Com o desenvolvimento das organizações sem fins lucrativos que constituem o terceiro setor ou setor da economia social, nos últimos anos, torna-se pertinente analisar o seu impacto na economia atual e os seus contributos para o desenvolvimento da comunidade onde se inserem, neste caso, Tomar. Considerando as práticas de governança partilhada, através da participação e da responsabilidade partilhada de diversos parceiros sociais com atividade nas áreas social,educativa, desportiva, de cidadania, entre outras, quisemos perceber que sinergias e recursos podem vir a servir de base para o desenvolvimento das comunidades do concelho de Tomar. Fizemos um levantamento da situação atual, em termos de caracterização de entidades do terceiro setor e, de forma a percebermos o impacto das atividades desenvolvidas, aplicamos um questionário, abrangendo um grande número de entidades com atividade no concelho. Os resultados de 35 inquéritos permitem-nos apresentar a caracterização dessas organizações, as atividades desenvolvidas, o número de pessoas abrangidas pelas atividades, a existência de redes e parcerias com outras entidades e o seu contributo para a educação e desenvolvimento das comunidades em que se inserem.

Resumo: Este artigo é uma súmula de um diagnóstico social, coordenado pelos autores, que teve como objetivo compreender as dinâmicas e as relações inter e intra organizacionais das Misericórdias do distrito de Évora. O trabalho desenvolvido tem por base uma metodologia de diagnóstico desenvolvida pelos autores deste artigo, tendo como estratégia analítica a análise de redes sociais e a análise prospetiva, através das quais se elabora um quadro sobre o estado atual das Misericórdias, procede-se a um mapeamento da rede e perspetivam-se estratégias de ação coletiva para as instituições. Abstract: This article is a summary of a social diagnosis, coordinated by the authors, which aimed to understand the dynamics and inter and intra organizational relationships of the Mercies of the Évora district. The work is based on a diagnostic methodology developed by the authors of this article, the analytical strategy to social network analysis and prospective analysis, through which draw up a picture of the current state of Mercies, proceed to a mapping network and perspetivam up collective action strategies for the institutions. This dissertation is a literature review with exploratory and descriptive purposes, which aims to compile the different perceptions of the term Social Entrepreneurship, but not propon-being of an epistemological analysis on the topic. The main objectives of this research were: 1) to identify the convergences and divergences in the various perceptions of the Social Entrepre-neurship, from the perspectives: American, European and Brazilian; 2) identify whether Social Entrepreneurship can be considered as a new theoretical trend, or can be understood as a sub-category of an existing theory; 3) identify whether Social Entrepreneurship can be considered as practice of Social Management; 4) identify whether the "Social Business", proposed by Yunus (2010), can be considered as a completely new type of organization, as the author says. For this research were studied literary works available in the physical environment and elec-tronic database. The main concepts studied in this research were: Entrepreneurship; Social Management; Third Sector; Business Management and Social Entrepreneurship. The conclu-sions reached by this study were: 1-a) the main theoretical convergence is the Social Entrepre-neur ability to apply methods and process typically used in for-profit companies, in business that aimed social value creation; 1-b) the main difference is the different perceptions that the United States, Europe and Brazil have about what is Social Entrepreneurship. In the American perspective, these are private sector organizations operating according to market logic and that somehow generates social value. In the European perspective, closer to the social economy, emphasizes the activities of civil society organizations with public functions. In Brazil empha-sizes market initiatives aimed at reducing poverty and transform the social conditions of mar-ginalized or excluded individuals; 2) Social Entrepreneurship is an activity that incorporates much all the practices, methods and processes of commercial entrepreneurship and, as such, should not be considered as a new theoretical trend, but a subcategory of Entrepreneurship theory. 3) Social Entrepreneurship cannot be considered as a practice of Social Management, being much closer to the commercial entrepreneurship practices; 4) the "Social Business" pro-posed by Yunus (2010), closely resembled in its modus operandi with the Social Enterprises in Western Europe, thus, not supporting the author's claim.

