderman, she worked to improve the community's social welfare services, serving consecutively as chairman of all committees. She established comprehensive health services (including medical, dental and nursing), in the public, separate and secondary schools of St. Catharines, the first program of its kind in Canada. She was also instrumental in establishing minimum housing standards and engaging the public in local government by arranging a series of lectures by city officials. She remained a member of City Council until 1943. The following year she campaigned unsuccessfully for the mayoralty. In 1953 she married Hubert Hawley and moved to Orillia. She continued to remain active in the community, serving as President of the Ontario Recreation Association from 1950-1953, and editor of their Bulletin from 1955-1961. During the 1960s, she worked with various groups, including the Voice of Women, the Mental Health Association and the Freedom from Hunger Campaign. In addition to this work, Estelle wrote poetry and short stories, some of which were published in the Peterborough Review, the Globe and Mail and the Canadian Churchman. Some of her short stories (often about her childhood experiences) were broadcast on the CBC, as well as her experiences as a Town Councillor (under the pseudonym Rebecca Johnson in 1961). She also broadcast a segment that was part of a series called “Winning the Peace” in April 1944. Estelle was a sought-after public speaker, speaking on topics such as peace, democracy, citizenship, education, and women’s rights. In 1976, Brock University conferred an honorary Doctor of Law degree to Estelle for her leadership as an educator, businesswoman and a stateswoman. Her husband Hubert died that same year, and Estelle subsequently moved to Mississauga. With the assistance of an Ontario Heritage Foundation grant, she began work on her memoir. She later moved back to Orillia and died there in 1995, at the age of 101.

Plutella xylostella (diamondback moth, DBM) is a globally distributed Lepidopteran that feeds and oviposits almost exclusively on plants in the Brassicaceae family. DBM disperses from the southern United States and Mexico into Canada in the spring and summer. Establishment of DBM in Ontario is partially dependent upon the quantity and quality of host plants available and the preference of DBM for different hosts. Host plants include many crops such as broccoli, canola and cabbage, as well as landscape ornamentals and wild plants. It has previously been established that DBM are attracted to host plants by chemicals, specifically glucosinolates. I examined the preference of DBM among crop, wild and ornamental host plant species and how preference varies with insect life stage (3rd and 4th instar larvae and adults). Experiments included exposing DBM larvae from five populations coming from different locations in Canada to six Brassicaceae species and evaluating the preferences and weight gain over one hour. Then adult females were exposed to these same plant species and their oviposition preferences were examined. Populations from Alberta, Saskatchewan and Ontario were compared to assess differences in preference associated with geographic region or species of host plant. The ultimate goal of my study was to understand the potential of various Brassicaceae species to act as reservoirs to sustain and promote population growth of DBM, as well as sinks that may decrease DBM abundance. Results showed that garden cress (Lepidium sativum) was highly preferred over other species (wintercress, black mustard, aubretia, broccoli and ornamental kale) for both food and oviposition sources. Previous studies report that garden cress contains saponins, chemicals shown to be toxic to developing DBM larvae, however no studies have yet shown a preference for garden cress. These results provide information on a novel host plant with the potential to control DBM population growth. No difference in preferences was found among populations of DBM from various sources in Canada.

The Johns-Manville Company was founded in 1901with the merging of the H.W. Johns Manufacturing Company and the Manville Covering Company. Both companies made building materials using asbestos. The new company was based in New York, New York, and made products such as insulation and roofing materials, automotive sheet packing for cylinders, asbestos/cement, acoustical and magnesia products. Significant restructuring has occurred over the years as the company shifted from production of asbestos products to other types of building materials, such as fibre glass and forest products. Since 2001, the Johns-Manville Company has been owned by Berkshire Hathaway. The company began operations in Canada in 1918 in Asbestos, Quebec, where the Jeffrey Asbestos Mine was located. A Canadian plant opened in Port Union, Scarborough Township, in 1956, and another in North Bay, Ontario, in 1957. Both of these plants have since closed. The company currently has two plants in Canada, in Innisfail, Alberta, and Cornwall, Ontario.

