Um felino macho, sem raça definida, pesando 3,6 kg com 10 anos de idade foi atendido no Hospital Veterinário “Luiz Quintiliano de Oliveira”, apresentando obstrução uretral com indicação para uretrostomia perineal. Ao exame físico geral, observou-se freqüência cardíaca (FC) de 240 bat.min-1, taquipnéia, temperatura retal (TR) de 38,4oC, mucosas normocoradas, tempo de preenchimento capilar de um segundo e desidratação de aproximadamente 5%. Como medicação pré-anestésica, administrou-se cetamina (6mg.kg-1), midazolam (0,15mg.kg-1) e morfina (0,15mg.kg-1) pela via intramuscular. A veia cefálica foi canulada com cateter 24G para administração de Ringer com Lactato de sódio (10mL.kg-1.h-1) e a indução foi realizada por meio da administração de propofol (4,4mg.kg-1) pela via intravenosa. Seguiu-se a intubação orotraqueal com sonda no 4,0 conectando-se a um circuito sem reinalação de Baraka, sendo a manutenção anestésica efetuada com isofluorano em fluxo diluente de oxigênio a 100%. Em seguida, realizou-se a técnica de anestesia peridural com o paciente em posição esternal e membros pélvicos estendidos cranialmente. Após localização do espaço entre as vértebras L7 e S1, introduziu-se uma agulha 13x4,5 percutaneamente até atingir o espaço peridural, administrando-se morfina (0,1mg.kg-1), fentanil (3mcg.kg-1) e lidocaína a 1% com vasoconstritor (1,8mg.kg-1), perfazendo um volume total de 0,25mL.kg-1. Durante o procedimento anestésico, monitorou-se a FC, freqüência respiratória (f), pressão arterial sistólica (PAS), pressão parcial de dióxido de carbono ao final da expiração (ETCO2), temperatura esofágica (TE), saturação periférica da hemoglobina (SpO2) e plano anestésico. O tempo total de anestesia e cirurgia foi de 65 e 50 minutos, respectivamente. O plano anestésico manteve-se estável, sem a necessidade de resgate analgésico. A SpO2, concentração de isofluorano e TE mantiveram-se em 97±2%, 1,3±0,1% e 36,7±0,4oC, respectivamente. Durante a anestesia, observou-se um momento de hipotensão, provavelmente devido ao bloqueio simpático decorrente da anestesia peridural. Tal evento foi tratado com bolus de solução de Ringer com Lactato de sódio (5mL.kg-1) promovendo o retorno da PAS aos valores de normalidade. A recuperação anestésica do animal foi isenta de complicações inerentes ao procedimento anestésico. O emprego de opióides pela via peridural é recomendado em procedimentos cirúrgicos abdominal, torácico, genito-urinário e ortopédico, principalmente em pacientes de alto risco, obesos e idosos. Em humanos, a associação da morfina e fentanil pela via peridural demonstra analgesia pós-operatória superior à promovida pelo uso isolado da morfina. Conclui-se que na espécie felina, a associação de morfina e fentanil pela via peridural pode ser uma boa alternativa para realização de protocolos de anestesia balanceada para uretrostomia.

Esta dissertação apresenta dois projetos que apontam possibilidades de se construir novos conhecimentos com práticas viáveis e significativas para os alunos de Administração de Empresas do ensino superior. O objetivo é fomentar a discussão sobre o papel do docente e a formação dos professores no ensino superior com qualidade, através dos estudos em uma Faculdade da Zona Leste da cidade de São Paulo. Este trabalho aponta que o bacharelado em Administração pode ir para além de meros conteúdos técnicos a serem humanizados a partir da utilização de recursos didáticos inovadores. A análise dos projetos permite concluir que ações educativas diferenciadas, inspiradas na teoria freiriana, apresentaram-se como forma de enfrentamento às dificuldades nas relações entre ensino e aprendizagem. Com a aplicação dos referidos projetos, as possíveis dificuldades de aprendizagem foram transformadas em oportunidades, e hoje são contribuições à qualidade educativa.

A presente dissertação investiga a possibilidade jurídica e as limitações da utilização de meios consensuais para resolução de conflitos que tenham a Administração Pública como parte. Mais especificamente, a dissertação tratará da escolha entre valer-se de meios consensuais para a solução do conflito ou de relegá-lo a um meio adjudicatório, especialmente o processo judicial. No primeiro capítulo, o trabalho situa a adoção dos meios consensuais pela Administração Pública no contexto de desenvolvimento das ADRs no Brasil, com influência da experiência norte-americana. No segundo, trata de revisitar alguns dogmas do Direito Administrativo que possam configurar óbices à adoção dos meios consensuais, como a legalidade estrita e a supremacia do interesse público, bem como situar novamente o tema no contexto de expansão da atuação administrativa consensual. O terceiro capítulo apresenta conceitos importantes para compreender a questão como: interesse público e indisponibilidade; meios adjudicatórios de solução de conflitos; meios consensuais de solução de conflitos (negociação, mediação e conciliação). No quarto capítulo, serão abordadas as limitações que o regime de direito público impõe à adoção de meios consensuais pela Administração Pública. O quinto capítulo traz um contraponto aos meios consensuais, relatando algumas críticas e riscos de sua adoção. Por fim, o sexto capítulo relata pesquisa empírica realizada na Procuradoria-Geral do Município de São Paulo com a finalidade de revelar experiências e óbices práticos à adoção de meios consensuais.