The discussions concerning the absence of a management model appropriate to the peculiarities of third sector organizations have not been impeditive to their emphasized expansion in the last decades. In the attempt of understanding this phenomenon from the perspective of those who manage social organizations, this work based on the theory of social representations to understand the notion that organization managers of the third sector - based in Fortaleza CE - have of the part that they play and how this notion influences the direction of their activities. Social representations of managers of four different categories of non-governmental organizations have been investigated, each category composed of two unities. The categories researched were: social integration through art and education, prevention and treatment of alcohol and drug abuse, children s health assistance and community action. By using Doise s Societal Approach, the role of social managers translated in intraindividual, interindividual and situational processes of their actions, has been analysed within the social representations, focusing on beliefs, values, symbols and stories that give meaning to the existence of non-governmental organizations. Analysis and discussion of data displayed the existence of diversity in the understanding of managers within their practice, in other words, the management profile is also its own manager s. The branch where an organization acts is also preponderant in the shaping of a management style. It could be deduced, from to the organizations researched, that professional formation and the manager s social insertion mainly, are determinative factors in the outlining of a management model of its own. It was concluded that, due to heterogeneity of interests and action segments, there is no systematic process for social management among organizations. Management styles are supported by their director s own perception of achievement, who model organizations according to their contingencies

The Knowledge Management in organizations is a continuous process of learning that is given by the integration of data, information and the ability of people to use this information. The Management Skills is concerned to understand the powers of officials in the face of organizational skills (teams) and professionals (or tasks positions) want. Joints are located in the greater context of the economy of organizatio s and have the same assumption: that the possession of scarce resources, valuable and difficult to imitate gives the organization a competitive advantage. In this sense, this thesis proposes a model of knowledge management based on analysis of GAP of powers, namely the gap between the skills needed to reach the expected performance and skills already available in the organization, officials and trainees of Coordination of Registration of conductors of DETRAN-RN. Using the method of survey research could make an analysis of academic skills, techniques and emotional individual and a team of officials and trainees, identifying levels of GAP's competence in that sector of the organization and suggest a plan for training , A level of expertise for each sector of coordination, and propose a model for Knowledge Management to help the management of GAP's identified

Num contexto de mudança organizacional, a crescente complexidade do sector da Saúde representa grandes desafios para aqueles que nela assumem actualmente as funções de gestão. Existe cada vez mais consenso de que a aposta na qualidade da força de trabalho em Saúde é um factor crítico para o sucesso de qualquer tipo de Reforma da Saúde. Partindo destas premissas, o objectivo desta investigação é estudar as percepções dos 73 Directores Executivos (DE) dos Agrupamentos dos Centros de Saúde (ACES) em Portugal na dimensão de conhecimentos, habilidades e atitudes, para assim obter um diagnóstico que permita perceber a sua contribuição como gestores no processo de Reforma dos Cuidados de Saúde Primários. O estudo realiza-se em dois períodos, sendo o ponto de partida os dados de 2008 referentes ao início da função dos DE e os dados de 2009, após a participação no curso PACES, o ponto de comparação. Através de uma abordagem e metodologia de tratamento de dados essencialmente quantitativa, foram determinadas certas conclusões que permitem obter uma primeira aproximação a evolução dos perfis de gestores destes DE e a sua coerência com as recomendações realizadas pela Literatura. Apesar de depois de um ano certas mudanças poderem ser observadas, a falta de ênfase na importância das pessoas certas nos lugares certos pode-se vir a converter num factor comprometedor. Num cenário onde a maioria dos DE são médicos de profissão com escassa formação em gestão, o desenvolvimento de competências de gestão e liderança é fundamental. A realidade dos ACES e os desafios enfrentados pelos seus líderes devem ainda ser mais explorados. No entanto, para facilitar a mudança e avançar na integração dos serviços de Saúde e eficiência necessária, deve-se focar no factor mais determinante de uma organização: as suas pessoas. Estudar as suas necessidades de gestão e as suas competências permite aproveitar melhor as oportunidades inerentes a um processo de mudança.
