Dans la dernière décennie, une abondante littérature a documenté la situation des Rroms d'Europe Centrale et de l'Est, où a émergé une nouvelle élite politiquement activiste. Mais chez les Tsiganes d'Europe de l'Ouest, l’activisme politique d’une élite semblait absent. Cette étude de terrain a été réalisée chez Gitans de Perpignan, à la recherche d’une action et d’une élite politique chez ce groupe, dans le contexte culturel d’une société segmentaire à pouvoir diffus, frappée d’exclusion par la société majoritaire. En effet, je propose que le concept de société segmentaire puisse s’appliquer aux Gitans, et que l’exclusion des Gitans par les païos (non Gitans) constitue un déni de la réalité relationnelle des Gitans avec la majorité païa. Enfin, l’enquête a révélé la position de «médiateurs culturels» des différents agents qui interviennent entre le monde des Gitans et celui des païos. C’est à travers le rôle de «médiateurs culturels» qu’émerge peut-être une élite politique.

Die Geschäftspolitik der Banken und Sparkassen befindet sich in einem tiefgreifenden Veränderungsprozess. Lange Zeit war der stationäre Vertrieb mit großem Abstand der bedeutendste Absatzweg der Kreditinstitute. Damit ist es nun offenbar zu Ende. Alternative Vertriebskanäle gewinnen zunehmend an Bedeutung. Online-Broker und Direktbanken, wie z.B. DAB bank und ING-DiBa, sind dafür die besten Beispiele. Der Verfasser hat sich mit der vorliegenden Promotion der Aufgabe unterworfen, die Erfolgsstrategien und weitere Entwicklung der Direktbanken in Deutschland einer kritischen Analyse zu unterziehen. Dabei werden in erster Linie Direktbanken und Online-Broker betrachtet, aber auch sog. Internet-Only-Banken bzw. virtuelle Banken in die Überlegungen einbezogen. Gegenstand des ersten Kapitels ist die Betrachtung der traditionellen Vertriebswegestruktur im Privatkundengeschäft. Dabei wird deutlich, dass die neue Entwicklungsstufe “Direct Banking” die ehemals so monotone Vertriebspolitik der Kreditinstitute zwar nicht völlig ersetzen, aber gut ergänzen kann. Im zweiten Kapitel werden die Grundlagen des “Direct Banking” beschrieben und abgegrenzt, wobei die historische Entwicklung, die Beweggründe der Kreditinstitute und auch die Anbieterstruktur im einzelnen untersucht werden. Das Discount-Broking wird ebenfalls angesprochen, weil es als Vorläufer des Direktbankgeschäfts angesehen wird. Das dritte Kapitel stellt die strategischen Erfolgsfaktoren im Direct Banking vor und beschreibt einige Vorbehalte und derzeit noch bestehende Problemfelder. Der Ansatz einer ganzheitichen Direct-Banking-Strategie wird in einem gesonderten Abschnitt dargestellt und in sechs Phasen unterteilt. Abschließend werden fünf strategische Maßnahmen zur Verbesserung des Stellenwertes der Direktbanken präsentiert. Das vierte Kapitel beschäftigt sich mit den Auswirkungen auf das traditionelle Bankgeschäft und beleuchtet somit die Zukunft des Retail Banking. Der notwendige Anpassungsprozess im Filil Banking wird erklärt. Dabei werden die strategischen Herausforderungen im Filialbankgeschäft behandelt und Maßnahmen zur Kundenbindung und Kostensenkung aufgezeigt. Im letzten Kapitel werden die Zukunftsaspekte des Direct Banking etwas näher untersucht. Zunächst werden die wesentlichen Ergebnisse zur erfolgreichen Ausübung des Direkbankgeschäfts in Thesen zusammengefasst. Anschließend wird die Umbruchphase zum Virtual Banking anhand von drei Grundtrends analysiert.

Bajo el mandato del presidente Thabo Mbeki, Sudáfrica se ha perfilado como una potencia regional pacificadora, en tanto, legitimado por su lucha contra el régimen del apartheid y con los recursos provenientes del sostenido crecimiento económico tan inusual en el África subsahariana, se ha involucrado con la agenda de paz y seguridad continental, basado en los lineamientos panafricanos del Renacimiento Africano. Si bien este rol sudafricano conlleva grandes costos, materializados en tener que enfrentar las críticas de sus vecinos por la intromisión en los asuntos internos de los demás países, la cesión de soberanía a instituciones internacionales que constriñen la actuación del Estado, la destinación de recursos al financiamiento de las misiones de paz que podrían ser utilizados para responder las demandas socioeconómicas internas y la priorización del mercado africano ante la real importancia del continente asiático y el europeo como socios comerciales; es claro que los beneficios son mayores. En primera medida, el grado de formalización e institucionalización de los esquemas regionales de cooperación e integración en los que Sudáfrica se ha insertado, es relativamente bajo. Segundo, el despliegue de fuerzas para el mantenimiento de paz en la región es una apuesta a largo plazo con enormes beneficios como la consolidación de un vecindario seguro y mejores perspectivas de crecimiento económico. Por último, justificado en su labor pacificadora, el país obtiene el prestigio internacional necesario para exigir y alcanzar el tan anhelado puesto permanente en el Consejo de Seguridad de la ONU.