A presente dissertação trata da visão dos gestores sobre a extensão universitária nas Instituições de Ensino Superior particulares na região do Grande ABC. A revisão do tema indica que extensão universitária é diretamente dependente da visão política da instituição a qual pertence. Existem, portanto, diversos modelos conceituais e práticos. Originalmente assumiu o caráter de cursos livres abertos à sociedade, mais tarde conhecida como prestação de serviços, assessorias, ação comunitária, assistencialismo e atualmente discute-se a extensão universitária sob uma perspectiva de desenvolvimento social e como articuladora entre o ensino e a pesquisa. A pergunta norteadora do trabalho é: de que forma a extensão universitária é administrada nas IES particulares? Por meio de seu objetivo geral, a pesquisa busca analisar a administração da extensão universitária, tendo como foco as Instituições de Ensino Superior particulares na região do Grande ABC. Para auxiliar no alcance deste objetivo geral, foram delimitados dois objetivos específicos: (a) identificar as concepções políticas, assim como as práticas extensionistas declaradas pelas IES, e (b) analisar a visão do gestor na administração da extensão. Os dados coletados foram analisados sob o ponto de vista de três dimensões administrativas, a saber: humana, material e sistêmica. Trata-se de uma pesquisa qualitativa, exploratória e descritiva. A pesquisa documental e entrevistas semiestruturadas fazem parte da coleta de dados que subsidiarão a análise final. A contribuição científico-social que se discute neste trabalho é a reflexão sobre os limites e potencialidades da administração da extensão diante dos atuais diálogos sobre o tema.

This study aims to analyze citizen participation in state policy decisions, as an essential element of legitimacy in the branches of government, especially in the sphere of the Executive, in the context of deliberative democracy. But, this study still has the desideratum to understand the citizen's role in public life, especially in the sphere of the Executive Branch, in order to effect the Fundamental Right to Public Administration proba, efficient and honest. Thus, to achieve this mister, the proposal is to expose the pesamento the classic contractualist, Thomas Hobbes, John Locke and Rousseau about the legitimacy of governments, through the statutes, and the question of the general will and majority rule as well how to present the comments of Thomas Jefferson on popular sovereignty and dialogical citizen participation in matters of local interest. After, it will be studied the theories of Fundamental Rights in order to demonstrate the need for the Civil Service should be veiled in a more specific custody rights, given the deep crisis in the Public Administrative practice due, especially, corruption. On the other side, the fundamentality of management also covers the aspect of the development of cities, which decisively affects the development of man, which, to join a deliberative governance program needs to be politicized, adopting full participation, dialogue, as duty citizen. Furthermore, taking as the major heart, it will be presented the doctrine of Jürgen Habermas whose Discourse Theory element is to be followed for the implementation of a broad deliberative and emancipatory democracy, with effective citizen participation. It will also be considered the Condorcet Constitution Project as a comparative link in the linking of the public deliberative will, and the Central Power, in the face of the Theory of “Sluice” Habermas. The proposal, based on communicative action, must allow a continuous flux and influx process of social interests towards the exercise of administrative power. The dialogical deal, brought to the center of the decisions, will allow discussions in the public scope, and may contribute to the legitimacy of government actions, inasmuch as it creates the feeling of politicization demanded by the man in a democratic state.

The new management models have led to the reorganization of institutions today. Much is made in improving the delivery of public services entities, and they have sought to adopt these new initiatives in order to improve the quality of the product or service offered to users. The modernization of the management model at the Federal University of Rio Grande do Norte (UFRN) strengthened by the accession of the institution to GesPública Program, which focuses on the management modernization leading institutions to seek ways to fit to meet the demands proposed the Program. Therefore, the Department of Personnel Administration (DAP) has structured its processes and procedures using the mapping tool processes. This research starts from the question: what were the results obtained with the implementation of the management and process mapping of PAD? It is proposed as a general objective to analyze the management and the mapping of that Board processes, identifying the possible benefits in improving the quality of the services provided to users. The specific objectives to achieve results, are pointed out: describe how you carried out the implementation of the management and process mapping in DAP and how it is working at the moment; examine the line in the relationship between the actions developed by the DAP and modern theories of this theme; identify the evolution of the sector with the measures adopted and the results obtained with the implementation of the mapping tool. In the theoretical framework, it was approached a brief history of the evolution of public administration in Brazil, GesPública program and its importance for process management in public institutions as well as the Management and Process Mapping. The context of the study was the DAP, and participants were managers of the institution in the survey. Data collection was done through the study of the institution's documents, bibliography analysis available on the topic, questionnaires and semi-structured interviews with professionals of the institution involved with the object of study, since its inception until July 2015, when it was finished the search. As a result, were listed: the motivation, importance, benefits and innovations that management and the mapping of processes brought to the institution, point out what has been improved in the service users and the tools used. We also analyze the main problems identified during the implementation of the mapping. As a suggestion, it was analyzed how these procedures can, if possible, be extended to other sectors of UFRN.