The wrestler's name is John Katan and the number stamped on the reverse is 341. He was born in the Ukraine and moved to Lethbridge, Alberta and became a coal miner. He wrestled after work until he was discovered and went pro. He bought two wrestling franchises based in Hamilton and became a promoter when he retired from active wrestling. His honours include the Canadian Wrestling Hall of Fame.

Genetic testing technologies are rapidly moving from the research laboratory to the market place. Very little scholarship considers the implications of private genetic testing for a public health care system such as Canada’s. It is critical to consider how and if these tests should be marketed to, and purchased by, the public. It is also imperative to evaluate the extent to which genetic tests are or should be included in Canada’s public health care system, and the impact of allowing a two-tiered system for genetic testing. A series of threshold tests are presented as ways of clarifying whether a genetic test is morally appropriate, effective and safe, efficient and appropriate for public funding and whether private purchase poses special problems and requires further regulation. These thresholds also identify the research questions around which professional, public and policy debate must be sustained: What is a morally acceptable goal for genetic services? What are the appropriate benefits? What are the risks? When is it acceptable that services are not funded under health care? And how can the harms of private access be managed?

Des dinosaures sur papier : des notes « sur le terrain » comme on en trouve dans le Badlands de Robert Kroetsch passe en revue cette œuvre postmoderne de 1975 portant sur une expédition paléontologique fictive près de la rivière Red Deer, en Alberta, conformément à la récente tendance à exiger la vérification systématique des données à la base des récits métafictifs historiographiques dans la littérature canadienne-anglaise. Inspirée de l’exploration canonique qu’a effectuée John Livingston-Lowes des plus grands poèmes de Samuel Taylor Coleridge par le biais de la mine d’or du Gutch Memorandum Book dans The Road to Xanadu, cette thèse entreprend un nouveau type de recherche qui se démarque des archives conventionnelles et de la tradition documentaire. S’appuyant sur des documents holographes non publiés provenant de dépôts d’archives situés au Québec, en Ontario et en Alberta et écrits par des collecteurs, des géologues et des paléontologues de la Commission géologique du Canada, ainsi que sur des notes « sur le terrain », des notes de recherche et des journaux personnels écrits par Robert Kroetsch pendant la rédaction de son roman Badlands, cet examen critique révèle les strates sous-jacentes inédites d’une œuvre de fiction particulière. Dans pratiquement toute fouille paléontologique, le retrait de ce qui enveloppe un spécimen révèle souvent des données supplémentaires qui peuvent, si elles sont soigneusement interprétées, offrir des indices essentiels sur les environnements paléontologiques. Ainsi, un squelette de dinosaure est rarement retiré d’une carrière stérile dans son intégralité. Il en va de même pour toute recherche sur un processus littéraire. Aucun texte ne s’autosuffit. Comme Kroetsch s’est efforcé de produire son récit sous forme d’interrogation sur la création et la transmission des données historiques, particulièrement grâce à des notes « sur le terrain », une vaste étude de ce « terrain » comprenant des intertextes de l’Antiquité, des sciences, de l’Histoire, de l’histoire populaire, de récits de voyages et de la littérature canadienne et internationale est ici menée. On y fait librement référence à des périodes et à des auteurs très diversifiés, allant de Thomas Jefferson et des tombelles à Bruce Chatwin et sa peau de « brontosaure ». Évidemment, aucune entreprise interdisciplinaire du genre ne peut être exhaustive. Ce projet se veut plutôt une vitrine littéraire réunissant des curiosités autour d’une œuvre principale, soit le Badlands de Robert Kroetsch. Réduites à leur plus simple expression, les notes « sur le terrain » constituent des messages destinés à la postérité. En explorant trois thèmes principaux, cette thèse explique comment ces messages pourraient être transmis. « Saxa Loquuntur ! », ainsi intitulé en référence à l’analogie de Freud avec l’archéologie, traite des métaphores associées aux témoignages de la pierre ; « Good Jones » porte sur les façons dont la taxinomie peut combler le désir d’un chercheur d’os de ne pas tomber dans l’oubli ; « Box 16 » suit une piste documentaire en parcourant les écrits de Kroetsch pour reconstituer tant l’élaboration d’un roman que les notions de temps, d’espace et d’origine d’une œuvre littéraire.

