La arquitectura de la Cooperación Internacional ha atravesado varios cambios. Entre ellos, el surgimiento de la Cooperación Sur-Sur dejó entrever el marcado interés de los países en desarrollo por hacer parte de la misma. En Brasil, el gobierno de Lula da Silva fue el gran promotor de esta cooperación, especialmente con aquellos países de habla portuguesa en África. En este contexto, la presente monografía pretende determinar de qué manera la construcción social de identidad incide en la dinámica de Cooperación Sur-Sur entre Brasil y los países lusófonos africanos. Mediante una perspectiva constructivista, se analiza el valor de diversos elementos sociales, culturales e históricos cuya interacción configuró determinadas percepciones entre Brasil y los países lusófonos africanos. Este proceso de interacción social permitió la consolidación de una identificación positiva entre ellos, fortaleciendo su acercamiento político y generando así un considerable aumento en el volumen y las temáticas de los proyectos de cooperación formulados de 2003 a 2010.

Los procesos de integración económica han puesto en evidencia que la separación tradicionalmente hecha entre las políticas comercial y de competencia no sólo es ficticia, sino que mantenerla es simplemente contradictorio con la realidad de la economía internacional. En la medida en que los mercados domésticos se han abierto al comercio internacional, se ha considerado que las políticas de competencia pueden hacerse redundantes, ya que la competencia extranjera tiende a garantizar que dichos mercados tienen un nivel adecuado de contestabilidad. Sin embargo, como se muestra en este documento para el caso del sector agrícola, en estas circunstancias, la política de competencia adquiere un nuevo e importante papel que cumplir. Acá se discute la relación general entre el sector agrícola y la política de competencia, en un contexto de relativa liberalización comercial. Se sostiene que es necesario aplicar la política de competencia al sector, ya que esto garantiza las mejores condiciones posibles para incentivar los procesos de cambio tecnológico, indispensables para desarrollar una agricultura dinámica. Igualmente, se afirma que es indispensable una aplicación rigurosa de la política de competencia que, teniendo en cuenta las particularidades de la estructura de mercado de los sectores vinculados a la agricultura hacia adelante y hacia atrás, garantice que el más competitivo sector agrícola no sea sujeto de prácticas anticompetitivas por otros agentes. El objetivo principal de esta monografía es identificar cuáles son las razones que justifican las contradicciones entre el discurso y el comportamiento de Estados Unidos en el marco de la Organización Mundial del Comercio, particularmente con relación a prácticas anticompetitivas derivadas del programa de protección a la agricultura del país. Para ello se analizan el interés nacional y los elementos de la seguridad nacional a partir de los cuales éste se ha construido. También se evalúan los procesos de formulación de política comercial y las interacciones entre los representantes políticos, las asociaciones de productores y el sector privado para mostrar como este comportamiento contradictorio corresponde a la legitimización de un interés particular.

El artículo analiza la manera cómo, mediante emprésitos, asistencia técnica y el establecimiento de estaciones experimentales agrícolas en la región andina, los Estados Unidos desarrollaron una política imperial de planificación y dirección del desarrollo agrícola de vastas zonas de América Latina. En relación al caso ecuatoriano, el estudio centra su atención en las políticas implementadas por el United States Department of Agriculture, a partir de 1890, y la creación de la Estación Experimental Ecuatoriana como mecanismo para la explotación de la quina y el caucho en el marco de la obtención de recursos y materiales estratégicos para la guerra.

The Representative Soil Sampling Scheme of England and Wales has recorded information on the soil of agricultural land in England and Wales since 1969. It is a valuable source of information about the soil in the context of monitoring for sustainable agricultural development. Changes in soil nutrient status and pH were examined over the period 1971-2001. Several methods of statistical analysis were applied to data from the surveys during this period. The main focus here is on the data for 1971, 1981, 1991 and 2001. The results of examining change over time in general show that levels of potassium in the soil have increased, those of magnesium have remained fairly constant, those of phosphorus have declined and pH has changed little. Future sampling needs have been assessed in the context of monitoring, to determine the mean at a given level of confidence and tolerable error and to detect change in the mean over time at these same levels over periods of 5 and 10 years. The results of a non-hierarchical multivariate classification suggest that England and Wales could be stratified to optimize future sampling and analysis. To monitor soil quality and health more generally than for agriculture, more of the country should be sampled and a wider range of properties recorded.

