Le problème de l'inclusion : l'insuffisance de la tolérance libérale

Le principe de tolérance libérale a certainement joué un rôle important depuis le XVII e siècle dans le processus de transformation sociale et politique des sociétés occidentales. De nombreuses luttes sociales ont été menées et remportées en s’appuyant sur ce principe que certains auteurs, dont Rawls, identifient comme étant un, sinon le principe central qui unit la tradition libérale. Les dernières décennies ont toutefois vu émerger de nouveaux motifs de lutte sociale, des demandes d’inclusion de nature nouvelle, que la tolérance libérale ne suffit plus à porter. La notion de reconnaissance semble permettre, et c’est ce que cet article s’attache à montrer, de pallier les lacunes d’une approche de la tolérance libérale qui ne parvient pas à accommoder les nouvelles formes de défis que posent les sociétés pluralistes occidentales. Une seconde thèse que propose cet article, à peine esquissée cependant, consiste à montrer que si le paradigme libéral n’est pas à la hauteur des attentes, le républicanisme est plus à même de répondre au problème de l’inclusion.

Metamorphism and Fluid Inclusion Studies of Charnockites and Associated Rocks from the Madurai Granulite Block , Southern India with Special Reference to Graphite Mineralization

The present research is aimed at studying the charnockites and associated rocks of the Madurai Granulite Block (MGB), especially in terms of their field settings, texture, mineralogy, and mineral chemistry analyzing their petrogenesis with the help of thermobarometrical studies and geochronological constraints. The mechanism of charnockitization by the influx of CO2 rich fluids and its relation to the graphite mineralization is actually a matter of discussion and study. The objectives of the present study are, to delineate petrological and structural relationship of charnockites and associated gneissic rocks, to study the field and petrogenetic aspects of graphite mineralization in the MGB, to establish and re-evaluate the P-T conditions of formation of the rocks with the aid of thermbarometric computations and to compare with the earlier studies, characterization of graphite with XRD, Raman spectroscopy and isotope studies together with a search in to its genesis and its relation to the high-grade metamorphism of the terrain, to evaluate the role of CO2 bearing fluids in the processes of charnockitization as well as in the genesis of graphite within the high-grade terrain and to delineate the metamorphic geochronology of selected rocks using ‘monazite dating’ technique with EPMA.

A Novel Radar-Absorbing-Material Based on EBG Structure

A navel ultra-thin radar-absorbing material (RAM) using metanwterials is presented and the absorption performance is examined. Due to the high-impedance property of the metamalerials. the thickness of the RAM is about several tenths of the center wavelength of the absorption band, which is considerably thinner than conventional absorbers. A novel radar-absorbing-material based on EBG structure

An innovative phaseshifterless, wideband, micrustrip leaky-wave antenna with an electronically steerable dual-pencil-beam pattern in the H-plane is presented. The log-periodic geometry of the leaky slots of the antenna results in a wide bandwidth of 25.19%. The Jan beam can he steered up to 14° over the wide resonating band of the anteww. The beam is also steerable at a fixed frequency. by reactivelty loading the slots and a maximum steering angle of about 14° is ohserved. for different capacitor values with an improved bandwidth of 33 _i%. This concept is studied using passive components but it can be extended to varactors

Development of a new type of microwave absorbing material using rubber latex and carbon. for application in the interior lining of anechoic chambers, has been reported. Absorption coefficients of different combinations were estimated at X and S bands and the results were presented graphically. A combination of 50% rubber latex, 40% carbon and 10% graphite is found to form an ideal microwave absorbing material in the X and s bands