Introduction: Biomedical scientists need to choose among hundreds of publicly available bioinformatics applications, tools, and databases. Librarian challenges include raising awareness to valuable resources, as well as providing support in finding and evaluating specific resources. Our objective is to implement an education program in bioinformatics similar to those offered in other North American academic libraries. Description: Our initial target clientele included four research departments of the Faculty of Medicine at Universite´ de Montréal. In January 2010, I attended two departmental meetings and interviewed a few stakeholders in order to propose a basic bioinformatics service: one-to-one consultations and a workshop on NCBI databases. The response was favourable. The workshop was thus offered once a month during the Winter and Fall semesters, and participants were invited to evaluate the workshop via an online survey. In addition, a bioinformatics subject guide was launched on the library’s website in December 2010. Outcomes: One hundred and two participants attended one of the nine NCBI workshops offered in 2010; most were graduate students (74%). The survey’s response rate was 54%. A majority of respondents thought that the bioinformatics resources featured in the workshop were relevant (95%) and that the difficulty level of exercises was appropriate (84%). Respondents also thought that their future information searches would be more efficient (93%) and that the workshop should be integrated in a course (78%). Furthermore, five bioinformatics-related reference questions were answered and two one-to-one consultations with students were performed. Discussion: The success of our bioinformatics service is growing. Future directions include extending the service to other biomedical departments, integrating the workshop in an undergraduate course, promoting the subject guide to other francophone universities, and creating a bioinformatics blog that would feature specific databases, news, and library resources.

Cette thèse analyse un processus de changement institutionnel graduel défini comme la fédéralisation de la gouvernance de l’immigration et de l’intégration. Ce processus s’est déroulé au Canada entre 1990 et 2010. Il a comme caractéristique centrale la croissance des activités en immigration et en intégration de tous les gouvernements provinciaux ainsi que le maintien parallèle d’activités du gouvernement fédéral. L’argument central défendu est que les provinces ont joué un rôle de déclencheur et de mainteneurs dans ce processus, qui ne peut donc pas s’expliquer uniquement par une volonté fédérale de décentraliser la gouvernance de l’immigration. L’analyse démontre que la fédéralisation est le résultat de l’interaction, dans le temps, de deux mécanismes : la construction provinciale et la décentralisation. Centrale à cette démonstration est la mise en lumière de l’existence d’une variation structurée dans les politiques, programmes et discours provinciaux en matière d’immigration et d’intégration. En effet, la thèse s’ancre dans la démonstration empirique de quatre modes d’intervention en immigration et en intégration : 1) holistique (Québec et Manitoba), 2) réactif (Ontario et Colombie-Britannique), 3) passerelle (Alberta et Saskatchewan) ainsi que 4) attraction-rétention (provinces atlantiques). Malgré ces différences, l’analyse montre qu’une similarité est partagée par les dix provinces : une conception de l’immigration comme ressource pour la société provinciale. Le retraçage du processus de fédéralisation s’effectue par le biais d’études de cas des trajectoires provinciales, au sein desquelles il est possible d’observer le fonctionnement et les interactions des deux mécanismes. L’analyse montre que le positionnement temporel des provinces dans le processus de fédéralisation explique en partie les différences dans les modes d’interventions en immigration et en intégration qu’elles ont développés. Plus largement, l’analyse met en lumière l’importance de tenir compte de l’évolution du contexte fédéral pour comprendre la mise en mouvement du mécanisme de construction provinciale en immigration dans les dix provinces canadiennes entre 1990 et 2010. Les contributions de cette thèse sont les suivantes. Premièrement, nous montrons l’efficacité d’une analyse institutionnelle historique centrée sur les processus de changements institutionnels graduels pour l’étude du fédéralisme et des politiques publiques au Canada. Deuxièmement, nous effectuons une contribution empirique en retraçant et comparant les trajectoires contemporaines des 10 provinces en ce qui a trait au développement de politiques et d’institutions liées à l’immigration et à l’intégration, à l’aide d’entretiens, de l’analyse de documents officiels et de documents d’archives. Troisièmement, notre analyse démontre qu’une analyse mécanistique permet de revitaliser la notion de construction provinciale en augmentant sa portabilité et sa portée explicative.