Conservation of crop wild relatives (CWRs) is a complex interdisciplinary process that is being addressed by various national and international initiatives, including two Global Environment Facility projects ('In situ Conservation of Crop Wild Relatives through Enhanced Information Management and Field Application' and 'Design, Testing and Evaluation of Best Practices for in situ Conservation of Economically Important Wild Species'), the European Community-funded project 'European Crop Wild Relative Diversity Assessment and Conservation Forum (PGR Forum)' and the European 'In situ and On Farm Network'. The key issues that have arisen are: (1) the definition of what constitutes a CWR, (2) the need for national and regional information systems and a global system, (3) development and application of priority-determining mechanisms, (4) the incorporation of the conservation of CWRs into existing national, regional and international PGR programmes, (5) assessment of the effectiveness of conservation actions, (6) awareness of the importance of CWRs in agricultural development at local, national and international levels both for the scientific and lay communities and (7) policy development and legal framework. The above issues are illustrated by work on the conservation of a group of legumes known as grasspea chicklings, vetchlings, and horticultural ornamental peas (Lathyrus spp.) in their European and Mediterranean centre of diversity. We adopt the multiple exposures framework to review the existing literature on the impacts of climate change, trade liberalization, and violent conflict on Colombian agriculture. These stressors act simultaneously but policies address them separately, overlooking the root causes of vulnerability. We find that the expected impacts of the single stressors have been relatively well documented, but that limited research has been dedicated to the observed effects of these three stressors and to their interactions. We propose a research agenda in three themes: trade-offs; social mechanisms; and governance. This agenda can inform not only agricultural adaptation but also debate on the alternative agricultural development models.

Dental markers have been used to unravel particularities of paleodiet, subsistence, social structure, and health. This article aims to compare oral pathology among four pre-Columbian groups with different degrees of agricultural and socio-cultural development but comparable ecological conditions who lived on the coastal desert of Peru. Three of these groups are assigned to distinct phases of the Formative Period (2500-1 BC), a time critical for our understanding of the development of agriculture and social complexity. The fourth group corresponds to the Late Intermediate Period (1000-1470 AD), when agriculture had its apogee and society was highly stratified. In this study we test whether there is an increase (1) in the frequency of carious lesions and (2) in caries depth, and (3) if there is a shift from occlusal to extra-occlusal caries locations with the development of agriculture. Therefore, we analyze the frequencies of carious lesions and antemortem tooth loss (AMTL), the caries distributions by age, sex, and type of tooth, as well as the tissues affected by, and the location of the carious lesions. Since there are no significant differences in the frequencies of carious lesions and AMTL between the groups, we reject hypothesis 1. In contrast, caries depth does increase, and caries location changes from occlusal to extra-occlusal sites with agricultural development. However, we can only corroborate hypothesis 2 and 3 when taking into consideration dental wear. Thus, we recommend that caries depth and locations should be used with evaluations of dental wear to reconstruct subsistence in ancient populations. Am J Phys Anthropol 143:75-91, 2010. O presente trabalho busca, através da análise da conjuntura política das relações raciais no Brasil no final dos anos 1990 e início dos anos 2000, apontar para o surgimento de um campo específico das políticas públicas: a promoção da igualdade racial. Para obter tal finalidade analiso a trajetória das políticas de ação afirmativa do governo Fernando Henrique Cardoso (1995-2002), desenvolvidas em vários Ministérios, tais como Justiça, Desenvolvimento Agrário, Educação, Relações Exteriores e Trabalho e também no Supremo Tribunal Federal para determinar qual a contribuição e significado de tais políticas e do discurso político-simbólico desse governo para o avanço do debate sobre as relações raciais no Brasil.

O objetivo deste estudo de caso foi o de identificar o papel das relações interpessoais na condução do ProSAVANA-JBM (JAPÃO-BRASIL-MOÇAMBIQUE), Programa de Cooperação Triangular para o Desenvolvimento Agrícola da Savana Tropical de Moçambique. Os objetivos intermediários permitem também investigar quais outros fatores podem ter sido determinantes na condução do ProSAVANA. Este programa além de representar uma parceria internacional entre organizações de três países Brasil, Japão e Moçambique, possui impactos de ordem social, econômica e ambiental. A análise dos dados demonstra que as relações interpessoais exerceram a maior centralidade entre os demais fatores determinantes à condução do Programa, e também corrobora para o desenho de um modelo de rede de relações interpessoais relacionada ao ProSAVANA. As limitações do estudo referem-se à dificuldade deste estudo ser replicado ou generalizado cientificamente, considerando que não seria possível emitir avaliações sobre determinado comportamento, a partir de um estudo de caso único. Finalmente, o propósito deste estudo é oferecer instrumentos teóricos e empíricos que permitam aprofundar a reflexão sobre o papel das relações interpessoais, além de contribuir para as lacunas existentes no campo da gestão empresarial e pública.