Electron-Nuclear Correlation in Laser-Driven Diatomic Molecules

The interaction of short intense laser pulses with atoms/molecules produces a multitude of highly nonlinear processes requiring a non-perturbative treatment. Detailed study of these highly nonlinear processes by numerically solving the time-dependent Schrodinger equation becomes a daunting task when the number of degrees of freedom is large. Also the coupling between the electronic and nuclear degrees of freedom further aggravates the computational problems. In the present work we show that the time-dependent Hartree (TDH) approximation, which neglects the correlation effects, gives unreliable description of the system dynamics both in the absence and presence of an external field. A theoretical framework is required that treats the electrons and nuclei on equal footing and fully quantum mechanically. To address this issue we discuss two approaches, namely the multicomponent density functional theory (MCDFT) and the multiconfiguration time-dependent Hartree (MCTDH) method, that go beyond the TDH approximation and describe the correlated electron-nuclear dynamics accurately. In the MCDFT framework, where the time-dependent electronic and nuclear densities are the basic variables, we discuss an algorithm to calculate the exact Kohn-Sham (KS) potentials for small model systems. By simulating the photodissociation process in a model hydrogen molecular ion, we show that the exact KS potentials contain all the many-body effects and give an insight into the system dynamics. In the MCTDH approach, the wave function is expanded as a sum of products of single-particle functions (SPFs). The MCTDH method is able to describe the electron-nuclear correlation effects as the SPFs and the expansion coefficients evolve in time and give an accurate description of the system dynamics. We show that the MCTDH method is suitable to study a variety of processes such as the fragmentation of molecules, high-order harmonic generation, the two-center interference effect, and the lochfrass effect. We discuss these phenomena in a model hydrogen molecular ion and a model hydrogen molecule. Inclusion of absorbing boundaries in the mean-field approximation and its consequences are discussed using the model hydrogen molecular ion. To this end, two types of calculations are considered: (i) a variational approach with a complex absorbing potential included in the full many-particle Hamiltonian and (ii) an approach in the spirit of time-dependent density functional theory (TDDFT), including complex absorbing potentials in the single-particle equations. It is elucidated that for small grids the TDDFT approach is superior to the variational approach.

Reforming Cooperative Credit Structure in India for Financial Inclusion

In the drive for financial inclusion in India, cooperative banks assume prime importance as they are much more accessible to the rural poor than commercial banks. While more accessible, cooperative banks' financial health is rather poor and, therefore, might not be able to serve the needy in a sustained manner. A committee led by Prof. Vaidyanathan has outlined a revival package for cooperatives. Besides suggesting an infusion of funds, it called for the adherence to certain stringent norms to ensure the financial viability. The recommendations provided in the committee’s report are under various stages of implementation in India. The book examines the progress of this reform drive in Bihar, a state in Eastern India. It discusses the background for appointing the committee and its recommendations and also presents the findings of a field study conducted in this regard. The findings inform further policy suggestions which are of general interest to the drive for financial inclusion also in other countries.

The Challenges of didactics on scholar inclusion: specialized teachers perceptions

This study is a section of the GP-FOREESP - Formation of Human Resources and Learning in Special Education Group’s agenda. This Group is engaged in the development of researches with the intent to contribute on the process to universalize the access to school as well as on the improvement of education system that is currently available to the target population of Special Education. Nowadays, the inclusion process subject has been prioritized by that research group, as they consider that, along with other reasons, the efforts to establish an inclusive education system would be the unique alternative to solve the problem regarding the access to school, which is currently limited, and also to improve the quality on special education, since the level presented in the country is low. Guided by such premise, the present work is a supplementary project developed within the group extent to generate knowledge on school inclusion matter

Implementación del Programa Get Heard National Action Plan on Social Inclusion 2006 de Reino Unido a victimas del desplazamiento interno forzado radicadas en Bogotá experiencia de aplicación a 20 líderes desplazados en la ciudad de Bogotá

Como objetivo general se propone: apropiar la experiencia del programa Get Heard: National Action Plan on Social Inclusion 2006 de Reino Unido, para evaluar la efectividad de la implementación de políticas públicas para la atención de desplazados por el conflicto interno en la ciudad de Bogotá. Con este objetivo en mente, el primer capítulo de esta investigación, se enfocara básicamente en la contextualización del problema del desplazamiento forzado en Colombia y sus correspondientes políticas publicas. En el segundo capitulo se describirá el proceso de evaluación de la Politicas Publicas del Programa Get Heard: National Action Plan on Social Inclusion 2006 de Reino Unido, (el cual sirvió como marco de referencia para la realización del Dialogo Mayor de la Universidad del Rosario: “Desplazamiento forzado: Soluciones desde la responsabilidad) con líderes representativos de la población desplazada en la ciudad de Bogotá y formularan recomendaciones que sugiero por parte de los desplazados para el mejoramiento de la Política Pública distrital y para la incorporación de mecanismos de seguimiento y evaluación de las Políticas Públicas.

Dyslexia : successful inclusion in the secondary school.

Cada vez más la dislexia es un problema de toda la escuela. La responsabilidad de atender las necesidades de los estudiantes con dislexia ya no recae en un individuo sino que es de todo el personal de la escuela, especialistas en la materia, personal de apoyo y gestión escolar. Este manual aborda esta necesidad y proporciona una orientación específica al personal de la escuela secundaria sobre la forma de apoyar a los estudiantes disléxicos en diferentes áreas temáticas y dentro de los principios y prácticas de inclusión.