O presente trabalho tem como objetivo a análise e a discussão da exigência do consentimento informado em pesquisas no campo da Administração. Trata-se de pesquisa bibliográfica e documental, fundamentada na análise de documentos referentes a diretrizes éticas para a realização de pesquisas envolvendo seres humanos, códigos de ética de organizações nacionais e internacionais que realizam pesquisa no campo da Administração, bem como de manuais orientadores do processo de pesquisa social. As diretrizes internacionais ressaltam a necessidade da obtenção do consentimento informado nas pesquisas que envolvem seres humanos. Este requisito, no entanto, não tem sido adequadamente considerado nas pesquisas realizadas no Brasil no campo da Administração. Embora seja muito importante garantir aos participantes da pesquisa, informações sobre seus objetivos, entidade patrocinadora e principalmente riscos a que estão sujeitos, nem sempre é possível nas pesquisas em Administração e nas ciências humanas, de modo geral, a obtenção do consentimento informado. Há mesmo situações em que a identificação do participante poderá lhe trazer prejuízos. Conclui-se, pois, que há necessidade de ampla discussão a ser patrocinada pelas organizações que fomentam e executam pesquisas acerca da importância do consentimento informado.

The current study presents the characteristics of self-efficacy of students of Administration course, who work and do not work. The study was conducted through a field research, descriptive, addressed quantitatively using statistical procedures. Was studied a population composed of 394 students distributed in three Higher Education Institutions, in the metropolitan region of Belém, in the State of Pará. The sampling was not probabilistic by accessibility, with a sample of 254 subjects. The instrument for data collection was a questionnaire composed of a set of questions divided into three sections: the first related to sociodemographic data, the second section was built to identify the work situation of the respondent and the third section was built with issues related to General Perceived Self-Efficacy Scale proposed by Schwarzer and Jerusalem (1999). Sociodemographic data were processed using methods of descriptive statistics. This procedure allowed characterizing the subjects of the sample. To identify the work situation, the analysis of frequency and percentage was used, which allowed to classify in percentage, the respondents who worked and those that did not work, and the data related to the scale of self-efficacy were processed quantitatively by the method of multivariate statistics using the software of program Statistical Package for Social Sciences for Windows - SPSS, version 17 from the process of Exploratory Factor Analysis. This procedure allowed characterizing the students who worked and the students who did not worked. The results were discussed based on Social Cognitive Theory from the construct of self-efficacy of Albert Bandura (1977). The study results showed a young sample, composed the majority of single women with work experience, and indicated that the characteristics of self-efficacy of students who work and students who do not work are different. The self-efficacy beliefs of students who do not work are based on psychological expectations, whereas the students who work demonstrated that their efficacy beliefs are sustained by previous experiences. A student who does not work proved to be reliant in their abilities to achieve a successful performance in their activities, believing it to be easy to achieve your goals and to face difficult situations at work, simply by invest a necessary effort and trust in their abilities. One who has experience working proved to be reliant in their abilities to conduct courses of action, although know that it is not easy to achieve your goals, and in unexpected situations showed its ability to solve difficult problems

The Triennial Evaluation of Coordination for the Improvement of Higher Education Personnel (CAPES) is made according to several indicators, divided into several issues and items, and their weights. In these it is evident the importance of scientific periodicals. This study aims to evaluate the relative efficiency of post-graduate students in Business Administration, Accounting and tourism evaluated by CAPES in Brazil. The methodology used the data envelopment analysis - DEA (Data Envelopment Analysis). The data were obtained from the site and organized by the CAPES Qualis score. The analysis was performed by the DEA variable returns to scale, product-oriented (BCC-O), with data from the three-year periods 2004-2006 and 2007-2009. Among the main results are the average increase significantly the relative efficiency of the programs in the period 2007-2009 compared to 2004-2006 period, the highest average efficiency of programs linked to public institutions in relation to private, doctoral programs with the present average efficiency sharply higher than those only with masters, and senior programs in general were more efficient. There is also moderate and significant correlation between the efficiency scores and concepts CAPES. The Malmquist index analysis showed that more than 85% of programs had increased productivity. It is noteworthy that the main effect that influences the increase of the Malmquist index is the displacement of the border (Frontier-shift)