The present research deals with the modernization process of the Cidade da Parahyba2, between 1850 and 1924, and its relation with the cotton economy, which represented the main source of wealth accumulation for both the private and the public sectors throughout the First Republic. This study on urban history was developed by focusing on the understanding of the city s spatial formation, and despite its emphasis on the economic aspects involved, other factors that also contribute to the development of the social life were not put aside. The modernization process of the Cidade da Parahyba was also analyzed during the period established for the study according to a chronological and thematic approach that established comparisons with the financial situation of the State, whenever this was necessary, with special attention to the contribution of the cotton economy to the State´s revenues. It was possible to detect a lack of financial help and loans from the federal and municipal administrations for finishing several public works already underway in the capital, since the federal funds allocated to the State of Parahyba do Norte were rather employed in emergency works against droughts and in agricultural development. One can then conclude that the financial resources required for the urban interventions were withdrawn from the State s treasury itself, resources that were collected mainly from activities such as cotton exportation and cotton trading. Another factor shows the interdependence between the urban remodeling and the cotton economy: during the years marked by great droughts or by hard plagues on the cotton plantations, cotton production decreased, as well as the State s finances. The first measures taken by the State s administrators were to halt all projects of urban remodeling in progress in the Cidade da Parahyba, which was, clearly, the most privileged city by the State s presidents during the period analyzed. 2 The city of João Pessoa was named Cidade da Parahyba, a designation that remained until September 1930, when it received its present-day name in order to pay homage to the president of the State, João Pessoa Cavalcanti de Albuquerque, murdered in the city of Recife in August of that same year. At that time, the State of Paraíba was known as Parahyba do Norte. This work aims for the evaluation of Cruzeta Irrigated Perimeter, RN, which consists in the efficient use of water for agricultural production. The goal is looking for the available quantity of water for supplying required demands for adequate and economically viable cultures for the region. It is supposed that regional community water is supplied by pipelines from sources located outside of the region. From this study it is recommended the implantation of adequate installments for culture management in accordance with the availability of water resources and others conditionings. It must be considered the intensity of rainy and drought seasons in order to adjust the cultivated area and equipments to be operated, and also, the use of operating models and simulations in order to establish alert levels and eventually, reduction of irrigated area. Based on obtained data it is proposed the cultivation of different types of non-permanent cultures so that temporary cultures would be extensively produced in periods of abundant reservoir storage water permitting the transformation of storage water in storage culture products and few or no production in severe drought periods. This is the basic premise for sustainable agricultural development for Brazilian semiarid region

This study examines peasant family farming from an agroecological perspective. It intends to analyze the changes resulting from the transition from conventional to agro-ecological agriculture in the daily practices of farmers articulated associated with the Network of Agroecological and Solidarity Farmers of the Curu and Aracatiaçu Valleys Territory, the locus of this empirical research, and a space which has highlighted the social dynamics of agroecological innovation, as well as articulating environmental exchanges and knowledge development. As a way to further that goal, we seek to identify the forms of social organization previously present in the daily lives of these subjects, in addition to grasping the determinants that lead or led them to adopt agroecology, noting the need to verify the forms of resistance, and the strategies adopted by farmers and how they articulate collectively. Through the historical and dialectical methods, we seek to take the implications of technical modernization of agriculture under the conditions of production and reproduction of peasants and thus situate the emergence of agroecology, a focus that is born as a counterpoint to conventional patterns of agricultural development based on the paradigm of the Green Revolution. We structured this study around the trajectory of agroecological farmers that developed and internalized agroecological practices, processes, and organizational forms. For the analysis, we used theoretical and methodological frameworks from literature related to field research. The systematization and analysis of experiments revealed that agroecological transition is a broad process of change, not restricted to technical matters. We observed changes in production practices, diversification of production and feeding practices, ecological awareness, production autonomy, and organizations formed to face the challenges resulting from the imposition of the dominant agricultural development model that combines environmental degradation, land ownership concentration, and wealth concentration