Después de los ataques del 11 de septiembre de 2001, Pakistán se ha convertido en uno de los principales aliados de Estados Unidos para combatir las fuerzas terroristas de Al-Qaeda y los talibán en el centro y sur de Asia. La alianza bilateral no ha manifestado resultados determinantes para aliviar los problemas de seguridad en Pakistán, por el contrario, la yihad islámica se ha fortalecido en su población y los ataques terroristas que atentan contra la población civil y el aparato estatal se vuelven cada vez mas frecuentes, en razón de lo anterior, los grupos insurgentes en Pakistán han fortalecido su capacidad operativa y expandido su escenario de influencia.

Introducción: La infección por un tipo de Virus del Papiloma Humano de alto riesgo (VPH-AR), es el factor principal en el desarrollo de Cáncer de Cérvix (CC). La carga viral puede modular esta asociación, por lo que resulta importante su cuantificación y el establecimiento de su relación con lesiones precursoras de CC. Metodología: 60 mujeres con lesiones escamosas intraepiteliales (LEI) y 120 mujeres sin LEI, confirmadas por colposcopia, fueron incluidas en el estudio. Se determinó la carga viral de 6 tipos de VPH-AR, mediante PCR en tiempo real. Se estimaron OR crudos y ajustados para evaluar la asociación entre la carga viral de cada tipo y las lesiones cervicales. Resultados: 93.22% de mujeres con LEI y 91.23% de mujeres negativas, fueron positivas para al menos un tipo de VPH. VPH-18 y VPH-16 fueron los tipos más prevalentes, junto con VPH-31 en mujeres sin LEI. No se encontraron diferencias estadísticamente significativas de las cargas virales entre éstos dos grupos, aunque se observó un mayor carga viral en lesiones para algunos tipos virales. Una mayor frecuencia de lesiones se asoció a infecciones con carga baja de VPH-16 (ORa: 3.53; IC95%: 1.16 – 10.74), en comparación a mujeres con carga alta de VPH-16, (ORa: 2.63; IC95%: 1.09 – 6.36). En infecciones por VPH-31, la presencia de carga viral alta, se asoció con una menor frecuencia de lesiones (ORa: 0.34; IC95%: 0.15 – 0.78). Conclusiones: La prevalencia tipo-específica de VPH se corresponde con las reportadas a nivel mundial. La asociación entre la carga viral del VPH y la frecuencia de LEI es tipo específica y podría depender de la duración de la infección, altas cargas relacionadas con infecciones transitorias, y bajas cargas con persistentes. Este trabajo contribuye al entendimiento del efecto de la carga viral en la historia natural del CC; sin embargo, estudios prospectivos son necesarios para confirmar estos resultados.

This paper describes a prototype grid infrastructure, called the eMinerals minigrid, for molecular simulation scientists. which is based on an integration of shared compute and data resources. We describe the key components, namely the use of Condor pools, Linux/Unix clusters with PBS and IBM's LoadLeveller job handling tools, the use of Globus for security handling, the use of Condor-G tools for wrapping globus job submit commands, Condor's DAGman tool for handling workflow, the Storage Resource Broker for handling data, and the CCLRC dataportal and associated tools for both archiving data with metadata and making data available to other workers.

A new generation of advanced surveillance systems is being conceived as a collection of multi-sensor components such as video, audio and mobile robots interacting in a cooperating manner to enhance situation awareness capabilities to assist surveillance personnel. The prominent issues that these systems face are: the improvement of existing intelligent video surveillance systems, the inclusion of wireless networks, the use of low power sensors, the design architecture, the communication between different components, the fusion of data emerging from different type of sensors, the location of personnel (providers and consumers) and the scalability of the system. This paper focuses on the aspects pertaining to real-time distributed architecture and scalability. For example, to meet real-time requirements, these systems need to process data streams in concurrent environments, designed by taking into account scheduling and synchronisation. The paper proposes a framework for the design of visual surveillance systems based on components derived from the principles of Real Time Networks/Data Oriented Requirements Implementation Scheme (RTN/DORIS). It also proposes the implementation of these components using the well-known middleware technology Common Object Request Broker Architecture (CORBA). Results using this architecture for video surveillance are presented through an implemented prototype.