The history of Alberta's meatpacking workers is closely connected with the broader historical struggles of the working class in North America. Like their counterparts from the packinghouses in Toronto and Montreal, the workers of Calgary and Edmonton organized and fought for union recognition between 1911 and 1920, thus joining a labour revolt that was spreading throughout Europe and North America in the wake of World War I and the October Revolution. They faced stiff resistance.

Les polymères hydrosolubles sont utilisés dans diverses industries pour permettre la floculation, soit une séparation solide-liquide de particules présentes en suspension colloïdale. Afin de réduire les impacts environnementaux de l’exploitation des sables bitumineux en Alberta, l’industrie est à la recherche de nouveaux moyens et procédés pour traiter les résidus miniers permettant de séparer les matières solides et de récupérer l’eau. L’objectif des travaux présentés est d’améliorer la floculation, la densification et la déshydratation de ces résidus miniers aqueux par de nouveaux polymères synthétiques. Des homopolymères d’acrylamide de différentes masses molaires ont été synthétisés pour étudier l’influence de la masse molaire sur l’efficacité de floculation. Le taux initial de sédimentation (TIS) est le paramètre qui fut utilisé afin de comparer l’efficacité de floculation des différents polymères. Il a été possible de confirmer l’importance de la masse molaire sur l’efficacité de floculation et de déterminer une masse molaire minimale d’environ 6 MDa pour des polyacrylamides, afin d’obtenir l’efficacité de floculation maximale de suspensions colloïdales principalement composées de kaolin. Afin d’étudier l’effet des charges sur l’efficacité de floculation, des polymères anioniques et cationiques ont été synthétisés. Une série de copolymères d’acrylamide et d’acide acrylique ont été synthétisés comme polymères anioniques et deux séries de copolymères ont été synthétisés comme polymères cationiques, soit des copolymères d’acrylamide et de chlorure de diallyldiméthylammonium et des copolymères de 4-vinyl pyridine et de 1-méthyl-4-vinyl pyridinium. Il a été démontré que les charges anioniques des polymères avaient peu d’influence sur l’efficacité de floculation et que leur comportement en présence de sels était différent de ce que prévoyait la littérature. Il a aussi été démontré que les charges cationiques des polymères n’améliorent pas l’efficacité de floculation. Par la suite, des séries de copolymères amphiphiles, avec des monomères d’acrylamide, de N-alkylacrylamides et d’acrylonitrile, ont été synthétisés, pour étudier l’effet du caractère amphiphile sur la déshydratation des résidus miniers. Le pourcentage de déshydratation nette est le paramètre qui fut utilisé afin de comparer l’efficacité de déshydratation des différents polymères. Il a été possible de développer des copolymères amphiphiles qui améliorent l’efficacité de déshydratation par rapport à des homopolymères d’acrylamide. Il ne fut pas possible de déterminer une tendance entre la balance hydrophile/hydrophobe des copolymères amphiphiles et l’efficacité de déshydratation.