The present food shortages in the Horn of Africa and the West African Sahel are affecting 31 million people. Such continuing and future crises require that people in the region adapt to an increasing and potentially irreversible global sustainability challenge. Given this situation and that short-term weather and seasonal climate forecasting have limited skill for West Africa, the Rainwatch project illustrates the value of near real-time monitoring and improved communication for the unfavourable 2011 West African monsoon, the resulting severe drought-induced humanitarian impacts continuing into 2012, and their exacerbation by flooding in 2012. Rainwatch is now coupled with a boundary organization (Africa Climate Exchange, AfClix) with the aim of integrating the expertise and actions of relevant institutions, agencies and stakeholders to broker ground-based dialogue to promote resilience in the face of recurring crisis.

There is a growing need for massive computational resources for the analysis of new astronomical datasets. To tackle this problem, we present here our first steps towards marrying two new and emerging technologies; the Virtual Observatory (e.g, AstroGrid) and the computa- tional grid (e.g. TeraGrid, COSMOS etc.). We discuss the construction of VOTechBroker, which is a modular software tool designed to abstract the tasks of submission and management of a large number of compu- tational jobs to a distributed computer system. The broker will also interact with the AstroGrid workflow and MySpace environments. We discuss our planned usages of the VOTechBroker in computing a huge number of n–point correlation functions from the SDSS data and mas- sive model-fitting of millions of CMBfast models to WMAP data. We also discuss other applications including the determination of the XMM Cluster Survey selection function and the construction of new WMAP maps.

The report examines the development of the Internet and Intranets in the world of business and commerce, drawing on previous literature and research. The new technology is explained, and key issues examined, such as the impact of the Internet on the surveyor's role as 'information broker' and its likely effect on clients' property requirements. The research is based on an analysis of 261 postal questionnaire responses and eight case study interviews from a sample of general practice and quantity surveying practices and corporates. For the first time the property profession is examined in detail and the key drivers, barriers and benefits of Internet use are identified for a range of different sized organisations.

The report analyses if some common problems can be avoided by using modern technology. As a reference system “Fartygsrapporteringssystemet” is used. It is an n-tier web application built with modern technology at time, 2003-2004. The aim is to examine whether ASP.Net MVC, Windows Communication Foundation, Workflow Foundation and SQL Server 2005 Service Broker can be used to create an n-tier web application which also communicate with other systems and facilitate automated testing. The report describes the construction of a prototype in which the presentation layer uses ASP.Net MVC to separate presentation and business logic. Communication with the business layer is done through the Windows Communication Foundation. Hard coded processes are broken out and dealt with by Workflow Foundation. Asynchronous communication with other systems is done by using Microsoft SQL Server 2005 Service Broker. The results of the analysis is that these techniques can be used to create a n-tier web application, but that ASP.Net MVC, which at present only available in a preview release, is not sufficiently developed yet.

Over the years so many academic literatures has revealed that increased number of firms have seen internationalization as a means to gain and sustain competitive advantage and even increase economic of scale, and this has led many western companies to emerging markets. In this paper we discovered that among the pool of Swedish firms, only the MNEs have seen Nigerian market attractive to internationalize to, but just a few of the Swedish SMEs has expanded to the Nigerian market. This research was conducted by doing a qualitative study with the use of phenomenological research approach, during our investigation on the functions of intermediaries in Swedish SMEs internationalization to Nigeria market.Furthermore, we were able to understand the importance and functions of the different marketing intermediaries’ in Swedish SMEs internationalization to Nigeria market. These intermediaries equip the Swedish firms with the required objective knowledge of the Nigerian market, updating them with recent development of the opportunities and threats involved in the Nigerian marketing environment, and linking these Swedish firms to the required government departments, distributors, agent/broker, customers, middle men etc, thereby impacting them with the experiential knowledge. Moreover, it is important for firms to have objective or pre-market knowledge of a particular market before entering that market, but this knowledge is regarded as non-helpful knowledge to firms. But the experiential knowledge is acquired over time in the market, which is regarded as the helpful knowledge. It is evident that the intermediaries equip these firms with both objective and experiential knowledge.Although the opportunities in some emerging markets are very attractive, but the threats in these markets are other factors firms also put into consideration before internationalizing to these markets. This is why thorough market research has to be done so that firms can create effective marketing strategies when they want to expand their marketing activities to emerging markets. Despite the risk and uncertainties involved in doing business in foreign countries, still yet companies selling global products do not have any choice than to internationalize their marketing operations.
